नई दिल्ली, दिनांक 19 मई 2026

सं. 9-20/2025-यू.3(ए))—जबकि, यूजीसी अधिनियम, 1956 की धारा 3 के तहत "श्री कृ ष्ण विश्वविद्यालय" के नाम से श्री कृ ष्ण र्आटर्स एंड साइंस कॉलेज, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु को सामान्य श्रेणी के तहत सम-विश्वविद्यालय संस्थान का दर्जा प्रदान करने के लिए यूजीसी पोर्टल पर एक ऑनलाइन आवेदन प्रस्तुत किया गया था

2. और जबकि, यूजीसी ने दिनांक 20.08.2025 के अपने पत्र संख्या 40-2/2024 (सीपीपी-आई/डीयू) के माध्यम से सूचित किया कि यूजीसी (सम-विश्वविद्यालय संस्था) विनियम, 2023 के अनुसार इसकी विशेषज्ञ समिति के माध्यम से आवेदन की जांच की गई थी, और समिति ने सर्वसम्मति से कु छ शतों के साथ सामान्य श्रेणी के तहत संस्थान को सम-विश्वविद्यालय का दर्जा प्रदान की सिफारिश की थी।

3. और आगे जबकि, आयोग द्वारा दिनांक 23.07.2025 को आयोजित अपनी 592वीं बैठक (मद संख्या 2.02) में यूजीसी विशेषज्ञ समिति की सिफारिशों पर विचार किया गया और उन्हें अनुमोदित किया गया।

4. और जबकि, यूजीसी की सलाह की जांच करने पर, मंत्रालय ने दिनांक 17.03.2026 के अपने पत्र के माध्यम से प्रायोजक निकाय से कु छ बिंदुओं पर स्पष्टीकरण प्रस्तुत करने का अनुरोध किया। इसके जवाब में, प्रायोजक निकाय ने मंत्रालय को अपने बिंदुवार स्पष्टीकरण प्रस्तुत किए।

5. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, एतद्द्वारा श्री कृ ष्ण कला और विज्ञान कॉलेज, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु को "श्री कृ ष्ण नॉलेज फाउंडेशन" सुगुनपुरम, कु नियामुथुर, पी.ओ. कोयम्बटूर, तमिलनाडु के नाम और शैली में सम-विश्वविद्यालय संस्थान (सामान्य श्रेणी के तहत) के रूप में घोषित करता है, जो निम्नलिखित शतों के अध्यधीन है:—

i. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु यूजीसी (सम-विश्वविद्यालय संस्थान) विनियम, 2023 और समय-समय पर इसके संशोधनों का पालन करेगा।

ii. प्रायोजक निकाय द्वारा दिए गए सभी वचनों का सम विश्वविद्यालय द्वारा सख़्ती से पालन किया जाएगा।

iii. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का अन्यत्र उपयोग नहीं किया जाएगा।

iv. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु किसी भी ऐसी गतिविधि में शामिल नहीं होगा या उसमें सम्मिलित नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

v. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु में प्रस्तुत किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

vi. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीति- 2020 के अनुरूप बनाएगा।

vii. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु समय-समय पर यथा संशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में निहित प्रावधानों के अनुसार सभी पात्र शैक्षणिक पाठ्यक्रमों/कार्यक्रमों को राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध मान्यता के लिए मूल्यांकित कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध मान्यता प्राप्त कराने जैसा भी मामला हो, के लिए सभी अपेक्षित कदम उठाएगा।

viii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन के नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं लागू रहेंगी और श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु द्वारा उनका अनुपालन किया जाएगा।

ix. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार इस मंत्रालय और यूजीसी को संगम ज्ञापन प्रस्तुत करेगा। इसके अलावा, जब भी आवश्यक होगा, यह मौजूदा विनियमों के प्रावधानों के अनुसार अपने संगम ज्ञापन /नियमों को अद्यतित या संशोधित करेगा।

x. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु यूजीसी और संबंधित सांविधिक परिषदों के नियमों और विनियमों के अनुसार शुल्क संरचना का पालन करेगा।

xi. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।

xii. श्री कृ ष्णा नॉलेज फाउंडेशन, सुगुनापुरम, कु नियामुथुर, पीओ कोयंबटूर, तमिलनाडु को अनिवार्य रूप से अकादमिक बैंक ऑफ क्रे डिट (एबीसी) बनाना होगा, अपने छात्रों की पहचान करनी होगी और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करना होगा और यह सुनितिि करना होगा कि क्रे डिट स्कोर एबीसी पोर्टल में प्रर्दर्शत हों और समर्थ ई-गवनेंस को अपनाएगा।

सं. 9-8/2025-यू.3(ए)—जबकि, के न्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत यूजीसी की सलाह पर उच्चतर शिक्षा संस्थान को सम-विश्वविद्यालय संस्थान के रूप में घोषित करने का अधिकार प्राप्त है।

2. और जबकि, करपगा विनयगा एजुके शनल ट्रस्ट द्वारा यूजीसी पोर्टल पर जिसमें यूजीसी अधिनियम, 1956 की धारा 3 के तहत करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, जीएसटी रोड, चिन्ना कोलमबक्कम, मदुरंथागम, तमिलनाडु के नाम से विशिष्ट श्रेणी के तहत सम- विश्वविद्यालय का दर्जा प्रदान करने के लिए एक ऑनलाइन आवेदन प्रस्तुत किया गया, जिसमें निम्नलिखित संस्थान शामिल हैं:—

i. करपगा विनयगा कॉलेज ऑफ इंजीनियररंग एंड टेक्नोलॉजी (के वीसीईटी))

ii. करपगा विनयगा इंस्टीट्यूट ऑफ डेंटल साइंसेज (के आईडीएस)

iii. करपगा विनयगा इंस्टीट्यूट ऑफ मेडिकल साइंसेज एंड रिसर्च सेंटर (के आईएमएस एंड आरसी))

iv. करपगा विनयगा कॉलेज ऑफ र्नसंिग (के वीसीएन)

v. करपगा विनयगा इंस्टीट्यूट फॉर फार्मास्युटिकल साइंस (के वीआईपीएस)

3. और जबकि, प्रारंभ में, यूजीसी की सलाह पर, मंत्रालय ने दिनांक 10.03.2025 के आदेश के माध्यम से करपगा विनयगा एजुके शनल ट्रस्ट के आवेदन को इस आधार पर निरस्त कर दिया कि उपयु र्क्त संस्थानों अर्थात अन्ना विश्वविद्यालय और तमिलनाडु डॉ. एमजीआर मेडिकल यूनिर्वर्सटी के संबद्ध विश्वविद्यालयों ने करपगा विनयगा एजुके शनल ट्रस्ट को दिए गए अपने अनापत्ति प्रमाण पत्र को वापस ले लिया था।

4. और जबकि, करपागा विनयगा एजुके शनल ट्रस्ट ने मंत्रालय के दिनांक 10.03.2025 के आदेश को चुनौती देते हुए माननीय मरास उच्च न्यायालय में एक रिट याचिका दायर की। मामले की सुनवाई के बाद, "माननीय न्यायालय ने दिनांक 22.04.2025 के आदेश में व्यवस्था दी कि "इस प्रकार विवादित आदेश (अर्थात, मंत्रालय को दिनांक 10.03.2025 के आदेश) को रद्द कर दिया जाता है और मामले को नए सिरे से विचार के लिए प्रथम प्रतिवादी (शिक्षा मंत्रालय) को भेजा जाता है। दूसरे प्रतिवादी (यूजीसी) को निदेश दिया जाता है कि वह अपनी सिफारिशें पहले प्रतिवादी को भेजे, फिर से एनओसी की वापसी के संदर्भ के बिना, जो इस आदेश की प्रति प्राप्त होने की तारीख से चार सप्ताह की अवधि के भीतर कानूनी रूप से अप्रभावी और अमान्य पाया जाता है। इसके बाद, ऐसी सिफारिश प्राप्त होने पर, प्रथम प्रतिवादी चार सप्ताह की अवधि के भीतर, योग्यता के आधार पर और कानून के अनुसार आदेश पारित करेगा"।

5. और जबकि, माननीय न्यायालय के निदेश के अनुपालन में तथा विश्वविद्यालय अनुदान आयोग की सलाह पर विचार करते हुए, मंत्रालय ने करपगा विनयगा एजुके शनल ट्रस्ट को करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, जी.एस.टी. रोड, चिन्ना कोलंबक्कम, मदुरांतकम, तमिलनाडु के नाम से सम-विश्वविद्यालय संस्थान प्रारम्भ करने से पूर्व 3 वषों की अवधि के भीतर कु छ शतों की पूरा करने के लिए दिनांक 06.11.2025 को आशय पत्र (एलओएल) जारी किया।

6. और आगे जबकि, करपगा विनयगा एजुके शनल ट्रस्ट ने दिनांक 01.12.2025 के पत्र के माध्यम से आशय पत्र की शतों को पूरा करने के संबंध में अनुपालन रिपोर्ट प्रस्तुत की। इसे सत्यापन और सलाह के लिए यूजीसी को भेज दिया गया था। प्रत्युत्तर में, यूजीसी ने दिनांक 02.03.2026 के पत्र के माध्यम से सूचित किया कि अनुपालन रिपोर्ट को स्थायी समिति द्वारा स्वीकार कर लिया गया था और इस मामले में अंतिम अनुमोदन के लिए सिफारिश की गई थी।

7. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, एतदद्वारा करपगा विनयगा एजुके शनल ट्रस्ट को करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, जीएसटी रोड, चिन्ना कोलमबक्कम मदुरंथागम, तमिलनाडु के नाम से विशिष्ट श्रेणी के तहत सम-विश्वविद्यालय शुरू करने का अनुमोदन प्रदान करता है। उक्त घोषणा निम्नलिखित शतों के अध्यधीन है:

i. प्रायोजक निकाय द्वारा दिए गए सभी वचनों का सम विश्वविद्यालय द्वारा सख़्ती से पालन किया जाएगा।

ii. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का अन्यत्र उपयोग नहीं किया जाएगा।

iii. करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, मदुरंतगम, तमिलनाडु किसी भी ऐसी गतिविधि में शामिल नहीं होगा या उसमें सम्मिलित नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

v. करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, मदुरंतगम, तमिलनाडु अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीति-2020 के अनुरूप बनाएगा।

vi. करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, मदुरंतगम, तमिलनाडु समय-समय पर यथा संशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में निहित प्रावधानों के अनुसार सभी पात्र शैक्षणिक पाठ्यक्रमों/कार्यक्रमों को राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध मान्यता के लिए मूल्यांकित कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध मान्यता प्राप्त कराने जैसा भी मामला हो, के लिए सभी अपेक्षित कदम उठाएगा।

vii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन के नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं लागू रहेंगी और करपगा विनयगा शैक्षिक विद्या फॉर र्लनंिग, मदुरंतगम, तमिलनाडु द्वारा उनका अनुपालन किया जाएगा।

viii. करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, मदुरंतगम, तमिलनाडु यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार इस मंत्रालय और यूजीसी को संगम ज्ञापन प्रस्तुत करेगा। इसके अलावा, जब भी आवश्यक होगा, यह मौजूदा विनियमों के प्रावधानों के अनुसार अपने संगम ज्ञापन /नियमों को अद्यतित या संशोधित करेगा।

ix. करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, मदुरंतगम, तमिलनाडु यूजीसी और संबंधित सांविधिक परिषदों के नियमों और विनियमों के अनुसार शुल्क संरचना का पालन करेगा।

x. करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, मदुरंतगम, तमिलनाडु इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।

xi. करपगा विनयगा एजुके शनल लोर फॉर र्लनंिग, मदुरंतगम, तमिलनाडु को अनिवार्य रूप से अकादमिक बैंक ऑफ क्रे डिट (एबीसी) बनाना होगा, अपने छात्रों की पहचान करनी होगी और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करना होगा और यह सुनितिि करना होगा कि क्रे डिट स्कोर एबीसी पोर्टल में प्रर्दर्शत हों और समर्थ ई-गवनेंस को अपनाएगा।

सं. 9-3/2025-यू.3(ए)—जबकि, के न्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत विश्वविद्यालय अनुदान आयोग की सलाह पर उच्चतर शिक्षा संस्थान को सम-विश्वविद्यालय संस्था के रूप में घोषित करने का अधिकार प्राप्त है।

2. जबकि, नेहरू कॉलेज ऑफ एजुके शनल एंड चैरिटेबल ट्रस्ट द्वारा यूजीसी पोर्टल पर यूजीसी अधिनियम, 1956 की धारा 3 के तहत पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु को विशिष्ट श्रेणी के तहत सम-विश्वविद्यालय का दर्जा प्रदान करने के लिए एक ऑनलाइन आवेदन प्रस्तुत किया गया था।

3. और जबकि, यूजीसी ने दिनांक 10.01.2025 के अपने पत्र संख्या 40-4/2024 (सीपीपी-आई/डीयू) के माध्यम से सूचित किया कि यूजीसी (सम-विश्वविद्यालय संस्था) विनियम, 2023 के अनुसार अपनी विशेषज्ञ समिति के माध्यम से आवेदन की जांच की गई थी, और समिति ने सर्वसम्मति से कु छ शतों के साथ नेहरू कॉलेज ऑफ एजुके शनल एंड चैरिटेबल ट्रस्ट को आशय पत्र (एलओआई) जारी करने की सिफारिश की थी। समिति की सिफारिशों पर आयोग द्वारा दिनांक 23.12.2024 को आयोजित अपनी 586वीं बैठक (मद संख्या 2.10) में विचार किया गया और अनुमोदित किया गया।

4. और जबकि, मंत्रालय ने यूजीसी की सलाह पर नेहरू कॉलेज ऑफ एजुके शनल एंड चैरिटेबल ट्रस्ट, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु - 641008 को तीन वर्ष की अवधि के भीतर कु छ शतों को पूरा करने के लिए दिनांक 05.03.2025 को एक आशय पत्र (एलओआई) जारी किया। इसके अलावा, नेहरू कॉलेज ऑफ एजुके शनल एंड चैरिटेबल ट्रस्ट के सचिव ने दिनांक 27.06.2025 के पत्र के माध्यम से एलओआई में निर्धारित शतों को पूरा करने के संबंध में एक अनुपालन रिपोर्ट प्रस्तुत की। यह अनुपालन रिपोर्ट जांच और सलाह के लिए यूजीसी को भेजी गई थी।

5. और आगे जबकि, यूजीसी ने दिनांक 02.03.2026 के अपने पत्र के माध्यम से सूचित किया कि संस्थान की अनुपालन रिपोर्ट को उसकी विशेषज्ञ समिति द्वारा स्वीकार कर लिया गया था और पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज, हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु को विशिष्ट श्रेणी के तहत सम-विश्वविद्यालय का दर्जा देने की सिफारिश की गई थी। यूजीसी विशेषज्ञ समिति की सिफारिशों पर आयोग द्वारा दिनांक 30.01.2026 को आयोजित अपनी 595वीं बैठक (मद संख्या 2.18) में विचार किया गया और अनुमोदित किया गया।

6. अब, इसलिए, विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए शिक्षा मंत्रालय विश्वविद्यालय अनुदान आयोग की सलाह पर एतदद्वारा पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज, हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस कु नियामुथुर, कोयंबटूर, तमिलनाडु के नाम से विशिष्ट श्रेणी (हरित क्षेत्र) के तहत सम-विश्वविद्यालय का दर्जा प्रदान करने के लिए अनुमोदन प्रदान करता है। यह अनुमोदन निम्नलिखित शतों के अध्यधीन है:—

i. पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज, हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु समय-समय पर संशोधित यूजीसी (सम-विश्वविद्यालय संस्थान) विनियम, 2023 का पालन करेगा।

ii. प्रायोजक निकाय द्वारा दिए गए सभी वचनों का सम विश्वविद्यालय द्वारा सख़्ती से पालन किया जाएगा।

iii. नेहरू कॉलेज ऑफ एजुके शनल एंड चैरिटेबल ट्रस्ट के अंतर्गत चल रहे अन्य सभी संस्थान मंत्रालय के अनुमोदन के बिना पीके दास सामाजिक विज्ञान, स्वास्थ्य विज्ञान और प्रौद्योगिकी संस्थान (सम-विश्वविद्यालय), कोयम्बटूर का हिस्सा नहीं होंगे।

iv. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का अन्यत्र उपयोग नहीं किया जाएगा।.

v. पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज, हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु किसी भी ऐसी गतिविधि में शामिल नहीं होगा या उसमें सम्मिलित नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

vi. पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज, हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु में प्रस्तुत किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।.

vii. पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज, हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीति-2020 के अनुरूप बनाएगा।

viii. पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज, हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु समय-समय पर यथा संशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में निहित प्रावधानों के अनुसार सभी पात्र शैक्षणिक पाठ्यक्रमों/कार्यक्रमों को राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध मान्यता के लिए मूल्यांकित कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध मान्यता प्राप्त कराने जैसा भी मामला हो, के लिए सभी अपेक्षित कदम उठाएगा।

x. पीके दास इंस्टीट्यूट ऑफ सोशल साइंसेज, हेल्थ साइंसेज एंड टेक्नोलॉजी, नेहरू कॉलेज कैं पस, कु नियामुथुर, कोयंबटूर, तमिलनाडु यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार इस मंत्रालय और यूजीसी को संगम ज्ञापन प्रस्तुत करेगा।

No. 9-20/2025-U.3(A)—Whereas, an online application was submitted on the UGC Portal for grant of Institution deemed to be University status under general category to Sri Krishna Arts and Science College, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu in the name of "Sri Krishna University" under Section 3 of the UGC Act, 1956.

2. And whereas, vide its letter No. 40-2/2024 (CPP-I/DU) dated 20.08.2025, informed that the application was examined through its Expert Committee in accordance with the UGC (Institutions Deemed to be Universities) Regulations, 2023, and the Committee unanimously recommended conferment of Institution deemed to be University status under General Category with certain conditions.

3. And further whereas, the recommendations of the UGC Expert Committee were considered and approved by the Commission in its 592nd meeting (Item No. 2.02) held on 23.07.2025.

4. And whereas, upon examination of the advice of UGC, the Ministry, vide its letter dated 17.03.2026, requested the sponsoring body to furnish clarifications on certain points. In response, the sponsoring body submitted its point-wise clarifications to the Ministry.

5. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby declares Sri Krishna Arts and Science College, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu as an Institution deemed to be University (under general category) in the name and style of "Sri Krishna Knowledge Foundation", Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu with the following conditions:—

i. Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall follow the UGC (Institutions Deemed to be Universities) Regulations, 2023 and its amendments, from time to time.

ii. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

iii. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.

iv. Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall not engage or indulge in any activities that are of commercial and profit making in nature.

v. The academic programmes to be offered at Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

vi. Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall align its course with National Education Policy-2020.

vii. Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

viii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu.

ix. Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall submit MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to this Ministry and UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

x. Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

xi. Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xii. Sri Krishna Knowledge Foundation, Sugunapuram, Kuniamuthur, P.O. Coimbatore, Tamil Nadu shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.

No. 9-8/2025-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.

2. And whereas, an online application was submitted by Karpaga Vinayaga Educational Trust on the UGC Portal for grant of Institution deemed to be University status under distinct category in the name of Karpaga Vinayaga Educational Lore for Learning, GST Road, Chinna Kolambakkam, Maduranthagam, Tamil Nadu under Section 3 of the UGC Act, 1956 consisting of the following Institutions:—

i. Karpaga Vinayaga College of Engineering & Technology (KVCET)

ii. Karpaga Vinayaga Institute of Dental Sciences (KIDS)

iii. Karpaga Vinayaga Institute of Medical Sciences & Research Centre (KIMS&RC)

iv. Karpaga Vinayaga College of Nursing (KVCN)

v. Karpaga Vinayaga Institute for Pharmaceutical Science (KVIPS)

3. And whereas, initially, on the advice of UGC, the Ministry vide, Order dated 10.03.2025, rejected the application of Karpaga Vinayaga Educational Trust on the ground that the affiliated Universities of the above-mentioned Institutions i.e., Anna University and the Tamil Nadu Dr. M.G.R. Medical University had withdrawn their no objection certificate given to Karpaga Vinayaga Educational Trust.

4. And whereas, Karpaga Vinayaga Educational Trust filed a Writ Petition in the Hon'ble High Court of Madras challenging the Ministry's order dated 10.03.2025. After hearing the matter, Hon'ble Court, vide Order dated 22.04.2025 held that "the impugned order (i.e., Ministry's order dated 10.03.2025) is therefore set aside and the matter is remitted to the first respondent (Ministry of Education) for fresh consideration. The second respondent (UGC) is directed to send his recommendations to the first respondent, again without reference to the withdrawal of the NOC, which is found to be legally ineffective and invalid, within a period of four weeks from the date of receipt of a copy of this order. On receipt of such recommendation, the first respondent shall pass orders on merits and in accordance with law, within a period of four weeks, thereafter".

5. And whereas, pursuant to the direction of Hon'ble Court and considering the advice of UGC, the Ministry, issued Letter of Intent (LoI) dated 06.11.2025 to Karpaga Vinayaga Educational Trust for fulfilment of certain conditions within a period of 3 years before starting an Institution deemed to be University in the name of Karpaga Vinayaga Educational Lore for Learning, GST Road, Chinna Kolambakkam, Maduranthagam, Tamil Nadu.

6. And further whereas, Karpaga Vinayaga Educational Trust, vide letter dated 01.12.2025, submitted compliance report in respect of fulfilment of the conditions of the LoI. The same was forwarded to UGC for verification and advice. In response, UGC, vide letter dated 02.03.2026, informed that the compliance report was accepted by the Standing Committee and recommended for final approval in the matter.

7. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby accords approval to Karpaga Vinayaga Educational Trust for starting an Institution deemed to be University under distinct category in the name of Karpaga Vinayaga Educational Lore for Learning, GST Road, Chinna Kolambakkam, Maduranthagam, Tamil Nadu. The said declaration is subject to the following conditions:—

i. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

ii. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.

Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

ix. Karpaga Vinayaga Educational Lore for Learning, Maduranthagam, Tamil Nadu shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

x. Karpaga Vinayaga Educational Lore for Learning, Maduranthagam, Tamil Nadu shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xi. Karpaga Vinayaga Educational Lore for Learning, Maduranthagam, Tamil Nadu shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.

No. 9-3/2025-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.

2. Whereas, an online application was submitted by Nehru College of Educational and Charitable Trust on the UGC Portal for grant of Institution deemed to be University status under distinct category to P K Das Institute of Social Sciences Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamilnadu under Section 3 of the UGC Act, 1956.

3. And whereas, UGC vide its letter No. 40-4/2024 (CPP-I/DU) dated 10.01.2025, informed that the application was examined through its Expert Committee in accordance with the UGC (Institutions Deemed to be Universities) Regulations, 2023, and the Committee unanimously recommended for issuance of Letter of Intent (LoI) to Nehru College of Educational and Charitable Trust with certain conditions. The recommendations of the Committee were considered and approved by the Commission in its 586th meeting (Item No. 2.10) held on 23.12.2024.

4. And whereas, the Ministry, on the advice of UGC, issued a Letter of Intent (LoI) dated 05.03.2025 to Nehru College of Educational and Charitable Trust, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu – 641008 for fulfilment of certain conditions within a period of three years. Further, the Secretary, Nehru College of Educational and Charitable Trust, vide letter dated 27.06.2025, submitted a compliance report regarding fulfilment of the conditions stipulated in the LoI. The compliance report was sent to UGC for examination and advice.

And further whereas, UGC, vide its letter dated 02.03.2026, conveyed that the compliance report of the Institution was accepted by its Expert Committee and recommended for grant of Institution deemed to be university status under distinct category to P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu. The recommendations of the UGC Expert Committee were considered and approved by the Commission in its 595th meeting (Item No. 2.18) held on 30.01.2026.

6. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby accords approval for conferment of Institution deemed to be University status under distinct category (green field) in the name of P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu under distinct category. This approval is further subject to the following conditions:—

i. P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall follow the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

ii. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

iii. All other Institutions running under Nehru College of Educational and Charitable Trust shall not be the part of P K Das Institute of Social Sciences, Health Sciences and Technology (deemed to be University), Coimbatore without approval of the Ministry.

iv. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.

v. P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall not engage or indulge in any activities that are of commercial and profit making in nature.

vi. The academic programmes to be offered at P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

vii. P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall align its course with National Education Policy-2020.

viii. P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

ix. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu.

x. P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall submit its MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

xi. P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

xii. P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xiii. P K Das Institute of Social Sciences, Health Sciences and Technology, Nehru College Campus, Kuniamuthur, Coimbatore, Tamil Nadu shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.

xiv. The sponsoring body shall create and maintain the necessary academic, administrative, physical and other infrastructural facilities required for the proposed Deemed to be University, in accordance with the norms and standards prescribed by the UGC before commencement of the academic session.
