सं. 9-2/2026-यू.3(ए)—जबकि, जबकि, के न्द्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत यूजीसी की सलाह पर उच्चतर शिक्षा संस्थान को सम-विश्वविद्यालय संस्थान के रूप में घोषित करने का अधिकार प्राप्त है।
2. और जबकि, धनलक्ष्मी श्रीनिवासन एजुके शनल एंड चैरिटेबल ट्रस्ट द्वारा यूजीसी पोर्टल पर एक ऑनलाइन आवेदन प्रस्तुत किया, जिसमें धनलक्ष्मी श्रीनिवासन कॉलेज ऑफ़ र्आटर्स एंड साइंस फ़ॉर विमेन, पेराम्बलुर, तमिलनाडु को सामान्य श्रेणी के तहत धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु के नाम से सम विश्वविद्यालय का दर्जा दिए जाने का अनुरोध किया गया था।
3. और जबकि, यूजीसी ने अपने दिनांक 02.03.2026 के पत्र संख्या 40-6/2025 (CPP-I/DU) माध्यम से सूचित किया कि यूजीसी विशेषज्ञ समिति ने यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार आवेदन की जांच करने के बाद सर्वसम्मति से धनलक्ष्मी श्रीनिवासन कॉलेज ऑफ़ र्आटर्स एंड साइंस फॉर विमेन, पेराम्बलुर, तमिलनाडु को सामान्य श्रेणी के अंतर्गत धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु के नाम से सम विश्वविद्यालय का दर्जा प्रदान करने की अनुशंसा की है। यूजीसी विशेषज्ञ समिति की अनुशंसा पर दिनांक 30.01.2026 को आयोग द्वारा आयोजित 595वीं बैठक (मद संख्या 2.12) में विचार किया गया और उसे अनुमोदित किया गया।
4. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर, एतदद्वारा धनलक्ष्मी श्रीनिवासन कॉलेज ऑफ़ र्आटर्स एंड साइंस फॉर विमेन, पेराम्बलुर, तमिलनाडु को सामान्य श्रेणी के अंतर्गत धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु के नाम से सम विश्वविद्यालय घोषित करता है। उक्त घोषणा निम्नलिखित शतों के अध्यधीन है:—
i. प्रायोजक निकाय द्वारा दिए गए सभी वचनों का सम विश्वविद्यालय द्वारा सख़्ती से पालन किया जाएगा।
ii. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का अन्यत्र उपयोग नहीं किया जाएगा।
iii. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु किसी भी ऐसी गतिविधि में शामिल नहीं होगा या उसमें सम्मिलित नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।.

iv. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु में प्रस्तुत किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।
v. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीति- 2020 के अनुरूप बनाएगा।
vi. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु समय-समय पर यथा संशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में निहित प्रावधानों के अनुसार सभी पात्र शैक्षणिक पाठ्यक्रमों/कार्यक्रमों को राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध मान्यता के लिए मूल्यांकित कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध मान्यता प्राप्त कराने जैसा भी मामला हो, के लिए सभी अपेक्षित कदम उठाएगा।
vii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन के नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं लागू रहेंगी और धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु द्वारा उनका अनुपालन किया जाएगा।
viii. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार इस मंत्रालय और यूजीसी को संगम ज्ञापन (एमओए) प्रस्तुत करेगा। इसके अलावा, जब भी आवश्यक होगा, यह मौजूदा विनियमों के प्रावधानों के अनुसार अपने संगम ज्ञापन /नियमों को अद्यतित या संशोधित करेगा।
ix. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु यूजीसी और संबंधित सांविधिक परिषदों के नियमों और विनियमों के अनुसार शुल्क संरचना का पालन करेगा।
x. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु परिणाम आधारित शिक्षा (ओबीई) मानदंड को सम्मिलित और कार्यान्वित करेगा।
xi. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु कॉलेज इसके के न्द्रीय पुस्तकालय में प्रबंधन कार्यक्रमों के लिए आरएफआईडी प्रणाली स्थापित करेगा और प्रवेश अखिल भारतीय प्रवेश परीक्षा में छात्रों के प्रदर्शन के आधार पर होने चाहिए।
xii. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ़ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु संस्थान यूजीसी के मानदंडों (7वें कें द्रीय वेतन आयोग) के अनुसार यूजीसी वेतनमान का पालन करेगा।
xiii. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ रिसर्च एंड टेक्नोलॉजी, पेराम्बलुर, तमिलनाडु इस मंत्रालय के नेशनल इंस्टीट्यूशनल रैंककं ग फ्रे मवर्क (NIRF) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।
xiv. धनलक्ष्मी श्रीनिवासन इंस्टीट्यूट ऑफ रिसर्च एंड टेक्नोलॉजी, पेराम्बलूर, तमिलनाडु के लिए यह अनिवार्य होगा कि वह एके डमिक बैंक ऑफ क्रे र्डिटस (एबीसी) बनाए, अपने छात्रों की पहचान (आइडेंटिटी) तैयार करे, उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करे और यह सुनितिि करे कि ये क्रे डिट स्कोर एबीसी पोर्टल पर प्रर्दर्शत हों और समर्थ ई-जीओवी को अपनाए।

CORRIGENDUM
New Delhi, the 13th June 2026
No. 73-pres/2026 —The following amendments are to be made in this Secretariat Notification No. 16-Pres/1960 dated 26th January 1960 relating to "Sena Medal/Army Medal": —
For : Secondly: The medal shall be awarded to personnel of the Army for such individual acts of exceptional devotion to duty or courage as have special significance for the Army. All ranks of the Army shall be eligible for the medal. Awards may be made posthumously.
Read : Secondly: Sena Medal shall be awarded to personnel of the Indian Army, Assam Rifles and all other legally constituted Armed Forces that come under operational control of the Indian Army or are engaged in the joint operations with Indian Army for such individual acts of exceptional devotion to duty or courage as have special significance for the Indian Army. All ranks of the Indian Army, Assam Rifles and all other legally constituted Armed Forces that come under operational control of the Indian Army or are engaged in the joint operations with Indian Army shall be eligible for the medal. Awards may be made posthumously.

No. 9-2/2026-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.
2. And whereas, an online application was submitted by The Dhanalakshmi Srinivasan Educational and Charitable Trust on the UGC Portal for grant of Institution deemed to be University status under general category to Dhanalakshmi Srinivasan College of Arts & Science for Women, Perambalur, Tamil Nadu in the name of Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu.
3. And whereas, UGC, vide its letter No. No. 40-6/2025 (CPP-I/DU) dated 02.03.2026, informed that UGC Expert Committee, after examining the application as per the UGC (Institutions deemed to be Universities) Regulations, 2023, unanimously recommended for grant of Institution deemed to be University status under general category to Dhanalakshmi Srinivasan College of Arts & Science for Women, Perambalur, Tamil Nadu in the name of Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu. The recommendation of UGC Expert Committee was considered and approved by the Commission in its 595th meeting (Item No. 2.12) held on 30.01.2026.
4. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, hereby declares Dhanalakshmi Srinivasan College of Arts & Science for Women, Perambalur, Tamil Nadu as an Institution deemed to be University under general category in the name of Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu. The said declaration is subject to the following conditions:—
i. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.
ii. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.

iv. The academic programmes to be offered at Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.
v. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall align its courses with National Education Policy-2020.
vi. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions deemed to be Universities) Regulations, 2023, as amended from time to time.
vii. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, Fees, etc. shall continue to be in force, and shall be adhered to by Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu.
viii. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall submit it Memorandum of Association (MoA) in accordance with UGC (Institutions deemed to be Universities) Regulations, 2023 to UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.
ix. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.
x. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall incorporate and implement Outcome-Based Education (OBE) criteria.
xi. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall install RFID system in the Central Library of the College for the Management programs, and admissions should be based on students' performance in the All-India Entrance Examination.
xii. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall follow UGC pay scale in the Institution per UGC norms (7th Central Pay Commission).
xiii. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.
xiv. Dhanalakshmi Srinivasan Institute of Research and Technology, Perambalur, Tamil Nadu shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.
