सं. 3-1/2026-संस्कृ त-I—भारत सरकार ने वैदिक अध्ययन की मौखिक परंपरा को परिरक्षित, संरक्षित और विकसित करने के उद्देश्य से वर्ष 1987 में उज्जैन में राष्ट्रीय वेद विद्या प्रतिष्ठान नामक एक सोसायटी का गठन किया था, जिसके लिए प्रतिष्ठान पारंपरिक वैदिक संस्थानों और विद्वानों की सहायता करने, अध्येतावृत्तियां, छात्रवृत्ति आदि प्रदान करने जैसे विभिन्न कार्यकलाप करेगा। इसे वर्ष 1987 में सोसायटी पंजीकरण अधिनियम, 1860 (1860 का XXI) संख्या 17451 के तहत पंजीकृ त किया गया है। मई 1993 में प्रतिष्ठान का नाम बदलकर मर्हर्ष संदीपनी राष्ट्रीय वेद विद्या प्रतिष्ठान, उज्जैन कर दिया गया।
इस मंत्रालय के दिनांक 06.04.2021 की अधिसूचना संख्या एफ.3-1/2015-एसके टी.I का अधिक्रमण करते हुए एतद् द्वारा, यह अधिसूचित किया जाता है कि मर्हर्ष संदीपनी राष्ट्रीय वेद विद्या प्रतिष्ठान, उज्जैन के एमओए के नियम 4 के संदर्भ में महासभा का तत्काल प्रभाव से 5 वर्ष की अवधि के लिए पुनर्गठन किया जाता है। महासभा का संघटन निम्न प्रकार है:—

सं. 10-4/2026-यू.3(ए)—जबकि, मल्ला रेड्डी (एमआर), सम विश्वविद्यालय, तेलंगाना ने यूजीसी (सम विश्वविद्यलय संस्थान) विनियम, 2023 के अनुसार कृ ष्णापुरम गांव, रेनिगु ंटा मंडल, तिरुपति में एक ऑफ-कैं पस कें द्र की स्थापना के लिए यूजीसी पोर्टल पर एक ऑनलाइन आवेदन प्रस्तुत किया था।
2. और जबकि, यूजीसी ने अपने दिनांक 12.05.2026 के पत्र संख्या 41-5/2026 (सीपीपी-आई/डीयू) के माध्यम से सूचित किया कि आवेदन की स्थायी समिति के माध्यम से जांच की गई थी। समिति ने संस्थान की प्रस्तुति के बाद और प्रस्तुत दस्तावेजों के आधार पर, कु छ शतों को पूरा करने के लिए मल्ला रेड्डी (एमआर), तेलंगाना को आशय पत्र (एलओआई) जारी करने की सिफारिश की।
3. और जबकि, मंत्रालय ने यूजीसी की सलाह पर, मल्ला रेड्डी (एमआर), सम विश्वविद्यालय, तेलंगाना को कृ ष्णापुरम गांव, रेनिगु ंटा मंडल, तिरुपति में एक ऑफ-कैं पस कें द्र की स्थापना से तीन वर्ष की अवधि के भीतर कु छ शतों को पूरा करने के लिए दिनांक 01.06.2026 को आशय पत्र (एलओआई) जारी किया।
4. और इसके अलावा जबकि, पंजीयक, मल्ला रेड्डी (एमआर), तेलंगाना ने दिनांक 02.06.2026 को एलओआई में निर्धारित शतों के संबंध में अनुपालन रिपोर्ट प्रस्तुत की। इसे सत्यापन और आगे की सलाह हेतु यूजीसी को भेजा गया था। इसके अलावा, यूजीसी ने दिनांक 03.07.2026 के पत्र के माध्यम से सूचित किया कि अनुपालन रिपोर्ट को स्थायी समिति द्वारा स्वीकार कर लिया गया था।
5. अब इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, यूजीसी की सलाह पर एतदद्वारा मल्ला रेड्डी (एमआर), सम विश्वविद्यालय संस्थान, तेलंगाना को संख्या 6, कृ ष्णापुरम गांव, रेनिगु ंटा मंडल, तिरुपति में एक ऑफ- कैं पस कें द्र शुरू करने के लिए अनुमोदन प्रदान करता है।
6. मल्ला रेड्डी (एमआर), सम विश्वविद्यालय, तेलंगाना द्वारा इस मंत्रालय की पूर्ववर्ती अधिसूचना (अधिसूचनाओं) में उल्लिखित अन्य सभी शतों के साथ-साथ समय-समय पर जारी यूजीसी और अन्य सांविधिक परिषदों के नियमों/विनियमों का पालन किया जाएगा।

No. 3-1/2026-Skt.I—The Government of India constituted a Society in 1987 namely Rashtriya Veda Vidya Pratisthan at Ujjain with the objective to preserve, conserve and develop the oral tradition of Vedic studies for which the Pratisthan will undertake various activities such as support traditional vedic institutions and scholars, provide fellowships, scholarships etc. It has been registered under Societies Registration Act, 1860 (XXI of 1860) No. 17451 in 1987. The name of the Pratisthan was changed to Maharshi Sandipani Rashtriya Veda Vidya Pratisthan, Ujjain in May, 1993.
In supersession to this Ministry's notification No.F.3-1/2015-Skt.I dated 06.04.2021, it is hereby notified that the General Body in terms of Rule 4 of the MoA of Maharshi Sandipani Rashtriya Veda Vidya Pratisthan, Ujjain is hereby reconstituted for a period of 5 years with immediate effect. No. 10-4/2026-U.3(A)—Whereas, Malla Reddy (MR), Deemed to be University, Telangana submitted an online application on the UGC Portal for establishment of an off-campus centre at Krishnapuram Village, Renigunta Mandal, Tirupathi as per the UGC (Institutions deemed to be Universities) Regulations, 2023.
2. And whereas, UGC, vide its letter No. 41-5/2026 (CPP-I/DU) dated 12.05.2026, informed that the application was examined through its Standing Committee. The Committee, after presentation of the Institution and based on the documents submitted, recommended for issuance of Letter of Intent (LoI) to Malla Reddy (MR), Telangana for fulfilment of certain conditions.
3. And whereas, the Ministry, on advice of UGC, issued letter of Intent (LoI) dated 01.06.2026 to Malla Reddy (MR), Deemed to be University, Telangana for fulfilment of certain conditions within a period of three years before establishment of an off-campus centre at Krishnapuram village, Renigunta Mandal, Tirupathi.
4. And further whereas, the Registrar, Malla Reddy (MR), Telangana, vide letter dated 02.06.2026, submitted the compliance report in respect of the conditions stipulated in the LoI. The same was forwarded to UGC for verification and further advice. Further, UGC, vide letter dated 03.07.2026, informed that the compliance report was accepted by the Standing Committee.
5. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby accords approval to Malla Reddy (MR), an Institution deemed to be University, Telangana to start an off-campus Centre at No. 6, Krishnapuram village, Renigunta Mandal, Tirupathi.
6. All other conditions mentioned in the earlier Notification(s) of this Ministry as well as the Rules / Regulations of UGC and other Statutory Councils, issued from time to time, shall continue to be adhered by Malla Reddy (MR), Deemed to be University, Telangana.
