संकल्प

संख्या फा.4(1)/2023-हिंदी—संसदीय कार्य मंत्रालय की हिंदी सलाहकार समिति के सदस्य डा. सुमेर सिंह सोलंकी, संसद सदस्य के राज्य सभा से सेवानिवृत्त होने के फलस्वरूप हुई रिक्ति के स्थान पर श्री बंशीलाल गुर्जर, संसद सदस्य (राज्य सभा) को समिति के सदस्य के रूप में नामित किया जाता है।

आदेश

इस संकल्प की प्रति सभी राज्य सरकारों और संघ राज्य क्षेत्रों के प्रशासनों, भारत सरकार के सभी मंत्रालयों तथा विभागों, राष्ट्रपति सचिवालय, प्रधान मंत्री कार्यालय, मंत्रिमंडल सचिवालय, लोक/ राज्य सभा सचिवालय, नीति आयोग, संसदीय राजभाषा समिति, भारत के नियंत्रक तथा महालेखा परीक्षक और वेतन तथा लेखा कार्यालय, मंत्रिमंडल कार्य, नई दिल्ली को भेजी जाए।

इस संकल्प को जनसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित कराया जाए।

सं. 9-3/2026-यू.3(ए): जबकि, के न्र सरकार को विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम, 1956 की धारा 3 के तहत विश्वविद्यालय अनुदान आयोग की सलाह पर उच्चतर शिक्षा संस्थान को सम-विश्वविद्यालय संस्था के रूप में घोषित करने का अधिकार प्राप्त है।

2. और जबकि, पीएसएन एजुके शनल एंड चैरिटेबल ट्रस्ट ने यूजीसी अधिनियम, 1956 की धारा 3 के तहत, निम्नलिखित 6 संस्थानों को मिलाकर पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेदियूर, तिरुनेलवेली, तमिलनाडु नाम से एक विशिष्ट श्रेणी में सम विश्वविद्यालय का दर्जा पाने के लिए यूजीसी पोर्टल पर एक ऑनलाइन आवेदन प्रस्तुत किया था:

i. पीएसएन कॉलेज ऑफ़ इंजीनियररंग एंड टेक्नोलॉजी (ऑटोनॉमस), तिरुनेलवेली;

ii. पीएसएन इंजीनियररंग कॉलेज, तिरुनेलवेली;

iii. लॉर्ड जगन्नाथ कॉलेज ऑफ़ इंजीनियररंग एंड टेक्नोलॉजी, कन्याकु मारी;

iv. कोट्टायम इंस्टीट्यूट ऑफ़ टेक्नोलॉजी एंड साइंस, कोट्टायम;

v. पीएसएन कॉलेज ऑफ़ एजुके शन, तिरुनेलवेली; और

vi. लॉर्ड जगन्नाथ कॉलेज ऑफ़ एजुके शन, कन्याकु मारी

3. और जबकि, यूजीसी ने अपने दिनांक 02.03.2026 के पत्र संख्या 40-23/2024 (सीपीपी-I/डीयू) के माध्यम से जानकारी दी कि यूजीसी की विशेषज्ञ समिति ने यूजीसी (समविश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार इस आवेदन की जांच की थी। जांच के बाद, समिति ने प्रायोजक संस्था को 'पीएसएन इंस्टीट्यूट ऑफ़ हायर एजुके शन एंड रिसर्च, मेलाथेदियूर, तिरुनेलवेली, तमिलनाडु' के नाम से एक410 भारत का राजपत्र, सितम्बर 26, 2026 (आश्विन 4, 1948) [भाग I—खण्ड 1 विशिष्ट श्रेणी के तहत समविश्वविद्यालय संस्थान का दर्जा प्राप्त संस्थान स्थापित करने के लिए नितिि शतों के साथ आशय पत्र (एलओआई) जारी करने संबंधी अनुशंसा की थी। समिति की अनुशंसा पर आयोग ने दिनांक 30.01.2026 को आयोजित अपनी 595वीं बैठक (मद संख्या 2.23) में विचार किया और उसे अनुमोदन प्रदान किया।

4. और जबकि, मंत्रालय ने यूजीसी की सलाह पर, पीएसएन इंस्टीट्यूट ऑफ़ हायर एजुके शन एंड रिसर्च, मेलाथेदियूर, तिरुनेलवेली, तमिलनाडु नाम से समविश्वविद्यालय संस्थान शुरू करने से पूर्व तीन वर्ष की अवधि के अंदर नितिि शतों की र्पूर्त हेतु पीएसएन एजुके शनल एंड चैरिटेबल ट्रस्ट को दिनांक 05.05.2026 को आशय पत्र जारी किया गया। इसके अतिरिक्त, प्रायोजक ट्रस्ट ने दिनांक 09.05.2026 के पत्र के माध्यम से एलओआई की शतों को पूरा करने के संबंध में अनुपालन रिपोर्ट प्रस्तुत की थी। इस अनुपालन रिपोर्ट को जांच और सलाह के लिए यूजीसी को प्रेषित किया गया था।

5. और इसके अतिरिक्त जबकि, यूजीसी ने दिनांक 27.07.2026 के अपने पत्र के माध्यम से बताया कि स्पॉन्सररंग ट्रस्ट की अनुपालन रिपोर्ट को यूजीसी की विशेषज्ञ समिति ने स्वीकार कर लिया था और पीएसएन इंस्टीट्यूट ऑफ़ हायर एजुके शन एंड रिसर्च, मेलाथेदियूर, तिरुनेलवेली, तमिलनाडु को एक विशिष्ट श्रेणी के अंतर्गत सम विश्वविद्यालय का दर्जा प्रदान करने की अनुशंसा की थी। समिति की अनुशंसा पर आयोग ने दिनांक 06.07.2026 को आयोजित अपनी 598वीं बैठक (मद संख्या 2.20) में विचार किया और उसे अनुमोदन प्रदान किया।

6. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, एतदद्वारा यूजीसी की सलाह पर, उपयु र्क्त पैरा 2 में उल्लिखित संस्थानों को मिलाकर पीएसएन इंस्टीट्यूट ऑफ़ हायर एजुके शन एंड रिसर्च, मेलाथेदियूर, तिरुनेलवेली, तमिलनाडु को समविश्वविद्यालय संस्थान दर्जा (विशिष्ट श्रेणी) देने संबंधी अनुमोदन प्रदान करता है। यह अनुमोदन निम्नलिखित शतों के अध्यधीन है:

i. पीएसएन इंस्टीट्यूट ऑफ़ हायर एजुके शन एंड रिसर्च, मेलाथेदियूर, तिरुनेलवेली, तमिलनाडु, समय-समय पर यथा संशोधित यूजीसी (समविश्वविद्यालय संस्थान) विनियम, 2023 का पालन करेगा।

ii. प्रयोजक निकाय द्वारा दिए गए सभी वचनों का समविश्वविद्यालय द्वारा सख्ती से पालन किया जाएगा।

iii. पीएसएन एजुके शनल एंड चैरिटेबल ट्रस्ट के अंतर्गत आने वाले अन्य सभी संस्थान (उक्त पैरा 2 में उल्लिखित संस्थानों को छोड़कर) पृथक रूप से कार्य करेंगे और मंत्रालय के अनुमोदन के बिना उन्हें पीएसएन इंस्टीट्यूट ऑफ़ हायर एजुके शन एंड रिसर्च (सम विश्वविद्यालय संस्थान), मेलाथेदियूर, तिरुनेलवेली, तमिलनाडु के अधिकार क्षेत्र में नहीं लाया जाएगा।

iv. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का अन्यत्र उपयोग नहीं किया जाएगा।

v. पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु किसी भी ऐसी गतिविधि में शामिल नहीं होगा या उसमें सम्मिलित नहीं होगा जो वाणिज्यिक और लाभ कमाने वाली प्रकृ ति की हो।

vi. पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु में प्रस्तुत किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

vii. पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु अपने पाठ्यक्रम को राष्ट्रीय शिक्षा नीति- 2020 के अनुरूप बनाएगा।

viii. पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु समय-समय पर यथा संशोधित यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 में निहित प्रावधानों के अनुसार सभी पात्र शैक्षणिक पाठ्यक्रमों/कार्यक्रमों को राष्ट्रीय प्रत्यायन बोर्ड (एनबीए) द्वारा वैध मान्यता के लिए मूल्यांकित कराने और संस्थान को राष्ट्रीय मूल्यांकन एवं प्रत्यायन परिषद (एनएएसी) द्वारा वैध मान्यता प्राप्त कराने जैसा भी मामला हो, के लिए सभी अपेक्षित कदम उठाएगा।

ix. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन के नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं लागू रहेंगी और पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु द्वारा उनका अनुपालन किया जाएगा।

x. पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार यूजीसी को संगम ज्ञापन प्रस्तुत करेगा। इसके अलावा, जब भी आवश्यक होगा, यह मौजूदा विनियमों के प्रावधानों के अनुसार अपने संगम ज्ञापन /नियमों को अद्यतित या संशोधित करेगा।

xi. पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु यूजीसी और संबंधित सांविधिक परिषदों के नियमों और विनियमों के अनुसार शुल्क संरचना का पालन करेगा।

xii. पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।

xiii. पीएसएन इंस्टीट्यूट ऑफ हायर एजुके शन एंड रिसर्च, मेलाथेडियूर, तिरुनेलवेली, तमिलनाडु को अनिवार्य रूप से अकादमिक बैंक ऑफ क्रे डिट (एबीसी) बनाना होगा, अपने छात्रों की पहचान करनी होगी और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करना होगा और यह सुनितिि करना होगा कि क्रे डिट स्कोर एबीसी पोर्टल में प्रर्दर्शत हों और समर्थ ई-गवनेंस को अपनाएगा।

2. और जबकि, गायत्री विद्या परिषद सोसाइटी द्वारा गायत्री विद्या परिषद इंस्टीट्यूट ऑफ हायर र्लनंिग एंड रिसर्च, कोम्माडी, मधुरावाड़ा, विशाखापत्तनम, आंध्र प्रदेश के नाम से विशिष्ट श्रेणी के तहत सम विश्वविद्यालय का दर्जा प्रदान करने के लिए यूजीसी के पोर्टल पर दिनांक 14.12.2026 को एक ऑनलाइन आवेदन अपलोड किया गया था, जिसमें निम्नलिखित कॉलेज शामिल हैं:

i. गायत्री विद्या परिषद कॉलेज ऑफ इंजीनियररंग (स्वायत्त), मधुरावाड़ा, विशाखापटनम - 530048, आंध्र प्रदेश

ii. गायत्री विद्या परिषद कॉलेज ऑफ इंजीनियररंग फॉर वीमेन, मधुरावाड़ा, विशाखापटनम -530048, आंध्र प्रदेश

iii. गायत्री विद्या परिषद कॉलेज फॉर डिग्री एंड पीजी कोर्स, रुशिकोंडा, विशाखापटनम -530045, आंध्र प्रदेश

iv. गायत्री विद्या परिषद इंस्टिट्यूट ऑफ मेडिकल के यर एंड मेडिकल टेक्नोलॉजी, मरीदी वैली, मारीकवालासा, विशाखापटनम -530048, आंध्र प्रदेश

3. और जबकि, शिक्षा मंत्रालय ने यूजीसी की सलाह पर गायत्री विद्या परिषद को गायत्री विद्या परिषद उच्च शिक्षा और अनुसंधान संस्थान, विशाखापत्तनम, आंध्र प्रदेश के नाम से विशिष्ट श्रेणी के तहत सम विश्वविद्यालय का दर्जा प्रदान करने से पहले तीन वर्ष की अवधि के भीतर कु छ शतों को पूरा करने के लिए आशय पत्र (एलओआई) जारी किया।

4. और जबकि सचिव, गायत्री विद्या परिषद, विशाखापत्तनम ने दिनांक 06.08.2025 और 08.10.2025 के अपने पत्रों के माध्यम से एलओआई में उल्लिखित शतों के संबंध में अनुपालन रिपोर्ट प्रस्तुत की। इसके अतिरिक्त, प्रायोजक निकाय ने प्रस्तुत किया कि संबद्ध विश्वविद्यालय ने गायत्री विद्या परिषद इंस्टीट्यूट ऑफ मेडिकल के यर एंड मेडिकल टेक्नोलॉजी, मरीडी वैली, मारीकवालासा, विशाखापत्तनम, आंध्र प्रदेश को एनओसी देने से इनकार कर दिया है।

5. और इसके अतिरिक्त जबकि, अनुपालन रिपोर्ट सत्यापन और सलाह के लिए यूजीसी को भेज दी गई थी। प्रत्युत्तर में, यूजीसी ने बताया कि अनुपालन रिपोर्ट को विशेषज्ञ समिति द्वारा स्वीकार कर लिया गया । यूजीसी विशेषज्ञ समिति की सिफारिश पर आयोग द्वारा दिनांक 06.07.2026 को आयोजित अपनी 598वीं बैठक (मद संख्या 2.26) में विचार किया गया और इसे अनुमोदित किया गया।

6. अब, इसलिए, यूजीसी अधिनियम, 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, शिक्षा मंत्रालय, एतदद्वारा यूजीसी की सलाह पर, गायत्री विद्या परिषद उच्चतर शिक्षा और अनुसंधान संस्थान, विशाखापत्तनम, आंध्र प्रदेश को विशिष्ट श्रेणी के तहत एक सम-विश्वविद्यालय संस्थान के रूप में घोषित करता है, जिसमें निम्नलिखित कॉलेज शामिल है:

i. गायत्री विद्या परिषद कॉलेज ऑफ इंजीनियररंग (स्वायत्त), मधुरावाड़ा, विशाखापटनम - 530 048, आंध्र प्रदेश ii. गायत्री विद्या परिषद कॉलेज ऑफ इंजीनियररंग फॉर वीमेन, मधुरवाड़ा, विशाखापटनम -530048, आंध्र प्रदेश iii. गायत्री विद्या परिषद कॉलेज फॉर डिग्री एंड पीजी कोर्स, रुशिकोंडा विशाखापटनम -530045, आंध्र प्रदेश

7. उक्त घोषणा निम्नलिखित शतों के अध्यधीन है:

i. प्रायोजक निकाय द्वारा दिए गए सभी वचनों का सम विश्वविद्यालय द्वारा सख्ती से पालन किया जाएगा।

ii. गायत्री विद्या परिषद उच्च शिक्षा और अनुसंधान संस्थान, विशाखापत्तनम, आंध्र प्रदेश उन व्यावसायिक पाठ्यक्रमों में छात्रों को प्रवेश देगा जो संबंधित सांविधिक परिषदों द्वारा अनुमोदित हैं।

iii. किसी अन्य संस्था (उपरोक्त पैरा 6 में उल्लिखित संस्थानों को छोड़कर) को मंत्रालय के पूर्व अनुमोदन के बिना गायत्री विद्या परिषद उच्च शिक्षा और अनुसंधान संस्थान (सम-विश्वविद्यालय), विशाखापत्तनम, आंध्र प्रदेश के अंतर्गत शामिल नहीं किया जाएगा।

iv. यूजीसी और शिक्षा मंत्रालय की पूर्व अनुमति के बिना सम विश्वविद्यालय संस्थान/या इसकी घटक शिक्षण इकाइयों की परिसंपत्तियों या निधियों/राजस्व का अन्यत्र उपयोग नहीं किया जाएगा।

v. गायत्री विद्या परिषद उच्च शिक्षा एवं अनुसंधान संस्थान, विशाखापट्टनम, आंध्र प्रदेश में में प्रस्तुत किए जाने वाले शैक्षणिक कार्यक्रम यूजीसी और संबंधित सांविधिक परिषदों/निकायों द्वारा निर्धारित मानदंडों और मानकों के अनुरूप होंगे।

vi. गायत्री विद्या परिषद उच्च शिक्षा एवं अनुसंधान संस्थान, विशाखापट्टनम, आंध्र प्रदेश अपने पाठ्यक्रमों को राष्ट्रीय शिक्षा नीति-2020 के अनुरूप बनाएगा।

vii. छात्रों के प्रवेश, छात्रों की प्रवेश क्षमता, शैक्षणिक पाठ्यक्रम/कार्यक्रम के अनुमोदन के नवीनीकरण, छात्रों की प्रवेश क्षमता में संशोधन, नए पाठ्यक्रम/कार्यक्रम शुरू करने आदि के मामले में संबंधित सांविधिक परिषदों के सभी निर्धारित मानदंड और प्रक्रियाएं लागू रहेंगी और गायत्री विद्या परिषद उच्च शिक्षा एवं अनुसंधान संस्थान, विशाखापट्टनम, आंध्र प्रदेश द्वारा उनका अनुपालन किया जाएगा।

viii. गायत्री विद्या परिषद उच्च शिक्षा एवं अनुसंधान संस्थान, विशाखापट्टनम, आंध्र प्रदेश यूजीसी (सम विश्वविद्यालय संस्थान) विनियम, 2023 के अनुसार यूजीसी को संगम ज्ञापन प्रस्तुत करेगा। इसके अलावा, जब भी आवश्यक होगा, यह मौजूदा विनियमों के प्रावधानों के अनुसार अपने संगम ज्ञापन /नियमों को अद्यतित या संशोधित करेगा।

ix. गायत्री विद्या परिषद उच्च शिक्षा एवं अनुसंधान संस्थान, विशाखापट्टनम, आंध्र प्रदेश यूजीसी और संबंधित सांविधिक परिषदों के नियमों और विनियमों के अनुसार शुल्क संरचना का पालन करेगा।

x. गायत्री विद्या परिषद उच्च शिक्षा एवं अनुसंधान संस्थान, विशाखापट्टनम, आंध्र प्रदेश इस मंत्रालय के राष्ट्रीय संस्थागत रैंककं ग फ्रे मवर्क (एनआईआरएफ) द्वारा जारी र्वार्षक भारतीय रैंककं ग में भाग लेगा।

xi. गायत्री विद्या परिषद उच्च शिक्षा एवं अनुसंधान संस्थान, विशाखापट्टनम, आंध्र प्रदेश को अनिवार्य रूप से अकादमिक बैंक ऑफ क्रे डिट (एबीसी) बनाना होगा, अपने छात्रों की पहचान करनी होगी और उनके क्रे डिट स्कोर को डिजिटल लॉकर में अपलोड करना होगा और यह सुनितिि करना होगा कि क्रे डिट स्कोर एबीसी पोर्टल में प्रर्दर्शत हों और समर्थ ई-गवनेंस को अपनाएगा।

No.9-3/2026-U.3(A)—Whereas, the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of higher learning as an Institution deemed to be University.

2. And whereas, an online application was submitted by PSN Educational & Charitable Trust on the UGC's Portal for grant of Institution deemed to be University status under distinct category in the name of PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu under Section 3 of the UGC Act, 1956 consisting of the following six institutions:

i. PSN College of Engineering and Technology (Autonomous), Tirunelveli;

ii. PSN Engineering College, Tirunelveli;

iii. Lord Jegannath College of Engineering and Technology, Kanyakumari;

iv. Kottayam Institute of Technology and Science, Kottayam;

v. PSN College of Education, Tirunelveli; and

vi. Lord Jegannath College of Education, Kanyakumari.

3. And whereas, UGC, vide its letter no. 40-23/2024 (CPP-I/DU) dated 02.03.2026, informed that the application was examined through its Expert committee in accordance with the UGC (Institutions deemed to be Universities) Regulations, 2023. The Committee, after examination, recommended that letter of Intent (LoI) may be issued to the sponsoring body with certain conditions for establishment of an Institution deemed to be University status under distinct category in the name of PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu. The recommendation of the Committee was considered and approved by the Commission in its 595th meeting (Item No. 2.23) held on 30.01.2026.

4. And whereas, the Ministry, on the advice of UGC, issued Letter of Intent (LoI) dated 05.05.2026 to PSN Educational & Charitable Trust for fulfilment of certain conditions within a period of three years before starting an Institution deemed to be University in the name of PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu. Further, the sponsoring Trust, vide letter dated 09.05.2026, submitted compliance report in respect of fulfilment of the conditions of the LoI. The compliance report was sent to UGC for examination and advice.

5. And further whereas, UGC, vide its letter dated 27.07.2026, conveyed that the compliance report of the sponsoring Trust was accepted by its Expert Committee and recommended for grant of Institution Deemed to be University status under distinct category to PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu. The recommendation of the Committee was considered and approved by the Commission in its 598th meeting (Item No. 2.20) held on 06.07.2026.

6. Now, therefore, in exercise of the powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of UGC, hereby accords approval for conferment of Institution deemed to be University status (distinct category) to PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu consisting of the Institution as mentioned in para 2 above. This approval is further subject to the following conditions:

i. PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall follow the UGC (Institutions deemed to be Universities) Regulations, 2023, as amended from time to time.

ii. All the undertakings given by the sponsoring body shall be strictly followed by the deemed to be University.

iii. All other Institutions (apart from the Institutions mentioned in para 2 above) under PSN Educational & Charitable Trust, shall function separately and shall not be brought under the purview of PSN Institute of Higher Education and Research (deemed to be University), Melathediyoor, Tirunelveli, Tamil Nadu without approval of the Ministry.

iv. There shall be no diversion of assets or funds/revenues of the Institution deemed to be University/or of its constituent teaching units, without prior permission of the UGC and Ministry of Education.

v. PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall not engage or indulge in any activities that are of commercial and profit making in nature.

vi. The academic programmes to be offered at PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall conform to the norms and standards prescribed by the UGC and the Statutory Councils/Bodies concerned.

vii. PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall align its course with National Education Policy-2020.

viii. PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall take all the required steps to get all the eligible academic courses/programmes rated for valid accreditation by National Board of Accreditation (NBA) and the Institute to get valid accreditation by National Assessment and Accreditation Council (NAAC), as the case may be, in terms of the provisions as contained in the UGC (Institutions Deemed to be Universities) Regulations, 2023, as amended from time to time.

ix. All the prescribed norms and procedures of the Statutory Councils concerned in the matter of admission of students, intake capacity of students, renewal of approval to the academic course / programme, revision of intake capacity of students, starting of new courses / programmes, etc. shall continue to be in force, and shall be adhered to by PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu.

x. PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall submit its MoA in accordance with UGC (Institutions Deemed to be Universities) Regulations, 2023 to UGC. Further, as and when necessary, it shall update or revise or modify its MoA / Rules, as per the provisions of the prevailing Regulations.

xi. PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall follow the fee structure as per the Rules and Regulations of the UGC and relevant Statutory Councils.

xii. PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall participate in annual Indian rankings issued by National Institutional Ranking Framework (NIRF) of this Ministry.

xiii. PSN Institute of Higher Education and Research, Melathediyoor, Tirunelveli, Tamil Nadu shall compulsorily create Academic Bank of Credits (ABC), identities of their students and upload their credit score in digital lockers and ensure that the credit scores are reflected in ABC Portal and adopt Samarth e-Gov.

4. And whereas the Secretary, Gayatri Vidya Parishad, Vishakapatnam, vide its letters dated 06.08.2025 & 08.10.2025, submitted compliance report in respect of the conditions mentioned in the LoI. Additionally, the sponsoring body submitted416 THE GAZETTE OF INDIA, SEPTEMBER 26, 2026 (ASVINA 4, 1948) [PART I—Sec.1 that the affiliating University has denied for NOC to Gayatri Vidya Parishad Institute of Medical Care and Medical Technology, Maridi Valley, Marikavalasa, Visakhapatnam, Andhra Pradesh.

5. And further whereas, the compliance report was forwarded to UGC for verification and advice. In response, UGC informed that the compliance report was accepted by the Expert Committee. The recommendation of UGC Expert Committee was considered and approved by the Commission in its 598th meeting (Item No. 2.26) held on 06.07.2026.

6. Now, therefore, in exercise of powers conferred under Section 3 of the UGC Act, 1956, the Ministry of Education, on the advice of the UGC, hereby declares Gayatri Vidya Parishad Institute of Higher Learning and Research, Visakhapatnam, Andhra Pradesh as an Institution deemed to be University under distinct category consisting of the following colleges:

i. Gayatri Vidya Parishad College of Engineering (Autonomous), Madhurawada, Visakhapatnam - 530 048, Andhra Pradesh

ii. Gayatri Vidya Parishad College of Engineering for Women, Madhurawada, Visakhapatnam -530048, Andhra Pradesh

iii. Gayatri Vidya Parishad College for Degree and PG Courses, Rushikonda, Visahapatnam-530045, Andhra Pradesh

7. The said declaration is subjected to the following conditions:
