No. 43/3/352-UTFI(3)-2023/11362.—Whereas, the appropriate Government intends to construct LHS/RUB 2x5.50mx3.50m (Shifted location) at KM 239/7-8 in lieu of level crossing No. 123-C at KM 239/6-7 on UMB-CDG Railway line" in Village Raipur Kalan, Hadbast No. 371, by acquiring land for the said public purpose.
And whereas, in view of provisions of Sub-section (1) of Section 4 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement Act, 2013 read with Rule 3(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement (Social Impact Assessment and Consent) Rules, 2014, the Social Impact Assessment is required to be carried out in consultation with the concerned Municipality or Municipal Corporation as the case may be, at village level or ward level, in the affected areas. The intended acquisition of land for the said public purpose would entail about (0.74 acres) of land from Khasra No. 14//21/2 (0K-10M), 18//1/2 (2K-17M), 18//2/1/1(1K-2M), 18//9/2/1 (1K- 8M), 143/1 (0K-2M) total land 5K-19M of Village Raipur Kalan, Hadbast No. 371, U.T., Chandigarh.
The main objectives of Social Impact Assessment is to :—
i. Assess whether the intended acquisition serves public purpose;
ii. Estimate the number of affected families and number of families among them likely to be displaced;
iii. Understand extent of land public and private, houses, settlement and other common properties which are likely to be affected by the proposed acquisition;
iv. Understand extent of land acquired which would be bare minimum needed for the project;
v. Analyze whether any alternate place would be feasible for the said purpose;
vi. Study the social impacts, nature and cost of addressing them and impact of these cost on the overall cost of the project vis-a-vis the benefits of the project.

GAZ., AUG. 08, 2023 (SRVN. 17, 1945 SAKA)It is hereby notified that the intended acquisition of land under the proposed project falls under the provision of section 2(1)-(e) i.e. project for planned development. Thus, provision of section 2(2) i.e. consent of land owners is not required for this project. The entire Social Impact Assessment shall be carried out in consultation with concerned Municipality or Municipal Corporation and land owners.
The Social Impact Assessment (SIA) shall commence from the date of issuance of this Notification, which shall be completed within six months. The key activities of SIA shall include consultation, survey, public hearing(s) followed by Social Impact Assessment report and Social Impact Management Plan along with the disclosure as prescribed under section 6 of the said Act of 2013. The Social Impact Assessment shall be carried out by the Panjab University, Chandigarh which has been notified as Social Impact Assessment (SIA) Unit as per the provisions of Rule 4(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement (Social Impact Assessment and Consent) Rules, 2014.
