No. 53442-HIII(2)-2024/4897.—In pursuance of the Ministry of Home Affairs directions issued vide D.O.No.1/21/2022-CCTNS(WS- IV)-Part-file/920 dated 21.03.2024, and No. 1/52/ 2022 - ICJS(WS-IV) dated 16.08.2023 and proposal submitted by the Police Department vide their letter dated 06.03.2024, the Hon'ble Administrator, Union Territory, Chandigarh is pleased to constitute State Apex Committee (SAC) & State Empowered Committee (SEC) for Inter-Operable Criminal Justice System (ICJS) 2.0 Project, which aim at integration of all five pillars of the Criminal Justice System, namely CCTNS (for Police), e-Forensic (for forensic labs), e-Courts (for Courts), e-Prosecution (for Public Prosecutors) and e-Prison (for Prisons) on the principal of 'One Country, One data, One entry' system. NCRB is the Nodal Agency responsible for implemen- tation of the Project in association with National Informatics Centre (NIC), as the Technology partner. The following composition and functions of the proposed Committees are as below :—

A) State Apex Committee (SAC) :-

Role and Functions :-

a) Appoint a Nodal Officer for each pillar of ICJS in State/UT

b) Review the progress of the project in their respective State/UT

c) Oversight of the fund utilization.

d) Approval of proposals relating to the project.

e) Police directions and guidance for successful execution of the project in the State/UT and ensure tenure/term till the completion of the development phase of the project

f) Create a supportive environment for the success of the project

g) Appointing any other members as per the State specific requirements.

h) Co-opt members of the existing State Apex Committee, if required

i) Committee should meet to review the progress on a quarterly basis.

B) State Empowered Committee (SEC) :-

Role and Functions :-

a) Appoint Representative Officers for all individual pillars (Police, Forensics, Prosecution & prisons) b) Review the progress of the implementation of the ICJS project periodically.

c) Identify and propose new business processes and/or components for the consideration of the ICJS Project.

d) Approval for various projects components, as may be specified, including the hardware/software procurement as per the specifications.

e) Ensure proper training arrangements- selection of Master Trainers and Trainers for the State/UT.

f) Other important policy and procedural issues.

g) Appointing any other members as per the State specific requirements.

h) Co-opt members of the existing State Empowered Committee, if required.

i) Committee should meet to review the progress on a monthly basis.
