Notification
The 30th January, 2026
No.G1/2026/42.—In exercise of the powers conferred under Sections 131, 133 and 134 of the Electricity Act, 2003 as amended from time to time read with Government of India, Ministry of Home Affairs, New Delhi Notification bearing No. S.O.721(E) dated 22nd June, 2004 and all other powers enabling him in this behalf, the Administrator, Union Territory, Chandigarh hereby makes the following amendments in the Chandigarh Electricity Reforms Transfer Scheme, 2025 (hereinafter referred to as the "Principal Transfer Scheme").
1) Short Title, Extent and Commencement
i. This Scheme may be called "Chandigarh Electricity Reforms Transfer (First Amendment) Scheme, 2026."
ii. It extends to the whole of the Union Territory of Chandigarh.
iii. It shall come into force on the date of its notification in the official gazette.
2) That clause (I) of Para 1 of Part B of the Principal Transfer Scheme shall be substituted as under namely:
"(I) "Opening Balance Sheet" shall mean the opening balance sheet of the Company and the terms and conditions thereof as provided in Schedule 'E1'. The figures mentioned in the said schedule are tentative and subject to revision, if any, by the Hon'ble JERC so as to reflect the exact position of the assets, liabilities, personnel and proceedings transferred to the company on 31.01.2025."
3) That in Para (1) in Part D of the Principal Transfer Scheme, the following amendments shall be made: -
(i) clause (b1) shall be inserted after clause(b) namely:

JAN. 30, 2026 (MAGHA. 10, 1947 SAKA)"(b1) In addition to the assets and liabilities specified in Schedule 'B', such other assets as are identified and approved for transfer by the Chandigarh Administration shall stand transferred to CPDL and are enumerated in Schedule 'B-2', which shall form part of this Scheme."
(ii) clause (c) shall be substituted as under:
"The Personnel as set out in Schedule-'D' shall be transferred and assigned to the Company as provided under Part E of this Scheme except the personnel listed at Sr. No. 198 of Schedule-'D' (as per "Adjustment Policy for Persons with Disabilities (PwBD) of the Electricity Wing of the Engineering Department, UT Chandigarh, 2025", notified by the Chandigarh Administration on 03.01.2025).
4) That the following words and expressions shall be inserted in Para (2) of Part E of the Principal Transfer Scheme after the words "Company" namely:
"The said committee shall come to an end by efflux of time once the Principal Transfer Scheme shall become final after the expiry of twelve months from the date of its notification."
5) That following para shall be inserted after para 8 in Part D of the Principal Transfer Scheme "8.1; In addition to the assets and liabilities specified in Schedule 'C' of the Principal Transfer Scheme, the assets, liabilities and obligations specified in Schedule 'C-1' shall also vest with EWEDC.
6) That para (1) of Part E of the Principal Transfer Scheme shall be substituted as under:
"On the Transfer Date, the Personnel as per Schedule-'D' shall stand assigned to undertake the services in the Company on as is where is basis except the personnel listed at Sr. No. 198 of Schedule-D (as per "Adjustment Policy for Persons with Disabilities (PwBD) of the Electricity Wing of the Engineering Department, UT Chandigarh, 2025", notified by the Chandigarh Administration on 03.01.2025)." 7) In Schedule 'B' (1)(a) of the Principal Transfer Scheme, comma (,) shall be inserted between the words and expressions "right of way" and "buildings".
8) That building detailed at Serial number 5 in Part 2 (iii) of Schedule B-1 of the Principal Transfer Scheme shall stand omitted.
Note:
1. The Opening Balance Sheet of the Company along with other terms and conditions shall be such are as specified in Schedule 'E-1'.

The Opening Balance Sheet for the company has been prepared based on the audited accounts of EWEDC as on 31.01.2025 (FY 2024–25) by AG UT, except for Consumer 134 CHD. ADMN GAZ. JAN. 30, 2026 (MAGHA. 10, 1947 SAKA) Security Deposits amounting to ₹134.32 Cr. as reflected in the consumer database as on 31.01.2025, against ₹166.83 Cr. (including interest) already stand deposited with the company.
The final revision shall be done with the purpose of reflecting the exact position of the Assets, Liabilities, Personnel and Proceedings transferred to the Company on the Transfer Date subject to approval by Hon'ble JERC.
The Opening Balance Sheet for the Company has been prepared to reflect all movements up to the Transfer Date, in accordance with the following principles:
I. Gross Fixed Assets Accumulated Depreciation and CWIP as per movements based on audited numbers
II. Movement in equity value as per principles of JERC approval. III. Inventory, Short Term Loan and Advances, Staff Related Liabilities, Deposit Work Receipts, Deposit and Retention from Suppliers & Contractors, Liability for Material, Interest Payable on CSD shall be updated with audited numbers as on Transfer Date.
IV. Consumer Security Deposit shall be updated with value equal to the consumer security deposits of all consumers as reflected in the consumer database as on Transfer Date.
V. Receivables from Administration shall be equal to sum of revised Consumer Security Deposit and revised Interest Payable on CSD as on Transfer Date.
VI. Sundry Debtors shall be receivables corresponding to energy supplied to consumers in the immediate one (1) month period prior to the Transfer Date.
VII. Power Purchase Payables shall be payables corresponding to power procured in the immediate one (1) month period prior to the Transfer Date.

Notification
The 30th January, 2026
No. G1/2026/43.—Whereas the Chandigarh Administration, Engineering Department vide Notification No. G1/2025/120 dated 31.01.2025 had notified the Scheme called the "Chandigarh Electricity Reforms Transfer Scheme, 2025" (hereinafter referred to as "said scheme") for providing and giving effect to the transfer of distribution of electricity functions together with the assets, liabilities, interests, rights, functions, obligations, proceedings and personnel of EWEDC to the Chandigarh Power Distribution Limited and for the purposes of Part D of the said scheme, 01.02.2025 was notified as the effective date of such transfer.
Whereas the transfers under the said scheme were provisional for a period of twelve (12) months from the Transfer Date in order to enable the Chandigarh Administration to exercise the right to alter, vary, modify, add or otherwise change the terms of such transfers including the values of Assets, proceedings and Liabilities transferred in such manner as the Administration may consider appropriate. Further, during the period of twelve (12) months the said scheme was amended vide Chandigarh Administration notification bearing No. G-1/2026/42 dated 30.01.2026.
Now therefore, the transfers within the said scheme as amended from time to time has become final after the expiry of period of twelve (12) months as provided in the said scheme with effect from 01.02.2026 and the words "Provisional Transfer" wherever referred to in the said scheme as amended from time to time shall be read as "Final Transfer".
