And whereas, having regard to the circumstances prevailing in the areas within the local limits ofjurisdiction of the All District Magistrate, District Raipur, Bilaspur, Rajnandgaon, Durg, Raigarh, Surguja, Jashpur, Koria, Janjgir- Champa, Korba, Kabirdham, Mahasamund, Dhanrtari, fagaahur, Dantewada, Kanker, Bijapur' Narayanpur' Sulcna' Kondagaon, Balodabazar, Gariyaband, Bemetara, BaloJ, Iviungeli, Surajpur, Balrampur the State Government is satisfied that it is necessary so to do;
