NOTIFICATION
No. F 10-11/2019/16.- In exercise of the power conferred by Section 35 of the Contract Labour (Regulation and Abolition) Act, 1970 (37 of 1970), the State Government hereby, makes the following amendment in the Contract Labour (Regulation and Abolition) Chhattisgarh Rules, 19731 the same been previously published as required by sub-section (1) of Section 35 of the said Act, namely :-
AMENDMENT
In the said rules,-
1. ln rule 17,-
(a) for sub-rule (l) and (2), the following shall be substituted, namely :-
"(1) The application referred to in sub-section (l) of Section 7 shall be made online to the registering officer in Form I on the shramik sewa portal of the labour department of the Government of Chhattisgarh in which the establishment sought to be registered is located.
@ The payment of fees for the registration of the establishment referred in sub-rule ( 1 ) shall be made by e-payment."
(b) sub-rule (3) shall be omitted;
(c) for sub-rule (4), the following shall be substituted, namely :-
{{^{{FOOTNOTE *}}}}(4) On submission of e-application referred in sub-rule (l) by the applicant, an automated acknowledgement shall be generated electronically on the web-portal specified in the said sub ruIe."
2. In rule 18,-
(a) for sub-rule (l), the following shall be substituted, namely :-
'(1) the registration certificate given under sub-section 2 of Section 7 will be generated electronically on the web-portal, in Form II.
(b) for sub-rule (4), the following shall be substituted, namely :-
'(4) If in relation to an establishment, there is any change in the particulars specified in the certificate of registration, the principal employer of the establishment shall intimate to the registering officer online on the shramik sewa portal of labour department of the Government of Chhattisgarh within fifteen days from the date when such change takes place, the particulars of, and the reasons for, such change." 3. In rule 19, for sub-rule (1) the following shall be substituted, namely:-
"(l) If any application for registration is not complete in all respects the Registering Officer shall require the principal employer to amend the application so as to make it complete in all respects on the slramik sewa portal. "
4. In rule 20, in sub-rule (l),-
(D after the words "paid by principal employer", the words "by e-payment" shall be inserted;

5. In rule 21,-
(a) for sub-rule (l), the following shall be substituted, namely :-
"(l) Every application by a contractor for the grant of a licence shall be made online in Form IV on the shramik sewa portal of labour department, of the Government of Chhattisgarh to the Licensing Officer of the area in which the establishment, in relation to which he is the contractor, is located."
(b) in sub-rule (2), for the words "accompanied by a certificate", the words "accompanied by uploading a copy of the certificate" shall be insened;
(c) sub-rule (3) shall be omitted;
(d) for sub-rule (4), the following shall be substituted, namely:-
"(4) On submission of e-application referred to in sub-rule (1) by the applicant, an automated acknowledgement shall be generated electronically on the web-portal."
(e) for sub-rule (5), the following shall be substituted :-
"(5) The deposit of security at the rates specified in rule 24 and the payment of fees at the rates specified in rule 26 in respect of the application referred to in sub-rule (l) shall be made by e- payment."
6. In rule 23, in sub-rule (2), for clause (ii), the following shall be substituted, namely:-
"(ii) The order shall record the reasons for the refusal and shall be communicated to the applicant online through shramik sewa portal of labour department of the Government Chhaffisgarh." 7 . ln rale 24,-
(a) in sub-rule (l), before the words "shall be deposited", the words " by e-payment" shall be inserted;
(b) after sub rule (l), the following shall be inserted, namely:-
electronically" shall be substituted.

13. In rule 31,-
(a) in sub-rule (l), in clause (i), after the words "licensing officef', the words "online through shramik sewa portal of labour depaftment of the Government of Chhattisgarh" shall be inserted. 14" In rule 33, in sub-rule (l), in clause (i), for the words "in person or sent to him by registered post", the words, "online through shramik sewa portal of labour department of the Government of Chhattisgarh" shall be substituted.
15. Rule 38 shall be omitted. 16" After FORM V, the following shall be added, namely:-
