क्रमांक- एफ4-12/ 2014 / 56/इ.सू.प्रौ. विभाग की समसंख्यक अधिसूचना दिनांक 25 फरवरी , 2015 द्वारा " छत्तीसगढ़ राज्य की इलेक्ट्रॉनिक्स , सूचना प्रौद्योगिकी एवं सूचना प्रौद्योगिकी समर्थित सेवाओं में निवेश की नीति , 2014-19 " अधिसूचित की गई है , जिसे इस अधिसूचना में आगे नीति कहा गया है ।

2. नीति के खंड 12.2 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , राज्य शासन द्वारा, नीति के अंतर्गत पात्र इकाईयों को लाभ , प्रोत्साहन एवं अनुदान स्वीकृत करने हेतु एकल खिड़की समाशोधन के लिए विभाग द्वारा समसंख्यक अधिसूचना दिनांक 27 जनवरी, 2016को जारी की गई है ।

3. नीतिके खंड 12.2 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राज्य शासन एतद्वारा नीति के अंतर्गत पात्र इकाईयों कोलाभ, प्रोत्साहन एवं अनुदान स्वीकृत करने हेतु एकल खिड़की समाशोधन के लिए दिनांक 27 जनवरी , 2016 को जारी की गई अधिसूचना में निम्नानुसार संशोधन एवं संवर्द्धन करता है -

3.1 परिभाषाएं

3.1.1 राज्य शासन द्वारा , नीति के अंतर्गत पात्र इकाईयों को लाभ , प्रोत्साहन एवं अनुदान स्वीकृत करने हेतु एकल खिड़की समाशोधन के लिए विभाग द्वारा समसंख्यक अधिसूचना दिनांक 27 जनवरी , 2016 को जारी की गई अधिसूचना के खंड क्रमांक 1 ( 1 ) में क्रमांक (छ) के पश्चात् (ज ) निम्नानुसार जोड़ी जाती है -

(ज) "स्थाई पूंजी निवेश " से आशय और इसमें सम्मिलित है मूर्त संपत्ति में किया गया निवेश जिसमें भवन, प्लांट- मशीनरी , फर्निशिंग, हार्डवेयर, सॉफ्टवेयर है, जिसमें भूमि की लागत को छोड़कर , पात्र इकाई द्वारा उत्पादन या सेवाओं को प्रारंभ करने के लिए वाणिज्यिक उत्पादन/ संचालन की तिथि से है ।

इसमें सम्मिलित है -

भवन

1.1 नवीन भवन का निर्माण

1.2 पूर्व निर्मित भवन का क्रय ( भूमि की लागत को छोड़कर )

1.3 पूर्वसे अवस्थित भवन के नवीनीकरण/मरम्मत ( नवीनीकरण /मरम्मत की लागत लोक निर्माण विभाग, छत्तीसगढ़ शासनकी

2. प्लांट एवं मशीनरी -

2.1 भारतीय लेखा मानकों द्वारा परिभाषित वित्तीय पट्टे ।

कार्यस्थल पर उपलब्ध प्लांट एवं मशीनरी (जिसमें उपकरण, 2.2 सांचे / नमूने , छापे , मॉड्यूल्स , सर्वर, राऊटर , पॉवर बैकअप , स्पेयर टूल्स , उनके परिवहन, स्थापना व्यय , तथा परिवहन पर भुगतान की गई बीमे की राशि सहित )

2.3 फर्म द्वारा स्वयं के नाम पर क्रय किये गये वाहन, जिसमें स्थायी पूंजी निवेश की गणना करने पर, कुल स्थायी पूंजी निवेश का दस प्रतिशत , अधिकतम रु. 50.00 लाख सम्मिलित किया जाएगा। 2.4 वाणिज्यिक संचालन के लिए आवश्यक ऑपरेटिंग सिस्टम , एंटीवायरस , वाणिज्यिक ऑफ द शेल्फ लाईसेंस / सॉफ्टवेयर की लागत , उनकी स्थापना पर किया गया व्यय । इसमें नवीनीकरण एवं संधारण व्यय सम्मिलित नहीं है ।

3 इसमें सम्मिलित नहीं है-

3.1 वे निवेश प्रस्ताव जो सामान्य आवेदन पत्र या सैद्धांतिक अनुमोदन में स्वीकृत मात्रा से अधिक के हैं ।

3.2 कार्यशील पूंजी , कच्चा माल और अन्य कंज्यूमेबल्स ।

3.3 भुगतान के समर्थन में अग्रिम भुगतान ।

3.4 अमूर्त संपत्ति जैसे ब्रांड मूल्यांकन , ट्रेडमार्क आदि (ब्रांड की पहचान स्थापित करने पर किये गये व्यय , ब्रांडिंग , और विपणन के लिए किये गये व्यय व अमूर्त संपत्ति पर व्यय )

3.5 स्वयं या व्यवसायिक उपयोग के लिए सॉफ्टवेयर के विकास की लागत ।

1. चिप्स आवेदक को सैद्धांतिक अनुमोदन जारी करते समय , स्वीकृत लीज क्षेत्र की अधिकतम सीमा सूचित करेगा । यह एक बार और अंतिम अनुमोदन होगा । लीज / किराये में छूट

2. निवेशक लीज प्रदान करने वाली इकाई / संस्था को कुल लीज लागत का भुगतान करेगा और सिंगल विंडो क्लीयरेंस सिस्टम के माध्यम से प्रोत्साहन खंड के तहत पट्टे/ किराये की जगह पर छूट के लिए आवेदन करेगा । आवेदन निम्नलिखित दस्तावेजों के साथ समर्थित होना चाहिए

अधिकतम 25 प्रतिशत का आईटी अधिसूचित क्षेत्र में अनुदान रु . 800.00 प्रति वर्गफीट सीमा तक ।

3. चिप्स आवेदनों की जाँच करेगा और आवश्यकता होने पर कोई भी अन्य जानकारी प्राप्त करेगा ।

4. लीज लागत पर स्वीकृत छूट को चिप्स / नोडल एजेंसी द्वारा संबंधित विभाग / प्राधिकरण के बैंक खाते में स्थानांतरित किया जाएगा ।

3.2.2 राज्य शासन द्वारा , नीति के अंतर्गत पात्र इकाईयों को लाभ, प्रोत्साहन एवं अनुदान स्वीकृत करने हेतु एकल खिड़की समाशोधन के लिए विभाग द्वारा समसंख्यक अधिसूचना दिनांक 27 जनवरी , 2016 को जारी की गई अधिसूचना के खंड क्रमांक 7 के क्रमांक 7.7 के कॉलम 5 के अंत में निम्नलिखित पंक्तियां जोड़ी जाती है-

4. भौतिक सत्यापन का कार्यक्षेत्र निम्नानुसार होगा -

3.2.3 राज्य शासन की अधिसूचना क्रमांक एफ 4-12 / 2014 / 56 / इ.सू.प्रौ / दिनांक 31 अगस्त, 2017 एवं एफ 4-45 / 2015 / 56 / इ.सू.प्रौ / दिनांक 20 जुलाई , 2018 द्वारा अधिसूचित निम्नलिखित लाभ, प्रोत्साहन एवं अनुदान , नीति के अंतर्गत पात्र इकाईयों को स्वीकृत करने हेतु एकल खिड़की समाशोधन के लिए विभाग द्वारा समसंख्यक अधिसूचना दिनांक 27 जनवरी , 2016 को जारी की गई अधिसूचना के खंड क्रमांक 7 के क्रमांक 7.16 के पश्चात निम्नलिखित नवीन खंड जोड़े जाते हैं-

7.18

विद्युत् बिलों के भुगतान पर अनुदान

राज्य में स्थापित डेटा सेंटरों, ई.एस.डी.एम कंपनियों एवं क्लाऊड सेवा प्रदाता इकाईयों को वाणिज्यिक उत्पादन प्रारंभ होने के दिनांक से 5 वर्ष तक स्वयं हेतु उपभुक्त विद्युत यूनिटों पर प्रति वर्ष 10 प्रतिशत

अनुदान की प्रतिपूर्ति, अधिकतम रु. 1.50 करोड़ प्रतिवर्ष की सीमा तक ।

1 पात्र कंपनी / इकाई चिप्स को त्रैमासिक आधार पर बिजली अनुदान के लिए आवेदन करेगी ।

2 किसी तिमाही के लिए बिजली अनुदान का लाभ उठाने के लिए, कंपनी/ इकाई को उस तिमाही के तुरंत बाद अगले महीने की 1 और 10 तारीख के दौरान आवेदन करना होगा ।

3 आवेदन निम्नलिखित जानकारी के साथ समर्थित होना चाहिए- 3.1 मुख्य कार्यपालन अधिकारी , चिप्स को संबोधित बिजली बिलों के 10 प्रतिशत की प्रतिपूर्ति/ समायोजन के लिए एक अनुरोध पत्र

3.2 भुगतान के मूल प्रमाणपत्र/ रसीद के साथ बिजली के बिलों की प्रमाणित प्रति 3.3 यूनिट के नाम पर बिजली कनेक्शन होने पर सीएसपीडीसीएल के साथ अनुबंध की प्रति 3.4 यदि बिजली कनेक्शन यूनिट के नाम पर नहीं है, तो निम्नलिखित दस्तावेजों की आवश्यकता होगी कनेक्शन और बीपी नंबर के उपयोगकर्ता को वर्णित करते हुए मूल कनेक्शन धारक से हलफनामा परिसर के लिए कनेक्शन धारक के साथ रेंटल एग्रीमेंट / लीज डीड 4 चिप्स आवेदनों की जाँच करेगा और आवश्यकता होने पर कोई भी अन्य जानकारी प्राप्त करेगा ।

7.19

पूर्व से परिभाषित

बाजार विकास हेतु सहयोग

सुक्ष्म, लघु एवं मध्यम श्रेणी इकाई द्वारा (अ ) राज्य में स्थापित भारत से बाहर आयोजित अंतर्राष्ट्रीय व्यापार मेला में भाग लेने पर निम्नांकित सहायता दी जाएगी-

(1) इकाई द्वारा मेले में भाग लेने पर हुए व्यय का 50 प्रतिशत, अधिकतम रु. 5 लाख की प्रतिपूर्ति ।

(2) किसी भी इकाई को यह सहयोग एक बार ही दिया जाएगा ।

(ब) भारत से बाहर आयोजित अंतर्राष्ट्रीय व्यापार मेला के छत्तीसगढ़ मंडप में भागीदारी हेतु उद्योग संघों/ समूहों को निम्नांकित सहायता दी जाएगी-

(1 ) भागीदारी पर व्यय का 50 प्रतिशत, अधिकतम रु. 10 लाख की प्रतिपूर्ति ।

(2) न्यूनतम 5 इकाईयों को समूह का हिस्सा होना चाहिए ।

1 सुक्ष्म, लघु एवं मध्यम श्रेणी इकाई (एमएसएमई) इकाई /उद्योग निकाय, पत्र द्वारा चिप्स को आयोजन से कम से कम 45 दिनों पहले उनकी भागीदारी के बारे में आवेदन पत्र प्रस्तुत करेगा । पत्र के साथ निम्न अभिलेख होना चाहिए-

1.1 एमएसएमई के लिए -

एमएसएमई सहभागिता का औचित्य/ कारण और आवश्यक राशिका विवरण

इनकारपोरेशन सर्टिफिकेट

राज्य सरकार द्वारा जारी किया गया प्रासंगिक पंजीकरण प्रमाण पत्र

पिछले 3 वर्षों में किये गये ऑडिट का वित्तीय विवरण 1.2 उद्योग निकाय के लिए

सहभागिता का औचित्य / कारण और आवश्यक राशि का विवरण भारत / राज्य सरकार सरकार के साथ वैधानिक पंजीकरण का प्रमाण

नाम, प्रोफाइल , इनकारपोरेशन 5 सर्टिफिकेट और न्यूनतम औद्योगिक इकाइयों के वित्तीय विवरण (अंतिम 2 वित्तीय वर्ष) जो समूह का हिस्सा होगा ।

पिछले 3 वर्षों में उद्योग निकाय का ऑडिट किया गया वित्तीय विवरण

2 चिप्स आवेदनों की जाँच करेगा और आवश्यकता होने पर कोई भी अन्य जानकारी प्राप्त करेगा । मुख्य कार्यपालन अधिकारी , चिप्स अनुमोदन प्राधिकारी होंगे तथा चिप्स का निर्णय अंतिम होगा । 3 उक्त अंतर्राष्ट्रीय व्यापार मेले में भागीदारी के बाद, एमएसएमई इकाई /उद्योग निकाय , भागीदारी के 1 महिने के भीतर चिप्स में व्यय का प्रमाण प्रस्तुत 500( 5)

5 चिप्स अनुमोदित राशि को लाभार्थी के पंजीकृत बैंक खाते में हस्तांतरित करेगा ।

पूर्व से परिभाषित

7.20

1 पात्र इकाई वित्तीय वर्ष के अंत में प्रोत्साहन के लिए आवेदन करेगी । 2 योजना के तहत पात्र इकाई / उद्यम बैंडविड्थ चार्जेज, पी. आर. आई एवं लीज लाइन पर प्रोत्साहन

निम्नलिखित सूचना के साथ निर्धारित प्रारूप में चिप्स को आवेदन प्रस्तुत करेगाः 2.1 यूनिट / इकाई द्वारा उपयोग की गयी कुल बैंडविड्थ और प्राइमरी रेट इंटरफेस (पी.आर.आई) और लीज लाइन सेवाओं की रिपोर्ट ।

2.2 बैंडविड्थ शुल्कों के लिए किए गए सभी बिलों और भुगतानों की प्रति ।

3 चिप्स आवेदनों की जाँच करेगा और आवश्यकता होने पर कोई भी अन्य जानकारी प्राप्त करेगा ।

4 जाँच एवं स्वीकृति के पश्चात हितग्राही के पंजीकृत बैंक खाते में स्वीकृत राशि स्थानांतरित कर दी जाएगी ।

प्रोवाइडर इकाई को डेटा सेंटर एवं क्लाऊड सर्विस छोड़ कर अन्य सूचना प्रौद्योगिकी एवं सूचना प्रौद्योगिकी समर्थित सेवाओं की राज्य में स्थापित इकाइयों द्वारा बैंडविड्थ चार्जेस , पी. आर.आई एवं लीज लाइन पर किये गये भुगतान की 10 प्रतिशत, अधिकतम रु. 25 लाख (रु. पच्चीस लाख) प्रतिवर्ष की प्रतिपूर्ति, उत्पादन प्रारंभ होने की तिथि से तीन वर्ष तक की जाए ।

7.21

पूर्व से परिभाषित

1 परिवहन लागत की गणना रायपुर और / तथा नया रायपुर के लिए कर्मचारियों हेतु लागू प्रतिमाह प्रति व्यक्ति की दर के आधार पर की जाएगी । परिवहन व्यय की प्रतिपूर्ति

2. परिवहन व्यय की प्रतिपूर्ति की अधिकतम सीमा रु. 25 लाख प्रति वर्ष होगी ।

3 पात्र इकाई वित्तीय वर्ष के अंत में प्रोत्साहन के लिए आवेदन करेगा । नया रायपुर में स्थापित इकाइयों को वाणिज्यिक उत्पादन प्रारंभ होने के दिनांक से प्रथम 2 वर्ष तक भुगतान किये गए वास्तविक परिवहन व्यय में 50 प्रतिशत राशि की प्रतिपूर्ति की जाए ।

4 योजना के तहत पात्र इकाई / उद्यम निम्नलिखित सूचना के साथ निर्धारित प्रारूप में चिप्स को आवेदन प्रस्तुत करेगा-

4.1 तृतीय- पक्ष एजेंसी / विक्रेता के माध्यम से प्राप्त परिवहन सेवाओं के लिए-

6 जाँच एवं स्वीकृति के पश्चात हितग्राही के पंजीकृत बैंक खाते में स्वीकृत राशि स्थानांतरित कर दी जाएगी ।

1 पात्र स्टार्ट अप एवं सूक्ष्म, लघु एवं मध्यम श्रेणी इकाईया तथा बड़े उद्यमी निर्धारित प्रारूप में चिप्स को आवेदन और परियोजना प्रस्ताव प्रस्तुत करेंगे । आवेदन नीचे सूचीबद्ध दस्तावेजों के साथ समर्थित होगा ।

1.1 इसका प्रमाण कि शैक्षणिक संस्थान में स्नातक कार्यक्रम कम से कम 2 वर्षों ( 1 ) स्टार्ट अप एवं सुक्ष्म, लघु एवं मध्यम श्रेणी इकाई हेतु- प्रथम दो वर्षों में अनुसंधान एवं विकास पर इकाई द्वारा व्यय की गई राशि की दो - तिहाई राशि, अधिकतम रु. एक करोड़ तक, की प्रतिपूर्ति की जाएगी ।

एवं अनुसंधान विकास के लिये औद्योगिक इकाई एवं अकादमि क संस्थान की सहभागिता पर अनुदान

से चल रहा है । अनुसंधान एवं विकास (आर एंड डी) का समर्थन केवल छत्तीसगढ़ स्थित सरकारी शैक्षणिक संस्थान के साथ सहयोग के लिए लागू होगा ।

अनुसंधान एवं विकास अनुदान परियोजनाओं की आवश्यक शर्ते- (अ) शैक्षणिक संस्थान में परियोजना अन्वेषक (प्रोजेक्ट इन्वेस्टिगेटर ) होना चाहिए तथा कम से कम दो वर्ष के कार्यक्रम संचालित लिए बैचलर करने का अनुभव होना चाहिए ।

(2) बड़े उद्यमियों हेतु प्रथम दो वर्षों में अनुसंधान एवं विकास पर इकाई द्वारा व्यय की गई राशि की आधी राशि, अधिकतम रु . 1 करोड़ तक, की प्रतिपूर्ति की जाएगी ।

1.2 स्व-घोषणा की परियोजना का कार्यकाल 2 वर्ष तक होगा और अनुसंधान और विकास (आर एंड डी) के लिए स्वीकृत कार्यकाल की समय सीमा का पालन न करने पर समर्थन रद्द माना जाएगा ।

(ब ) इकाई के एवं अनुसंधान विकास कार्य में राज्य के लिये मूल्य संवर्द्धन आऊटपुट होना चाहिए ।

2 आवेदन और प्रस्तावित परियोजना का चिप्स द्वारा गठित परियोजना समीक्षा और संचालन समूह (पी.आर.एस.जी) द्वारा मूल्यांकन किया जाएगा । आमंत्रित सदस्यों का कार्यकाल 2 वर्ष का होगा तथा निमंत्रण समय सीमा चिप्स द्वारा विस्तारित किया जाएगा । किसी भी आमंत्रित सदस्य के ' कनफ्लिक्ट ऑफ इंटरेस्ट' की दशा पर , कथित सदस्य पीआरएसजी बैठक का भाग नहीं होंगे । 500 (7)

प्रोत्साहन हेतु योग्यता पर परिचालन

भूमि के प्रीमियम पर छूट तथा स्टॉम्प ड्यूटी में छूट के अतिरिक्त सभी प्रोत्साहन वाणिज्यिक उत्पादन/ संचालन प्रारम्भ करने की तारीख से प्रदान किये जायेंगे ।

भूमि के प्रीमियम पर छूट तथा स्टॉम्प ड्यूटी में छूट सैद्धांतिक अनुमोदन की तारीख के बाद प्रदान किय जाएंगें । 3.3 . राज्य शासन द्वारा नीति के अंतर्गत पात्र इकाईयों को लाभ , प्रोत्साहन एवं अनुदान स्वीकृत करने हेतु एकल खिड़की समाशोधन के लिए दिनांक 27 जनवरी , 2016 को जारी की गई अधिसूचना के खंड 8 के पश्चात खंड 8 (अ) निम्नानुसार जोड़ा जाता है- 8 (अ) बीजक (इन्वाईस) , भुगतान के प्रकार और संबंधित पक्षों के लेन - देन पर सामान्य दिशानिर्देश-

1 अनुदान / प्रोत्साहन या छूट प्रदान करने के लिए कर सम्मिलित बीजक ही स्वीकार्य होंगे , जो इकाई के नाम पर होना अनिवार्य होगा ।

4 कर सम्मिलित चालान कंप्यूटर जनरेट या हस्तलिखित हो सकते है, परन्तु उन पर उचित विक्रेता या सेवा प्रदाता की कंपनी की मुहर और हस्ताक्षर और तारीख होना अनिवार्य होगा ।

5 चेक/डिमांड ड्राफ्ट / डेबिट कार्ड / क्रेडिट कार्ड / एनईएफटी / आरटीजीएस / आईएमपीएस / यूपीआई / वॉलेट के माध्यम से किये गये बीजक भुगतान प्रोत्साहन के अंतर्गत पूरी राशि की अर्हता प्राप्त करने पर विचार हेतु योग्य हैं । ऐसे मामलों में , लेन - देन के प्रमाण / कथन समर्थित दस्तावेज प्रदान करना अनिवार्य होगा । छत्तीसगढ़ राजपत्र , दिनांक 27 मई 2020

No. F 4-12/2014/56/EIT. As per department notification number F 4-12/2014/ 56 /EIT dated 25 February 2015 "Electronics , IT and ITeS Investment Policy of Chhattisgarh 2014-2019 " has been notified, herein after referred as the ' Policy' .

2. In exercise of the powers conferred by sub clause (2) of clause 12 of the policy, the State Government has made operational guidelines for Single Window Clearance system , approvals and Incentives/ Benefits to the eligible Electronics, IT & ITeS industry /companies which was released by the department notification dated 27 January 2016.

3. In exercise of the powers conferred by sub clause ( 2) of clause 12 of the policy, the State Government, hereby, makes the following amendments and additions in operational guidelines released through notification dated 27 January 2016 for Single Window Clearance system , approvals and Incentives/ Benefits to the eligible Electronics , IT & ITeS industry/ companies , namely -

3.1 Definitions -

3.1.1 In the State Government approved operational guidelines for Single Window Clearance system , approvals and Incentives/ Benefits to the eligible Electronics , IT & ITeSindustry /companies which was released by the department notification dated 27 January 2016, after clause 1.1 , number 'g )' , the following shall be inserted , namely - h) " Fixed Capital Investment" means the investment made in tangible assets which are required building , plant , machinery, furnishing, hardware and software assets , excluding the cost of the land , required to produce products or services by eligible unit, till the date of commencement of commercial operation /production .

ThisIncludes -

1. Building

1.1 Construction of new building

1.3 Renovation/ repair of the previously existing building ( Renovation/ repair cost should not exceed the cost of creating the new building ( reference- Schedule of Rates S.O.R) ) .

2. Plant and Machinery

2.1 Only financial lease will be considered as defined by Indian Accounting Standards .

2.2 Cost of plant and machinery onsite ( including the cost of equipment such as tools, jigs, dies , moulds , computers , servers , routers , power backups and spare tools , their transportation , installation charges and transit insurance premium) .

2.3 Vehicles purchased in the firm's name, up to 10% of total Fixed Capital Investment (FCI), maximum Rs . 50 lakhs will be considered for FCI subsidy calculation .

2.4 Purchase cost of commercial off- the- shelf software ( s ) required for commercial operation like operating systems , antivirus and licences inclusive of the cost incurred in their installation and exclusive of their renewal and /or maintenance costs.

3. This does not include

3.1 Investment which has been in excess of investment quantum specified in Common Application Form ( CAF ) and/or approved under In - principal approval .

3.2Working capital , raw material , stores and other consumables .

3.3 Advances , expenses not supported by payment proof.

3.4 Intangible assets like brand valuation , trademarks etc. ( Expenses incurred towards creation of brand identity elements and any expenses incurred towards branding and marketing; Expenses done on intangible assets) .

3.5 Cost of development of software ( s ) for self or commercial use .

3.6 Expenditure on Technical Consultancy / Feasibility study .

3.2 Operational / implementation guidelines and procedures to avail incentives / rebates / grants and other benefits under " Electronics , IT and ITeS Investment Policy of Chhattisgarh 2014-2019 "

7.23 Guidelines on Eligibility for all Incentives

All incentives disbursement (except 'Subsidy on Land Premium' and 'Stamp Duty Exemption' ) will be given either from the date of In -Principle Approval or from the date of start of commercial production , whichever is later .

Taxable invoices should only be in the name of the unit under consideration of subsidy.

2. Taxable invoices paid in cash will not be considered .

3. Any expense without valid taxable invoice will not be considered - invoice needs to have VAT/TIN /CST/ GST detail .If VAT/TIN / CST/ GST details are not available due to turnover below limit, in such cases business license under shops & establishment Act (Gomasta ) canbe considered .

4. Taxable invoices can either be computer generated or hand written but should have proper company seal and signature of the seller or service provider.

5. Invoices with payment mode as cheque / demand draft / debit card / credit card / NEFT / RTGS / IMPS / UPI / Wallets , qualify for full amount consideration . In such cases, supporting transaction proof/ statement are required.

6. The seller or service provider on any invoice for any incentive head , can't be:

a . Any Past or current director

b. Any Past or current shareholder

c . Relative of any past or current director or shareholder of the concerned party .

" Relative " includes :

1. members of a Hindu undivided family ; or

2. husband/wife;

The grant is for the specific project as approved by Chhattisgarh Infotech Promotion Society (CHIPS) and shall be subject to the conditions listed below. The proposal originating industry and academic institution shall give an undertaking that they agree to be governed by these conditions.

1. Grant under this scheme will only be released to the participating academic institution.

2. The grant amount shall be i ) spent for the project within the specified time ; and ii ) Any portion of the grant , which is not ultimately required for expenditure for the approved purposes, shall be duly surrendered to CHIPS;

3. The academic institution shall maintain an audited record in the form of a register in the prescribed proforma for permanent , semi - permanent assets acquired solely or mainly out ofCHIPS/ Policy grant ;

4. The assets referred to in (3 ) above will be property of academic institution and shall remain so even post completion of the project . These academic institutions will comply to the following for said assets:

4.1 During Project Period : for the purposes other than those for which the grant has been sanctioned .

4.2Post Project Completion : The academic institution will be free to use the assets for teaching and R&D purposes and the assets should not , without prior sanction of CHIPS , be disposed off or encumbered for a period of 3 years from the completion date of the project.

5. The academic institution shall send to the CHIPS at the end of each financial year as well as at the time of seeking further installments of the grant a list of assets referred to in (3 ) above; during the course of the project and for the year immediately after completion of the project within 2 months of completion of final year.

6. Should at any time academic institution cease to exist , such assets etc. , shall revert to CHIPS;

7. The academic institution and industry shall jointly render progress - cum- achievement reports at interval of not exceeding six months on the progress made on all aspects of the project including expenditure incurred on various approved items during the period;

8. CHIPS or its nominee ( s ) will have the right of access to the books and accounts of the academic institution and industry for which a reasonable prior notice would be given;

9. The academic institution should maintain separate audited account for the project . If it is found expedient to keep a part or whole of the grant in a bank account earning interest, the interest, thus earned should be reported to this Department . The interest so earned will be treated as a credit to the institution to be adjusted towards future installments of thegrant;

500 ( 37) 10. The Intellectual property and the rights associated with the project shall be agreed between the participating organizations before the start of the project . A copy of this agreement should be submitted along with the first progress - cum -achievement report to CHIPS . The Industry/ Industry Consortium /Institution ( s ) will make all efforts to protect intellectual property generated out of the project . The institution ( s )/ industry would submit periodic report to CHIPS for a period of minimum 5 years on the status of IPRs created/commercialization under the project . Furthermore , IPR must also reside in Chhattisgarh / India so that India has access and complete control to these rights in times ofemergency to protect our national interest .

11. Application by academic institution for any other financial assistance or receipt of grant/ loan from any other Agency/ Ministry/Department for this project should have prior approval of CHIPS .

12. The academic institution ( s ) is not allowed to entrust the implementation of this project for which grant is received to another institution and to divert the grant received from CHIPS as assistance to the latter institution .

13. In case the industry/industry consortium is /are unable to continue with the project , the academic institution should send an intimation signed by all parties to CHIPS immediately. Further , the academic institution shall scout for a new contributing industry/industry consortium partner within 3 months of such an event . A letter of intimation along with dueagreement of all parties will be submitted to CHIPS to showcase the new partnership. Theduration of the project will be deemed extended by the period between date the of the letter intimating exit of first industry/ industry consortium partner and date of letter intimating formation of new partnership .

14. In case of any delay in progress of the project , a one - time - only extension of 6 months may be sought jointly by all parties with relevant reasons sighted . The decision of the CEO , CHIPS will be binding on such extension . No escalation of project cost or increased demand for grant will be entertained on the basis of the extension .

15. Scope of the project may be enhanced/ curtailed during the course of the project with due representation made to the PRSG . Any escalation of project cost or increased demand for grant or extension of timeframe of the project ( not more than 6 months ) will be approved by the CEO , CHIPS only upon recommendation ( s ) of PRSG , inclusive of all limitations referred above .

16. In case of any dispute on any matter , related to the project during the course of its implementation , the decision of the CEO , CHIPS , shall be final and binding on the proposal originating industry/ industry consortium and academic institute .

2. We agree to abide by the terms & conditions governing the subsidy disbursement.

3. In case the project is approved , we undertake to:

i. make available facilities to carry it out , and agree to provide requisite support for the successful completion of the project.

ii . arrange for the submission of periodic progress reports and other information that may be required by the Chhattigarh Infotech Promotion Society and in general to ensure that the conditions attached to the award of such subsidy are fulfilled by our institution/ organization (s) .

4. We certify that in case present chief coordinator / investigator is not available for any reason to continue work on this project, the following persons will be available to carry it through to completion:

5. The Industry/ Industry Consortium and Institution( s) have reached a formal agreement on distribution of responsibilities, IPR sharing , sharing of royalty/ lump sum, and know- how transfer mechanism from the institute to the Industry/ Industry Consortium . A copy of the same is enclosed .

6. We certify that the i ) Industry/ Consortium and Institution do not have common Director (s ) / Trustee (s) ; and ii ) the Project Chief Coordinator (Industry/ Consortium) and Chief Investigator (Institute ) are not related to any of the Director ( s) / Trustee ( s) ofthe Industry/ Consortium and Institution.

7. We certify that we are the competent authority , by the virtue of the administrative and financial powers vested in us by and to undertake the above stated commitments on behalf of our institution/ organization ( s) .
