Head Quarter shall be at New Delhi. They may be directed by the State Government to represent the State in other Courts/Tribunals of India, from time to time.

Both parties shall be at liberty to terminate the contract at any time.

(a) That, he has not been declared financially insolvent by any competent court and no civil decree is pending against him or any case is not pending against him for willfully neglecting it;
