अधिसूचना
क्रमांक एफ 1-1/2012/1-3.- यतः, भारत के संविधान की पांचवीं अनुसूची के पैरा-5 के उप-पैरा (1) द्वारा प्रदत्त शक्तियों को प्रयोेग में लाते हुए, छत्तीसगढ़ के राज्यपाल द्वारा भारत के संविधान के अनुच्छेद 309 के अंतर्गत राज्य शासन द्वारा बनाये गये छत्तीसगढ़ सिविल सेवा (सेवा की सामान्य शर्तें) नियम, 1961 के नियम 5 में उल्लिखित ''नियुक्ति के लिए पात्रता'' संबंधी प्रावधान को, समसंख्यक अधिसूचना क्रमांक एफ 1-1/2012/1-3, दिनांक 17 जनवरी, 2012 द्वारा उपांतरित करते हुए, आदेशित किया गया था कि ''इन नियमों में अथवा तत्समय प्रवृत्त किसी अन्य अधिनियम, आदेश, निर्देश, नियम अथवा विधि में अंतर्विष्ट किसी बात के होते हुए भी, बस्तर तथा सरगुजा संभाग के अन्तर्गत आने वाले जिलों के मात्र स्थानीय निवासी ही, उक्त अधिसूचना के जारी होने के दिनांक से दो वर्ष की कालावधि के लिए, संबंधित जिलों के विभिन्न विभागों में जिला संवर्ग के तृतीय श्रेणी तथा चतुर्थ श्रेणी के पदों में उद्भूत रिक्तियों पर भर्ती हेतु पात्र होंगे'';
और यतः, उक्त अधिसूचना, 17 जनवरी, 2012 को दो वर्ष की कालावधि के लिए जारी किया गया था जो 16 जनवरी, 2014 तक प्रवृत्त था;
और यतः, उक्त अधिसूचना की अवधि को, समसंख्यक अधिसूचना क्रमांक एफ 1-1/2012/1-3, नवा रायपुर, दिनांक 19 मई, 2014 द्वारा एक वर्ष की अवधि के लिये अर्थात् 17 जनवरी, 2014 से 16 जनवरी, 2015 तक की कालावधि के लिए बढ़ाया गया था तथा उक्त अधिसूचना की अवधि को, समसंख्यक अधिसूचना क्रमांक एफ 1-1/2012/1-3, नवा रायपुर, दिनांक 10 मार्च, 2015 द्वारा दो वर्ष अर्थात् 17 जनवरी, 2015 से 16 जनवरी, 2017 की अवधि के लिए पुनः बढ़ाया गया था तथा उक्त अधिसूचना की अवधि को, समसंख्यक अधिसूचना क्रमांक एफ 1-1/2012/1-3, नवा रायपुर, दिनांक 25 फरवरी, 2017 द्वारा दो वर्ष अर्थात् दिनांक 17 जनवरी, 2017 से 31 दिसम्बर, 2018 की अवधि के लिए पुनः बढ़ाया गया था तथा समसंख्यक अधिसूचना क्रमांक एफ 1-1/2012/1-3, नवा रायपुर, दिनांक 28 मई, 2019 द्वारा कोरबा जिले को शामिल करते हुए तीन वर्ष अर्थात् दिनांक 1 जनवरी, 2019 से 31 दिसम्बर, 2021 की अवधि के लिए पुनः बढ़ाया गया है तथा समसंख्यक अधिसूचना क्रमांक एफ 1-1/2012/1-3, नवा रायपुर, दिनांक 23 सितम्बर, 2020 द्वारा गौरेला-पेण्ड्रा-मरवाही को अंतःस्थापित किया गया है;
और यतः, पुनः यह आवश्यक हो गया है कि उक्त अधिसूचना की अवधि को, आगामी दो वर्ष की कालावधि के लिए बढ़ाया जाये;
अतएव, भारत के संविधान की पांचवीं अनुसूची के पैरा 5 के उप-पैरा (1) द्वारा प्रदत्त शक्तियों को प्रयोेग में लाते हुए, छत्तीसगढ़ के राज्यपाल, एतदद्वारा, निर्देशित करते हैं कि छत्तीसगढ़ सिविल सेवा (सेवा की सामान्य शर्तें) नियम, 1961 के नियम 5 में उक्त अधिसूचना द्वारा किया गया उपांतरण, आगामी दो वर्ष अर्थात् 1 जनवरी, 2022 से 31 दिसम्बर, 2023 की कालावधि के लिए निरंतर प्रवृत्त रहेगा।

क्रमांक एफ 1-1/2012/1-3.- भारत के संविधान के अनुच्छेद 348 के खण्ड (3) के अनुसरण में इस विभाग की अधिसूचना क्रमांक एफ 1-1/2012/1-3, दिनांक 31 दिसम्बर 2021 का अंगे्रजी अनुवाद राज्यपाल के प्राधिकार से एतद्द्वारा प्रकाशित किया जाता है।

NOTIFICATION
No. F 1-1/2012/1-3. - Whereas, in exercise of the powers conferred by Sub-Para(1) of para 5 of the Fifth Schedule to the Constitution of India by the Governor of Chhattisgarh, modified the provision regarding "eligibility for appointment" mentioned in rule 5 of the Chhattisgarh Civil Services (General Conditions of Service) Rules, 1961 made by the State Government under Article 309 of the Constitution of India vide Notification No. F-1-1/2012/1-3, dated 17 January, 2012, was orderd that ''Notwithstanding anything contained in these rules or any other Act, Order, Direction, Rules or Law for the time being in force, only local residents of the districts falling under Baster and Sarguja Division, shall be eligible for recruitment to the vacancies arising in Class-III and Class-IV posts of the district cadre in various departments of the concerned districts, for a period of two years from the date of issue of the said Notification'';
And Whereas, the said notificaion was issued on 17 th January, 2012 for a period of two years and was in force till 16 th January, 2014;
And Whereas, the term of the said notification was extended for a period of one year i.e. from 17 th January, 2014 to 16 th January, 2015 vide Notification No. F-1-1/2012/1-3, Nava Raipur, dated 19th May, 2014; and the term of the said notification was further extended for a period of two years i.e. from 17 th January, 2015 to 16 th January, 2017 vide Notification No. F-1-1/2012/1-3, Nava Raipur, dated 10th March, 2015; and the term of the said notification was again extended for a period of two years i.e. from 17 th January, 2017 to 31st December, 2018 vide Notification No. F-1-1/2012/1-3, Nava Raipur, dated 25th February, 2017; and the term of the said notification including Korba District, was again extended for a period of three years i.e. from 1st January, 2019 to 31st December, 2021 vide Notification No. F-1-1/2012/1-3, Nava Raipur, dated 28th May, 2019; and Gaurela-Pendra-Marwahi has been inserted by vide Notification No. F-1-1/2012/1-3, Nava Raipur, dated 23rd September, 2020;
And Whereas, again it has become necessary to extend the term of the said notification for a further period of two years;
