क्रमांक एफ 07-24/ 2018/32.- छत्तीसगढ़ नगर तथा ग्राम निवेश, नियम 2020 में और संशोधन का निम्नलिखित प्रारूप , जिसे राज्य सरकार, छत्तीसगढ़ नगर तथा ग्राम निवेश अधिनियम, 1973 (क्र. 23 सन् 1973) की धारा 85 की उप- धारा (1 ) सहपठित धारा 24 की उप- धारा (3 ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए बनाना प्रस्तावित करती है , उक्त अधिनियम की धारा 85 की उप- धारा (1 ) के अधीन अपेक्षित किये गये अनुसार, उन समस्त व्यक्तियों, जिनके कि इससे प्रभावित होने की संभावना है, की जानकारी के लिये एतद्वारा प्रकाशित किया जाता है तथा एतद्वारा सूचित किया जाता है कि उक्त प्रारूप पर इस सूचना के राजपत्र में प्रकाशन की तारीख से 30 दिवस के अवसान के पश्चात् विचार किया जायेगा ।
कोई आपत्ति या सुझाव, जो उक्त प्रारूप के संबंध में किसी व्यक्ति से विनिर्दिष्ट कालावधि के पूर्व, अपर मुख्य सचिव, आवास एवं पर्यावरण विभाग , छत्तीसगढ़ शासन, कक्ष क्र. एम-5 /11 , मंत्रालय , महानदी भवन, नवा रायपुर अटल नगर, जिला-रायपुर के कार्यालय में, कार्यालयीन समय में प्राप्त हो, पर छत्तीसगढ़ शासन द्वारा विचार किया जायेगा ।
संशोधन प्रारूप
उक्त नियमों में,-
1. नियम 18 के उप- नियम (1 ) में, शब्द एवं चिन्ह "प्ररूप- पन्द्रह में, " के पश्चात्, शब्द एवं चिन्ह " इलेक्ट्रॉनिक पद्धति (ऑनलाईन) या ऑफलाईन माध्यम से," अंतःस्थापित किया जाये ।
2. नियम 18 के उप- नियम (3) में, वाक्यांश , अंक एवं चिन्ह का भुगतान नगर तथा ग्राम निवेश के नगरीय विकास योजना के मुख्य शीर्ष 0217 में चालान के साथ जमा किया जायेगा तथा ऐसे भुगतान की प्राप्ति की चालान की मूल या प्रमाणित प्रति को आवेदन के साथ संलग्न किया जायेगा ' के स्थान पर , वाक्यांश, अंक एवं चिन्ह " नगर तथा ग्राम निवेश के नगरीय विकास योजना के मुख्य शीर्ष 0217 में इलेक्ट्रॉनिक पद्धति (ऑनलाईन) अथवा ऑफलाईन माध्यम से जमा किया जायेगा" प्रतिस्थापित किया जाये ।
3. नियम 19 के खण्ड (क) में, शब्द एवं चिन्ह " प्ररूप- सोलह में ' के पश्चात्, शब्द एवं चिन्ह " इलेक्ट्रॉनिक पद्धति (ऑनलाईन) अथवा ऑफलाईन माध्यम से," अंतःस्थापित किया जाये ।
4. नियम 19 के खण्ड (ख) में, शब्द एवं चिन्ह " प्ररूप- सत्रह में" के पश्चात्, शब्द एवं चिन्ह " इलेक्ट्रॉनिक पद्धति (ऑनलाईन) अथवा ऑफलाईन माध्यम से," अंतःस्थापित किया जाये ।

5. प्ररूप - बारह में, शब्द एवं चिन्ह " सचिव, छत्तीसगढ़ शासन, आवास एवं पर्यावरण विभाग , मंत्रालय , महानदी भवन, अटल नगर, रायपुर " के पश्चात्, शब्द एवं चिन्ह " संचालक, संचालनालय , नगर तथा ग्राम निवेश , इन्द्रावती भवन , नवा रायपुर अटल नगर " प्रतिस्थापित किया जाये ।
6. प्ररूप-तेरह में ,
(क) शब्द एवं चिन्ह " सचिव / विशेष सचिव / संयुक्त सचिव / उप सचिव, छत्तीसगढ़ शासन , आवास एवं पर्यावरण विभाग " के स्थान पर, शब्द एवं चिन्ह " संचालक, संचालनालय नगर तथा ग्राम निवेश , इन्द्रावती भवन, नवा रायपुर अटल नगर " प्रतिस्थापित किया जाये; एवं
(ख ) शब्द " राज्य सरकार द्वारा " के स्थान पर , शब्द " संचालक द्वारा " प्रतिस्थापित किया जाये ।
7. प्ररूप - पन्द्रह के मद कमांक 4 में , वाक्यांश , अंक एवं चिन्ह " मुख्य शीर्ष -0217 नगरीय विकास योजना नगर तथा ग्राम निवेश में चालान सहित जमा कर उसकी मूल प्रति अथवा अभिप्रमाणित प्रति संलग्न कर दी है " के स्थान पर, वाक्यांश, अंक एवं चिन्ह " मुख्य शीर्ष-0217 नगरीय विकास योजना नगर तथा ग्राम निवेश में इलेक्ट्रॉनिक पद्धति (ऑनलाईन ) अथवा ऑफलाईन माध्यम से जमा कर दी है " प्रतिस्थापित किया जाये ।

NOTICE
No. F 07-24/2018/32 . The following draft amendment in the Chhattisgarh Nagar Tatha Gram Nivesh Niyam , 2020 , which the State Government proposes to make in exercise of the powers conferred by sub - section ( 1) of Section 85 read with sub- section (3 ) of Section 24 of the Chhattisgarh Nagar Tatha Gram Nivesh Adhiniyam. 1973 (No. 23 of 1973 ) , is hereby , published as required under sub - section ( 1 ) of Section 85 of the said Adhiniyam , for the information of all persons likely to be affected thereby and notice is hereby given that the said draft shall be taken into consideration after the expiry of thirty days from the date of publication of this notice in the Official Gazette .
Any objection or suggestions regarding the said draft received from any person before the specified period , during office hours , by the office of the Additional Chief Secretary , Department of Housing and Environment , Government of Chhattisgarh, Room No. M - 5 / 11 , Mantralaya, Mahanadi Bhawan, Nava Raipur Atal Nagar , District Raipur , shall be considered by the Government of Chhattisgarh .
DRAFT AMENDMENT
In the said rules , -
1. In sub -rule ( 1 ) of rule 18 , after the words and symbol " in Form - XV of these rules " , the words and symbol " through electronic process ( online mode ) or offline " shall be inserted .
2. In sub - rule (3 ) of rule 18 , for the protasis , figure and symbol " shall be deposited with challan in Main Head - 0217 Urban Development Plan Town and Country Planning and the original or attached copy of challan of receiving such payment shall be attached with the application " , the protasis and symbol " shall be deposited through electronic process ( online mode ) or offline in Main Head- 0217 Urban Development Plan Town and Country Planning " shall be substituted .
3. In clause (a) of rule 19 , after the words and symbol " in Form - XVI " , the words and symbol " through electronic process ( online mode ) or offline " shall be inserted.

4. In clause (b) of rule 19 , after the words and symbol " in Form - XVII " , the words and symbol " through electronic process ( online mode) or offline " shall be inserted .
5. In Form -XII , for the words and symbols " The Secretary , Government of Chhattisgarh, Housing and Environment Department , Mantralaya, Mahanadi Bhawan, Nava Raipur Atal Nagar " , the words and symbols "Director , Directorate Town and Country Planning , Indrawati Bhawan , Nava Raipur Atal Nagar " shall be substituted.
6. In Form - XIII , -
(a) for the words and symbols " Secretary /Special Secretary / Joint Secretary/Deputy Secretary , Government Of Chhattisgarh , Housing and Environment Department " , the words and symbols "Director , Directorate Town and Country Planning , Indrawati Bhawan, Nava Raipur Atal Nagar " shall be substituted ; and
(b) for the words " by the State Government " , the words " by the Director " shall be substituted.
7. In items number 4 of Form - XV, for the protasis , figure and symbol " with challan in Main Head - 0217 Urban Development Plan , Town and Country Planning and attested its original or attested copy " , the protasis and symbol "through electronic process ( online mode) or offline in Main Head- 0217 Urban Development Plan Town and Country Planning " shall be substituted.
