अधिसूचना
क्रमांक/371/एफ-02/05/DBT/2016/14-2.⸺ छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाआें का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क्र. 13 सन् 2018) की धारा 3 एवं 4 के उपबंधों के अनुसरण में, राज्य सरकार, एतदद्वारा निम्नलिखित अधिसूचित करती है, अर्थात्ः-
1. कृषि विकास एवं किसान कल्याण तथा जैव प्रौद्योगिकी विभाग के अधीन संचालित योजनाओं (जो इसमें इसके पश्चात् "योजनाओं" के रूप में निर्दिष्ट है, परिशिष्ट-एक के अनुसार) में छत्तीसगढ़ की संचित निधि से उपगत व्यय अन्तर्वलित है तथा उक्त योजनाओं के अधीन प्रसुविधाएं प्राप्त करने के लिए इच्छुक किसी व्यक्ति से एतदद्वारा यह अपेक्षित है कि वह अपनी आधार संख्यांक रखने का सबूत प्रस्तुत करे या आधार के अधिप्रमाणन की प्रक्रिया पूरी करे ।
2. यदि योजनाओं के अधीन प्रसुविधाएं प्राप्त करने हेतु इच्छुक व्यक्ति ने आधार के लिए अभी तक नामांकन नहीं कराया है और वह आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान) अधिनियम, 2016 (2016 का 18) की धारा 3 के उपबंधों के अनुसार आधार प्राप्त करने के लिए हकदार है, तो योजनाओं का लाभ लेने के पूर्व, उससे आधार नामांकन हेतु आवेदन करने की अपेक्षा होगी, जिसे वह आधार नामांकन के लिये उनके द्वारा दी गई अनुरोध की प्रति को दस्तावेज के लिये उपलब्ध करा सकेगा तथा ऐसा व्यक्ति, आधार के लिए नामांकन प्राप्त करने हेतु किसी आधार नामांकन केन्द्र (सूची www.uidai.gov.in वेबसाईट पर उपलब्ध है) पर जा सकेगा ।
3. आधार (नामांकन और अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार ऐसे हितग्राहियों को प्रसुविधा देने के लिए नामांकन सुविधा का प्रस्ताव (आफर) देने की अपेक्षा है, जो अभी तक आधार के लिए नामांकित नहीं हैं, अतएव, ऐसे हितग्राहियों को राज्य शासन द्वारा जिला आधार नामांकन केन्द्राें के सहयोग से सुविधाजनक स्थानों पर आधार नामांकन की सुविधा उपलब्ध कराई जा सकेगीः
परन्तु यह कि किसी भी व्यक्ति को आधार समुदेशित किये जाने तक, ऐसे व्यक्ति को निम्नलिखित दस्तावेज उपलब्ध कराने के अध्यधीन रहते हुए, योजनाओं के अधीन प्रसुविधाएं प्रदान करायी जायेंगी, अर्थात्ः-
(क) (एक) यदि वह आधार नामांकित है, उसकी आधार नामांकन पहचान पर्ची; या (दो) आधार नामांकन के लिए उनके द्वारा दी गई अनुरोध की प्रति, और (ख) (एक) भारत निर्वाचन आयोग द्वारा जारी मतदाता पहचान पत्र; या
(दो) राशन कार्ड; या
(तीन) फोटोयुक्त बैंक पासबुक; या
(चार) आयकर विभाग द्वारा जारी स्थायी खाता संख्या (पेन) कार्ड; या (पांच) पासपोर्ट; या
(छः) मोटरयान अधिनियम, 1988 (1988 का 59) के अधीन अनुज्ञप्ति प्राधिकारी
द्वारा जारी ड्राईविंग लाईसेंस; या
(सात) किसी राजपत्रित अधिकारी या किसी तहसीलदार द्वारा उसके शासकीय पत्र
पर जारी ऐसे सदस्य की फोटो सहित कोई पहचान प्रमाण पत्र; या
(आठ) किसान फोटो पासबुक; या
(नौ) महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारण्टी अधिनियम कार्ड; या (दस) राज्य सरकार द्वारा विनिर्दिष्ट कोई अन्य दस्तावेज.
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, उक्त प्रयोजन के लिए राज्य सरकार या जिला कार्यालय के अभिहित प्राधिकारी द्वारा की जायेगी।
4. हितग्राहियों को सुविधाजनक और निर्बाध सेवाएं उपलब्ध कराने के लिए, योजनाआंें के अधीन कृषि विकास एवं किसान कल्यांण तथा जैव प्रौद्योगिकी विभाग निम्नलिखित सहित सभी अपेक्षित व्यवस्थाएं भी करेंगे, अर्थात्ः-
(एक) हितग्राहियों को योजनाओं के अधीन आधार की अपेक्षा के लिए उनमें जागरूकता पैदा करने हेतु मीडिया के माध्यम से व्यापक प्रचार तथा विकासखण्ड कार्यालयों या ग्राम पंचायतों के माध्यम से वैयक्तिक रूप से सूचना देना.
(दो) यह परामर्श भी देना कि यदि वे पूर्व में नामांकित नहीं हैं, तो वे अपने क्षेत्र में उपलब्ध निकटतम नामांकन केन्द्रों पर अपने आधार के लिए नामांकन करायें; तथा
(तीन) उपलब्ध स्थानीय नामांकन केन्द्रों की सूची उन्हें प्रदाय कराना।
5. यह अधिसूचना इसके प्रकाशन की तारीख से छत्तीसगढ़ राज्य के सभी जिलों में प्रभावी होगी।

NOTIFICATION
No. 371F-02/05/DBT/2016/14-2 .⸺In pursuance of the provisions of Section 3 and 4 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the State Government, hereby, notifies the following, namely:—
1. The Schemes (hereinafter referred to as 'Schemes', as per Annexure-I) conducted under the Department of Agriculture Development and Farmer Welfare and Bio-Technology involves expenditure incurred from the Consolidated Fund of Chhattisgarh and An individual desirous of benefit under said schemes is hereby expected to furnish proof of possession of the Aadhaar Number or undergo Aadhaar authentication.
2. In case an individual desirous of getting benefit under schemes has not yet enrolled for Aadhaar and he or she is entitled to obtain Aadhaar as per the provisions of Section 3 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (No.18 of 2016), he or she is required to make application for Aadhaar enrolment before availing benefits of the schemes, to whom he may provide a copy of the request made by him for Aadhaar enrollment for documentation, and such individuals may visit any Aadhaar Enrollment Centers (list available at www.uidai.gov.in) to get enrolled for Aadhaar.
3. Beneficiaries as per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016 is required to offer enrollment facilities for providing benefits, who have not yet enrolled for Aadhaar, therefore, the State Government may provide Aadhaar enrollment facilities to such beneficiaries at convenient locations in collaboration with the District Aadhar enrolment Centres:
Provided that till the time Aadhaar is assigned to any individual, benefits under the Schemes shall be given to such individual subject to the production of the following documents, namely:-
(a) (i) If he has enrolled, his Aadhaar Enrollment ID slip; or
(ii) A copy of his request made for Aadhaar enrollment, and
(b) (i) The voter identity card issued by the Election Commission of India; or (ii) Ration Card; or
(iii) Bank passbook with photograph; or
(iv) The Permanent Account Number (PAN) Card issued by the Income Tax
Department; or
(v) The Passport; or
(vi) The driving license issued by the Licensing Authority under the Motor
Vehicles Act, 1988 (59 of 1988); or
(vii) The certificate of identity having photo of such member issued by a
Gazetted Officer or a Tehsildar on an official letter head; or
(viii) The Kisan Photo Passbook; or
(ix) Mahatma Gandhi National Rural Employment Guarantee Act Card; or (x) Any other document specified by the State Government.
Provided further that the above documents shall be checked by an officer designated by the State Government or District Office for that purpose.
4. In order to provide convenient and hassle free benefits to the beneficiaries, the Department of Agriculture Development and Farmer Welfare and Bio-Technology under the scheme, shall make all the required arrangements including the following, namely:-
(i) Wide publicity through media and individual notices through the Block Offices or Gram Panchayat shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme;
(ii) They may be also advised to get themselves enrolled for Aadhaar at the nearest Enrollment Centre available in their areas, in case they are not already enrolled; and (iii) The list of locally available Enrollment Centre shall be made available to them.
5. This notification shall come into effect in the all Districts of State of Chhattisgarh from the date of its publication.
