अधिसूचना

क्रमांक एफ 1-22/2009/35 (स्था.).⸺ भारत के संविधान के अनुच्छेद 309 केे परन्तुक द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, छत्तीसगढ़ के राज्यपाल एतद्‌द्वारा, छत्तीसगढ़ पशुपालन एवं दुग्ध विकास विभाग तृतीय श्रेणी (तकनीकी/अलिपिक वर्गीय) दुग्ध सेवा भर्ती नियम, 2009 में निम्नलिखित संशोधन करते है, अर्थातः-

संशोधन

उक्त नियमों में,-

1. प्रस्तावना में, शब्द, चिन्ह तथा कोष्टक ''छत्तीसगढ़ पशुपालन एवं दुग्ध विकास विभाग तृतीय श्रेणी (तकनीकी/अलिपिक वर्गीय) सेवा'' के स्थान पर, शब्द, चिन्ह तथा कोष्टक ''छत्तीसगढ़ पशुधन विकास विभाग तृतीय श्रेणी (तकनीकी/अलिपिक वर्गीय) डेयरी सेवा'' प्रतिस्थापित किया जाये।

2. नियम 1 में उप-नियम (1) के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात्‌ः-

''(1) ये नियम छत्तीसगढ़ पशुधन विकास विभाग तृतीय श्रेणी (तकनीकी एवं अलिपिक वर्गीय) डेयरी सेवा भर्ती नियम, 2009 कहलायेंगे।''

3. नियम 2 के खण्ड (झ) के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थातः-

''(झ) ''सेवा'' से अभिपे्रत है, छत्तीसगढ़ पशुधन विकास विभाग तृतीय श्रेणी (तकनीकी एवं अलिपिक वर्गीय) डेयरी सेवा,''

4. नियम 8 के खण्ड (1) के उप-खण्ड (च) का लोप किया जाये।

5. नियम 18 के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात्‌ः-

''18. परिवीक्षा.-(1)सेवा में सीधी भर्ती किया गया प्रत्येक व्यक्ति, 3 वर्ष की कालावधि के लिये परिवीक्षा पर नियुक्त किया जायेगा।

(2) सेवा में पदोन्नति द्वारा पदस्थ किया गया प्रत्येक व्यक्ति, 2 वर्ष की कालावधि के लिये स्थानापन्न हैसियत से नियुक्त किया जायेगा।''

6. अनुसूची-एक के सरल क्रमांक 3 के कॉलम (2) में, शब्द ''दुग्ध मिस्त्री'' के स्थान पर, शब्द ''संयंत्र सुधारक'' प्रतिस्थापित किया जाये। 7. अनुसूची-दो के सरल क्रमांक 3 एवं 5 तथा उससे संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात्‌ः-

8. अनुसूची-दो के सरल क्रमांक 5 के कॉलम (7) का लोप किया जाये।

9. अनूसूची-तीन के कॉलम (2) के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात्‌ः-

''पशुधन विकास विभाग''

10. अनुसूची-तीन के सरल क्रमांक 1 के कॉलम (7) के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात्‌ः- ''भारत या विदेश के किसी मान्यता प्राप्त संस्थान से डेयरी प्रौद्योगिकी में स्नातक या समकक्ष उपाधि।''

11. अनुसूची-तीन के सरल क्रमांक 2 के कॉलम (3) में, शब्द ''दुग्ध मिस्त्री'' के स्थान पर, शब्द ''संयंत्र सुधारक'' प्रतिस्थापित किया जाये।

12. अनुसूची-तीन के सरल क्रमांक 2 के कॉलम (7) के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात्‌ः- ''एक विषय के रूप में भौतिक विज्ञान के साथ हायर सेकेण्डरी (102) परीक्षा उत्तीर्ण एवं 2 वर्ष के कार्यानुभव के साथ प्रशीतन में औद्योगिक प्रशिक्षण संस्थान (आई.टी.आई.) परीक्षा उत्तीर्ण अथवा प्रशीतन/इलेक्ट्रीकल/मेकेनिकल इंजीनियरिंग में डिप्लोमाधारी होना चाहिये। प्रशीतन/इलेक्ट्रीकल/मेकेनिकल इंजीनियरिंग में डिग्रीधारी को प्राथमिकता दी जायेगी।''

13. अनुसूची-चार के सरल क्रमांक 2 एवं उससे संबंधित प्रविष्टियों के पश्चात्‌, निम्नलिखित जोड़ा जाये, अर्थात्‌ः-

छत्तीसगढ़ के राज्यपाल के नाम से तथा आदेशानुसार,

कमलप्रीत सिंह, कृषि उत्पादन आयुक्त एवं सचिव.

NOTIFICATION

No. F 1-22/2009/35/Estt.⸺ In exercise of the powers conferred by the provision to article 309 of the Constitution of India, the Governor of Chhattisgarh, hereby, makes the following amendment in the Chhattisgarh Animal Husbandry and Dairy Development Department Class-III (Technical and Non-Ministerial) Dairy Service Recruitment Rules, 2009, namely:-

AMENDMENT

In the said rules,-

1. In preamble, for the Words, symbols and parenthesis "Chhattisgarh Animal Husbandry and Dairy Development Department Class-III (Technical and Non-Ministerial) Service", the words, symbols and parenthesis "Chhattisgarh Livestock Development Department Class-III (Technical and Non- Ministerial) Dairy Services" shall be substituted.

2. For sub-rule (1) of rule 1, the following shall be substituted, namely :-

"(1) These rules may be called the Chhattisgarh Livestock Development Department Class- III (Technical and Non-Ministerial) Dairy Service Recruitment Rules, 2009"

3. For clause (i) of rule 2, the following shall be substituted, namely:-

"(i) "Service'' means the Chhattisgarh Livestock Development Department Class-III (Technical and Non-Ministerial) Dairy Service;"

4. Sub-clause (f) of clause (1) of rule 8 shall be omitted.

5. For Rule 18, the following shall be substituted, namely:-

"18. Probation - (1) Every person recruited directly to the service shall be appointed on probation for a period of 3 years.

(2) Every person posted by promotion to the service shall be appointed in officiating capacity for a period of 2 years."

6. In column (2) of Serial number 3 of Schedule-I, for the words "Dairy Mechanic", the words "Plant Mechanic" shall be substituted.

7. For serial number 3 and 5 and entries relating thereto of Schedule-II, the following shall be substituted, namely :-

8. Column (7) of serial number 5 of Schedule-II shall be omitted.

9. For column (2) of Schedule-III, the following shall be substituted, namely :-

"Live Stock Development Department"

10. For column (7) of serial number 1 of Schedule-III, the following shall be substituted, namely :-

"Graduation or equivalent degree in Dairy Technology from any recognized institution of India or abroad."

11. In column (3) of serial number 2 of Schedule-III, for the words "Dairy Mechanic" , the words "Plant Mechanic" shall be substituted.

12. For column (7) of serial number 2 of Schedule-III, the folllowing shall be substituted, namely:-

"Should have passed Higher Secondary (10+2) Examination with Physics as one subject and passed Industrial Training Institute (I.T.I.) examination in Refrigeration alongwith 2 years work experience or diploma holder in Refrigeration/Electrical/Mechanical Engineering. Preference shall be given to the degree holders in Refrigeration/ Electrical/ Mechanical Engineering."

13. After serial number 2 and entries relating thereto of Schedule-IV, the following shall be added, namely:-
