अधिसूचना

क्रमांक एफ 3-21/2022/38-2. - छत्तीसगढ़ निजी विश्वविद्यालय विनियामक आयोग, रायपुर के पत्र क्रमांक 700/पी.यू./एस.एण्ड.ओ./2007/18589, दिनांक 20-07-2023 द्वारा आई.टी.एम. विश्वविद्यालय, प.ह.नं. 137, ग्राम-उपरवारा, तह.-अभनपुर, जिला-रायपुर के संशोधित परिनियम क्रमांक 13, 14, 19, 28 एवं 36 तथा अनुगामी अध्यादेश क्रमांक 62 से 80 का अनुमोदन छत्तीसगढ़ निजी विश्वविद्यालय (स्थापना एवं संचालन) अधिनियम, 2005 की धारा 29 (2) के तहत्‌ किया गया है।

2/ राज्य शासन, एतद्‌द्वारा उपरोक्त परिनियम एवं अध्यादेशों को राजपत्र में अधिसूचित किये जाने की स्वीकृति प्रदान की जाती है।

3/ उपरोक्त परिनियम एवं अध्यादेश राजपत्र में प्रकाशन की तिथि से प्रभावशील होंगे।

परिनियम संख्या 13 में संशोधन

विश्वविद्यालय के अन्य अधिकारी

2005 के अधिनियम 13 की धारा 14 (सी) के प्रावधानों के अनुसार विश्वविद्यालय के अन्य अधिकारी निम्नलिखित होंगेः

9वें के बाद निम्नलिखित जोड़ा जाएगा।

10. मुख्य मानव संसाधन अधिकारी (सीएचआरओ)

1. विश्वविद्यालय के मुख्य मानव संसाधन अधिकारी (सीएचआरओ) की नियुक्ति प्रायोजक निकाय के अनुमोदन के बाद कुलाधिपति/प्रतिकुलाधिपति द्वारा सामान्यतः 3 वर्ष के कार्यकाल हेतु की जाएगी।

2. मुख्य मानव संसाधन अधिकारी (सीएचआरओ) को ऊपर दिए गए खंड (1) में निर्धारित प्रक्रिया का पालन करते हुए बाद की शर्तों के लिए फिर से नियुक्त किया जा सकता है।

3. मुख्य मानव संसाधन अधिकारी (सीएचआरओ) कुलाधिपति/प्रतिकुलाधिपति द्वारा समय-समय पर सौंपे गए कर्तव्यों और कार्यों का पालन करेगा।

4. मुख्य मानव संसाधन अधिकारी (सीएचआरओ) कुलाधिपति/प्रतिकुलाधिपति द्वारा समय-समय पर निर्धारित वेतन और अन्य भत्ते प्राप्त करने के लिए पात्र होंगे।

मुख्य मानव संसाधन अधिकारी (सीएचआरओ) जिम्मेदार होगाः

(क) सीएचआरओ यह सुनिश्चित करेगा कि रिपोर्टिंग अधिकारी मानव संसाधन नीतियों के अनुसार विश्वविद्यालय के विभिन्न कार्यालयों/इकाइयों में काम करने वाली टीम के काम की निगरानी और नियंत्रण करेंगे और अपनी गोपनीय रिपोर्ट लिखेंगे जिसे कुलाधिपति/प्रतिकुलाधिपति /कुलपति द्वारा अनुमोदित किया जाएगा। (ख) सीएचआरओ कुलाधिपति/प्रतिकुलाधिपति/कुलपति की अनुमति से विश्वविद्यालय की अनुशासनात्मक नीति और प्रक्रिया के अनुसार विश्वविद्यालय के अधिकारियों के विरुद्ध जब भी आवश्यक हो, अनुशासनात्मक कार्रवाई को कार्यान्वित/सुकर बनाने के लिए उत्तरदायी होगा।

(ग) सीएचआरओ वार्षिक मानव संसाधन नियोजन, मानव संसाधन प्रक्रिया के अनुसार मानव संसाधन की भर्ती, प्रदर्शन प्रबंधन और पदोन्नति प्रणाली, कैरियर विकास, शिकायत प्रबंधन, कर्मचारी जुड़ाव गतिविधियों, कर्मचारियों के प्रशिक्षण और विकास, पृथक्करण प्रक्रिया को लागू करने से संबंधित नीतियों और प्रक्रियाओं के विकास, कार्यान्वयन के लिए जिम्मेदार होगा।

(घ) सीएचआरओ यह सुनिश्चित करेगा कि सभी कर्मचारी और उनके रोजगार रिकॉर्ड जैसे नियुक्ति, पुष्टि, प्रदर्शन मूल्यांकन, प्रशिक्षण, अनुशासनात्मक कार्रवाई, क्रियाकलापों, शिक्षा और अनुभव आदि, हार्ड और इलेक्ट्रॉनिक दोनों प्रतियों में बनाए रखा जाता है। यह भी सुनिश्चित करें कि रिकॉर्ड विश्वविद्यालय के एचआरआईएस प्रणाली में अपडेट किए गए हैं।

(ड.) मानव संसाधन नियमावली, अवकाष नियमों, लाभो इत्यादि को विकसित और कार्यान्वित करना, नियमों, लाभों आदि को छोड़ना। विश्वविद्यालय के लिए, वार्षिक समीक्षा आयोजित करना, वेतन वृद्धि की सिफारिश करना आदि।

(च) सभी कर्मचारियों के रोजगार नियमावली को वार्षिक रूप से विकसित करना, कर्तव्यों एवं जिम्मेदारियों को वार्षिक रूप से विकसित और कार्यान्वित करना।872 (1) (ज) सीएचआरओ विश्वविद्यालय के सभी कर्मचारियों के नियुक्ति आदेश आधिकारिक मुहर और विश्वविद्यालय के लेटर हेड में हस्ताक्षर के साथ जारी करेगा। ऐसे पत्र उन कर्मचारियों के होंगे जो निदेशक स्तर से नीचे के हैं। पद और सीटीसी स्तर से ऊपर के सभी पत्रों पर चांसलर/प्रतिकुलाधिपति/कुलपति द्वारा हस्ताक्षर किए जाएंगे।

(झ) कर्मचारी हित प्रशासन, कर्मचारी संबंधित गतिविधियों और अन्य संबंधित कर्तव्यों की देखरेख करके कर्मचारी संबंध प्रभाग का नेतृत्व करें।

() कार्यस्थल में उत्पन्न होने वाले टकराव को हल करने के लिए कर्मचारी और प्रबंधन के बीच समन्वय करें। (ट) अनुसंधान और रणनीतिक योजना के माध्यम से नए विकास पर अपडेट रहते हुए रोजगार कानूनों एचआर फंक्शन का अनुपालन सुनिश्चित करें।

(ठ) भर्ती प्रयासों की देखरेख करें और पूरे उद्यम में रिक्तियों के लिए सर्वोत्तम संभावित उम्मीदवारों को खोजने के लिए मजबूत प्रतिभा अधिग्रहण रणनीतियों को तैयार करने में मदद करें।

(ड) पेशेवर रूप से बढ़ने में मदद करने के लिए प्रशिक्षण और विकास अवसर प्रदान करके कर्मचारियों में सर्वश्रेष्ठ को बाहर लाएं।

(ढ) मानव संसाधन नीतियों और मानव संसाधन विभाग के कार्यों की निगरानी करें ताकि यह सुनिश्चित हो सके कि वे सरकारी नियमों और सार्वजनिक नीति का पालन करते हैं।

(ण) कार्यभार आवंटन और कौशल विकास के माध्यम से दक्षता सुनिश्चित करें

(त) कुलाधिपति/प्रतिकुलाधिपति/कुलपति के परामर्श से कार्यकारी निर्णय कार्यो में योगदान दें। एनएएसी, एनआईआरएफ, पीयूआरसी आदि की विनियामक आवश्यकताओं के साथ मानव संसाधन अनुपालन सुनिश्चित करना।

(थ) निर्णय लेने के लिए मानव संसाधन से संबंधित डैशबोर्ड और विश्लेषिकी प्रकाशित और निगरानी करें। (द) कुलाधिपति/प्रति-कुलाधिपति द्वारा सौंपे गए या दिए गए किसी भी आवंटित कार्य के लिए उत्तरदायी। 11 निदेशक संचालन

1. विश्वविद्यालय के निदेशक संचालन की नियुक्ति कुलाधिपति/प्रति-कुलाधिपति द्वारा प्रायोजक निकाय की सिफारिश पर सामान्यतया तीन वर्ष की अवधि के लिए की जाएगी।

2. उपर्युक्त खंड (1) में निर्धारित प्रक्रिया का पालन करते हुए निदेशक संचालन को बाद की शर्तों के लिए फिर से नियुक्त किया जा सकता है।

3. निदेशक संचालन समय-समय पर कुलपति के परामर्श से कुलाधिपति/प्रतिकुलाधिपति द्वारा सौंपे गए कर्तव्यों और कार्यों का पालन करेगा।

4. निदेशक संचालन समय-समय पर कुलाधिपति/प्रतिकुलाधिपति द्वारा निर्धारित वेतन और अन्य भत्ते प्राप्त करने के लिए पात्र होंगे।872 (2) निदेशक संचालन जिम्मेदार होगाः

(क) विश्वविद्यालय की शैक्षणिक और गैर-शैक्षणिक गतिविधियों के सुचारू संचालन के लिए विभिन्न मानक संचालन प्रक्रियाओं को तैयार करने और कार्यान्वित करने में हितधारकों को मार्गदर्शन प्रदान करेगा। (ख) विश्वविद्यालय के सुचारू कामकाज को सुनिश्चित करने के लिए सुसंगत, कुशल कार्यप्रवाह सुनिश्चित करने के लिए विश्वविद्यालय के सभी संचालन और कार्यों की नीतियों, प्रलेखन और विवरणों का उपयोग करना होगा।

(ग) सुचारू प्रगति सुनिश्चित करने के लिए विश्वविद्यालयीन गतिविधि के दिन-प्रतिदिन के संचालन की जांच और निगरानी करेंगे और अकादमिक के साथ-साथ अनुपालन के वार्षिक कैलेंडर के अनुसार विभिन्न शैक्षणिक और अनुपालन प्रक्रियाओं के कार्यान्वयन की निगरानी भी करेंगे।

(घ) डीन एकेडमिक्स और कुलसचिव को किसी भी छात्र से संबंधित मामलों या उनमें वृद्धि को संभालने और निराकरण के लिए नियुक्त किया जाएगा और यह सुनिश्चित करेगा कि आप छात्र के विकास और उत्थान के लिए सभी शैक्षिक सेवाएं प्रदान करते हैं।

(ड.) विश्वविद्यालय के सुचारू संचालन को प्रभावित करने वाले किसी भी कर्मचारी से संबंधित मामलों को संभालने में सीएचआरओ का उपयोग करेगा

(च) कुलाधिपति/ंप्रति-कुलाधिपति/कुलपति/महानिदेशक के साथ कार्यनीति निर्माण एवं कार्यान्वयन में सहयोग करूंगा और निष्पादन प्रक्रिया की निगरानी करना।

(छ) विश्वविद्यालय के मानदंडों, नियमों और विनियमों के अनुसार प्रवेश प्रक्रिया के कार्यान्वयन में समन्वय करेगा और सभी बाहरी प्रचार गतिविधियों और संर्पको में सहायता प्रदान करना।

(ज) विश्वविद्यालय के विभिन्न अधिकारियों के साथ समन्वय में प्रौद्योगिकी के उपयोग और कामकाज को बढ़ावा देगा।

(झ) निर्धारित आवधिकता के अनुसार नियमित प्रतिवेदन और देयको कुलाधिपति/प्रतिकुलाधिपति को प्रस्तुत किए जाएंगे।

() जब तक मामला हल नहीं हो जाता, तब तक संबंधित हितधारको के समक्ष मामलों को उचित तौर पर लाना और समन्वय स्थापित करना।

(ट) बाहरी भागीदारों/विक्रेताओं के साथ संबंध/करार बनाने में सहायता प्रदान करेगा ताकि भविष्य की कार्यवाही की जा सके।

(ठ) डेटा और मैट्रिक्स को इकट्ठा करने, विश्लेषण करने और व्याख्या करके समग्र प्रदर्शन के मूल्यांकन में कुलाधिपति/प्रतिकुलाधिपति को योगदान देना।

(ड) कुलाधिपति/प्रतिकुलाधिपति/कुलपति के परामर्श से कार्यकारी निर्णय लेने में योगदान देना। (ढ) कुलाधिपति/प्रति-कुलाधिपति द्वारा सौंपे गए या दिए गए किसी भी आवंटित कार्य के लिए उत्तरदायी।872 (3) 12. संयुक्त कुलसचिव

(क) संयुक्त कुलसचिव की नियुक्ति विष्वविद्यालय के कुलाधिपति/प्रति-कुलाधिपति/कुलपति द्वारा विष्वविद्यालय द्वारा विहित प्रावधानों के अनुसार की जायेगी।

(ख) संयुक्त रजिस्ट्रार का पद सीधी नियुक्ति या तीन साल के अनुभव वाले डिप्टी रजिस्ट्रार की पदोन्नति के माध्यम से भरा जा सकता है।

(ग) संयुक्त कुलसचिव समय-समय पर कुलपति द्वारा सौंपे गए कर्तव्यों और कार्यों का पालन करेगा। (घ) संयुक्त कुलसचिव कुलपति की सिफारिश पर कुलाधिपति/प्रतिकुलाधिपति द्वारा निर्धारित वेतन और भत्ते प्राप्त करने के लिए पात्र होंगे।

(ड.) संयुक्त कुलसचिव विष्वविद्यालय के मामलों में कुलसचिव की सहायता करेगा। वह समय-समय पर कुलाधिपति/प्रति-कुलाधिपति/कुलपति /कुलसचिव द्वारा उन्हें दी गई ऐसी शक्तियों और कर्तव्यों का भी उपयोग करेगा।

1. विश्वविद्यालय में उनसे जुड़े विभिन्न विभागों के साथ निम्नलिखित संकाय शामिल होंगेः

2. प्रत्येक संकाय में ऐसे विभाग होंगे जो समय-समय पर अकादमिक परिषद द्वारा उसे सौंपे जाएं।872 (9) परिनियम संख्या 19 कर्मचारियों के नियम और शर्तें (अधिनियम की धारा 26 (1) (ई) संविधि संख्या 19 के पैरा 2 को हटा दिया गया है जैसा कि ''2'' द्वारा प्रतिस्थापित किया गया है। मुख्य मानव संसाधन अधिकारी (सीएचआरओ) विष्वविद्यालय के सभी कर्मचारियों के नियुक्ति आदेश विष्वविद्यालय के लेटर हेड में अपनी मुहर और हस्ताक्षर के साथ जारी करेगा।

परिनियम संख्या 28 गैर-शिक्षण कर्मचारियों की श्रेणियाँ संविधि संख्या 28 के पैरा 2 को हटा दिया गया है जैसा कि ''2'' द्वारा प्रतिस्थापित किया गया है। स्थायी कर्मचारी का अर्थ उस कर्मचारी से होता है जिसे स्पष्ट रिक्ति के विरुद्ध नियुक्त किया जाता है। ऐसे कर्मचारियों के लिए परिवीक्षाधीन अवधि एक वर्ष की होगी, जिसे कुलपति द्वारा बढ़ाया या घटाया जा सकता है।

परिनियम संख्या 36

मानव संसाधन समिति की शक्तियां और कार्य

1. मानव संसाधन समिति निम्नलिखित व्यक्तियों से मिलकर बनेगी, अर्थात्‌ः

(क) कुलपति

अध्यक्ष

(ख) मुख्य मानव संसाधन अधिकारी संयोजक (ग) कुलाधिपति द्वारा नामित एक सदस्य सदस्य

(घ) कुलसचिव

सदस्य (ड.) कुलपति द्वारा नामित विश्वविद्यालय के दो वरिष्ठ षिक्षक सदस्य

(च) विश्वविद्यालय का एक मानव संसाधन व्यक्ति कुलपति द्वारा नामित सदस्य सचिव

2. पदेन सदस्यों के अलावा मानव संसाधन समिति के सदस्यों का कार्यकाल एक वर्ष का होगा । मानव संसाधन समिति प्रत्येक शैक्षणिक वर्ष में कम से कम दो बार बैठक करेगी। मानव संसाधन समिति की बैठक के लिए एक नोटिस दिया जाएगा ताकि समिति के सदस्यों को बैठक से कम से कम पंद्रह दिन पहले पहुंच सकें और बैठक के लिए एजेंडा बैठक से कम से कम सात दिन पहले सदस्यों को भेजा जाएगा।

3. अध्यक्ष सहित मानव संसाधन समिति के चार सदस्य बैठकों में कोरम का गठन करेंगे।

मानव संसाधन समिति के पास निम्नलिखित शक्ति और कार्य होंगेः

(क) संकाय और कर्मचारियों की उपस्थिति की समीक्षा और निगरानी करना

(ख) विश्वविद्यालय के सुचारू कामकाज के लिए कर्मचारियों और संकाय की उपलब्धता की समीक्षा और निगरानी करना

(ग) कर्मचारी से संबंधित शिकायतों और मुद्दों की समीक्षा करना और समेकित करना।

(घ) कर्मचारी कल्याण और संलग्नता गतिविधियों की योजना बनाना और निर्धारित करना।872 (10) अध्यादेश 62 अंतर्राष्ट्रीय आतिथ्य और पर्यटन प्रबंधन में कला स्नातक (ऑनर्स) - (बीए (ऑनर्स) आईएचटीएम)

62.1 शीर्षक

: अंतर्राष्ट्रीय आतिथ्य और पर्यटन प्रबंधन में कला स्नातक

(ऑनर्स) - (बीए (ऑनर्स) आई.एच.टी.एम.)

62.2 संकाय 62.3 अवधि 62.4 पात्रता

: कला और मानविकी संकाय : तीन साल (छह सेमेस्टर) : किसी मान्यता प्राप्त उच्चतर माध्यमिक शिक्षा बोर्ड से किसी

भी विषय में 102 या उसके समकक्ष। आरक्षित श्रेणी के लिए पात्रताः समय-समय पर राज्य सरकार के नियमानुसार।

62.5 सीट

: बुनियादी इकाई 60 सीटों का होगा। इस इकाई के एकाधिक इकाई भी प्रबंध मंडल द्वारा अनुमोदन के अनुसार स्थापित किया जा सकेगा।

62.6 प्रवेश प्रक्रिया : अध्यादेश क्र. 1 में विनिर्दिष्ट अनुसार। 62.7 शैक्षणिक वर्ष : जुलाई से जून तक एक शैक्षणिक चक्र होगा। इस कार्यक्रम

के अध्ययन एवं परीक्षाएं सेमेस्टर पद्धति पर आधारित होगा। 62.8 चयन प्रक्रिया : विश्वविद्यालय, प्रत्येक शैक्षणिक चक्र के प्रारंभ के पूर्व, प्रवेश अधिसूचना या विज्ञापन जारी कर, समाचार पत्र आदि में प्रकाशन और विश्वविद्यालयीन वेबसाईट में अपलोड करेगा और विश्वविद्यालय के सूचना पटल पर प्रदर्शित करेगा। चयनित अभ्यर्थी की सूची को, अभ्यर्थियों की जानकारी के लिए, विश्वविद्यालयीन वेबसाइट पर अपलोड किया जाएगा तथा सूचना पटल पर प्रदर्शित किया जायेगा। अभ्यर्थी जिनका परिणाम प्रतिक्षाधीन है, वें अभ्यर्थी भी चयन हेतु आवेदन कर सकते है। तथापि, ऐसे अभ्यर्थी को अपेक्षित पात्रता मापदण्ड के लिये प्रमाण के रूप में मार्कशीट/डिग्री प्रमाणपत्र, अंतिम तारीख (कट ऑफ डेट) के पूर्व प्रस्तुत करना होगा, ऐसा करने में असफल होेने पर, दिया गया अनंतिम प्रवेश रद्‌द कर दिया जायेगा। प्रवेश निम्नलिखित किन्हीं कारणों से निरस्त किया जा सकता हैः 1. देय तिथि पर फीस का भुगतान नहीं किया गया है। 2. आवेदन पत्र किसी भी प्रकार से अपूर्ण है। 3. प्रवेश के लिये अपेक्षित समर्थित दस्तावेज संलग्न नहीं किया गया हो। सभी आवश्यक दस्तावेजों और फीस के भुगतान का सत्यापन एवं प्रस्तुती के पश्चात्‌, विश्वविद्यालय द्वारा विद्यार्थियों को पंजीयन/नामांकन क्रमांक दिया जायेगा।872 (11) 62.9 फीस

: पाठ्‌यक्रम फीस प्रबंध मण्डल द्वारा छत्तीसगढ़ निजी विष्वविद्यालय विनियामक आयोग के अनुमोदन से समय-समय पर यथा विनिश्चित किया जायेगा।

: विभिन्न विशेषज्ञता के विस्तृत पाठ्‌यक्रम संरचना एवं परीक्षा 62.10 पाठ्‌यक्रम संरचना एवं परीक्षा योजना

योजना, संबंधित अध्ययन मण्डल द्वारा तैयार किये जायेंगे और अध्यादेशों, नियमों एवं विनियमों, जैसा कि इसके अधीन या अन्यत्र विनिर्दिष्ट है, के अनुसार, विद्या परिषद/प्रबंध मण्डल/शासी निकाय से अनुमोदन के पश्चात्‌, पाठ्‌यक्रम के प्रारंभ होने के समय प्रकाशित किये जायेंगे। विश्वविद्यालय यूजीसी, छत्तीसगढ़ निजी विष्वविद्यालय विनियामक आयोग तथा अन्य विनियामक निकाय के दिशा-निर्देशों, जहां तक यह लागू हो, का पालन करेगा।

62.11 उत्तीर्ण करने हेतु

पात्रता

: विद्यार्थी को, पृथक रूप से सैद्धांतिक एवं प्रायोगिक परीक्षा दोनों में, प्रत्येक पेपर में कम से कम 40 प्रतिशत अंक तथा सेमेस्टरांत/वर्षान्त परीक्षा में कुल 45 प्रतिशत अंक अभिप्राप्त करना आवश्यक है।

62.12 मूल्यांकन एवं परीक्षा : अध्यादेश 51(8) के अनुसार। 62.13 ए.टी.के.टी. के लिए : अध्यादेश 51(10) के अनुसार।

OTHER OFFICERS OF THE UNIVERSITY

The following shall be the other Officers of the University per the provisions in section 14 (C) of the Act 13 of 2005:

10. Chief Human Resource Officer (CHRO)

1. The Chief Human Resource Officer (CHRO) of the University shall be appointed by the Chancellor/Pro Chancellor after approval of the sponsoring body generally for a term of three years.

2. The Chief Human Resource Officer (CHRO) may be reappointed for subsequent terms following the procedure laid down in clause (1) as above.

3. The Chief Human Resource Officer (CHRO) shall perform duties and functions as assigned to him/her by the Chancellor/Pro Chancellor from time to time.

4. The Chief Human Resource Officer (CHRO) shall be eligible to receive pay and other allowances as decided by the Chancellor/Pro Chancellor from time to time.

The Chief Human Resource Officer (CHRO) shall be responsible:

(a) The CHRO shall ensure that the reporting officers supervise and control the work of team working in different offices/ units of the University as per HR policies and shall write their confidential report which will be endorsed by the Chancellor/Pro Chancellor through Vice Chancellor.

(b) The CHRO be responsible for implementing / facilitating disciplinary action whenever needed against university officials as per the disciplinary policy and procedure of the University with the permission of Chancellor/Pro Chancellor through Vice Chancellor.

(c) The CHRO shall be responsible for developing, implementing & monitoring policies & procedures related to annual manpower planning, recruitment of manpower as per HR process, conducting performance management and promotion system, career development, grievance handling, employee engagement activities, training and development of employees, implementing separation process.

(d) The CHRO shall ensure that all employees and their employment records like appointment, confirmation, performance appraisals, training, disciplinary actions, movements, education and experience etc. are maintained in both hard and electronic copies. Also ensure that the records are updated in the HRIS system of the University.

(e) To develop and implement the HR manual, leave rules, benefits etc. for the University, conduct annual review, recommend increments etc.

(f) To develop and implement the employment manual, duties and responsibilities of all employees.

(g) To be responsible for discipline of the university employees.

(h) CHRO shall issue the appointment orders of all the employees of the University with the official seal and signature in the letter head of the university. Such letters will be of employees who are lower than the Director level. All letters above the position and CTC level shall be signed by Chancellor/Pro-Chancellor/ Vice Chancellor.

(i) Lead the employee relations division by overseeing employee benefits administration, employee relations activities and other related duties.

(j) Coordinate between employee and management to resolve conflicts that may arise in the workplace.

(k) Ensure compliance with employment laws HR function while remaining updated on new developments through research and strategic planning.

(l) Oversee recruitment efforts and help devise robust talent acquisition strategies to find the best potential candidates for vacancies throughout the enterprise.

(m) Bring out the best in employees by providing training and development space to help them grow professionally.

(n) Monitor HR policies and the HR department functions to ensure they comply with government regulations and public policy.

(o) Ensure effective talent management through workload allocation and skill development (p) Contribute to executive decision-making in consultation with Chancellor/Pro-Chancellor through Vice Chancellor.

(q) Ensure HR compliances with the regulatory requirements of NAAC, NIRF, PURC etc. (r) Publish and monitor HR related dashboards and analytics for decision making.

(s) Responsible for any allocated task assigned or given by Chancellor/Pro-Chancellor.

11. Director Operations

1. The Director Operations of the University shall be appointed by the Chancellor/Pro- Chancellor on the recommendation of the sponsoring body generally for a term of three years.

2. The Director Operations may be reappointed for subsequent terms following the procedure laid down in clause (1) as above.

3. The Director Operations shall perform duties and functions as assigned to him by the Chancellor/Pro-Chancellor in consultation with Vice Chancellor from time to time.

4. The Director Operations shall be eligible to receive pay and other allowances as decided by the Chancellor/Pro-Chancellor from time to time.

The Director Operations :

(a) Shall support to the stakeholders in preparing and implementing the various standard operating procedures for smooth running of academic as well as nonacademic activities of the University.

(b) Shall oversee the policies, documentation and details of all university operations and functions to ensure consistent, efficient workflows are in place to ensure smooth working of the University.

(c) Shall do planning and monitoring the day-to-day running of university activity to ensure smooth progress also keep a check and monitor the implementation of various academic and compliance procedures as per the annual calendars of academic as well as compliance.

(d) Shall support Dean Academics and Registrar to handle and address any student related matters or escalations and ensure that university provides all the educational services for student growth and development.

(e) Shall support CHRO in handling any employee related matters which impact the smooth operations of the University

(f) Shall interact with Chancellor/Pro-Chancellor/Vice Chancellor/Director General in strategy creation and implementation of the university and monitor the execution process.

(g) Shall coordinate in the implementation of the admission process as per the University norms, rules and regulations and provide support in all external promotional activities and connections.

(h) Shall ensure usage and functioning of technology in coordination with various University officials

(i) Shall facilitate regular reports and deliverables presented to the Chancellor/Pro- Chancellor as per the set periodicity.

(j) Shall do appropriate escalation to respective stakeholders, coordination till the matter is resolved.

(k) Shall support in building relationships/agreements with external partners/vendors for further proceedings by the university management.

(l) Shall support Chancellor/Pro-Chancellor in the evaluation of overall performance by gathering, analyzing and interpreting data and metrics.

(m) Contribute to Executive Decision-Making in consultation with Chancellor/Pro- Chancellor/ Vice-chancellor

(n) Responsible for any allocated task assigned or given by Chancellor/Pro-Chancellor.

12. Joint Registrar

1. The Joint Registrar shall be appointed by the Chancellor/ Pro-Chancellor/ Vice-Chancellor of the University as per the provisions prescribed by the University.

2. The post of the Joint Registrar may be filled through direct appointment or through promotion of the Deputy Registrar with experience of three years.

3. The Joint Registrar shall perform the duties and functions as assigned by the Vice-Chancellor from time to time.

4. The Joint Registrar shall be eligible to receive pay and allowances as decided by the Chancellor/ Pro-Chancellor on the recommendation of Vice-Chancellor.

5. The Joint Registrar shall assist to Registrar in affairs of the university. he will also excise such powers and duties assign to him from time to time by Chancellor/ Pro-Chancellor/ Vice Chancellor/Registrar.

POWERS AND FUNCTIONS OF HUMAN RESOURCE COMMITTEE

1. The Human Resource Committee shall consist of the following persons, namely:

(i) The Vice Chancellor - Chairperson (ii) The Chief Human Resource Officer - Convenor (iii) One member nominated by Chancellor - Member (iv) The Registrar - Member (v) Two Senior faculty of the university nominated by Vice Chancellor - Member (vi) One Human Resource Person of the university nominated by Vice Chancellor

-Member Secretary 2. The tenure of the members of the Human Resource committee, other than ex officio members shall be of one years. The Human Resource committee shall meet at least twice in each academic year. A notice for the meeting of the HR committee shall be given so as to reach the Committee members at least fifteen days in advance of the meeting and the agenda for the meeting shall be sent to members at least seven days in advance of the meeting.

3. Four members of the human resource committee including Chairman shall constitute the quorum at the meetings.

78.8 Selection Procedure : The University shall issue admission notification and advertisement will be made in newspapers, etc., and

uploaded in the University Website and displayed on the

Notice Board of the University before the start of every

academic cycle.

The list of selected candidates will be uploaded on the

The candidates whose results are awaited can also apply.

Such candidates however must produce the Mark

sheet/Degree Certificate as a proof for required eligibility

criteria before the cutoff date failing which, the provisional

: In all matters, pertaining to the course, the decision of the Vice Chancellor of the University shall be final. However, on

the recommendation of the Academic Council the Vice

Chancellor will be competent to change the system or

pattern of Examination confirmed to the norms of the

regulatory bodies. The course content is subject to change

from time to time.

In case of any dispute, the matter shall be decided under

jurisdiction of District Court, Raipur and High Court of Chhattisgarh.

Master of Sports Management (M.S.M.)

: Master of Sports Management (M.S.M.) : Faculty of Sports

79.1 Title 79.2 Faculty 79.3 Duration : 2 Years (Four Semesters) 79.4 Eligibility : Bachelor's degree in the relevant field from a recognized university with a minimum aggregate of 50% marks. In

case the seats remain vacant the minimum percentage

required for admission may be lowered by 5% only with the

permission from the Vice Chancellor.

Eligibility for Reserved Category: As per the State

government rule from time to time.

: The basic unit will be that of 20 seats. Multiples of this unit

can also be set up by the Board of Management.
