क्रमांक एफ 4-8/2023/29-1/पार्ट-1.— यतः, सेवाएं या प्रसुविधायें या सहायिकी प्रदान करने हेतु पहचान दस्तावेज के रूप में आधार के उपयोग से सरकारी परिदान प्रक्रियाएं सुगम हो जाती है, पारदर्शिता एवं दक्षता आ जाती है और लाभार्थी, अपनी पहचान साबित करने के लिये बहुविध दस्तावेज प्रस्तुत करने की आवश्यकता से मुक्त होते हुए, सुविधाजनक और निर्बाध रीति से सीधे अपना हक प्राप्त करने के योग्य हो जाते हैं;
और यतः, भारत सरकार द्वारा प्रतिवर्ष कृषकों को, उनकी उपज का उचित मूल्य का लाभ प्रदान करना सुनिश्चित करने के लिए न्यूनतम समर्थन मूल्य की घोषणा की जाती है, ताकि कृषकों को करस्थम विक्रय से बचाया जा सके । इसके लिए आवश्यक है कि कृषक की सही पहचान की जाये तथा कृषक द्वारा विक्रीत फसल के मूल्य का सम्यक् भुगतान, पारदर्शी तथा प्रमाणिक आधार पर, कृषक के बैंक खाते में किया जा सके तथा इस हेतु कृषक का बायोमैट्रिक अधिप्रमाणन तथा 'आधार' के आधार पर भुगतान प्रणाली सुनिश्चित किया जाये। भारत सरकार द्वारा घोषित न्यूनतम समर्थन मूल्य योजना के अंतर्गत राज्य सरकार प्रत्येक खरीफ मौसम में कृषकों से खाद्यान्न क्रय करने हेतु क्रय नीति जारी करती है;
और यतः, कृषि विभाग के एकीकृत किसान पोर्टल के माध्यम से कृषकों को पंजीयन कराना होगा। कृषक का नाम एवं उसके रकबे का सत्यापन, राजस्व विभाग द्वारा किया जाता है । खरीदी केन्द्र पर कृषक के बायोमैट्रिक अधिप्रमाणन के आधार पर फसल क्रय की जाती है तथा उसके द्वारा विक्रीत फसल के मूल्य को, कृषक के बैंक खाते में अंतरित किया जाता है;
और यतः, भारत सरकार द्वारा घोषित न्यूनतम समर्थन मूल्य योजना के अंतर्गत राज्य सरकार विभिन्न क्रय अभिकरणों के माध्यम से सीधे कृषकों से खरीफ फसलों का क्रय करती है तथा केन्द्र सरकार की योजना का क्रियान्वयन एवं अनुश्रवण कर रही है;
और यतः, खाद्य, नागरिक आपूर्ति एवं उपभोक्ता संरक्षण विभाग छत्तीसगढ़ (जो इसमें इसके पश्चात् ''विभाग'' के रुप में निर्दिष्ट है), विभिन्न सहायिकियों एवं प्रसुविधाओं के रूप में न्यूनतम समर्थन मूल्य योजना को प्रशासित कर रहा है;
और यतः, पूर्वोक्त न्यूनतम समर्थन मूल्य योजना कृषकों की प्रसुविधा हेतु क्रियान्वित की गयी है तथा उन्हे ंप्रसुविधाओं (जो इसमें इसके पश्चात् ''प्रसुविधा'' के रुप में निर्दिष्ट है) के रूप में सहायता प्रदान की जाती है । अतएव, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (क्र. 18 सन् 2016) की धारा 7 तथा छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 की धारा 4 के अनुसरण में, राज्य सरकार, एतद्द्वारा, निम्नलिखित अधिसूचित करती है, अर्थात् :-
1. (1) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 एवं छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 की धारा 3 के अनुसार, विभाग द्वारा अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से ऐसे कृषक, जो अभी तक आधार के लिये नामांकित न हो, के लिये आधार नामांकन सुविधाएं प्रदान करना अपेक्षित है और यदि सम्बन्धित ब्लॉक या तहसील में कोई आधार नामांकन केन्द्र अवस्थित न हो, तो विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से, भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) के विद्यमान रजिस्ट्रारों के साथ समन्वय करके सुविधाजनक स्थानों पर, आधार नामांकन सुविधायें प्रदान करायेगा ।
(2) उक्त योजना के अधीन प्रसुविधाएं प्राप्त करने के लिये, पात्र कृषक से एतद्द्वारा आधार संख्या धारित करने का प्रमाण प्रस्तुत करने या आधार अधिप्रमाणन कराये जाने की अपेक्षा की जायेगी ।
2. उक्त योजनाओं के अधीन कृषकों को सुविधाजनक रूप से प्रसुविधाये प्रदान करने के लिये, विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से यह सुनिश्चित करने के लिए समस्त अपेक्षित व्यवस्थाएं करेगा कि कृषकों को उक्त आवश्यकताओं के प्रति जागरुक करने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा ।
3. कृषकों के बायोमेट्रिक्स के लिए निम्नलिखित उपचारात्मक तंत्र अपनाये जायेंगे, अर्थात् :-
(1) कृषक, कृषि विभाग के एकीकृत किसान पोर्टल में रजिस्ट्रीकरण के समय अपना विवरण तथा आधार प्रविष्ट (फीड) करके, अपने घनिष्ट पारिवारिक सदस्यों अर्थात् माता/पिता, पति/पत्नी, पुत्र/पुत्री, दामाद/पुत्रवधु, सगा भाई/सगी बहन एवं अन्य करीबी रिश्तेदार में से अपना प्रतिनिधि नामांकित कर सकता है। कृषक, उक्तानुसार नामांकित प्रतिनिधि के माध्यम से अपने उत्पाद का विक्रय कर सकता है और ऐसी दशाओं में, कृषक द्वारा नामांकित संबंधित प्रतिनिधि के आधार अधिप्रमाणन के आधार पर क्रय केन्द्र में क्रय किया जायेगा। (2) यदि उपरोक्त 3(1) के आधार पर भी धान विक्रय में कठिनाई आती है, तो विश्वसनीय व्यक्ति (ट्रस्टेड पर्सन) के द्वारा बायोमेट्रिक अधिप्रमाणन कर, कृषक के धान का विक्रय किया जा सकेगा। कलेक्टर द्वारा नामांकित अधिकारी यथा सहायक खाद्य अधिकारी/खाद्य निरीक्षक, सहकारिता विस्तार अधिकारी, ग्रामीण कृषि विस्तार अधिकारी, खरीदी केन्द्र का नोडल अधिकारी आदि में से कोई एक, विश्वसनीय व्यक्ति (ट्रस्टेड पर्सन) होंगे।
4. उपरोक्त के अतिरिक्त, यह सुनिश्चित करने के उद्देश्य से कि उक्त योजना के अधीन कोई वास्तविक लाभार्थी अपनी देय प्रसुविधाओं से वंचित न हो, विभाग अपने क्रियान्वयनकर्ता अभिकरण के माध्यम से भारत सरकार द्वारा समय-समय पर जारी अनुदेशों का अनुपालन करेगा ।
यह अधिसूचना, राजपत्र में इसके प्रकाशन की तारीख से प्रवृत्त होगी ।

NOTIFICATION
No. F- 4-8/2023/29-1/part-1.—WHEREAS, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery process, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convecnient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
AND, WHEREAS, to ensure that farmers get the benefit of a fair price for their produce, Minimum support price is announced every year by the Govermeat of India so that farmers can be saved from distress sale.
For this, it is necessary that the correct identification of the farmer can be done and the due payment of the price of the crop sold by the farmer is made to the farmer's bank account, on a transparent and authentic basis and for this, biometric authentication of the farmer and the system of payment on the basis of 'Aadhaar' shall be ensured. Under the Minimum Support Price Scheme announced by the Government of India, the State Government issues a purchase policy for the purchase of food grains from the farmers in every Kharif season;
AND WHEREAS, the farmer has to registration on the Unified Farmer portal of the Agriculture Department. The name of the farmer and his area is verified by the Revenue Department. The crop is purchased at the purchase center on the basis of biometric authentication of the farmer and the price of the crop sold by him is transferred to the bank account of the farmer;
AND, WHEREAS, under the Minimum Support Price Scheme announced by the Government of India, the State Government procures Kharif crops directly from the farmers through various purchrsing agencies and is implementing and monitoring the Central Governments scheme;
AND, WHEREAS, the Food, Civil Supplies and Consumer Protection Department, Chhattisgarh (hereinafter referred to as the "Department") is administering the Minimum Support Price Scheme in the form of various subsidies and benefits;
AND, WHEREAS, the aforesaid Minimum Support Price Scheme has been implemented for the benefit of the farmers, and they are provided assistance in the form of benefits (hereinafter referred to as "Benefit");
NOW THEREFORE, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidics, Benefits and Services) Act, 2016 (No. 18 of 2016) and Section 4 of the Chhattisgarh Aadhar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018, the State Goverment, hereby, notifies the following, namely:-
1. (1) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, and Section 3 of the Chhattisgarh Aadhar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilitics for the farmers who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilitics at convenient locations in coordination with the existing Registrars of UIDAI .
(2) For receiving the benefits under the Scheme shall hereby a farmers eligible be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
2. In order to provide benefits to the farmers under the said Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the farmers to make them aware of the said requirement.
3. For biometrics of the farmers, the following remedial mechanism shall be adopted, namely:
(1) Farmer may nominate his/her representative from close famliy members i.e. mother/father, Husband/wife, son/daughter, son-in-law/ daughter-in-law, real brother/real sister and other close relatives by feeding their details and Aadhaar at the time of registration in Unifid Farmer portal of Agriculture department. Farmer may sell his produce through the nominated representative as elaborated above and in such cases the purchase will be done at the purchase center on the basis of Aadhaar authentication of the concerned representative nominated by the farmer.
(2) If there is difficulty in selling paddy even on the basis of 3(1) above then farmer's paddy can be sold by biometric authentication through a 'Trusted Person'. Any one of the officers nominated by the Collector, such as Assistant Food Officer/Food Inspector, Cooperative Development Officer, Rural Agriculture Development Officer, Nodal Officer of the procurement center etc. will be the 'Trusted Person'.
4. In addition to the above, for the purpose of ensuring that no genuine beneficiary is deprived of his/her due benefits under the said scheme, the department will follow the instructions issued from time to time by the Government of India through its implementing agency.
This notification shall come into force from the date of its publication in the Official Gazette.
