क्रक्रममाांंकक 33222266//33448877//2222--11//22002233..⸺⸺ यतः, सेवाएं या प्रसुविधायें या सहायिकी प्रदान करने हेतु पहचान दस्तावेज के रूप में आधार के उपयोग से सरकारी परिदान प्रक्रियाएं सुगम हो जाती है, पारदर्शिता एवं दक्षता आ जाती है और हितग्राही, अपनी पहचान साबित करने के लिये बहुविध दस्तावेज प्रस्तुत करने की आवश्यकता से मुक्त होते हुए, सुविधाजनक और निर्बाध रीति से सीधे अपना हक प्राप्त करने के योग्य हो जाते हैं;
और यतः, पंचायत एवं ग्रामीण विकास विभाग, छत्तीसगढ़ शासन द्वारा ग्रामीण आवास योजनाओं को प्रशासित एवं संचालित करना है, जिसमें योजनांतर्गत, चिप्स, इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी विभाग, स्टेट डाटा सेंटर, सिविल लाईन, रायपुर छत्तीसगढ़ द्वारा तैयार और विकसित किये गये ऑन लाईन वेब पोर्टल का उपयोग करते हुए, चिन्हांकित पात्र हितग्राहियों का पंजीयन, आवास की स्वी—ति सहित निर्धारित किश्त की राशि उन्हें प्रदान करना है।
और यतः, योजना के अंतर्गत, चिन्हांकित पात्र हितग्राहियों को, निर्धारित किश्त की राशि प्रदान की जाती है, जिन्हें पोर्टल के माध्यम से क्रियान्वयन एजेंसी द्वारा योजना के दिशा निर्देशों के अनुरुप पंजी—त किये जाते हैं। और यतः, उक्त योजना में, छत्तीसगढ़ शासन के समेकित निधि से आवर्ती व्यय किया जाता है।
अतएव, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (क्र. 18 सन् 2016) की धारा 7 के अनुसरण में, राज्य सरकार, एतद्द्वारा, निम्नलिखित अधिसूचित करती है, अर्थात् :-
1. (1) कोई भी व्यक्ति, जो चिन्हांकित हितग्राही है, जिन्हें योजनांतर्गत लाभ दिया जाना है, को आधार संख्या होने का प्रमाण प्रस्तुत करना या आधार अधिप्रमाणन करवाना आवश्यक होगा।
(2) कोई भी व्यक्ति, जो चिन्हांकित हितग्राही है, जिन्हें योजनांतर्गत लाभ दिया जाना है, और जिसके पास आधार संख्या नहीं है या जिन्होंने आधार के लिए अभी तक नामांकन नहीं कराया है, को नामांकन के लिये आवेदन करना आवश्यक होगा। समस्त हितग्राही, आधार का नामांकन करवाने के लिये किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI) की वेबसाइट www.uidai.gov.in पर उपलब्ध) में आवेदन कर सकते हैं। (3) आधार (नामांकन और अद्यतन) विनियम, 2016 के नियम 12 के अनुसार, विभाग को अपनी क्रियान्वयन एजेंसी के माध्यम से, उन हितग्राहियों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द्र अवस्थित नहीं होने की स्थिति में, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार के रुप में, सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करायेगाः
परन्तु यह कि जब तक हितग्राहियों को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे हितग्राहियों को, निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन रहते हुये, योजना के अधीन लाभ दिया जाएगा, अर्थात्ः -
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्चीः और
(ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात्ः -
(i) बैंक या पोस्ट ऑफिस का फोटो युक्त पासबुक;ः या
(ii) स्थायी खाता संख्या (पैन) कार्ड; या
(iii) पासपोर्ट; या
(iv) राशनकार्ड; या
(v) मतदाता पहचान पत्र; या
(vi) मनरेगा कार्ड; या
(vii) किसान फोटो पासबुक; या
(viii) मोटर वाहन अधिनियम, 1988 (1988 का 59) के तहत लाइसेंसिंग प्राधिकरण द्वारा
जारी ड्राइविंग लाइसेंस; या
(ix) राजपत्रित अधिकारी या तहसीलदार द्वारा आधिकारिक लेटर हेड पर जारी किए गए
ऐसे व्यक्ति की फोटो युक्त पहचान का प्रमाण पत्र; या
(x) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः
परन्तु यह कि उपरोक्त दस्तावेजों की जांच विभाग द्वारा विशेष रुप से इस उद्देश्य के लिए अभिहित अधिकारी द्वारा की जाएगी।
2. योजनांतर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, सभी आवश्यक व्यवस्थाएं करेगा ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांर्गत आधार की आवश्यकता से अवगत कराने के लिए, मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा।
3. सभी मामलों में, जहां हितग्राहियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन, विफल हो जाता है, वहां निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात् :-
(क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या चेहरे के अधिप्रमाणन के साथ-साथ फिंगरप्रिट अधिप्रमाणन के लिए प्रावधान करेगा ताकि निर्बाध रुप से लाभ दिया जा सके।
(ख) फिंगरप्रिंट या आईरिस स्कैन या चेहरे के अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल नहीं होने की स्थिति में, जहां भी संभव हो, आधार वन टाईम पासवर्ड या सीमित समय वैधता के साथ टाईम-आधारित वन-टाईम पासवर्ड, जैसी भी स्थिति हो, के द्वारा अधिप्रमाणन स्वीकार्य होगा। (ग) अन्य सभी मामलों में, जहां बायोमेट्रिक या आधार वन टाईम पासवर्ड या टाईम-आधारित वन-टाईम पासवर्ड अधिप्रमाणन संभव नहीं है, योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसके अधिप्रमाणन का सत्यापन, आधार पत्र पर मुद्रित क्विक रिसपोन्स कोड के माध्यम से की जा सकती है। क्विक रिसपोन्स कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से, सुविधाजनक स्थानों पर उपलब्ध कराया जायेगा। 4. यह सुनिश्चित करने के लिए कि योजना के तहत कोई भी वास्तविक हितग्राही (बच्चों को छोड़कर), मिलने वाले लाभों से वंचित न हो। राज्य सरकारों और केंद्र शासित प्रदेशों के संबंधित विभाग, ऐसे अपवाद प्रबंधन तंत्र का पालन करेंगे, जैसा कि डायरेक्ट बेनिफिट ट्रांसफर मिशन, कैबिनेट सचिवालय, भारत सरकार के कार्यालयीन ज्ञापन क्रमांक D-26011/04/2017-डीबीटी, दिनांक 19 दिसंबर, 2017 में विनिर्दिष्ट है, (जो कि https://dbtbharat.gov.in/पर उपलब्ध है)
यह अधिसूचना, राजपत्र में इसके प्रकाशन की तिथि से प्रवृत्त होगा।

NOTIFICATION
No. 3226/3487/22-1/2023.⸺ Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Panchayat and Rural Development Department, Government of Chhattisgarh, is administering and conducting the Gramin Awas Yojana, under this scheme registration, sanction of house with releasing of amount of prescribed instalments to the selected deserving beneficiaries by using online web portal, which is being designed and developed by the Chips, Electronic and Information Technology Department, State Data Centre, Civil Line, Raipur, Chhattisgarh;
And whereas, under the Scheme, releasing of amount of prescribed instalment to the selected deserving beneficiaries, who are registered by the Implementing Agency through the portal as per guidelines of the Scheme;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Government of Chhattisgarh;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the State Government, hereby, notifies the following, namely:-
1. (1) Any individual selected beneficiaries whom benefit to be given under the Scheme shall require to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any individual selected beneficiaries whom benefit to be given under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall require to make application for Aadhaar enrolment. All these beneficiaries may apply any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the beneficiaries, the benefit under the Scheme shall be given to such beneficiaries subject to production of the following documents, namely:-
(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) any one of the following documents, namely :-
(i) Bank or Post office Passbook with Photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MGNREGA card; or
(vii) Kisan Photo passbook; or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (x) any other document as specified by the Department:
Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In order to ensure that no bona fide beneficiary (other than children) under the Scheme is deprived of his due benefits, the concerned Department in the State Governments and Union Territory Administrations shall follow the exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India no. D-26011/04/2017- DBT, dated the 19th December 2017 (available on https://dbtbharat.gov.in/).
This notification shall come into effect on the date of its publication in the Official Gazette.
