दीक्षांत समारोह
1. विश्वविद्यालय के उपाधियों, डिप्लोमाओं और अन्य उपाधियों के लिए दीक्षांत समारोह सामान्यतः वार्षिक रुप से आयोजित किया जाएगा ।
2. विद्या परिषद की ऐसी विशेष बैठक में, कुलपति, प्रस्ताव पर, उसकी राय उपदर्शित करने हेतु सदस्यों को आमंत्रित करेगा । यदि प्रस्ताव को शैक्षणिक परिषद द्वारा पारित कर दिया जाता है तो उसे अनुमोदन हेतु शासी निकाय के पास रखा जायेगा । छत्तीसगढ़ राजपत्र , दिनांक 16 फरवरी 2024

मानद डिग्रियां और शैक्षणिक विशिष्टताएं प्रदान करना
1. किसी प्रतिष्ठित व्यक्तित्व को मानद उपाधि या अकादमिक विशिष्टता प्रदान करने का प्रस्ताव लिखित रूप में , प्रस्तावित प्राप्तकर्ता के बायोडाटा के साथ , संकाय द्वारा अकादमिक परिषद के अध्यक्ष को दिया जाएगा ।
1. प्रस्ताव प्राप्त होने पर, प्रस्ताव पर विचार करने के लिए अकादमिक परिषद की एक विशेष बैठक बुलाई जाएगी ।
2. विद्या परिषद् की ऐसी विशेष बैठक में, कुलपति सदस्यों को प्रस्ताव पर अपनी राय बताने के लिए कहेगा । यदि प्रस्ताव अकादमिक परिषद द्वारा पारित हो जाता है , तो इसे अनुमोदन के लिए शासी निकाय के समक्ष रखा जाएगा ।
3. मानद उपाधि या अकादमिक विशिष्टता प्रदान करने के लिए प्रत्येक प्रस्ताव अलग से बनाया जाएगा और प्रस्तावित प्राप्तकर्ता के संबंध में विचार किया जाएगा । छत्तीसगढ़ राजपत्र , दिनांक 16 फरवरी 2024

विश्वविद्यालय में फेलोशिप , स्कॉलरशिप, मेडल तथा पुरस्कार अवार्ड हेतु धर्मदाय प्रशासन 1. प्रबंध मण्डल आवर्ती प्रकृति की फेलोशिप, स्कॉलरशिप , छूट, छात्रवृत्ति, मेडल और पुरस्कार के अवार्ड हेतु धर्मदाय निधि के सृजन के लिए दान स्वीकार कर सकेगा ।
2. प्रबंध मण्डल समस्त धर्मदायों का प्रशासक होगा ।
3. धर्मदाय से उत्पन्न वार्षिक आय में से अवार्ड दी जायेगी । आय का कोई अन्य भाग , जो इस प्रकार उपयोजित हो, धर्मदाय के लिए जोड़ा जायेगा ।

1. प्रबंध मण्डल राष्ट्रीयकृत बैंक में धर्मदाय जमा की शर्तें विहित करेगा ।
2. अवार्ड संस्थापित करने हेतु आवश्यक धर्मदाय का मूल्य प्रबंध मण्डल द्वारा विहित किया जायेगा ।
5. अवार्ड में विवाद होने पर धर्मदाय को स्वीकार नहीं किया जायेगा और जहां तक संभव हो दानदाता की शुभकामनाओं को प्रभाव दिया जायेगा ।
6. प्रबंध मण्डल द्वारा किसी धर्मदाय को स्वीकार किये जाने की स्थिति में, मण्डल इस हेतु विनियमन निर्मित करेगा । ऐसा विवरण , जैसा कि डोनर का नाम , धर्मदाय का नाम, आरंभिक मूल्य एवं धर्मदाय के प्रयोजन आदि, देगा ।
7. विनिर्दिष्ट धर्मदाय से संबंधित विनिर्दिष्ट विनियमों / अध्यादेशों के अनुसार प्राप्तकर्ता को दिये जाने वाले फेलोशिप , स्कॉलरशिप , छूट, मेडल और पुरस्कार का अनुमोदन प्रबंध मण्डल द्वारा किया जायेगा । छत्तीसगढ़ राजपत्र, दिनांक 16 फरवरी 2024

विद्यार्थियों का प्रवेश
1. विभिन्न पाठ्यक्रमों में प्रवेश , संबंधित विषय के लिए बनाये गये अध्यादेश में विहित अनुसार प्रशासित होंगे ।
2. विश्वविद्यालय , यदि आवश्यक हो , अपना प्रवेश परीक्षा आयोजित कर सकेगा अथवा विभिन्न राज्यों / राष्ट्रीय व्यवसायिक निकायों द्वारा आयोजित ऐसी परीक्षा / टेस्ट के परिणामों की सूची को उपयोजित कर सकेगा ।
3. विश्वविद्यालय , जब कभी भी प्रवेश परीक्षा आवश्यक न हो , मेरिट के आधार पर विद्यार्थियों को प्रवेश दे सकेगा ।
4. शासी निकाय को किसी भी विषय में 10 प्रतिशत छात्रों को प्रवेश देने की शक्ति होगी । 5. गरीबी रेखा से नीचे , अनुसूचित जाति / अनुसूचित जनजाति / अन्य पिछड़ा वर्ग , अल्पसंख्यक दिव्यांग , कन्या छात्रों के संवर्ग के अधीन आने वाले विद्यार्थियों के लिए प्रवेश का प्रावधान , राज्य शासन के प्रावधनों के अनुसार प्रवेश समिति द्वारा समय- समय पर निर्मित की जायेगी । छत्तीसगढ़ राजपत्र, दिनांक 16 फरवरी 2024

शिक्षकों के विरूद्ध कार्यवाही
1. जहाँ शिक्षकों के विरूद्ध कदाचरण का आरोप हो वहाँ कुलपति तथ्य निष्कर्ष समिति का गठन करेगा एवं यदि आवश्यक हो तो समिति के निष्कर्ष के आधार पर इस प्रयोजन के लिए एक जांच समिति संस्थापित कर सकेगा ।

गैर- शिक्षकीय कर्मचारियों के विरूद्ध कार्यवाही
1. जहां गैर शिक्षण कर्मचारियों के विरूद्ध कदाचरण का आरोप हो वहां कुलसचिव तथ्य निष्कर्ष समिति का गठन करेगा तथा यदि आवश्यक हो तो समिति के निष्कर्षो के आधार पर, इस प्रयोजन के लिए एक जांच समिति संस्थापित कर सकेगा ।
2. जांच समिति के रिपोर्ट के आधार पर, कुलसचिव, कदाचरण के गंभीरता के आधार पर, कार्यवाही का विनिश्चय कर सकेगा ।
3. कुलसचिव द्वारा की गई किसी कार्यवाही के विरूद्ध अपील की सूचना प्राप्त होने की तारीख से 30 दिवस के भीतर कुलपति को किया जा सकेगा ।

NOTIFICATION
No. F 3-24/ 2023/38-2 . Chhattisgarh Private Universities Regulatory Commission , Raipur vide its Letter No. 10510/ Anjaneya/ U. / Statutes/ 171 / 2023 / 19424 , Dated 20-12-2023 has approved the First Statutes (Part -2) No. 25 to 32 of Anjaneya University , Village - Naredaha, Tahsil - Mandir Hasaud, District- Raipur (Chhattisgarh) , Under Section 26 (5 ) of Chhattisgarh Private Universities (Establishment & Operation) Act , 2005.
2/ The State Government hereby gives its approval for notification of these Statutes in Official Gazette. 3/ The above Statutes shall come into force from the date of its publication in the official Gazette.

STATUTE No. 25
CONVOCATION
(1) The Convocation for the award of the Degrees , Diplomas and other Distinction of the University shall normally be held annually .
(2) The Board of Management shall frame Regulations relating to the format of the Degree and Diploma, Documents , Certificates and Citations and their texts , issuance of these documents in absentia, duplicate degree and procedure for holding Convocation .

STATUTE No. 26
CONFERMENT OF HONORARY DEGREES AND ACADEMIC DISTINCTIONS
(1 ) Proposal of conferring an Honorary Degree or Academic Distinction to some distinguished personality shall be made in writing , along - with the Bio - data of the proposed recipient , by the Faculty to the Chairman of the Academic Council .
(a) On receipt of the proposal , a special meeting of the Academic Council will be called to consider the proposal .
(b) At such special meeting of the Academic Council , the Vice- Chancellor shall call upon the members to indicate their opinion on the proposal . If the proposal is passed by the Academic Council , it will be placed to the Governing Body for the approval .
(c) Every proposal for conferment of an Honorary Degree or Academic Distinction shall be made separately and considered in respect of a proposed recipient.

STATUTE No. 27
ADMINISTRATION OF ENDOWNMENT FOR THE AWARD OF FELLOWSHIPS , SCHOLARSHIPS , MEDALS AND PRIZES IN THE UNIVERSITY
(1) The Board of Management may accept donations for creation of endowment fund for the award of Fellowships , Scholarships , Concessions , Stipends , Medals and Prizes of the recurring nature .
(2) The Board of Management shall administer all the endowments .
(3 ) The award shall be made out of the Annual Income accruing from the endowment . Any part of the income which is not so utilized shall be added to the endowment .
(4) (a) The Board of Management shall prescribe the conditions of depositing the endowment in a nationalized Bank
(b) The value of endowment necessary for instituting an award shall be prescribed by the Board of Management duly approved by Governing Body.
(5) No endowment shall be accepted in contravention of the award , and effect shall be given to the wishes of the donor as far as possible .
(6) In case any endowment is accepted by the Board of Management , Board shall make a Regulation for it, giving such details as the name of the donor , name of endowment , initial value and the purposes of the endowment , etc.
(7) Approval of awardees of fellowships , scholarships , concessions , medals and prizes as per the specific regulations ( s) / ordinance (s ) belonging to the specific endowment will be given by the Board of Management .

STATUTE No. 28
ADMISSIONS OF STUDENTS
(1 ) Admission to various courses shall be governed as prescribed in the ordinance framed for the concerned subjects .
(2) The University may conduct its own entrance test , if necessary , or may utilize the list of results of such examination/test conducted by different State/National Professional Bodies .
(3 ) The University may admit the students on the basis of merit , wherever entrance test is not essentially required.
(4) Governing Body will have power to admit 10 % students in any discipline .
(5 ) The provisions of admission for students falling under the category of Below Poverty Line , SC / ST / OBC , Minorities , Handicapped , Girl students will be framed by the Admission Committee from time to time as per state government norms .

( 1) The number of seats may be decided by the Admission Committee constituted by the Chancellor for different courses from time to time on the basis of approval of concerned regulatory bodies , as and if necessary.

ANNUAL REPORT
( 1 ) The Annual Report of the University shall be prepared by the Registrar .
(2) The Report shall be placed for approval to the Governing Body .
(3) A copy of the Annual Report shall be presented to the Visitor and to the Regulatory Commission .
(4) Annual Report of the University shall be presented by the Registrar of the University with his seal and signature .

ACTION AGAINST TEACHERS
( 1 ) Where there is an allegation of misconduct against a teacher , the Vice- Chancellor shall constitute a Fact Finding Committee and , if necessary , based on the finding of the Committee , may institute an Inquiring Committee for the purpose .
(2) Based on the Inquiry Committee report , the Vice Chancellor may decide the course of action depending on the severity of the misconduct with the approval of the Chancellor .
(3 ) An appeal against any action taken in para (2) can be made to the Governing Body within 30 days from the date of receiving the communication of the action taken .
