अधिसूचना
क्रमांक एफ 1-55/2021/तक.शि/42.— भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, छत्तीसगढ़ के राज्यपाल, एतद्द्वारा, छत्तीसगढ़ तकनीकी शिक्षा तृतीय श्रेणी (अलिपिक वर्गीय) सेवा भर्ती नियम, 2005 में निम्नलिखित संशोधन करते हैं, अर्थात्ः-
संशोधन
उक्त नियमों में,-
1. नियम 8 के खण्ड (1) के उप-खण्ड (च) का लोप किया जाता है।
2. नियम 18 के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाता है, अर्थात्ः-
''18. परिवीक्षा.- (1) सेवा में सीधी भर्ती किए गए प्रत्येक व्यक्ति को, 3 वर्ष की कालावधि के लिए परिवीक्षा पर नियुक्त किया जायेगा।
(2) सेवा में पदोन्नति से पदस्थ किए गए प्रत्येक व्यक्ति को, 2 वर्ष की कालावधि के लिए स्थानापन्न हैसियत से नियुक्त किया जायेगा।''
3. अनुसूची-एक के शीर्षक ''(ख) अभियांत्रिकी महाविद्यालय/पॉलिटेकनिक'' के अंतर्गत,-
(1) अनुक्रमांक 15 के कॉलम (05) में, ंअंक एवं चिन्ह ''4000-6000'' के स्थान पर, ंअंक एवं चिन्ह ''4500-7000'' प्रतिस्थापित किया जाता है।
(2) अनुक्रमांक 41 के पश्चात््, निम्नलिखित अंतःस्थापित किया जाता है, अर्थात्ः-

4. अनुसूची-दो के शीर्षक ''(ख) अभियांत्रिकी महाविद्यालय/पॉलिटेकनिक'' के अंतर्गत, अनुक्रमांक 41 के पश्चात्, निम्नलिखित अंतःस्थापित किया जाता है, अर्थात् :-

5. अनुसूची-दो के पश्चात्, निम्नलिखित जोड़ा जाता है, अर्थात्ः-
''टीप :- जहॉं सीधी भर्ती एवं पदोन्नति के पदों में दिए गए प्रतिशत के आधार पर बांटने पर, पूर्ण रूप से 01 पद न प्राप्त हो, तो उस पद को, पूर्णरूपेण 01 पद पदोन्नति का माना जाये।''
6. अनुसूची-तीन के शीर्षक ''अभियांत्रिकी महाविद्यालय/पॉलिटेकनिक'' के पश्चात्, शब्द एवं चिन्ह ''/संचालनालय तकनीकी शिक्षा'' जोड़ा जाता है ।
7. अनुसूची-तीन के शीर्षक ''अभियांत्रिकी महाविद्यालय/पॉलिटेकनिक'' के अंतर्गत,-
(1) अनुक्रमांक 1 के शैक्षणिक अर्हता के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाता है, अर्थात्ः-
''बी.ई./बी.टेक./बी.एस.सी. (इंजीनियरिंग) में प्रथम श्रेणी या कम से कम 60 प्रतिशत अंक या समतुल्य श्रेणी
अथवा
एम.सी.ए./एम.सी.एम./सूचना प्रौद्योगिकी में स्नातकोत्तर अथवा भौतिक शास्त्र/ गणित/सांख्यिकी/ऑपरेशन रिसर्च/अर्थशास्त्र/कम्प्यूटर साईंस में एम.एस.सी./एम.ए. में प्रथम श्रेणी या कम से कम 60 प्रतिशत अंक या समतुल्य श्रेणी
अथवा
बी.सी.ए./बी.सी.एम./सूचना प्रौद्योगिकी में स्नातक अथवा भौतिक शास्त्र/गणित/सांख्यिकी/ऑपरेशन रिसर्च/अर्थशास्त्र में स्नातकोत्तर डिग्री/बी.एस.सी./बी.ए. कम्प्यूटर साइंस/कम्प्यूटर साइंस या कम्प्यूटर एप्लीकेशन में स्नातकोत्तर डिप्लोमा में प्रथम श्रेणी या कम से कम 60 प्रतिशत अंक या समतुल्य श्रेणी''
(2) अनुक्रमांक 8 के कॉलम (3) में, शब्द ''कर्मशाला अनुदेशक'' के पश्चात, चिन्ह एवं शब्द ''/कर्मशाला प्रशिक्षक'' जोड़ा जाता है।
(3) अनुक्रमांक 8 के शैक्षणिक अर्हता में, अंक एवं शब्द ''3 वर्ष'' के स्थान पर, अंक एवं शब्द ''8 वर्ष'' प्रतिस्थापित किया जाता है ।
(4) अनुक्रमांक 14 के शैक्षणिक अर्हता की प्रविष्टि (अ) के पश्चात्, निम्नलिखित अंतःस्थापित किया जाता है, अर्थात्ः-
''अथवा औद्योगिक प्रशिक्षण संस्था से संबंधित ट्रेड में सक्षमता प्रमाण पत्र के साथ संबंधित ट्रेड में 5 वर्ष का अनुभव।''
(5) अनुक्रमांक 35 के पश्चात्, निम्नलिखित जोड़ा जाता है, अर्थात्ः-

8. अनुसूची-तीन के टीप में, शब्द एवं चिन्ह ''टीपः-'' के पश्चात्, चिन्ह एवं अंक ''(1)'' अन्तःस्थापित किया जाता है तथा सरल क्रमांक 1 के पश्चात्, निम्नलिखित जोड़ा जाता है, अर्थात्ः-
''(2) पदोन्नति के पदों को छोड़कर, वांछित अनुभव, केवल सीधी भर्ती के पदों पर ही लागू होंगे।''
9. अनुसूची-चार में, -
(1) शीर्षक ''क. संचालनालय तकनीकी शिक्षा'' के अंतर्गत अनुक्रमांक 1 के कॉलम (4) में, अंक एवं शब्द ''10 वर्ष'' के स्थान पर, अंक एवं शब्द ''5 वर्ष'' प्रतिस्थापित किया जाता है।
(2) शीर्षक ''ख. अभियांत्रिकी महाविद्यालय/पॉलीटेक्निक'' के अंतर्गत,-
(एक) अनुक्रमांक 2 के कॉलम (4) में, अंक एवं शब्द ''10 वर्ष'' के स्थान पर, अंक एवं शब्द ''5 वर्ष'' प्रतिस्थापित किया जाता है।
(दो) अनुक्रमांक 4 में,-
(क) कॉलम (2) में, शब्द एवं चिन्ह ''अनुदेशक/मशीनशॉप अनुदेशक'' के स्थान पर, शब्द एवं चिन्ह ''कनिष्ठ प्रशिक्षक/मशीनशॉप अनुदेशक'' प्रतिस्थापित किया जाता है (ख) कॉलम (3) में शब्द ''कर्मशाला अनुदेशक'' के स्थान पर, शब्द एवं चिन्ह ''कर्मशाला अनुदेशक/कर्मशाला प्रशिक्षक'' प्रतिस्थापित किया जाता है।
(तीन) अनुक्रमांक 7 के कॉलम (2) में, शब्द एवं चिन्ह ''कुशल परिचारक (प्रयोगशाला)/प्रयोगशाला सहायक'' के स्थान पर, शब्द एवं चिन्ह ''कुशल परिचारक (प्रयोगशाला)/प्रयोगशाला सहायक/विद्युतकार'' प्रतिस्थापित किया जाता है ।
(चार) अनुक्रमांक 8 में,-
(क) कॉलम (2) में, शब्द एवं चिन्ह ''कुशल सहायक (कर्मशाला)/ब्रायलर अटडेंट'' के स्थान पर, शब्द एवं चिन्ह ''कुशल सहायक (कर्मशाला) /ब्रायलर अटडेंट/प्लंबर फीटर'' प्रतिस्थापित किया जाता है।
(ख) कॉलम (3) में, शब्द ''अनुदेशक'' के स्थान पर, शब्द ''कनिष्ठ प्रशिक्षक''
प्रतिस्थापित किया जाता है ।
10. अनुसूची-चार के पश्चात् निम्नलिखित जोड़ा जाता है, अर्थात्ः-
''टीप :- मेकेनिक (वेतनमान 3050-4590)/गैस मेकेनिक (वेतनमान 3050-4590) को पदोन्नति हेतु कुशल सहायक (कर्मशाला) के समकक्ष माना जायेगा।''

NOTIFICATION
No. F- 1-55/2021/T.E./42.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Chhattisgarh, hereby, makes the following amendment in the Chhattisgarh Technical Education Class–III (Non-Ministerial) Service Recruitment Rules, 2005, namely:-
AMENDMENT
In the said rules,-
1. Sub-clause (f) of clause (1) of rule 8 is omitted.
"18. Probation.- (1) Every person recruited directly to the service shall be appointed on probation for a period of 3 years.
(2) Every person posted by promotion to the service, shall be appointed in officiating capacity for a period of 2 years."
3. Under Heading "B. Engineering College/Polytechnic" of Schedule-I,-
(1) in column 5 of serial number 15, for the figure and symbol "4000 - 6000", the figure and symbol "4500- 7000" are substituted.
(2) after serial number 41, the following are inserted, namely:-

5. After Schedule-II, the following are added, namely:-
"Note:- Where on dividation of direct recruitment and promotion posts on the basis of given percentage, 01 post is not obtained completely, then that post should be considered as 01 post for promotion completely." 6. After Heading "Engineering College Polytechnic" of Schedule-III, the words and symbol "/Directorate Technical Education" are added.
7. Under Heading "Engineering College/Polytechnic" of Schedule-III,-
(1) for Educational Qualification of serial number 1, the following are substituted, namely:-
"B.E/B.Tech./B.Sc (Engineering) in first division or at least 60 percent marks or equivalent grade.
OR
Post Graduate in M.C.A/M.C.M./Information Technology or Physics/Mathematics/Statistics/Operation Research/ Economics/ M.Sc. in Computer Science/M.A. in first division or at least 60 percent marks or equivalent grade.
OR
Graduate in B.C.A/ B.C.M./Information Technology or Post Graduate Degree in Physics/ Mathematics/Statistics/ Operation Research/ Economics /B.Sc./B.A. Computer Science /Computer Science or Post Graduate Diploma in first division in Computer Application or at least 60 percent marks or equivalent grade." (2) in column 2 of serial number 8, after the words "Workshop Instructor", the symbol and words "/Workshop Trainer" are added.
(3) in Educational Qualification of serial number 8, for the figure and word "3 year", the figure and word "8 years" are substituted.
(4) after entry 1 of education qualification of serial number 14, the following are inserted, namely:-
"Or 5 years' experience in relevant trade alongwith certificate of competency in the related trade from I.T.I "

8. In Note of Schedule-III, after the words and symbol "Note: ", the symbol and figure "(1)" is inserted and after serial number (1), the following are added, namely:-
"(2) Excluding promotion posts, the desired experience will be applicable only to direct recruitment posts."
9. In Schedule-IV,-
(1) under Heading "A. Directorate of Technical Education", in column 4 of serial number 1, for the figure and word "10 years", the figure and word "5 years" are substituted.
(2) under Heading "B. Engineering College/Polytechnic",-
(i) in column 4 of serial number 2, for the figure and word "10 years", the figure and word "5 years" are substituted.
(ii) in serial number 4,-
(a) in column 2, for the words and symbol "Instructor /Machine Shop Instructor", the words and symbol "Junior Trainer/Machine Shop Instructor" are substituted.
(b) in column 3, for the words "Workshop Instructor", the words and symbol "Workshop Instructor /Workshop Trainer" are substituted.
(iii) in column 2 of serial number 7, for the words and symbol "Skilled Attendant (Laboratory)", the words and symbol "Skilled Attendant (Laboratory)/Laboratory Assistant/ Electrician" are substituted.
(iv) in serial number 8,-
(a) in column 2, for the words and symbol "Skilled Assistant (Workshop)/Boiler Attendant", the words and symbol "Skilled Assistant (Workshop)/Boiler Attendant/ Plumber Fitter", are substituted.
(b) in column 3, for the word "Instructor", the words "Junior Trainer", are substituted.
10. After Schedule-IV, the following are added, namely:-
"Note:- Mechanic (Pay Scale 3050-4590) /Gas Mechanic (Pay Scale 3050-4590) shall be considered equivalent to Skilled Assistant (Workshop) for promotion."
