अधिसूचना

क्रमांक एफ 16-14/2022/38-2. - चूंकि नीचे दिये गये कारणों से, अर्थात्‌ :-

(1) संत गहिरा गुरू विश्वविद्यालय, सरगुजा, अंबिकापुर के कार्यकलापों में कुप्रशासन तथा अव्यवस्था;

(2) विश्वविद्यालय में आंतरिक विवाद एवं समन्वय के अभाव के कारण स्वस्थ शैक्षणिक एवं प्रशासनिक वातावरण का अभाव; और

(3) जनसाधारण एवं छात्रों की दृष्टि में विश्वविद्यालय के प्रति विश्वसनीयता में गिरावट :

और यतः, राज्य सरकार का यह समाधान हो गया है कि ऐसी परिस्थिति निर्मित हो गई है, जिसमें संत गहिरा गुरू विश्वविद्यालय, सरगुजा, अंबिकापुर का प्रशासन, उक्त विश्वविद्यालय के हितों का अपाय किये गये बिना, छत्तीसगढ़ विश्वविद्यालय अधिनियम, 1973 (क्र. 22 सन्‌ 1973) के उपबंधों के अनुसार नही चलाया जा सकता और यह कि ऐसा करना उक्त विश्वविद्यालय के हितों के समीचीन हैःअतएव, छत्तीसगढ़ विश्वविद्यालय अधिनियम, 1973 (क्र. 22 सन्‌ 1973) की धारा 52 की उप-धारा (1) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्‌द्वारा, यह निर्देशित करती है कि उक्त अधिनियम की धारा 13, 14, 23 से 25, 40, 47, 48, 54 तथा 67 के प्रावधान, तृतीय अनुसूची में विनिर्दिष्ट किये गये उपान्तरणों के अध्यधीन रहते हुए, इस अधिसूचना के प्रकाशन की तारीख से, उक्त विश्वविद्यालय को तत्काल प्रभाव से लागू होंगे। यह अधिसूचना, प्रकाशन की तारीख से एक वर्ष की कालावधि के लिये प्रवर्तन में रहेंगे। छत्तीसगढ़ के राज्यपाल के नाम से तथा आदेशानुसार, आर.पी. पाण्डेय, उप-सचिव. अटल नगर, दिनांक 26 सितम्बर 2024 क्रमांक एफ 16-14/2022/38-2. - भारत के संविधान के अनुच्छेद 348 के खण्ड (3) के अनुसरण में इस विभाग की समसंख्यक अधिसूचना दिनांक 26-09-2024 का अंग्रेजी अनुवाद राज्यपाल के प्राधिकार से एतद्‌द्वारा प्रकाशित किया जाता है।

NOTIFICATION

No. F 16-14/2022/38-2. - Whereas, due to the reasons mentioned below, namely :-

(1) maladministration and disorder in the conduct of the affairs of Sant Gahira Guru Vishwavidyalaya, Surguja, Ambikapur;

(2) absence of healthy academic and administrative atmosphere in the University on account of lack of coordination and internal disputes; and

(3) deterioration in the credibility of the University in the eyes of public and students:

And Whereas, the State Government is satisfied that a situation has arisen in which the administration of the Sant Gahira Guru Vishwavidyalaya, Surguja, Ambikapur cannot be carried out in accordance with the provisions of the Chhattisgarh Vishwavidyalaya Adhiniyam, 1973 (No. 22 of 1973) without detriment to the interest of the said University and it is expedient in the interest of the University so to do: Now Therefore, in exercise of the powers conferred by sub-section (1) of Section 52 of the Chhattisgarh Vishwavidyalaya Adhiniyam, 1973 (No. 22 of 1973), the State Government, hereby, directs that the provisions of Section 13, 14, 23 to 25, 40, 47, 48, 54 and 67 of the said Act shall, subject to the modifications specified in the Third Schedule, apply from the date of publication of this notification with immediate effect to the said University.
