कमांक एफ 5-7 / आठ- परि. / 2023.- छत्तीसगढ़ मोटरयान कराधान अधिनियम , 1991 (क्र. 25 सन् 1991) की धारा 21 उपधारा-धारा (1 ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार, एतद्वारा , आयोजित ऑटो एक्सपो हेतु निर्धारित अवधि ( दिनांक 15 जनवरी , 2025 से दिनांक 15 फरवरी , 2025) में तथा उक्त ऑटो एक्सपो हेतु निर्धारित स्थल साइंस कॉलेज ग्ाउंड, रायपुर से वाहन के विक्रय के उपरांत पंजीयन चिन्ह आवंटन हेतु वाहनों ( इलेक्ट्रिक वाहनों को छोड़कर) के जीवनकाल कर के भुगतान में , मोटरयान कर में एकमुश्त 50 प्रतिशत छूट प्रदान करती है । यह छूट निम्नलिखित शर्तों एवं निर्बधनो के अध्यधीन रहते हुए दी जाएगी , अर्थात्ः-
1. यह छूट ऐसे यानों के लिए दी जाएगी , जिन्हे ऐसे ऑटोमोबाइल व्यवसायियों द्वारा विक्रय किया जाना है, जिन्होने क्षेत्रीय परिवहन अधिकारी , रायपुर से , ऑटो एक्सपो स्थल में वाहन विक्रय किये जाने के लिये व्यवसाय प्रमाणपत्र प्राप्त किया हो । अन्य राज्यों के ऑटोमोबाइल व्यवसायी , ऑटो एक्सपो में यानों का विक्रय नहीं कर सकेंगे । ऑनलाईन डीलर प्वाइंट रजिस्ट्रेशन प्रक्रिया हेतु पृथक से यूजर आइडी, पासवर्ड लिया जाना अनिवार्य होगा ।
2. रायपुर ऑटो एक्सपो से विक्रय किये गये यानों का पंजीयन केंवल क्षेत्रीय परिवहन कार्यालय , रायपुर में कराया जाना अनिवार्य होगा । जिसके लिए फीस पृथक से निर्धारित की जावेगी ।
3. ऑटो एक्सपो में विक्रय किये जाने वाले प्रत्येक वाहन के जीवनकाल कर का भुगतान, ऑटो एक्सपो अवधि में एकमुश्त किया जायेगा । यदि कर का भुगतान ऑटो एक्सपो अवधि के बाद किया जाता है , तो कर में छूट नहीं दी जायेगी । यदि ऑटो एक्सपो में विक्रय तिथि से, पंजीयन हेतु पूर्ण दस्तावेज , 7 दिवस के भीतर प्रस्तुत नहीं किया जाता है, तो कर में छूट की पात्रता नहीं होगी , जिसके फलस्वरूप कर में अंतर की राशि, शास्ति एवं ब्याज देय होगा ।
4. आयोजित ऑटो एक्सपो में केवल प्रतिभागी पंजीकृत व्यवसायी के द्वारा विक्रय किये गये वाहनों पर कर में छूट दी जायेगी । ऑटो एक्सपो में कर में छूट, प्रतिभागी ऑटोमोबाइल व्यवसायी के द्वारा वाहन पंजीयन चिन्ह आवंटित करने पर ही प्राप्त होगी ।

5. कर की गणना , वाहन निर्माता द्वारा निर्धारित मूल्य पर की जायेगी , जिसमें निर्माण लागत और विभिन्न कर एवं उस पर लागू उपकर सम्मिलित होगी । व्यवसायी द्वारा दिये गये नगद अथवा व्यवसायिक छूट में , कर भुगतान की छूट नहीं रहेगी ।
6. प्रतिभागी व्यवसायी , ऑटो एक्सपो में विक्रय किये जाने वाले स्टॉक की सूची परिवहन आयुक्त कार्यालय को उपलब्ध करायेगा । इसके साथ ही विक्रय के पश्चात् वाहनों का ऑटो एक्सपो स्थल में डिलीवरी के पूर्व भौतिक सत्यापन कराना अनिवार्य होगा । 7. ऑटो एक्सपों में विक्रय किये गये वाहनों हेतु प्रतिभागी व्यवसायियों द्वारा ' गेटपास ' जारी करने की व्यवस्था की जायेगी ।
8. विक्रय से पूर्व वाहनों का आयुक्त कार्यालय द्वारा मॉडल का अनुमोदन कराना प्रतिभागी व्यवसायी के लिए अनिवार्य होगा ।
9. यदि प्रतिभागी व्यवसायी द्वारा आड़मान/ भाड़ा करार के साथ वाहन विक्रय की जाती है, तो संबंधित वित्त पोषक का वैध व्यापार प्रमाणपत्र प्रस्तुत करना अनिवार्य होगा । 10. एचएसआरपी प्लेट को लगाने हेतु व्यवसायी द्वारा वाहन खरीददार से कोई अतिरिक्त या वस्तुबद्ध लागत प्रभारित नहीं की जायेगी ।
11. वाहन विक्रेताओं को स्टॉल का आबंटन लाटरी के माध्यम से किया जावेगा । केटेगरी अनुसार स्टॉल का निर्धारण वरिष्ठ क्षेत्रीय परिवहन अधिकारी, रायपुर द्वारा किया जावेगा ।

NOTIFICATION
No. F 5-7 / 8 - Part . / 2023 . In exercise of the powers conferred by sub - section - section ( 1 ) of section 21 of the Chhattisgarh Motor Vehicles Taxation Act , 1991 ( No. 25 of 1991 ) , the State Government , hereby, provides a one - time 50 percent rebate in motor vehicle tax in the payment of lifetime tax of vehicles ( except Electric vehicles ) for allotment of registration mark after sale of vehicle from Science College Ground , Raipur , the Venue specified for the said Auto Expo during the period ( from 15 January , 2025 to 15 February 2025) . This exemption will be given subject to the following conditions and restrictions , namely : - 1. This exemption will be given for such vehicles , which are to be sold by such automobile dealers , who have obtained a business certificate from the Regional Transport Officer , Raipur , for selling vehicles at the Auto Expo site . Automobile dealers from other states will not be able to sell vehicles at the Auto Expo . It will be mandatory to obtain a separate user ID , password for the online dealer point registration process .
2. It will be mandatory to register the vehicles sold from Raipur Auto Expo only at the Regional Transport Office , Raipur for which the fees will be fixed separately.
3. The lifetime tax of every vehicle sold at the Auto Expo will be paid in lump sum during the Auto Expo period . If the tax is paid after the Auto Expo period , then tax exemption will not be given . If the complete documents for registration are not submitted within 7 days from the date of sale at the Auto Expo , then tax exemption will not be eligible , as a result of which the difference in tax amount , penalty and interest will be payable .

4. Tax exemption will be given only on vehicles sold by the participating registered businessman in the organized Auto Expo . Tax exemption in Auto Expo will be available only when the vehicle registration mark is allotted to the participating automobile businessman .
5. Tax will be calculated on the price determined by the vehicle manufacturer , which will include the manufacturing cost and various taxes and cess applicable on it . There will be no exemption from tax payment in cash or business discount given by the businessman .
6. The participating businessman will provide the list of stock to be sold in the Auto Expo to the Transport Commissioner's Office . Along with this , after sale , it will be mandatory to get the vehicles physically verified before delivery at the Auto Expo site .
7. Arrangement will be made to issue 'Gate Pass ' by the participating businessmen for the vehicles sold in the Auto Expo .
8. It will be mandatory for the participating dealer to get the model of vehicles approved by the Commissioner's Office before selling .
9 . If the participating dealer sells the vehicle with a pledge /hire agreement , then it will be mandatory to submit a valid trade certificate of the concerned financier.
10. No additional or itemized cost will be charged by the dealer from the vehicle buyer for affixing the HSRP plate .
11. Allotment of stalls to vehicle vendors will be done through lottery . The categorywise stall will be determined by the Senior Regional Transport Officer, Raipur.
