अधिसूचना
क्रमांक एफ 21-20/2023/20-एक.— यतः, सेवाओं अथवा प्रसुविधाओं अथवा सहायिकियों को प्रदान करने हेतु पहचान पत्र के रूप में आधार का उपयोग करने से सरकारी परिदान की प्रक्रियाएं सरल हो जाती हैं, इसमें पारदर्शिता आती है तथा कार्यकुशलता बढ़ती है, और लाभार्थियों को सुविधाजनक रूप से तथा बिना किसी कठिनाई के अपनी पात्र सुविधाओं को सीधे प्राप्त करने में सुविधा होती है। आधार से किसी व्यक्ति की पहचान सिद्ध करने हेतु बहुविध दस्तावेजों को प्रस्तुत करने की आवश्यकता नहीं होती है;
और यतः, स्कूल शिक्षा विभाग, छत्तीसगढ़ शासन ''छत्तीसगढ़ महतारी दुलार योजना-2021'' का संचालन कर रहा है, जिसे लोक शिक्षण संचालनालय स्कूल शिक्षा विभाग, छत्तीसगढ़ शासन द्वारा लागू किया जा रहा है;
और यतः, योजना के वर्तमान दिशा-निर्देशों के अनुसार क्रियान्वयन एजेंसी द्वारा कोविड (2019) महामारी से बेसहारा/अनाथ छात्रों को छात्रवृत्ति प्रदाय की जाती है तथा उनकी विद्यालयीन शिक्षा जारी रखने के लिये निजी शाला शुल्क की राशि की प्रतिपूर्ति की जाती है;
और यतः, पूर्वोक्त योजना के अंतर्गत छत्तीसगढ़ राज्य की समेकित आवर्ती निधि से व्यय किया जाता है;
अतएव, आधार (वित्तीय एवं अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं.18) की धारा 7 के अनुसरण में तथा छत्तीसगढ़ आधार (वित्तीय एवं अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क्र. 13 सन् 2018) की धारा 8 सहपठित धारा 3 एवं 4 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, छत्तीसगढ़ शासन, एतद्द्वारा, निम्नानुसार अधिसूचित करता है, अर्थात्ः-
1. (1) कोई बच्चा जो, योजना के अंतर्गत लाभ प्राप्त करने का इच्छुक है तो उसे आधार क्रमांक होने का प्रमाण प्रस्तुत करना होगा या आधार प्रमाणीकरण करवाना होगा।
(2) कोई बच्चा जो, योजना के अंतर्गत लाभ प्राप्त करने का इच्छुक है, जिसके पास आधार क्रमांक नहीं है या जिसने आधार के लिए नामांकन नहीं कराया है को अपने माता-पिता या अभिभावकों की सहमति पर आधार नामांकन के लिए आवेदन करना होगा;
परन्तु योजना में नामांकन के पूर्व वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो और ऐसे बच्चे किसी भी आधार नामांकन केंद्र ख्भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI) की वेबसाइट www.uidai.gov.in पर उपलब्ध सूची, पर जाकर आधार के लिए आवेदन कर सकते है।
(3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार विभाग को अपनी क्रियान्वयन एजेंसी के माध्यम से उन हितग्राहियों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और आधार नहीं होने की स्थिति में संबंधित ब्लक या तालुका या तहसील में स्थित नामांकन केंद्र नहीं होने पर, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से यूआईडीएआई के मौजूदा रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार बनकर सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगा;
परन्तु यह कि, जब तक किसी बच्चे को आधार नहीं दिया जाता है, तब तक योजना के तहत ऐसे बच्चों को लाभ, निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन दिया जाएगा, अर्थात्ः-
(अ) यदि बच्चा पांच वर्ष की आयु प्राप्त करने के पश्चात् नामांकित किया गया है, तो (बायोमीट्रिक्स कलेक्शन सहित) उसकी आधार नामांकन पर्ची या अद्यतन बायोमीट्रिक पहचान पर्ची; और
(ब) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) जन्म प्रमाण पत्र या उपयुक्त प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(दो) शाला का पहचान पत्र, शाला के प्राचार्य द्वारा सम्यक् रुप से हस्ताक्षरित जारी पहचान पत्र, जिसमें माता-पिता का नाम हो; और
(स) मौजूदा योजना दिशा निर्देशों के अनुसार माता-पिता या कानूनी अभिभावक के साथ लाभार्थी के संबंध के प्रमाण के रूप में निम्नलिखित दस्तावेजों में से कोई एक, अर्थात :-
(एक) जन्म प्रमाण पत्र या उचित प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(दो) राशन कार्ड; या
(तीन) भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजनाएँ (ईसीएचएस) कार्ड; या कर्मचारी राज्य बीमा निगम (ईएसआईसी) कार्ड; या केंद्र सरकार स्वास्थ्य योजना (सीजीएचएस) कार्ड; या
(चार) पेंशन कार्ड; या
(पांच) आर्मी कैंटीन कार्ड; या
(छः) कोई भी सरकारी परिवार पात्रता कार्ड; या
(सात) विभाग द्वारा विनिर्दिष्ट कोई अन्य दस्तावेज;
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए नामित प्राधिकारी द्वारा की जाएगी।
2. योजनान्तर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को उक्त आवश्यकता से अवगत कराने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा।
3. सभी मामलों में, जहाँ लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार प्रमाणीकरण विफल हो जाता है, निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थातः -
(अ) खराब फिंगरप्रिंट गुणवत्ता के मामले में, प्रमाणीकरण के लिए आईरिस स्कैन या फेस प्रमाणीकरण की सुविधा को अपनाया जाएगा, जिससे विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से आईरिस स्कैनर या फेस प्रमाणीकरण के साथ-साथ फिंगरप्रिंट प्रमाणीकरण के लिए प्रावधान करेगा ताकि निर्बाध रूप से लाभ दिया जा सके।
(ब) उंगलियों के निशान या आईरिस स्कैन या चेहरे के प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरण सफल नहीं होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाइम पासवर्ड या सीमित समय वैधता के साथ टाइम-आधारित वन टाइम पासवर्ड, जैसा भी मामला हो, द्वारा प्रमाणीकरण स्वीकार्य होगा। (स) अन्य सभी मामलों में, जहाँ बायोमीट्रिक या आधार वन टाइम पासवर्ड या टाइम-आधारित वन टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसकी प्रमाणीकता को आधार पत्र पर मुद्रित क्विक रिस्पोन्स कोड के माध्यम से सत्यापित किया जा सकता है। क्विक रिस्पोन्स कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर उपलब्ध करायी जायेगी।
4. यहाँ उपर्युक्त किसी बात के होते हुये भी, किसी भी बच्चे को प्रमाणीकरण के माध्यम से अपनी पहचान स्थापित करने में या आधार नंबर होने का प्रमाण प्रस्तुत करने में विफलता के मामले में, या ऐसे बच्चे के मामले में, जिसके पास आधार नंबर नहीं है, नामांकन हेतु आवेदन प्र्रस्तुत करने के योजना के अंतर्गत लाभ से वंचित नहीं किया जाएगा। पैराग्राफ 1 के उप-पैरा (3) के प्रावधान के खंड (ब) और (स) में यथा उल्लिखित अन्य दस्तावेजों के आधार पर उसकी पहचान सत्यापित करके उसे लाभ दिया जाएगा, और जहाँ ऐसे अन्य दस्तावेजों के आधार पर लाभ दिया जाता है, उस रिकर्ड को संधारित करने के लिए एक पृथक रजिस्टर रखा जाएगा, जिसकी समय-समय पर समीक्षा और लेखा परीक्षा विभागों द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से की जाएगी।
यह अधिसूचना राजपत्र में इसके प्रकाशन की तारीख से प्रभावशील होगी।

NOTIFICATION
No. F 21-20/2023/20-1.— Whereas, the use of Aadhaar as identify for delivery of services or benefits or subsidies simplifies the Government delivery processess, bring in transparency and efficiency and enables beneficaries to get their entitlements directly in a convenient and seamless manner. Aadhaar obviates the need for producing multiple documents to prove one's identity;
And whereas, the Department of School Education, Government of Chhattisgarh is administering the "Chhattisgarh Mahatari Dular Yojana-2021'', which is being implemented through the Directorate of Public Instruction of School Education Department, Government of Chhattisgarh;
And whereas, due to Covid (2019) orphan/destitute students are given scholarship and reimbursement of private school fee to continue their schooling by the implementing Agency as per the extant Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Chhattisgarh State;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016)) and in exercise of the powers conferred by Section 8 read with Section 3 and 4 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the State Government, hereby, notifies the following, namely:-
1. (1) A child desirous of availing the benefit under Scheme shall here by be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the scheme:
Provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such children shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the Child, the benefit under the Scheme shall be given to such childeren, subject to production of the following documents, namely:-
(a) if the child has been enrolled after attaining the age five years (with biometrics collection), his Aadhaar Enrolment Identification slip or of bio-metric update identification slip ; and (b) any one of the following documents, namely:-
(i) Birth certificate ; or record of birth issued by the appropriate authority ; or
(ii) School identity card, duly signed by the Principal of the school, containing parents' names; and
(c) any of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant scheme guidelines, namely:-
i. Birth Certificate, or record of birth issued by the appropriate authority, or
ii. Ration Card; or
iii. Ex-Servicemen Contributory Health Schemes (ECHS) Card ; or Employees' State Insurance Corporations (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or
iv. Pension Card; or
v. Army Canteen Card; or
vi. Any Government Family Entitlement Card; or
vii. Any other document as specified by the Department.
Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor finger print quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through finger prints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) In all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment. The benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in the clause (b) and (c) of the provision of sub-paragraph (3) of paragraph 1, and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Departments through its Implementing Agency.
This notification shall come into force from the date of its publication in the Official Gazette.

और यतः, योजना के वर्तमान दिशा-निर्देशों के अनुसार क्रियान्वयन एजेंसी द्वारा कक्षा 6 वीं से 10 वीं तक के अन्य पिछड़ा वर्ग के विद्यार्थियों को छात्रवृत्ति दी जाती है;
और यतः, पूर्वोक्त योजना के अंतर्गत छत्तीसगढ़ राज्य की समेकित आवर्ती निधि से व्यय किया जाता है;

परन्तु योजना में नामांकन के पूर्व वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो और ऐसे बच्चे किसी भी आधार नामांकन केंद्र [भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI) की वेबसाइट www.uidai.gov.in पर उपलब्ध सूची] पर जाकर आधार के लिए आवेदन कर सकते हैं। (3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार विभाग को अपनी क्रियान्वयन एजेंसी के माध्यम से उन हितग्राहियों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए है और आधार नहीं होने की स्थिति में संबंधित ब्लक या तालुका या तहसील में स्थित नामांकन केंद्र नहीं होने पर, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से यूआईडीएआई के मौजूदा रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार बनकर सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगा;
परन्तु यह कि जब तक किसी बच्चे को आधार नहीं दिया जाता है, तब तक योजना के तहत ऐसे बच्चों को लाभ निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन दिया जाएगा, अर्थात्ः-
(अ) यदि बच्चा पांच वर्ष की आयु प्राप्त करने के पश्चात् नामांकित किया गया है, तो (बायोमीट्रिक्स कलेक्शन सहित) उसकी आधार नामांकन पर्ची या अद्यतन बायोमीट्रिक पहचान पर्ची; और
(ब) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) जन्म प्रमाण पत्र या उपयुक्त प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या (दो) शाला का पहचान पत्र, शाला के प्राचार्य द्वारा सम्यक् रूप से हस्ताक्षरित पहचान पत्र, जिसमें माता पिता का नाम हो; और
(स) मौजूदा योजना दिशा निर्देशों के अनुसार माता-पिता या कानूनी अभिभावक के साथ लाभार्थी के संबंध के प्रमाण के रूप में निम्नलिखित दस्तावेजों में से कोई एक, अर्थात :-
(एक) जन्म प्रमाण पत्र या उचित प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(दो) राशन कार्ड; या
(तीन) भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजनाएँ (ईसीएचएस) कार्ड या कर्मचारी राज्य बीमा निगम (ईएसआईसी) कार्ड; या केंद्र सरकार स्वास्थ्य योजना (सीजीएचएस) कार्ड; या
(चार) पेंशन कार्ड; या
(पांच) आर्मी कैंटीन कार्ड; या
(छः) कोई भी सरकारी परिवार पात्रता कार्ड; या
(सात) विभाग द्वारा विनिर्दिष्ट कोई अन्य दस्तावेज;
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए नामित अधिकारी द्वारा की जाएगी।
2. योजनान्तर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को उक्त आवश्यकता से अवगत कराने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा।
3. सभी मामलों में, जहाँ लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार प्रमाणीकरण विफल हो जाता है, निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थातः -
(अ) खराब फिंगरप्रिंट गुणवत्ता के मामले में, प्रमाणीकरण के लिए आईरिस स्कैन या फेस प्रमाणीकरण की सुविधा को अपनाया जाएगा, जिससे विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से आईरिस स्कैनर या फेस प्रमाणीकरण के साथ-साथ फिंगरप्रिंट प्रमाणीकरण के लिए प्रावधान करेगा ताकि निर्बाध रूप से लाभ दिया जा सके।
(ब) उंगलियों के निशान या आईरिस स्कैन या चेहरे के प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरण सफल नहीं होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाइम पासवर्ड या सीमित समय वैधता के साथ टाइम-आधारित वन टाइम पासवर्ड, जैसा भी मामला हो, द्वारा प्रमाणीकरण स्वीकार्य होगा।
(स) अन्य सभी मामलों में, जहाँ बायोमीट्रिक या आधार वन टाइम पासवर्ड या टाइम-आधारित वन टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसकी प्रमाणीकता को आधार पत्र पर मुद्रित क्विक रिस्पोन्स कोड के माध्यम से सत्यापित किया जा सकता है। क्विक रिस्पोन्स कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर उपलब्ध करायी जायेगी।
4. यहाँ उपर्युक्त किसी बात के होते हुये भी, किसी भी बच्चे को प्रमाणीकरण के माध्यम से अपनी पहचान स्थापित करने में या आधार नंबर होने का प्रमाण प्रस्तुत करने में विफलता के मामले में या ऐसे बच्चे के मामले में, जिसके पास आधार नंबर नहीं है, नामांकन हेतु आवेदन प्र्रस्तुत करने की योजना के अंतर्गत लाभ से वंचित नहीं किया जाएगा। पैराग्राफ 1 के उप-पैरा (3) के प्रावधान के खंड (ब) और (स) में यथा उल्लिखित अन्य दस्तावेजों के आधार पर उसकी पहचान सत्यापित करके उसे लाभ दिया जाएगा, और जहाँ ऐसे अन्य दस्तावेजों के आधार पर लाभ दिया जाता है, उस रिकर्ड को संधारित करने के लिए एक पृथक रजिस्टर रखा जाएगा, जिसकी समय-समय पर समीक्षा और लेखा परीक्षा विभागों द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से की जाएगी।

NOTIFICATION
F 21-20/2023/20-1.— Whereas, the use of Aadhaar as identify for delivery of services or benefits or subsidies simplifies the Government delivery processess, bring in transparency and efficiency, and enables beneficaries to get their entitlements directly in a convenient and seamless manner. Aadhaar obviates the need for producing multiple documents to prove one's identity;
And whereas, the School Education, Department of Government of Chhattisgarh is administering the ''Pre Matric State Scholarship for the the Other Backward Class Students'' which is being implemented through the Directorate of Public Instruction of School Education Department, Government of Chhattisgarh;
And whereas, under the scheme scholarship is given to the Other Backward Class Students of class 6th to 10th, by the implementing Agency as per the extant Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Chhattisgarh State;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 and 4 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the Government of Chhattisgarh, hereby, notifies the following, namely:-
1. (1) A child desirous of availing the benefit under Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the scheme:
Provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act and such children shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in there respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the Child, the benefit under the Scheme shall be given to such childeren subject to production of the following documents, namely:-
(a) if the child has been enrolled after attaining the age five years (with biometrics collection), his Aadhaar Enrolment Identification slip or of bio-metric update identification slip ; and (b) any one of the following documents, namely:-
(i) Birth certificate ; or record of birth issued by the appropriate authority ; or
(ii) School identity card, duly signed by the Principal of the school, containing parents' names; and
(c) any of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant scheme guidelines, namely:-
i. Birth Certificate, or record of birth issued by the appropriate authority, or
ii. Ration Card; or
iii. Ex-Servicemen Contributory Health Schemes (ECHS) Card ; or Employees' State Insurance Corporations (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or
iv. Pension Card; or v. Army Canteen Card; or
vi. Any Government Family Entitlement Card; or
vii. Any other document as specified by the Department:
Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor finger print quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through finger prints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) In all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment. The benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in the clause (b) and (c) of the provision of sub- paragraph (3) of paragraph 1, and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Departments through its Implementing Agency.
This notification shall come into force from the date of its publication in the Official Gazette.

और यतः, स्कूल शिक्षा विभाग, छत्तीसगढ़ शासन ''अनुसूचित जनजाति वर्ग की कन्याओं हेतु कन्या साक्षरता प्रोत्साहन योजना'' का संचालन कर रहा है, जिसे लोक शिक्षण संचालनालय स्कूल शिक्षा विभाग, छत्तीसगढ़ शासन द्वारा लागू किया जा रहा है;
और यतः, योजना के वर्तमान दिशा-निर्देशों के अनुसार क्रियान्वयन एजेंसी द्वारा कक्षा 6वीं में प्रथम बार प्रवेश लेने वाली अनुसूचित जनजाति वर्ग की कन्याओं को प्रोत्साहन राशि दी जाती है;
और यतः, पूर्वोक्त योजना के अंतर्गत छत्तीसगढ़ राज्य की समेकित आवर्ती निधि से व्यय किया जाता है;
अतएव, आधार (वित्तीय एवं अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं.18) की धारा 7 के अनुसरण में तथा छत्तीसगढ़ आधार (वित्तीय एवं अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क्र. 13 सन् 2018) की धारा 8 सहपठित धारा 3 एवं 4 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, छत्तीसगढ़ शासन, एतद्द्वारा, निम्नानुसार अधिसूचित करता है, अर्थात्ः-
1. (1) कोई बच्चा, जो योजना के अंतर्गत लाभ प्राप्त करने का इच्छुक है, तो उसे आधार क्रमांक होने का प्रमाण प्रस्तुत करना होगा या आधार प्रमाणीकरण करवाना होगा।
(2) कोई बच्चा, जो योजना के अंतर्गत लाभ प्राप्त करने का इच्छुक है, जिसके पास आधार क्रमांक नहीं है या जिसने आधार के लिए नामांकन नहीं कराया है, को अपने माता-पिता या अभिभावकों की सहमति पर आधार नामांकन के लिए आवेदन करना होगा;
परन्तु योजना में नामांकन के पूर्व वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो और ऐसे बच्चे किसी भी आधार नामांकन केंद्र [भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI) की वेबसाइट www.uidai.gov.in पर उपलब्ध सूची] पर जाकर आधार के लिए आवेदन कर सकते है।
(3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार विभाग को अपनी क्रियान्वयन एजेंसी के माध्यम से उन हितग्राहियों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए है और आधार नहीं होने की स्थिति में संबंधित ब्लक या तालुका या तहसील में स्थित नामांकन केंद्र नहीं होने पर, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से यूआईडीएआई के मौजूदा रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार बनकर सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगा;
परन्तु यह कि, जब तक किसी बच्चे को आधार नहीं दिया जाता है, तब तक योजना के तहत ऐसे बच्चों को लाभ, निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन दिया जाएगा, अर्थात्ः-
(अ) यदि बच्चा पांच वर्ष की आयु प्राप्त करने के पश्चात् नामांकित किया गया है, तो (बायोमीट्रिक्स कलेक्शन सहित), उसकी आधार नामांकन पर्ची या अद्यतन बायोमीट्रिक पहचान पर्ची; और
(ब) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) जन्म प्रमाण पत्र; या उपयुक्त प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(दो) शाला का पहचान पत्र, शाला के प्राचार्य द्वारा सम्यक् रुप से हस्ताक्षरित पहचान पत्र, जिसमें माता पिता का नाम हो; और
(स) मौजूदा योजना दिशानिर्देशों के अनुसार माता-पिता या कानूनी अभिभावक के साथ लाभार्थी के संबंध के प्रमाण के रूप में निम्नलिखित दस्तावेजों में से कोई एक, अर्थात :-
(एक) जन्म प्रमाण पत्र या उचित प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(दो) राशन कार्ड; या
(तीन) भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजनाएँ (ईसीएचएस) कार्ड, या कर्मचारी राज्य बीमा निगम (ईएसआईसी) कार्ड; या केंद्र सरकार स्वास्थ्य योजना (सीजीएचएस) कार्ड; या
(चार) पेंशन कार्ड; या
(पांच) आर्मी कैंटीन कार्ड; या
(छः) कोई भी सरकारी परिवार पात्रता कार्ड; या
(सात) विभाग द्वारा विनिर्दिष्ट कोई अन्य दस्तावेज;
परन्तु यह और कि, उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए नामित अधिकारी द्वारा की जाएगी।
2. योजनान्तर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा, ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को उक्त आवश्यकता से अवगत कराने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा।
3. सभी मामलों में, जहाँ लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार प्रमाणीकरण विफल हो जाता है, निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात्ः -
(अ) खराब फिंगरप्रिंट गुणवत्ता के मामले में, प्रमाणीकरण के लिए आईरिस स्कैन या फेस प्रमाणीकरण की सुविधा को अपनाया जाएगा, जिससे विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से आईरिस स्कैनर या फेस प्रमाणीकरण के साथ-साथ फिंगरप्रिंट प्रमाणीकरण के लिए प्रावधान करेगा, ताकि निर्बाध रूप से लाभ दिया जा सके।
(ब) उंगलियों के निशान या आईरिस स्कैन या चेहरे के प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरण सफल नहीं होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाइम पासवर्ड या सीमित समय वैधता के साथ टाइम-आधारित वन टाइम पासवर्ड, जैसा भी मामला हो, द्वारा प्रमाणीकरण स्वीकार्य होगा।
(स) अन्य सभी मामलों में, जहाँ बायोमीट्रिक या आधार वन टाइम पासवर्ड या टाइम-आधारित वन टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसकी प्रमाणीकता को आधार पत्र पर मुद्रित क्विक रिस्पोन्स कोड के माध्यम से सत्यापित किया जा सकता है। क्विक रिस्पोन्स कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर उपलब्ध करायी जायेगी।

And whereas, the incentive is given to the Scheduled Tribe Girls who get first time admission in class 6th, by the implementing Agency as per the extant Scheme guidelines;

और यतः, योजना के अंतर्गत जहाँ वर्तमान दिशा-निर्देशों के अनुसार क्रियान्वयन एजेंसी द्वारा कक्षा 3री से 10 वीं तक के अनुसूचित जनजाति वर्ग के विद्यार्थियों को छात्रवृत्ति दी जाती है;
और यतः, पूर्वोक्त योजना के अंतर्गत छत्तीसगढ़ राज्य की समेकित आवर्ती निधि से व्यय किया जाता है;
अतएव, आधार (वित्तीय एवं अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं. 18) की धारा 7 के अनुसरण में (इसमें इसके पश्चात् उक्त अधिनियम के रुप में निर्दिष्ट) तथा छत्तीसगढ़ आधार (वित्तीय एवं अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क्र. 13 सन् 2013) की धारा 8 सहपठित धारा 3 एवं 4 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुये, छत्तीसगढ़ शासन, एतद्द्वारा, निम्नानुसार अधिसूचित करता है, अर्थात्ः-
1. (1) कोई बच्चा, जो योजना के अंतर्गत लाभ प्राप्त करने का इच्छुक है, तो उसे आधार क्रमांक होने का प्रमाण प्रस्तुत करना होगा या आधार प्रमाणीकरण करवाना होगा।
(2) कोई बच्चा, जो योजना के अंतर्गत लाभ प्राप्त करने का इच्छुक है, जिसके पास आधार क्रमांक नहीं है या जिसने आधार के लिए नामांकन नहीं कराया है, को अपने माता-पिता या अभिभावकों की सहमति पर आधार नामांकन के लिए आवेदन करना होगा;
परन्तु योजना में नामांकन के पूर्व वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो और ऐसे बच्चे किसी भी आधार नामांकन केंद्र [भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI) की वेबसाइट www.uidai.gov.in पर उपलब्ध सूची] पर जाकर आधार के लिए आवेदन कर सकते है। (3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार विभाग को अपनी क्रियान्वयन एजेंसी के माध्यम से उन हितग्राहियों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और आधार नहीं होने की स्थिति में संबंधित ब्लक या तालुका या तहसील में स्थित नामांकन केंद्र नहीं होने पर, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से यूआईडीएआई के मौजूदा रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार बनकर सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगा;
परन्तु यह कि, जब तक किसी बच्चे को आधार नहीं दिया जाता है, तब तक योजना के तहत ऐसे बच्चों को लाभ, निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन दिया जाएगा, अर्थात्ः-
(अ) यदि बच्चा पांच वर्ष की आयु प्राप्त करने के पश्चात् नामांकित किया गया है, तो (बायोमीट्रिक्स कलेक्शन सहित) उसकी आधार नामांकन पर्ची या अद्यतन बायोमीट्रिक पहचान पर्ची; और
(ब) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) जन्म प्रमाण पत्र या उपयुक्त प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(दो) शाला का पहचान पत्र, शाला के प्राचार्य द्वारा सम्यक् रूप से हस्ताक्षरित पहचान पत्र, जिसमें माता पिता का नाम हो; और
(स) मौजूदा योजना दिशा निर्देशों के अनुसार माता-पिता या कानूनी अभिभावक के साथ लाभार्थी के संबंध के प्रमाण के रूप में निम्नलिखित दस्तावेजों में से कोई एक, अर्थात :-
(एक) जन्म प्रमाण पत्र, या उचित प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(दो) राशन कार्ड; या
(तीन) भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजनाएँ (ईसीएचएस) कार्ड; या कर्मचारी राज्य बीमा निगम (ईएसआईसी) कार्ड; या केंद्र सरकार स्वास्थ्य योजना (सीजीएचएस) कार्ड; या
(चार) पेंशन कार्ड; या
(पांच) आर्मी कैंटीन कार्ड; या
(छः) कोई भी सरकारी परिवार पात्रता कार्ड; या
(सात) विभाग द्वारा विनिर्दिष्ट कोई अन्य दस्तावेज;
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए नामित प्राधिकारी द्वारा की जाएगी।
2. योजनान्तर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को उक्त आवश्यकता से अवगत कराने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा।
3. सभी मामलों में, जहाँ लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार प्रमाणीकरण विफल हो जाता है, निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थातः -
(अ) खराब फिंगरप्रिंट गुणवत्ता के मामले में, प्रमाणीकरण के लिए आईरिस स्कैन या फेस प्रमाणीकरण की सुविधा को अपनाया जाएगा, जिससे विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से आईरिस स्कैनर या फेस प्रमाणीकरण के साथ-साथ फिंगरप्रिंट प्रमाणीकरण के लिए प्रावधान करेगा ताकि निर्बाध रूप से लाभ दिया जा सके।
(ब) उंगलियों के निशान या आईरिस स्कैन या चेहरे के प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरण सफल नहीं होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाइम पासवर्ड या सीमित समय वैधता के साथ टाइम-आधारित वन टाइम पासवर्ड, जैसा भी मामला हो, द्वारा प्रमाणीकरण स्वीकार्य होगा।
(स) अन्य सभी मामलों म,ें जहाँ बायोमीट्रिक या आधार वन टाइम पासवर्ड या टाइम-आधारित वन टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसकी प्रमाणीकता को आधार पत्र पर मुद्रित क्विक रिस्पोन्स कोड के माध्यम से सत्यापित किया जा सकता है। क्विक रिस्पोन्स कोड रीडर की आवश्यक व्यवस्था विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर उपलब्ध करायी जायेगी।
4. यहाँ उपर्युक्त किसी बात के होते हुये भी, किसी भी बच्चे को प्रमाणीकरण के माध्यम से अपनी पहचान स्थापित करने मेंया आधार नंबर होने का प्रमाण प्रस्तुत करने में विफलता के मामले में या ऐसे बच्चे के मामले में, जिसके पास आधार नंबर नहीं है, नामांकन हेतु आवेदन प्र्रस्तुत करने की योजना के अंतर्गत लाभ से वंचित नहीं किया जाएगा। पैराग्राफ 1 के उप-पैरा (3) के प्रावधान के खंड (ब) और (स) में यथा उल्लिखित अन्य दस्तावेजों के आधार पर उसकी पहचान सत्यापित करके उसे लाभ दिया जाएगा, और जहाँ ऐसे अन्य दस्तावेजों के आधार पर लाभ दिया जाता है, उन रिकर्ड को संधारित करने के लिए एक पृथक रजिस्टर रखा जाएगा, जिसकी समय-समय पर समीक्षा और लेखा परीक्षा विभागों द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से की जाएगी। यह अधिसूचना राजपत्र में इसके प्रकाशन की तारीख से प्रभावशील होगी।

NOTIFICATION
No. F 21-20/2023/20-1.— Whereas, the use of Aadhaar as identify for delivery of services or benefits or subsidies simplifies the Government delivery processess, bring in transparency and efficiency, and enables beneficaries to get their entitlements directly in a convenient and seamless manner. Aadhaar obviates the need for producing multiple documents to prove one's identity;
And whereas, the School Education Department of Government of Chhattisgarh is administering the ''Pre Matric State Scholarship Scheme for Scheduled Tribe Students'' which is being implemented through the Directorate of Public Instruction of School Education Department, Government of Chhattisgarh;
And whereas, under the scheme scholarship is given to the Scheduled Tribe students of Class 3rd to 10th, by the implementing Agency as per the extant Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Chhattisgarh State;
Now therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act) and in exercise of the powers conferred by Section 8 read with Section 3 and 4 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No. 13 of 2018), the State Government, hereby, notifies the following, namely:-
1. (1) A child desirous of availing the benefit under Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the scheme:
Provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act and such children shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in their respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the Child, the benefit under the Scheme shall be given to such childeren subject to production of the following documents, namely:-
(a) if the child has been enrolled after attaining the age five years (with biometrics collection), his Aadhaar Enrolment Identification slip or of bio-metric update identification slip;
(b) any one of the following documents, namely:-
(i) Birth certificate ; or record of birth issued by the appropriate authority ; or (ii) School identity card, duly signed by the Principal of the school, containing parents' names; and
(c) any of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant scheme guidelines, namely:-
i Birth Certificate, or record of birth issued by the appropriate authority, or
ii. Ration Card; or
iii. Ex-Servicemen Contributory Health Schemes (ECHS) Card; or Employees' State Insurance Corporations (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or
iv. Pension Card; or
v. Army Canteen Card; or
vi. Any Government Family Entitlement Card; or
vii. Any other document as specified by the Department:
Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor finger print quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through finger prints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) In all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment. The benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in the clause (b) and (c) of the provision of sub- paragraph (3) of paragraph 1 and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Departments through its Implementing Agency.
This notification shall come into force from the date of its publication in the Official Gazette.

2. योजनान्तर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को उक्त आवश्यकता से अवगत कराने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा।
3. सभी मामलों में, जहाँ लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार प्रमाणीकरण विफल हो जाता है, निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थातः -

4. यहाँ उपर्युक्त किसी बात के होते हुये भी, किसी भी बच्चे को प्रमाणीकरण के माध्यम से अपनी पहचान स्थापित करने में या आधार नंबर होने का प्रमाण प्रस्तुत करने में विफलता के मामले में या ऐसे बच्चे के मामले में, जिसके पास आधार नंबर नहीं है, नामांकन हेतु आवेदन प्र्रस्तुत करने के योजना के अंतर्गत लाभ से वंचित नहीं किया जाएगा। पैराग्राफ 1 के उप-पैरा (3) के प्रावधान के खंड (ब) और (स) में यथा उल्लिखित अन्य दस्तावेजों के आधार पर उसकी पहचान सत्यापित करके उसे लाभ दिया जाएगा, और जहाँ ऐसे अन्य दस्तावेजों के आधार पर लाभ दिया जाता है, उस रिकर्ड को संधारित करने के लिए एक पृथक रजिस्टर रखा जाएगा, जिसकी समय-समय पर समीक्षा और लेखा परीक्षा विभागों द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से की जाएगी।

NOTIFICATION
No. F 21-20/2023/20-1.— Whereas, the use of Aadhaar as identify for delivery of services or benefits or subsidies simplifies the Government delivery processess, bring in transparency and efficiency, and enables beneficaries to get their entitlements directly in a convenient and seamless manner. Aadhaar obviates the need for producing multiple documents to prove one's identity;
And whereas, the School Education, Department of Government of Chhattisgarh is administering the ''Pre Matric State Scholarship Scheme for Scheduled Castes Students'' which is being implemented through the Directorate of Public Instruction of School Education Department, Government of Chhattisgarh;
And whereas, under the scheme scholarship is given to the Scheduled Cast students of Class 3rd to 10th, by the implementing Agency as per the extant Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Chhattisgarh State;
Now therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act,2016 (18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 and 4 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the Government of Chhattisgarh, hereby, notifies the following, namely:-
1. (1) A child desirous of availing the benefit under Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the scheme:
Provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such children shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in there respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that, till the time Aadhaar is assigned to the Child, the benefit under the Scheme shall be given to such childeren subject to production of the following documents, namely:-
(a) if the child has been enrolled after attaining the age five years (with biometrics collection), his Aadhaar Enrolment Identification slip or of bio-metric update identification slip ; and (b) any one of the following documents, namely:-
(i) Birth certificate ; or record of birth issued by the appropriate authority ; or
(ii) School identity card, duly signed by the Principal of the school, containing parents' names; and
(c) any of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant scheme guidelines, namely:-
i. Birth Certificate, or record of birth issued by the appropriate authority, or
ii. Ration Card; or
iii. Ex-Servicemen Contributory Health Schemes (ECHS) Card ; or Employees' State Insurance Corporations (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or
iv. Pension Card; or
v. Army Canteen Card; or
vi. Any Government Family Entitlement Card; or
vii. Any other document as specified by the Department:
Provided further that, the above documents shall be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor finger print quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through finger prints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) In all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment. The benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in the clause (b) and (c) of the provision of sub- paragraph (3) of paragraph 1, and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Departments through its Implementing Agency.
This notification shall come into force from the date of its publication in the Official Gazette.

और जहां, स्कूल शिक्षा विभाग, छत्तीसगढ़ शासन ''अनुसूचित जाति वर्ग की छात्राओं हेतु कन्या साक्षरता प्रोत्साहन योजना'' का संचालन कर रहा है, जिसे लोक शिक्षण संचालनालय स्कूल शिक्षा विभाग, छत्तीसगढ़ शासन द्वारा लागू किया जा रहा है।
और जहां, योजना के वर्तमान दिशा-निर्देशों के अनुसार क्रियान्वयन एजेंसी द्वारा कक्षा 6 वीं में प्रथम बार प्रवेश लेने वाली अनुसूचित जाति वर्ग की छात्राओं को प्रोत्साहन राशि दिया जाता है।
और जहां उक्त योजना के अंतर्गत छत्तीसगढ़ शासन में समेकित आवर्ती निधि से व्यय होता है।
अतः इसलिए आधार (वित्तीय एवं अन्य सब्सिडी, लाभ) एवं सेवा का अधिनियम, 2016 की धारा-7 का उपयोग में लाते हुए छत्तीसगढ़ शासन इस प्रकार निम्नानुसार अधिसूचित करता है। अर्थात्ः-
1. (1) कोई छात्रा जो उक्त योजना का लाभ प्राप्त करना चाहती है तो उसे आधार क्रमांक होने का प्रमाण प्रस्तुत करना होगा या आधार प्रमाणीकरण करवाना होगा।
(2) कोई छात्रा जो योजना के तहत लाभ प्राप्त करने की इच्छुक है और जिसके पास आधार क्रमांक नहीं है या जिन्होंने आधार के लिए नामांकन नहीं कराया है को अपने माता-पिता या अभिभावकों की सहमति पर आधार नामांकन के लिए आवेदन करना होगा (बाल लाभार्थियों के मामले में) बशर्ते कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो और ऐसे बच्चे किसी भी आधार नामांकन केंद्र भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI) की वेबसाइट www.uidai.gov पद पर जाकर आधार के लिए आवेदन कर सकते हैं। (3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के नियम-12 के अनुसार विभाग को अपनी क्रियान्वयन एजेंसी के माध्यम से उन हितग्राहियों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और आधार नहीं होने की स्थिति में संबंधित ब्लक या तालुका या तहसील में स्थित नामांकन केंद्र, नहीं होने पर विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से यूआईडीएआई के मौजूदा रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार बनकर सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगाः
बशर्ते कि जब तक आधार नहीं दिया जाता है, तब तक योजना के तहत लाभ ऐसे छात्राओं को निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के आधार पर दिया जाएगा. अर्थातः-
आधार हेतु नामांकन कर आधार नामांकन पहचान पर्ची; और
(अ) निम्नलिखित दस्तावेजों में से कोई एक अर्थात :-
(i) जन्म प्रमाण पत्र, या उचित प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(ii) संस्था/शाला के प्राचार्य द्वारा जारी पहचान पत्र:
(ब) मौजूदा योजना दिशानिर्देशों के अनुसार माता-पिता या कानूनी अभिभावक के साथ लाभार्थी के संबंध के प्रमाण के रूप में निम्नलिखित दस्तावेजों में से कोई एक अर्थात :-
(i) जन्म प्रमाण पत्र, या उचित प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(ii) राशन कार्ड; या
(iii) भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजनाएँ (ईसीएचएस) कार्ड; या कर्मचारी राज्य बीमा निगम (ईएसआईसी) कार्ड; या केंद्र सरकार स्वास्थ्य योजना (सीजीएचएस) कार्ड; या
(iv) पेंशन कार्ड; या
(v) आर्मी कैंटीन कार्ड; या
(vi) कोई भी सरकारी परिवार पात्रता कार्ड; या
(vii) विभाग द्वारा निर्दिष्ट कोई अन्य दस्तावेज:
बशर्ते कि उपरोक्त दस्तावेजों की जांच विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए नामित प्राधिकारी द्वारा की जाएगी।
2. योजनान्तर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांतर्गत आधार की आवश्यकता से अवगत कराने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा। 3. सभी मामलों में, जहां लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार प्रमाणीकरण विफल हो जाता है, निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात -
(अ) खराब फिंगरप्रिंट गुणवत्ता के मामले में प्रमाणीकरण के लिए आईरिस स्कैन या फेस प्रमाणीकरण की सुविधा को अपनाया जाएगा, जिससे विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से आईरिस स्कैनर या फेस प्रमाणीकरण के साथ-साथ फिंगरप्रिंट प्रमाणीकरण के लिए प्रावधान करेगा ताकि निर्वाध रूप से लाभ दिया जा सके।
(ब) उंगलियों के निशान या आईरिस स्कैन या चेहरे के प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरणसफल नहीं होने की स्थिति में, जहां भी संभव हो, आधार वन टाइम पासवर्ड या सीमित समय बघता के साथटाइम-आधारित वन टाइम पासवर्ड, जैसा भी मामला हो, द्वारा प्रमाणीकरण स्वीकार्य होगा।
(स) अन्य सभी मामलों में जहां बायोमेट्रिक या आधार वन टाइम पासवर्ड या टाइम-आधारित वन टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसका प्रमाणीकरण आधार पत्र पर मुद्रित क्विक रिस्पोन्स कोड के माध्यम से सत्यापित की जा सकती है। क्विक रिस्पोन्स कोड रीडर की आवश्यक व्यवस्था विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर उपलब्ध कराया जायेगा। 4. यहां ऊपर दी गई किसी भी बात को ध्यान में रखते हुए, किसी भी छात्रा को प्रमाणीकरण के माध्यम से अपनी पहचान स्थापित करने में विफलता के मामले में, या आधार नंबर होने का प्रमाण प्रस्तुत करने में विफलता के मामले में, या ऐसे छात्रा के मामले में जिसके पास आधार नंबर नहीं है, योजना के तहत लाभ से वंचित नहीं किया जाएगा । अपितु आधार नामांकन के आवेदन के साथ पैराग्राफ 1 के उप-पैरा (3) के प्रावधान के खंड (बी) और (सी) में उल्लिखित अन्य दस्तावेजों के आधार पर उसकी पहचान सत्यापित करके उसे लाभ दिया जाएगा, और जहां ऐसे अन्य दस्तावेजों के आधार पर लाभ दिया जाता है, उन्हें रिकर्ड करने के लिए एक अलग रजिस्टर रखा जाएगा, जिसकी समय-समय पर विभागों द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से समीक्षा और लेखापरीक्षा की जाएगी।
5. यह अधिसूचना राजपत्र में इसके प्रकाशन की तिथि से प्रभावशील होगी।

और जहां उक्त योजना के अंतर्गत छत्तीसगढ़ शासन के समेकित आवर्ती निधि से व्यय होता है।

(2) बच्चे जो योजना के तहत लाभ प्राप्त करने के इच्छुक है और जिसके पास आधार क्रमांक नहीं है या जिन्होंने आधार के लिए नामांकन नहीं कराया है को अपने माता-पिता या अभिभावकों की सहमति पर आधार नामांकन के लिए आवेदन करना होगा (बाल लाभार्थियों के मामले में) बशर्ते कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो और ऐसे बच्चे किसी भी आधार नामांकन केंद्र भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI) की वेबसाइट www.uidai.gov पद पर जाकर आधार के लिए आवेदन कर सकते हैं।
(3) आधार (नामांकन और अद्यतन) विनियमन , 2016 के नियम -12 के अनुसार विभाग को अपनी क्रियान्वयन एजेंसी के माध्यम से उन हितग्राहियों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और आधार नहीं होने की स्थिति में संबंधित ब्लक या तालुका या तहसील में स्थित नामांकन केंद्र, नहीं होने पर विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से यूआईडीएआई के मौजूदा रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार बनकर सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगाः
बशर्ते कि जब आधार नहीं दिया जाता है, तब तक योजना के तहत लाभ ऐसे बच्चों को निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के आधार पर दिया जाएगा. अर्थातः-
आधार हेतु नामांकन कर आधार नामांकन पहचान पर्ची; और
(अ) निम्नलिखित दस्तावेजों में से कोई एक अर्थात :-
(i) जन्म प्रमाण पत्र, या उचित प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(ii) संस्था/शाला के प्राचार्य द्वारा जारी पहचान पत्र:
(ब) मौजूदा योजना दिशानिर्देशों के अनुसार माता-पिता या कानूनी अभिभावक के साथ लाभार्थी के संबंध के प्रमाण के रूप में निम्नलिखित दस्तावेजों में से कोई एक अर्थात :-
(i) जन्म प्रमाण पत्र, या उचित प्राधिकारी द्वारा जारी जन्म का रिकर्ड; या
(ii) राशन कार्ड; या
(iii) भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजनाएँ (ईसीएचएस) कार्ड; या कर्मचारी राज्य बीमा निगम (ईएसआईसी) कार्ड; या केंद्र सरकार स्वास्थ्य योजना (सीजीएचएस) कार्ड; या
(iv) पेंशन कार्ड; या
(v) आर्मी कैंटीन कार्ड; या (vi) कोई भी सरकारी परिवार पात्रता कार्ड; या
(vii) विभाग द्वारा निर्दिष्ट कोई अन्य दस्तावेज:
बशर्ते कि उपरोक्त दस्तावेजों की जांच विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए नामित प्राधिकारी द्वारा की जाएगी।
2. योजनान्तर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांतर्गत आधार की आवश्यकता से अवगत कराने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा। 3. सभी मामलों में, जहां लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार प्रमाणीकरण विफल हो जाता है, निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात -
(अ) खराब फिंगरप्रिंट गुणवत्ता के मामले में प्रमाणीकरण के लिए आईरिस स्कैन या फेस प्रमाणीकरण की सुविधा को अपनाया जाएगा, जिससे विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से आईरिस स्कैनर या फेस प्रमाणीकरण के साथ-साथ फिंगरप्रिंट प्रमाणीकरण के लिए प्रावधान करेगा ताकि निर्वाध रूप से लाभ दिया जा सके।
(ब) उंगलियों के निशान या आईरिस स्कैन या चेहरे के प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरणसफल नहीं होने की स्थिति में, जहां भी संभव हो, आधार वन टाइम पासवर्ड या सीमित समय बघता के साथटाइम-आधारित वन टाइम पासवर्ड, जैसा भी मामला हो, द्वारा प्रमाणीकरण स्वीकार्य होगा।
(स) अन्य सभी मामलों में जहां बायोमेट्रिक या आधार वन टाइम पासवर्ड या टाइम-आधारित वन टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसका प्रमाणीकरण आधार पत्र पर मुद्रित क्विक रिस्पोन्स कोड के माध्यम से सत्यापित की जा सकती है। क्विक रिस्पोन्स कोड रीडर की आवश्यक व्यवस्था विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से सुविधाजनक स्थानों पर उपलब्ध कराया जायेगा।
4. यहां ऊपर दी गई किसी भी बात को ध्यान में रखते हुए, किसी भी बच्चे को प्रमाणीकरण के माध्यम से अपनी पहचान स्थापित करने में विफलता के मामले में, या आधार नंबर होने का प्रमाण प्रस्तुत करने में विफलता के मामले में, या ऐसे बच्चे के मामले में जिसके पास आधार नंबर नहीं है, योजना के तहत लाभ से वंचित नहीं किया जाएगा । अपितु आधार नामांकन के आवेदन के साथ पैराग्राफ 1 के उप-पैरा (3) के प्रावधान के खंड (बी) और (सी) में उल्लिखित अन्य दस्तावेजों के आधार पर उसकी पहचान सत्यापित करके उसे लाभ दिया जाएगा, और जहां ऐसे अन्य दस्तावेजों के आधार पर लाभ दिया जाता है, उन्हें रिकर्ड करने के लिए एक अलग रजिस्टर रखा जाएगा, जिसकी समय-समय पर विभागों द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से समीक्षा और लेखापरीक्षा की जाएगी।
5. यह अधिसूचना राजपत्र में इसके प्रकाशन की तिथि से प्रभावशील होगी।

NOTIFICATION
No. F 21-20/2023/20-1.— Whereas, the use of Aadhaar as identify for delivery of services or benefits or subsidies simplifies the Government delivery processess, bring in transparency and efficiency, and enables beneficaries to get their entitlements directly in a convenient and seamless manner. Aadhaar obviates the need for producing multiple documents to prove one's identity;
And whereas, the Department of School Education, Government of Chhattisgarh is administering the "Mukhyamantri Gyan Protsahan Yojana-2007", which is being implemented through the Directorate of Public Instruction of School Education Department, Government of Chhattisgarh;
And whereas, under the scheme cash incentive is given to the Schedule cast and schedule tribe Students of Class 10th and 12th, who secure merit in board examinations, by the implementing Agency as per the extant Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Chhattisgarh State;
Now therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act,2016 (18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 and 4 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the Government of Chhattisgarh, hereby, notifies the following, namely:-
1. (1) A child desirous of availing the benefit under Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the scheme:
Provided that he is entitled to obtain Aadhaar as per section 3 of the said Act and such children shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in there respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the Child, the benefit under the Scheme shall be given to such childeren subject to production of the following documents, namely:-
(a) if the child has been enrolled after attaining the age five years (with biometrics collection), his Aadhaar Enrolment Identification slip or of bio-metric update identification slip ; and
(b) any one of the following documents, namely:-
(i) Birth certificate ; or record of birth issued by the appropriate authority ; or
(ii) School identity card, duly signed by the Principal of the school, containing parents' names; and
(c) any of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant scheme guidelines, namely:-
i. Birth Certificate, or record of birth issued by the appropriate authority, or
ii. Ration Card; or
iii. Ex-Servicemen Contributory Health Schemes (ECHS) Card ; or Employees' State Insurance Corporations (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or
iv. Pension Card; or
v. Army Canteen Card; or
vi. Any Government Family Entitlement Card; or
vii. Any other document as specified by the Department:
Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor finger print quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through finger prints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) In all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, producing an application for enrolment. The benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in the clauses (b) and (c) of the provision of sub-paragraph (3) of paragraph 1, and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Departments through its Implementing Agency.
This notification shall come into force from the date of its publication in the Official Gazette.
