क्रमांक 381/09/2025/स्था./चार. - यतः, आधार (वित्तीय और अन्य सहायकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान) अधिनियम, 2016 (2016 का सं.18) की धारा 4 की उप-धारा (4) के खण्ड (ख) के उप-खण्ड (दो) के अनुसरण में, ऐसे प्रयोजनों के लिए, जैसा कि केन्द्र सरकार, प्राधिकरण के परामर्श से तथा राज्य के हित में विहित करें, स्वैच्छिक आधार पर अधिप्रमाणन करने की अनुमति प्रदान की जाती है। सुशासन के लिए आधार अधिप्रमाणन (समाज कल्याण, नवाचार, ज्ञान) नियमावली, 2020 के अधीन राज्य सरकार, स्वैच्छिक आधार पर ''आधार'' का उपयोग करने के लिए अनुमति की वांछा कर सकती है;
अतएव, राज्य सरकार, एतद्द्वारा, अधिसूचित करती है कि सुशासन के लिए आधार अधिप्रमाणन (समाज कल्याण, नवाचार, ज्ञान) नियमावली, 2020 के नियम 5 सहपठित आधार (वित्तीय और अन्य सहायकियो, प्रसुविधाओं और सेवाओं का लक्षित परिदान) अधिनियम, 2016 (2016 का सं.18) की धारा 4 की उप-धारा (4) के खण्ड (ख) के उप-खण्ड (दो), के निबंधनों में, भारत सरकार (इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय) के सक्षम प्राधिकारी के माध्यम से कार्यालयीन ज्ञापन क्र. 13(11)/2023-EG-II, दिनांक 12 फरवरी, 2025 के द्वारा, संचालक, कोष एवं लेखा, छत्तीसगढ को दी गई अनुमति की शर्तों के अध्यधीन रहते हुये, वित्त विभाग छत्तीसगढ़ राज्य ऑनलाईन कार्मिक संपदा पोर्टल/ऐप पर पंजीकरण के दौरान छत्तीसगढ़ शासन के कर्मचारियों और जीवन प्रमाण पत्र जमा करने के उद्देश्य से आभार पोर्टल/ऐप पर पेंशनभोगियों की पहचान को सत्यापित करने के लिए पहचान तथा अधीप्रमाणन हेतु, e-KYC आधार की वांछा कर सकेगा।

NOTIFICATION
No. 381/09/2025/EST./FOUR. - Whereas, in accordance with sub-clause (ii) of clause (b) of sub- section (4) of Section 4 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and services) Act, 2016 (No. 18 of 2016), allows performing authentication on a voluntary basis for such purpose, as the Central Government, in consultation with the Authority, and in the interest of the State may prescribe. Under the Aadhaar, Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, the State Government, may seek permission to use "Aadhaar" on a voluntary basis;
Now, therefore, the State Government, hereby, notifies that the Finance Department, State of Chhattisgarh, may seek e-KYC Aadhaar for identification and authentication to verify the identity of employees of Government of Chhattisgarh during registration on the Online Karmik Sampada portal/app, and for the pensioners on the Aabhaar portal/app for the purpose of submission of life certificate Subject to the conditions of permission granted to the Director, Treasury and Account, Chhattisgarh, through the competent authority of Government of India, Ministry of Electronics and Information Technology vide OM No. 13(11)/2023-EG-II, dated 12th February, 2025 in terms of Rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 read with sub-clause (ii) of clause (b) of sub-section (4) of Section 4 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and services) Act, 2016 (18 of 2016).
This notification shall come into effect from the date of its publication in the Official Gazette.
