क्रमांक GENS - 1105 / 13 / 2025 - TRANSPORT.- मोटरयान अधिनियम , 1988 ( 1988 का सं. 59) की धारा-67 की उपधारा (3 ) (ख ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार, एतद्वारा , छत्तीसगढ़ राज्य के ग्रामीण क्षेत्रों में आम जनता को सुलभ परिवहन सेवा उपलब्ध कराने की दृष्टि से " मुख्यमंत्री ग्रामीण बस योजना , 2025 " बनाती है, अर्थात्ः-
(1 ) संक्षिप्त नाम, विस्तार एवं प्रारंभः-
1.1 इस योजना का नाम "मुख्यमंत्री ग्रामीण बस योजना , 2025 " है ।
1.2 यह योजना राजपत्र में प्रकाशन की तिथि से प्रवृत्त होगी ।
(2) परिभाषाएँ : -
2.1 "ग्रामीण मार्ग" से अभिप्रेत है , ऐसा मार्ग जिसे जिला स्तरीय समिति द्वारा इस योजना के अधीन प्रस्तावित जिसे राज्य स्तरीय समिति द्वारा चयन किया गया हो ।
2.2 " वाहन स्वामी " से अभिप्रेत है , जो मोटरयान अधिनियम , 1988 की धारा 2 की उप- धारा (30 ) में परिभाषित है ।
2.3 " नोडल विभाग " से अभिप्रेत है , परिवहन विभाग , छत्तीसगढ़ शासन ।
2.4 " ग्रामीण बस " से अभिप्रेत है , ऐसी साधारण मंजिली गाड़ी जिसे ड्राईवर के अलावा 18 से 42 बैठक क्षमता की वाहन में पूरी यात्रा अथवा यात्रा की मंजिलों तक के लिए अलग -अलग यात्रियों द्वारा या उनकी ओर से दिये गये अलग - अलग किराये पर वहन करने के लिए निर्मित किया गया है या अनुकूल बनाया गया है ।
2.5 " अनुज्ञापत्र" से अभिप्रेत है , क्षेत्रीय परिवहन प्राधिकरण द्वारा या इस निमित्त विहित प्राधिकारी द्वारा किसी मोटरयान का परिवहन यान के रूप में उपयोग करने के लिए प्राधिकृत करते हुए जारी किया गया है । 2.6 " अनुज्ञापत्रधारी " से अभिप्रेत है , ऐसी अनुज्ञापत्र जो क्षेत्रीय परिवहन प्राधिकार अथवा सक्षम प्राधिकारी से निर्गत है , के धारक हो ।
2.7 " समय- सारणी " से अभिप्रेत है , क्षेत्रीय परिवहन प्राधिकार अथवा सक्षम प्राधिकारी द्वारा वाहन परिचालन हेतु आबंटित समय ।
2.8 "भाड़ा / किराया" से अभिप्रेत है , नगर सेवा यानों से भिन्न मंजिली वाहनों के लिए शासन द्वारा अधिसूचित किराया दर (समय - समय पर यथासंशोधित)

2.9 "स्थानीय निवासी " से अभिप्रेत है, सामान्य प्रशासन विभाग , छत्तीसगढ़ शासन द्वारा परिभाषित ( समय - समय पर यथासंशोधित) ।
2.10 "राज्य शासन" से अभिप्रेत है , छत्तीसगढ़ शासन ।
2.11 " VLTD " से अभिप्रेत है , ऐसा व्हीकल लोकेशन ट्रैकिंग डिवाईस जो समय - समय पर परिवहन आयुक्त, छत्तीसगढ़ द्वारा अनुमोदित है ।
2.12 " नक्सल प्रभावित व्यक्ति " से अभिप्रेत है , जो संबंधित जिले के पुलिस अधीक्षक की अनुशंसा पर जिला कलेक्टर द्वारा जारी किया गया प्रमाण – पत्र धारी हो ।
(3) परिचयः-
3.1 छत्तीसगढ़ राज्य भौगोलिक रूप से विविधता सम्पन्न है , जिसमें उत्तर एवं दक्षिण भाग पहाड़ी एवं वन आच्छादित है तथा मध्य भाग मैदानी क्षेत्र है । सरगुजा तथा बस्तर क्षेत्र में मुख्य रूप से जनजातीय लोग निवासरत हैं । जिनका मुख्य व्यावसाय वन आधारित है तथा इनकी बसावट गांव में दूर - दूर स्थित होती है । जबकि मैदानी क्षेत्र में निवासरत व्यक्तियों का मुख्य व्यावसाय कृषि आधारित है तथा यह क्षेत्र तुलनात्मक रूप से घना बसा हुआ है ।
जहां यात्री परिवहन की सुविधा कम होने के कारण छोटी यात्री वाहनों में क्षमता से अधिक यात्रियों अथवा माल वाहनों में परिवहन किया जाता है , जिसके कारण दुर्घटना होती रहती है ।
(4) उद्देश्य : -
4.1 ग्रामीण क्षेत्रो में निवासरत् किसान , काश्तकार , मजदूर , छोटे व्यावसायी , किराना व्यवसायी एवं अन्य ग्रामीणों द्वारा अपनी दैनिक / व्यावसायिक आवश्यकताओं के क्रय / अपने उत्पाद के विक्रय / रोजगार हेतु जनपद मुख्यालय / नगरीय क्षेत्र / तहसील मुख्यालय / जिला मुख्यालय स्थित बाजारों में आवागमन की आवश्यकता होती है । 4.2 ग्रामीण क्षेत्रों में निवासरत छात्र - छात्राओं को उच्च स्तरीय शिक्षा के लिए निकटतम ग्राम / जनपद मुख्यालय / नगरीय क्षेत्र / तहसील मुख्यालय / जिला मुख्यालय में समय अनुरूप , नियमित एवं सुगम परिवहन सुविधा उपलब्ध कराने हेतु ।
4.3 आम ग्रामीण जनों को उपचार / जरूरी दवाओं / आपातकालीन चिकित्सा / उन्नत ईलाज / आधुनिक एवं नई चिकित्सा पद्धति की सुविधा के लाभ हेतु निकटतम ग्राम / नगरीय क्षेत्र / जनपद मुख्यालय / तहसील मुख्यालय / जिला मुख्यालय में समयानुरूप , नियमित एवं सुगम परिवहन सुविधा उपलब्ध कराने हेतु ।
4.4 राज्य के सुदूर अनुसूचित एवं संवेदनशील क्षेत्रों के आम जनों तक शासकीय सुविधाओं / योजनाओं को पहुंचाने एवं मुख्यधारा से जोड़ने हेतु ।
4.5 छत्तीसगढ़ में हवाई एवं रेल सेवा का निरंतर विस्तार किया जा रहा है , फलस्वरूप ग्रामीण जनों को रेलवे स्टेशन एवं हवाई अड्डा तक आवागमन की सुविधा उपलब्ध कराने हेतु मुख्यमंत्री ग्रामीण बस योजना आवश्यक है । छत्तीसगढ़ राजपत्र, दिनांक 13 मई 2025
846 ( 1 ) (5) नोडल विभाग :-
5.1 "मुख्यमंत्री ग्रामीण बस योजना, 2025 " के लिए नोडल विभाग छत्तीसगढ़ शासन, परिवहन विभाग होगा ।
(6) मुख्य विशेषताएँ : -
6.1 इस योजना के तहत् जैसे हल्के / मध्यम परिवहन मोटरयान , जिनका निर्माण मोटरयान अधिनियम , 1988 , केन्द्रीय मोटरयान नियम -1989 तथा छत्तीसगढ़ मोटरयान नियम-1994 के प्रावधानों के अनुसार 18 से 42 बैठक क्षमता (चालक को छोड़कर) के वाहन , को इस योजना के तहत् अनुज्ञापत्र एवं सुविधा प्रदान किया जा सकेगा । 6.2 इस योजना के तहत् परिचालित होने वाले सभी वाहनों में परिवहन आयुक्त, छत्तीसगढ़ द्वारा अधिकृत VLTD निर्माता / डीलर द्वारा उपलब्ध VLTD डिवाईस एवं पैनिक बटन से युक्त होंगे । यह डिवाईस दो सिम कार्ड में से एक 4G सिम कार्ड से संचालित होनी चाहिए ।
6.3 इस योजना के तहत् दिये जाने वाले लाभ अधिकतम तीन वर्षों की संचालन अवधि तक के लिए प्राप्त किया जा सकता है ।
6.4 इस योजना के तहत् परिचालित वाहनों का उपयुक्तता प्रमाण - पत्र , बीमा, वाहन चालक की चालन अनुज्ञप्ति, प्रदूषण नियंत्रण प्रमाण पत्र इत्यादि सभी आवश्यक दस्तावेज को अद्यतन रखा जाना अनिवार्य होगा ।
6.5 इस योजना के तहत् संबंधित वाहन स्वामी को ग्रामीण मार्गों पर वाहनों के संचालन हेतु प्रथम परमिट निर्गमन की तिथि से 03 वर्ष की अधिकतम अवधि के लिये मासिक कर में पूर्णतः छूट दी जायेगी ।
6.6 ग्रामीण मार्गों पर संचालित बसों को निर्धारित बस स्टैण्ड में आवागमन एवं ठहरने हेतु प्राथमिकता दी जायेगी ।
(7) राज्य स्तरीय समिति एवं जिला स्तरीय समिति का गठन :-
7.1 नवीन ग्रामीण मार्गों के विनिर्धारण हेतु निम्नानुसार राज्य स्तरीय एवं जिला स्तरीय समिति का गठन किया जावेगा

7.2 नये ग्रामीण मार्गों के चिन्हांकन हेतु संबंधित क्षेत्र के अनुविभागीय अधिकारी , राजस्व एवं मुख्य कार्यपालन अधिकारी , जनपद पंचायत द्वारा विहित प्रपत्र — ' क' में प्रस्ताव जिला स्तरीय समिति को प्रतिवेदित की जावेगी ।
7.3 कंडिका -7.2 अनुसार प्राप्त प्रस्ताव पर जिला स्तरीय समिति द्वारा विचार एवं परीक्षण करते हुए विहित प्रपत्र— ' ख' में राज्य स्तरीय समिति को अनुशंसा के साथ प्रेषित किया जावेगा ।
(8 ) मार्ग के चिन्हांकन हेतु जिला स्तरीय , राज्य स्तरीय समिति एवं क्षेत्रीय परिवहन प्राधिकार की भूमिका : -
8.1 यह योजना राज्य के सभी गैर परिवहन सेवारत अथवा कम परिवहन सेवा वाली ग्राम पंचायतों और गॉवों में ग्रामीण बस संचालन प्रदान करने की परिकल्पना करती है । शुरूआत में यह योजना ग्राम पंचायतों को जनपद मुख्यालय से जोड़ने , नजदीकी उच्च शिक्षण संस्थानों / चिकित्सा संस्थानों / नजदीकी मुख्य मार्ग / नजदीकी व्यवसायिक केन्द्र से जोड़ने पर ध्यान केन्द्रित करेगी ।
8.2 नए ग्रामीण मार्गों जिनकी अधिकतम लम्बाई- 125 किमी . है, की पहचान कंडिका-2.1 में दिए गए प्रावधानों के अनुरूप की जाएगी , जो जनपद मुख्यालय / निकटतम शहर / मुख्य सड़क जंक्शन / शिक्षण संस्थान / चिकित्सा संस्थान / रेलवे जंक्शन के साथ अधिकतम ग्राम पंचायतों की कनेक्टिविटी सुनिश्चित हो सके ।
8.3 कंडिका 7.2 से प्राप्त प्रतिवेदन को जिला स्तरीय समिति द्वारा नवीन ग्रामीण मार्ग का सत्यापन कराने के पश्चात् ऐसे ग्रामीण मार्गों की अनुशंसा सहित प्रपत्र- ' ख' में राज्य स्तरीय समिति को अग्रेषित् करेगी ।
8.4 नये ग्रामीण मार्गों के चिन्हांकन के क्रम में यदि ग्रामीण मार्गों का अंश दो या दो से अधिक जिला में से जिस जिले में मार्ग का अधिकांश भाग आता हो, उस जिला के जिला स्तरीय समिति द्वारा अनुशंसा की जाएगी ।
8.5 जिला स्तरीय समिति द्वारा माह में कम से कम एक बैठक आयोजित करेंगे । छत्तीसगढ़ राजपत्र , दिनांक 13 मई 2025
846 ( 3 ) 8.6 जिला स्तरीय समिति से अनुशंसित ( विहित प्रपत्र ' ख ' में) प्रतिवेदन राज्य स्तरीय समिति को प्राप्त होने के पश्चात् परीक्षण उपरांत अनुशंसा सहित आवश्यक कार्यवाही हेतु यथाशीघ्र क्षेत्रीय परिवहन प्राधिकार, छत्तीसगढ़ , इंद्रावती भवन , अटल नगर , नवा रायपुर को प्रेषित किया जावेगा ।
8.7 क्षेत्रीय परिवहन प्राधिकार राज्य स्तरीय समिति से प्राप्त ग्रामीण मार्गों का परीक्षण कर स्थानीय समाचार पत्रों में प्रकाशन करेगा एवं विभाग के वेबसाईट cgtransport.gov.in में अपलोड करेगा तथा नियमानुसार अनुज्ञापत्र स्वीकृति / अस्वीकृति की कार्यवाही करेगा ।
(9) अनुज्ञापत्र हेतु अहर्ता / आवेदन की प्रक्रिया :-
9.1 इस योजना के तहत् छत्तीसगढ़ राज्य के सभी स्थानीय निवासी योजना के लाभ हेतु विहित प्रक्रियानुसार आवेदन कर सकते हैं , जिसमें अनुसूचित जनजाति , अनुसूचित जाति, अन्य पिछड़ा वर्ग , महिलाओं तथा नक्सल प्रभावितों के आवेदनों को प्राथमिकता दी जायेगी ।
9.2 योजना में लाभार्थियों के चयन हेतु निविदा की प्रक्रिया अपनाई जाएगी , जिसमें कंडिका (11 ) के अनुसार देय अधिकतम वित्तीय सहायता की दर से न्यूनतम बिड करने वाले आवेदकों को इस योजना के अधीन बस संचालन करने के लिए अनुज्ञापत्र प्राप्त करने हेतु क्षेत्रीय परिवहन प्राधिकार की अग्रिम कार्यवाही के लिए चयनित किया जाएगा । 9.3 क्षेत्रीय परिवहन प्राधिकार द्वारा मोटरयान अधिनियम , 1988 एवं इसके अन्तर्गत बनाये गए नियमों के अधीन चयनित न्यूनतम बिड करने वाले आवेदकों की सुनवाई करने के पश्चात् भी यदि समान दर पर एक से अधिक आवेदक प्राप्त होते हैं, तो निम्नानुसार प्राथमिकता के आधार पर आवेदक का चयन किया जाएगा: -
1. आवेदकों को उनके द्वारा आवेदन में प्रस्तुत किये गए वाहन के पंजीयन दिनांक के आधार पर अर्थात् नवीन वाहन को प्राथमिकता दी जाएगी ।
2. बिन्दु क्रमांक 01 की शर्त समान होने की स्थिति में अधिक बैठक क्षमता की वाहन प्रस्तुत करने वाले आवेदक को प्राथमिकता दी जाएगी ।
9.4 निविदा की प्रक्रिया छत्तीसगढ़ शासन भण्डार क्रय नियम , 2002 यथा संशोधित 2022 के नियमों के अधीन की जाएगी ।
9.5 इच्छुक आवेदक के द्वारा इस योजना के तहत् प्रत्येक चिन्हांकित मार्गों के लिए वाहन परिचालन हेतु छत्तीसगढ़ मोटरयान नियम , 1994 के आवेदन प्रारूप सी.जी.एम.व्ही.आर 42 (एस.सी.पी.ए. ) में पूर्ण भरकर निविदा दस्तावेजों सहित क्षेत्रीय परिवहन प्राधिकार को पृथक - पृथक आवेदन किया जावेगा ।
9.6 आवेदक को इस योजना का लाभ उठाने के लिए ऑनलाईन आवेदन करना होगा । आवेदन के लिए Link परिवहन विभाग के वेबसाईट cgtransport.gov.in में उपलब्ध होगा । आवेदन कंडिका क्रमांक 9.5 में निर्धारित प्रपत्र एवं समयावधि में किया जाएगा तथा इसके साथ निम्नांकित दस्तावेजों को अपलोड करने की आवश्यकता होगी : - छत्तीसगढ़ राजपत्र , दिनांक 13 मई 2025

(i ) पहचान पत्र / आधार कार्ड ।
( ii ) छत्तीसगढ़ राज्य का निवास प्रमाण पत्र (सक्षम अधिकारी द्वारा जारी प्रमाण - पत्र) । (iii ) जाति प्रमाण पत्र (यदि आवश्यक हो तो ) ।
(iv ) नक्सल प्रभावित व्यक्ति होने पर सक्षम अधिकारी द्वारा जारी प्रमाण– पत्र ।
(v) पेन कार्ड ।
9.7 प्रत्येक आवेदन के लिए इस प्रणाली द्वारा एक विशिष्ट संख्या उत्पन्न किया जाएगा, जिसे पत्राचार के लिए सुरक्षित रखा जाएगा ।
(10) परमिट निर्गमन :-
10.1 प्राप्त आवेदनों के परीक्षण उपरांत 01 माह के भीतर सुनवाई की तिथि निर्धारित की जाएगी तथा समय चक्र अंतराल एवं समय चक्र का निर्धारण क्षेत्रीय परिवहन प्राधिकार के द्वारा किया जाएगा ।
10.2 परमिट की स्थायी स्वीकृति 05 सालों के लिए छत्तीसगढ़ मोटरयान नियम , 1994 के अन्तर्गत निर्धारित प्ररूप में दी जाएगी तथा सफल अभ्यर्थियों को शपथ - पत्र दाखिल करना होगा कि वे परमिट की समाप्ति अवधि तक ग्रामीण बस का संतोषजनक परिचालन मार्ग पर करेंगे अन्यथा उनके परमिट को रद्द किया जा सकेगा ।
10.3 इस योजना के तहत् परिचालित होने वाली वाहनों का परमिट नवीकरण / अनापत्ति प्रमाण पत्र / स्वामित्व हस्तान्तरण इत्यादि कार्यों का निष्पादन ऑनलाईन पोर्टल के माध्यम से किया जायेगा एवं समस्त प्रक्रियाएं मोटरयान अधिनियम , 1988 एवं उससे संबंधित नियमों के तहत् की जाएगी ।
(11 ) वित्तीय सहायता :-
11.1 मुख्यमंत्री ग्रामीण बस योजना , 2025 के अंतर्गत संचालित विभिन्न श्रेणी के वाहनों को राज्य शासन द्वारा विशेष वित्तीय सहायता निम्नानुसार प्रदान की जाएगी : -

नोट : - वित्तीय सहायता हेतु वर्ष की गणना अनुज्ञापत्र प्राप्ति दिनांक से की जायेगी । 11.2 लाभार्थियों के चयन के पश्चात् 30 दिवस के भीतर अनुज्ञापत्र प्राप्त कर तुरंत संचालन किया जाना आवश्यक होगा । साथ ही वित्तीय अनुदान प्राप्त करने हेतु अनुज्ञापत्र प्राप्त छत्तीसगढ़ राजपत्र , दिनांक 13 मई 2025
846 (5 ) करने के 15 दिवस के भीतर सभी आवश्यक दस्तावेज उक्त समयावधि के भीतर क्षेत्रीय परिवहन प्राधिकार को जमा किया जावेगा ।
11.3 क्षेत्रीय / जिला परिवहन अधिकारी के द्वारा जिला कलेक्टर के अनुमोदन उपरांत इस योजना के तहत् परिचालित वाहनों को सभी वित्तीय अनुदान की राशि संबंधित वाहन स्वामी को उनके बैंक खाता के माध्यम से भुगतान किया जाएगा ।
11.4 वाहन स्वामी द्वारा योजना के अन्तर्गत देय विशेष वित्तीय अनुदान के भुगतान हेतु प्रत्येक माह के प्रथम सप्ताह में क्षेत्रीय / जिला परिवहन अधिकारी को आवेदन पत्र जमा किया जावेगा । क्षेत्रीय / जिला परिवहन अधिकारी द्वारा वाहन स्वामी से प्राप्त आवेदन एवं VLTD संबंधित MIS Report का मिलान करते हुए नियमानुसार निष्पादन किया जाएगा । VLTD डिवाईस को अद्यतन रखने की जिम्मेदारी वाहन स्वामी की होगी । यदि किसी प्रकार से डिवाईस में खराबी आती है तो उसकी सूचना तत्काल क्षेत्रीय / जिला परिवहन अधिकारी को दी जाएगी , ऐसी स्थिति में क्षेत्रीय / जिला परिवहन अधिकारी अपने स्तर पर जॉच कर प्रकरण का निराकरण करेंगे ।
11.5 इस योजना के तहत् संचालित वाहन चिन्हांकित ग्रामीण मार्ग से किसी कारणवश बाधित होने पर वैकल्पिक मार्ग से गंतव्य स्थल पर संचालित होती है तो उस स्थिति में देय विशेष वित्तीय सहायता का भुगतान का निर्धारण जिला स्तरीय समिति द्वारा किया जाएगा ।
(12) योजना से निकास हेतु प्रबंधन प्रक्रिया : -
12.1 योजना में चयन होने के पश्चात् अनुज्ञापत्रधारी को अनुज्ञापत्र जारी होने की तिथि से न्यूनतम 01 वर्ष की अवधि तक वाहन को संचालित करना अनिवार्य होगा । यदि किसी वाहन स्वामी द्वारा 01 वर्ष के भीतर अनुज्ञापत्र समर्पण हेतु आवेदन करता है, तो वाहन स्वामी के द्वारा उक्त वाहन के लिए भुगतान की गई विशेष वित्तीय सहायता तथा संचालन की अवधि को सामान्य मंजिली वाहन मानते हुए छत्तीसगढ़ मोटरयान कराधान अधिनियम, 1991 के तहत् कर की राशि शासकीय कोष में जमा करना आवश्यक होगा । अनुज्ञापत्र समर्पण के पश्चात् संबंधित वाहन का छत्तीसगढ़ मोटरयान कराधान अधिनियम, 1991 के तहत् मोटरयान कर का भुगतान नियमानुसार किया जाएगा । 12.2 यदि अनुज्ञापत्रधारी 01 वर्ष के उपरांत स्वेच्छापूर्ण अनुज्ञापत्र को क्षेत्रीय परिवहन प्राधिकार को समर्पित करता है तो इसकी जानकारी 02 माह पूर्व देनी होगी । अनुज्ञापत्र समर्पण के पश्चात् संबंधित वाहन का छत्तीसगढ़ मोटरयान कराधान अधिनियम , 1991 के तहत् मोटरयान कर का भुगतान नियमानुसार किया जाएगा ।
12.3 योजना में चयन होने के पश्चात् अनुज्ञापत्रधारी द्वारा बिना सूचना के वाहन का संचालन नहीं करता है अथवा ग्राह्य अनुज्ञापत्र के मार्ग से भिन्न संचालन किये जाने पर अनुज्ञापत्र शर्तों का उल्लंघन मानते हुए मोटरयान अधिनियम , 1988 एवं उससे संबंधित नियमों के तहत् वैधानिक कार्यवाही की जावेगी एवं इस योजना के लाभ से वंचित किया जा सकेगा । छत्तीसगढ़ राजपत्र , दिनांक 13 मई 2025

12.4 कंडिका 12.1 , 12.2 एवं 12.3 के तहत आने वाले अनुज्ञापत्रधारी इस योजना के अंतर्गत भविष्य में किसी भी मार्ग के लिए अनुज्ञापत्र हेतु पात्र नहीं होंगे ।

14.1 "मुख्यमंत्री ग्रामीण बस योजना , 2025 " योजना के कार्यान्वयन के दौरान आने वाली किसी प्रकार की स्पष्टीकरण एवं अन्य मुद्दों का निराकरण करने हेतु नोडल विभाग स्वयं सक्षम होगा ।

NOTIFICATION
No. GENS - 1105/ 13 / 2025 - TRANSPORT.- In exercise of the powers conferred by sub - section ( 3 ) ( b ) of section - 67 of the Motor Vehicles Act , 1988 ( No. 59 of 1988 ) , the State Government , hereby , makes the " Mukhyamantri Gramin Bus Yojna, 2025 " with a view to provide accessible transport service to the general public in the rural areas of the State of Chhattisgarh, namely : -
(1) Short title , extent and commencement : -
1.1 This scheme is called the " Mukhyamantri Gramin Bus Yojna , 2025 " .
1.2 This scheme shall come into force from the date of publication in the Gazette.
(2 ) Definitions : -
2.1 " Rural route " means a route proposed by the District Level Committee under this Scheme which has been selected by the State Level Committee.
2.2 " Vehicle owner " means the person defined in sub - section ( 30 ) of section 2 of the Motor Vehicles Act , 1988 .
2.3 " Nodal Department " means the Transport Department , Government of Chhattisgarh .
2.4 " Rural bus " means an ordinary stage carriage having seating capacity of 18 to 42 excluding the driver which is constructed or adapted to carry individual passengers for the entire journey or to the destinations of the journey at separate fares paid by or on behalf of the passengers .
2.5 " Permit" means a permit issued by the Regional Transport Authority or any authority prescribed in this behalf, authorizing the use of a motor vehicle as a transport vehicle .

2.6 " Permit holder " means the holder of a permit issued by the Regional Transport Authority or the competent authority.
2.7 " Time - table " means the time allotted for operation of vehicle by the Regional Transport Authority or the competent authority .
2.8 " Fare " means the fare rate notified by the Government for stage vehicles other than city service vehicles ( as amended from time to time ) .
2.9 " Local resident " means the person defined by the General Administration Department , Government of Chhattisgarh ( as amended from time to time) .
2.10 " State Government " means the Government of Chhattisgarh .
2.11 " VLTD " means a Vehicle Location Tracking Device approved by the Transport Commissioner , Chhattisgarh from time to time .
2.12 " Naxal affected person" means a person who holds a certificate issued by the District Collector on the recommendation of the Superintendent of Police of the concerned district .
(3) Introduction : -
3.1 The state of Chhattisgarh is geographically diverse , in which the northern and southern parts are hilly and forest covered and the central part is a plain area . Tribal people reside mainly in Sarguja and Bastar region . Their main occupation is forest based and their settlements are located far away in the villages . Whereas the main occupation of the people residing in the plains is agriculture based and this area is comparatively densely populated.
Where due to less passenger transport facilities , more passengers than capacity are transported in small passenger vehicles or goods vehicles , due to which accidents keep happening .
(4) Objective : -
4.1 Farmers , tenant farmers , labourers , small businessmen , grocery businessmen and other villagers residing in rural areas need to travel to the markets located in the district headquarters /urban area/tehsil headquarters / district headquarters for purchasing their daily /business needs /selling their products / employment .
4.2 To provide timely , regular and easy transport facility to the students residing in rural areas in the nearest village /district headquarters /urban area/ tehsil headquarters / district headquarters for higher level education .

846 ( 11 ) 4.3 To provide timely , regular and easy transport facility to common rural people to avail the facility of treatment/ essential medicines /emergency treatment/ advanced treatment/ modern and new medical system to the nearest village /urban area/district headquarters / tehsil headquarters /district headquarters.
4.4 To provide government facilities / schemes to the common people of remote scheduled and sensitive areas of the state and connect them with the mainstream .
4.5 Air and rail services are being continuously expanded in Chhattisgarh ; as a result , Mukhyamantri Gramin Bus Yojna is necessary to provide the facility of transportation to the railway station and airport to the rural people .
Nodal Department : - (5)
5.1 The nodal department for " Mukhyamantri Gramin Bus Yojna , 2025 " will be Chhattisgarh Government , Transport Department .
(6) Main Features : -
6.1 Under this scheme , light/ medium transport motor vehicles , which are manufactured as per the provisions of Motor Vehicles Act , 1988 , Central Motor Vehicles Rules - 1989 and Chhattisgarh Motor Vehicles Rules - 1994 , with a seating capacity of 18 to 42 ( excluding driver ) , can be provided license and facility under this scheme .
6.2 All vehicles operated under this scheme will be equipped with TSM device and panic button provided by the TSM manufacturer / dealer authorized by the Transport Commissioner , Chhattisgarh . This device should be operated with one of the two SIM cards i.e. 4G SIM card .
6.3 The benefits given under this scheme can be availed for a maximum period of operation of five years .
6.4 It will be mandatory to keep all the necessary documents updated such as fitness certificate , insurance , driving license of the driver , pollution control certificate etc. of the vehicles operated under this scheme .
6.5 Under this scheme , the concerned vehicle owner will be given complete exemption in monthly tax for a maximum period of 03 years from the date of issuance of first permit for operation of vehicles on rural routes .
6.6 Buses operated on rural routes will be given priority for movement and halt at the designated bus stand .

7.3 The proposal received as per clause - 7.2 shall be considered and examined by the District Level Committee and shall be sent to the State Level Committee in the prescribed Form - ' B ' with recommendation .
(8) Role of District Level , State Level Committee and Regional Transport Authority for identification of routes : -
8.1 This scheme envisages providing rural bus operations in all the Gram Panchayats and villages of the state which are not served by transport or छत्तीसगढ़ राजपत्र , दिनांक 13 मई 2025
846 ( 13 ) have less transport services . Initially , this scheme will focus on connecting the Gram Panchayats to the District Headquarters , connecting them to the nearest higher educational institutions/medical institutions/ nearest main road / nearest commercial centre .
8.2 New rural roads with a maximum length of 125 km will be identified as per the provisions given in clause 2.1 , so that connectivity of maximum number of Gram Panchayats with district headquarters / nearest city / main road junction/ educational institution/ medical institution/ railway junction is ensured.
8.3 After getting the new rural road verified by the District Level Committee , the report received under clause 7.2 will be forwarded to the State Level Committee in Form - ' B ' along with the recommendation of such rural roads .
8.4 While identifying new rural roads , if a part of the rural road falls in two or more districts , then the District Level Committee of the district in which the major part of the road falls will make the recommendation.
8.5 The District Level Committee will hold at least one meeting in a month .
8.6 After receiving the report recommended by the District Level Committee ( in prescribed Form -' B ' ) by the State Level Committee , after examination , it shall be sent to the Regional Transport Authority , Chhattisgarh , Indravati Bhawan , Atal Nagar , Nava Raipur as soon as possible for necessary action along with the recommendation .
8.7 The Regional Transport Authority shall examine the rural routes received from the State Level Committee and publish it in the local newspapers and upload it on the department's website www.rpsc.gov.in and shall take action for approval / rejection of the permit as per the rules .
( 9 ) Eligibility/Application Process for Permit : -
9.1 Under this scheme , all the local residents of Chhattisgarh State can apply for the benefits of the scheme as per the prescribed procedure , in which priority shall be given to the applications of Scheduled Tribes , Scheduled Castes , Other Backward Classes , Women and Naxal - affected people.
9.2 Tender process will be adopted for selection of beneficiaries in the scheme , in which applicants making lowest bid at the rate of maximum financial assistance payable as per clause ( 11 ) will be selected for further action by the Regional Transport Authority for obtaining license to operate buses under this scheme .

9.3 After hearing the lowest bidding applicants selected by the Regional Transport Authority under the Motor Vehicles Act , 1988 and the rules made there under , if more than one applicant is received at the same rate , then the applicant will be selected on the basis of priority as follows : -
1. Applicants will be given preference on the basis of the registration date of the vehicle submitted by them in the application, i.e. , the new vehicle .
2. In case the conditions of point number 01 are same , preference will be given to the applicant submitting a vehicle with more seating capacity .
9.4 The tender process will be done under the rules of Chhattisgarh Government Store Purchase Rules , 2002.
9.5 The interested applicant will apply separately to the Regional Transport Authority along with the tender documents by filling up the application format CGMVR 42 ( SCPA ) of Chhattisgarh Motor Vehicle Rules , 1994 for operation of vehicles for each of the marked routes under this scheme .
9.6 The applicant will have to apply online to avail the benefits of this scheme . The application form will be available on the website of the Transport Department at www.rpsc.gov.in. The application shall be made in the form and time limit prescribed in clause number 9.5 and the following documents shall be required to be uploaded with it : -
Identity card / Aadhar card .
(i )
(ii ) Residence certificate of Chhattisgarh state ( certificate issued by competent authority ) .
( iii ) Caste certificate ( if required ) .
( iv ) Certificate issued by competent authority in case of Naxal - affected person .
PAN card .
(v)
9.7 A unique number shall be generated by this system for each application , which shall be kept safe for correspondence .
(10) Permit issuance : -
10.1 After examining the applications received , the date of hearing shall be fixed within 01 month and the time cycle interval and time cycle shall be decided by the Regional Transport Authority .
10.2 Permanent approval of permit will be given for 05 years in the prescribed format under Chhattisgarh Motor Vehicle Rules , 1994 and successful candidates will have to file an affidavit that they will operate the rural bus छत्तीसगढ़ राजपत्र, दिनांक 13 मई 2025
846 ( 15 ) satisfactorily on the route till the expiry period of permit otherwise their permit can be cancelled .
10.3 The work of permit renewal /no objection certificate / ownership transfer etc. of vehicles operated under this scheme will be done through online portal and all the processes will be done under the Motor Vehicles Act , 1988 and its related rules .
( 11 ) Financial assistance : -
11.1 Special financial assistance will be provided by the State Government to various categories of vehicles operated under the Mukhyamantri Gramin Bus Yojna , 2025 as follows: -

11.2 After selection of beneficiaries , it will be necessary to obtain the license within 30 days and start operation immediately . Also , all the necessary documents for obtaining financial grant shall be submitted to the Regional Transport Authority within the said time period within 15 days of obtaining the permit.
11.3 After the approval of the District Collector by the Regional/ District Transport Officer , the amount of all financial grants for the vehicles operated under this scheme shall be paid to the respective vehicle owner through their bank account .
11.4 The vehicle owner shall submit the application form to the Regional/ District Transport Officer in the first week of every month for payment of special financial grant payable under the scheme . The Regional / District Transport Officer shall execute the same as per rules by matching the application received from the vehicle owner and the MIS Report related to VLTD . It shall be the responsibility of the vehicle owner to keep the VLTD device updated . If there is any defect in the device , then the Regional / District Transport Officer shall immediately inform about it . In such a situation , the छत्तीसगढ़ राजपत्र , दिनांक 13 मई 2025

Regional / District Transport Officer shall investigate the matter at his level and resolve it .
11.5 If the vehicle operated under this scheme is obstructed due to any reason from the marked rural route and operates via an alternate route to the destination , then the payment of special financial assistance payable in that situation will be determined by the district level committee .
( 12 ) Management process for exit from the scheme : -
12.1 After being selected in the scheme , it will be mandatory for the permit holder to operate the vehicle for a minimum period of 01 year from the date of issue of the permit . If a vehicle owner applies for surrender of the permit within 01 year , then it will be necessary for the vehicle owner to deposit the amount of tax in the government treasury under the Chhattisgarh Motor Vehicles Taxation Act , 1991 , considering the special financial assistance paid by the vehicle and the period of operation as a normal stage vehicle . After surrendering the permit , the motor vehicle tax of the concerned vehicle will be paid as per the rules under the Chhattisgarh Motor Vehicles Taxation Act, 1991 .
12.2 If the permit holder voluntarily surrenders the permit to the Regional Transport Authority after 01 year , then information about it will have to be given 02 months in advance . After surrendering the permit , the motor vehicle tax of the concerned vehicle will be paid as per the rules under the Chhattisgarh Motor Vehicles Taxation Act , 1991 .
12.3 After being selected in the scheme , if the permit holder does not operate the vehicle without informing or operates on a route other than the permissible permit , then considering it as violation of permit conditions , legal action will be taken under Motor Vehicles Act , 1988 and its related rules and the benefit of this scheme can be denied .
12.4 The permit holders falling under clauses 12.1 , 12.2 and 12.3 will not be eligible for permit for any route in future under this scheme .
