क्रमांक/एफ 8-23/35/22/2024.— यतः, सहायिकियों, प्रसुविधाओं या सेवाओं के परिदान हेतु पहचान दस्तावेज के रूप में आधार के उपयोग से सरकारी परिदान प्रक्रियाएं सुगम हो जाती है, पारदर्शिता और दक्षता आ जाती है और हितग्राही, अपनी पहचान साबित करने के लिए बहुविध दस्तावेज प्रस्तुत करने की आवश्यकता से मुक्त होते हुए, सुविधाजनक और निर्बाध तरीके से सीधे अपना अधिकार प्राप्त करने के योग्य हो जाते हैं;
और यतः, पशुधन विकास विभाग द्वारा ''बैकयार्ड कुक्कुट इकाई वितरण (बजट पुस्तिका अनुसार, नाम - कुक्कुट प्रक्षेत्रों का विस्तार) '' योजना को प्रशासित एवं संचालित किया जा रहा है, जिसके अन्तर्गत कुक्कुट पालकों को बैकयार्ड कुक्कुट इकाई सहायिकी के रुप में सहायता दी जाती है, ताकि वह अपनी आजीविका में सुधार कर सके। योजना का क्रियान्वयन पशुधन विकास विभाग, छत्तीसगढ़ के जिला कार्यालयों के माध्यम से किया जाता है;
और यतः, योजना के तहत, बैकयार्ड कुक्कुट इकाई रुप में हितग्राहियों को सहायिकी (अनुदान) प्रदान किया जाता हैं। बैकयार्ड कुक्कुट इकाई में, योजना अंतर्गत, या तो 28 दिवसीय 45 पोल्ट्री चूजे या 28 दिवसीय 45 बत्तख चूजे या 28 दिवसीय 80 बटेर चूजे के साथ कुछ मात्रा में कुक्कुट आहार शामिल होता हैै, जिसमें कुक्कुट पालकों को सहायता प्रदान की जाती हैं, जिससे उनकी कुक्कुट पालन क्षमता में वृद्धि और आजीविका मानकों में सुधार होता है। छत्तीसगढ़ राज्य के वास्तविक नागरिक, जो कुक्कुट पालक हैं, उन्हें योजना के दिशानिर्देशों के अनुसार क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से सहायता उपलब्ध करवाई जाती है;
और यतः, उक्त योजना में, छत्तीसगढ़ शासन की संचित निधि से आवर्ती व्यय किया जाता है;
अतएव, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं. 18) की धारा 7 के अनुसरण में तथा छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क. 13 सन् 2018) की धारा 8 सहपठित धारा 3 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्द्वारा, निम्नलिखित अधिसूचित करती है, अर्थात् :-
1. (1) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने हेतु पात्र है, को आधार संख्या रखने का प्रमाण प्रस्तुत करना या आधार अधिप्रमाणन करवाना आवश्यक होगा।
(2) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने के लिये इच्छुक है, जिसके पास आधार संख्या नहीं है या जिन्होंने आधार के लिए अभी तक नामांकन नहीं करवाया है, को योजना के लिए पंजीकरण करने के पूर्व आधार नामांकन हेतु आवेदन करना आवश्यक होगा, बशर्ते कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार संख्या प्राप्त करने का हकदार हो, तथा ऐसे कोई भी व्यक्ति, आधार नामांकन करवाने के लिए किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) की वेबसाइट www.uidai.gov.in पर उपलब्ध) में आवेदन कर सकता है।
(3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार, विभाग को अपने क्रियान्वयन एजेंसी के माध्यम से, उन हितग्राहियों के लिए आधार नामांकन सुविधायें प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द्र अवस्थित नहीं होने की स्थिति में, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार के रुप में, सुविधाजनक स्थानों पर आधार नामांकन सुविधा प्रदान करवायेगाः
परन्तु यह कि जब तक व्यक्ति को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यक्तियों को निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन रहते हुए, योजना के तहत लाभ दिया जाएगा, अर्थात् :-
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्ची; और
(ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) बैंक या पोस्ट ऑफिस की फोटो युक्त पासबुक; या
(दो) स्थाई खाता संख्या (पैन) कार्ड; या
(तीन) पासपोर्ट; या
(चार) राशन कार्ड; या
(पाँच) मतदाता पहचान पत्र; या
(छः) मनरेगा कार्ड; या
(सात) किसान फोटो पासबुक; या
(आठ) मोटरयान अधिनियम, 1988 (1988 का 59) के तहत लाइसेंसिंग प्राधिकरण द्वारा जारी ड्राइविंग लाइसेंस; या
(नौ) राजपत्रित अधिकारी या तहसीलदार द्वारा आधिकारिक लेटर हेड पर जारी किए गए ऐसे व्यक्ति की फोटो युक्त पहचान का प्रमाणपत्र; या
(दस) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए अभिहित अधिकारी द्वारा की जायेगी।
2. योजनांतर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने के क्रम में विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, सभी आवश्यक व्यवस्थाएं करेगा, ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांतर्गत आधार की आवश्यकता के विषय में जागरुक करने के लिए, मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जाएगा।
3. सभी मामलों में, जहाँ हितग्राहियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन, विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात्ः- (क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग निर्बाध रीति से लाभ प्रदान करने हेतु अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या फेस अधिप्रमाणन के साथ-साथ फिंगरप्रिंट अधिप्रमाणन के लिए प्रावधान करेगा;
(ख) फिंगरप्रिंट या आईरिस स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल ना होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाईम पासवर्ड या सीमित समय वैधता के साथ टाईम आधारित वन टाईम पासवर्ड, जैसी भी स्थिति हो, के द्वारा अधिप्रमाणन स्वीकार्य होगा;
(ग) अन्य सभी मामलों में, जहाँ बायोमेट्रिक या आधार वन-टाईम पासवर्ड या टाईम आधारित वन-टाईम पासवर्ड अधिप्रमाणन संभव नहीं है, वहाँ योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसके अधिप्रमाणन का सत्यापन, आधार पत्र पर मुद्रित क्विक रिस्पांस (क्यूआर) कोड के माध्यम से की जा सकती है तथा क्विक रिस्पांस (क्यूआर) कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से, सुविधाजनक स्थानों पर उपलब्ध करायी जाएगी। 4. उपरोक्त के अतिरिक्त, यह सुनिश्चित करने के क्रम में कि योजना के तहत कोई भी वास्तविक हितग्राही, उसको मिलने वाले लाभों से वंचित न हो, संबंधित विभाग अपनी क्रियान्वयन एजेन्सी के माध्यम से, अपवाद प्रबंधन तंत्र का पालन करेंगे, जैसा कि डायरेक्ट बेनिफिट ट्रांसफर मिशन, कैबिनेट सचिवालय, भारत सरकार के कार्यालय ज्ञापन दिनांक 19 दिसंबर, 2017 (https://dbtbharat.gov.in पर उपलब्ध) में विनिर्दिष्ट है।
यह अधिसूचना, छत्तीसगढ़ राज्य की अंतर्राज्यीय सीमाओं के भीतर सभी जिलों और सभी क्षेत्रों में, राजपत्र में इसके प्रकाशन की तारीख से प्रवृत्त होगी।

NOTIFICATION
No. F8-23/35/22/2024.— Whereas, the use of Aadhaar as an identity document for delivery of subsidies, benefits or services simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Department of Livestock Development is administering and conducting the scheme of "Backyard Kukkut Ikai Vitaran (as per Budget book, Name- KUKKUT PRAKSHETRON KA VISTAR)" in which assistance is given to the poultry farmers in the form of Backyard Poultry Unit as subsidy, so that they can improve their livelihood. The Scheme is implemented through district offices of the department of livestock development, Chhattisgarh;
And whereas, under the Scheme, subsidies (grant) are given to the beneficiaries in the form of Backyard Poultry Unit. The Backyard Poultry Unit under the Scheme consists of either 28 days old 45 poultry chicks or 28 days old 45 duck chicks or 28 days old 80 quail chicks along with some quantity of poultry feed, in which Poultry Farmer gets assistance to increase their poultry farming capacity and improve their livelihood standards. The bonafide citizens of Chhattisgarh State, who are poultry farmers, are provided assistance through the Implementing Agency as per the guidelines of the Scheme;
And whereas, under the said Scheme, recurring expenditure is incurred from the Consolidated Fund of Government of Chhattisgarh;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (No.18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No. 13 of 2018), the State Government, hereby, notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act, and an individual shall visit any Aadhaar enrolment centre (available at the Unique identification Authority of India (UIDAI) website www uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the scheme shall be given to such individual, subject to the production of the following documents, namely :-
(a) If he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) Any one of the following documents, namely:-
(i) Bank or Post office passbook with photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MGNREGA card; or
(vii) Kisan Photo passbook; or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (No. 59 of 1988); ог
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tahsildar on an official letter head; or
(x) Any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhar under the Scheme.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible, authentication by Aadhaar One Time Password or Time based One Time Password with limited time validity, as the case may be, shall be admissible;
(c) In all other cases where biometric or Aadhaar One Time Password or Time- based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, In order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefit, the concerned Department through its Implementing Agency shall follow the exception handling mechanism as specified in Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India, in the Office Memorandum dated the 19th December, 2017 (available on https://dbtbharat. gov.in/).
This notification shall come into force from the date of its publication in the Official Gazette in all the districts and all the areas within the Inter-State limits of the State of Chhattisgarh.

और यतः, योजना के तहत, नगद या किसी अन्य (प्रजनन योग्य बकरा) रुप में हितग्राहियों को सहायिकी (अनुदान) प्रदान किया जाता हैं। योजना अन्तर्गत ''उन्नत नस्ल का प्रजनन योग्य बकरा'' सरकारी बकरी प्रक्षेत्रों से क्रियान्वयन एजेंसी द्वारा क्रय की जाती है या स्वयं बकरी पालकों द्वारा स्थानीय बाजार से क्रय की जाती है तत्पश्चात विभाग द्वारा सत्यापित किया जाता है, जिसमें बकरी पालकों को सहायता प्रदान की जाती हैं, जिससे उनकी बकरी पालन क्षमता में वृद्धि और आजीविका मानकों में सुधार होता हैं। छत्तीसगढ़ राज्य के वास्तविक नागरिक, जो बकरी पालक हैं, उन्हें योजना के दिशा निर्देशों के अनुसार क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से सहायता उपलब्ध करवाई जाती है;
और यतः, उक्त योजना में, छत्तीसगढ़ शासन की संचित निधि से आवर्ती व्यय किया जाता है;

(क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग निर्बाध रीति से लाभ प्रदान करने हेतु अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या फेस अधिप्रमाणन के साथ-साथ फिंगरप्रिंट अधिप्रमाणन के लिए प्रावधान करेगा;
(ख) फिंगरप्रिंट या आईरिस स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल ना होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाईम पासवर्ड या सीमित समय वैधता के साथ टाईम आधारित वन टाईम पासवर्ड, जैसी भी स्थिति हो, के द्वारा अधिप्रमाणन स्वीकार्य होगा;
(ग) अन्य सभी मामलों में, जहाँ बायोमेट्रिक या आधार वन-टाईम पासवर्ड या टाईम आधारित वन-टाईम पासवर्ड अधिप्रमाणन संभव नहीं है, वहाँ योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसके अधिप्रमाणन का सत्यापन, आधार पत्र पर मुद्रित क्विक रिस्पांस (क्यूआर) कोड के माध्यम से की जा सकती है तथा क्विक रिस्पांस (क्यूआर) कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से, सुविधाजनक स्थानों पर उपलब्ध करायी जाएगी।

NOTIFICATION
No. F8-23/35/22/2024.— Whereas, the use of Aadhaar as an identity document for delivery of subsidies, benefits or services simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Department of Livestock Development is administering and conducting the scheme of "ANUDAAN PAR BAKRAVITRAN (as per Budget Book, "Name- NASL SUDHAR HETU BAKARON KA VITRAN ANUDAN)" in which assistance is given to the Goat farmers eg. reproductively capable Buck as subsidy, so that they can improve their livelihood. The Scheme is implemented through district offices of the Department Of Livestock Development, Chhattisgarh;
And whereas, under the scheme, subsidies (grants) are given to the beneficiaries in the form of cash or kind (reproductively capable buck). The graded or improved "reproductively capable buck" under the scheme, is either procured from Government Goat farms through Implementing Agency or purchased locally by the goat farmers and then verified by the Department, in which goat farmers gets assistance to increase their goat farming capabilities and improve their livelihood standard. The bonafide citizens of Chhattisgarh State, who are goat farmers, are provided assistance through the Implementing Agency as per the guidelines of the scheme;
And whereas, under the said Scheme, recurring expenditure is incurred from the Consolidated Fund of Government of Chhattisgarh;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (No.18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the State Government, hereby, notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act, and any individuals shall visit any Aadhaar enrolment centre (available at the Unique identification Authority of India (UIDAI) website www uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the scheme shall be given to such individual, subject to the production of the following documents, namely :-
(a) If he has enrolled, his Aadhaar Enrolment Identification slip; and (b) Any one of the following documents, namely:-
(i) Bank or Post office passbook with photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MGNREGA card; or
(vii) Kisan Photo passbook; or
(viii) Driving license issued by the Licensing Authority under the
Motor Vehicles Act, 1988 (No. 59 of 1988); ог
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tahsildar on an official letter head; or (x) Any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible, authentication by Aadhaar One Time Password or Time based One Time Password with limited time validity, as the case may be, shall be admissible;
(c) In all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, In order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the concerned Department through its Implementing Agency shall follow the exception handling mechanism as specified in Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India, in the Office Memorandum dated the 19th December, 2017 (available on https://dbtbharat. gov.in/).
This notification shall come into force from the date of its publication in the Official Gazette in all the districts and all the areas within the Inter-State limits of the State of Chhattisgarh.

और यतः, पशुधन विकास विभाग द्वारा ''अनुदान पर सूकर-त्रयी वितरण (बजट पुस्तिका के अनुसार नाम- सूकर वितरण अनुदान)'' योजना को प्रशासित एवं संचालित किया जा रहा है, जिसके अन्तर्गत सूकर पालकों को सूकर त्रयी इकाई में मिडिल व्हाईट यॉर्कशायर सहायिकी के रुप में सहायता दी जाती है, ताकि वे अपनी आजीविका में सुधार कर सके। योजना का क्रियान्वयन पशुधन विकास विभाग, छत्तीसगढ़ के जिला कार्यालयों के माध्यम से किया जाता है;
और यतः, योजना के तहत्, नकद या अन्य ( सूकर-त्रयी इकाई ) रुप में हितग्राहियों को सहायिकी (अनुदान) प्रदान किया जाता हैं। इस योजना के अन्तर्गत, सूकर-त्रयी इकाई में मिडिल व्हाईट यॉर्कशायर नस्ल के प्रजनन योग्य दो मादा एवं एक नर सूकर शामिल हैं, और या तो सरकारी सूकर प्रक्षेत्रों से क्रियान्वयन एजेंसी के माध्यम से क्रय की जाती है या सूकर पालकों द्वारा स्थानीय बाजार से क्रय की जाती है तत्पश्चात् विभाग द्वारा सत्यापित किया जाता है, जिसमें सूकर पालकों को सहायता प्रदान की जाती हैं, जिससे उनकी सूकर पालन क्षमता में वृद्धि और आजीविका मानकों में सुधार होता हैं। छत्तीसगढ़ राज्य के वास्तविक नागरिक, जो सूकर पालक हैं, उन्हें योजना के दिशा निर्देशों के अनुसार क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से सहायता उपलब्ध करवाई जाती है;
और यतः, उक्त योजना में, छत्तीसगढ़ शासन की संचित निधि से आवर्ती व्यय किया जाता है;
अतएव, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं. 18) की धारा 7 के अनुसरण में तथा छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क्र. 13 सन् 2018) की धारा 8 सहपठित धारा 3 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा, निम्नलिखित अधिसूचित करती है, अर्थात् :-
1.(1) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने हेतु पात्र है, को आधार संख्या रखने का प्रमाण प्रस्तुत करना या आधार अधिप्रमाणन करवाना आवश्यक होगा।
(2) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने के लिये इच्छुक है, जिसके पास आधार संख्या नहीं है या जिन्होंने आधार के लिए अभी तक नामांकन नहीं करवाया है, को योजना के लिए पंजीकरण करने के पूर्व आधार नामांकन हेतु आवेदन करना आवश्यक होगा, बशर्ते कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार संख्या प्राप्त करने का हकदार हो, तथा ऐसे कोई भी व्यक्ति, आधार नामांकन करवाने के लिए किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) की वेबसाइट www.uidai.gov.in पर उपलब्ध) में आवेदन कर सकता है।
(3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार, विभाग को अपने क्रियान्वयन एजेंसी के माध्यम से, उन हितग्राहियों के लिए आधार नामांकन सुविधायें प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द्र अवस्थित नहीं होने की स्थिति में, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार के रुप में, सुविधाजनक स्थानों पर आधार नामांकन सुविधा प्रदान करवायेगाः
परन्तु यह कि जब तक व्यक्ति को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यक्तियों को निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन रहते हुए, योजना के तहत लाभ दिया जाएगा, अर्थात् :-
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्ची; और
(ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) बैंक या पोस्ट ऑफिस की फोटो युक्त पासबुक; या
(दो) स्थाई खाता संख्या (पैन) कार्ड; या
(तीन) पासपोर्ट; या
(चार) राशन कार्ड; या (पाँच) मतदाता पहचान पत्र; या
(छः) मनरेगा कार्ड; या
(सात) किसान फोटो पासबुक; या
(आठ) मोटरयान अधिनियम, 1988 (1988 का 59) के तहत लाइसेंसिंग प्राधिकरण द्वारा जारी ड्राइविंग लाइसेंस; या
(नौ) राजपत्रित अधिकारी या तहसीलदार द्वारा आधिकारिक लेटर हेड पर जारी किए गए ऐसे व्यक्ति की फोटो युक्त पहचान का प्रमाणपत्र; या
(दस) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए अभिहित अधिकारी द्वारा की जायेगी।
2. योजनांतर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने के क्रम में विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, सभी आवश्यक व्यवस्थाएं करेगा, ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांतर्गत आधार की आवश्यकता के विषय में जागरुक करने के लिए, मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जाएगा। 3. सभी मामलों में, जहाँ हितग्राहियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन, विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात्ः-
(क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग निर्बाध रीति से लाभ प्रदान करने हेतु अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या फेस अधिप्रमाणन के साथ-साथ फिंगरप्रिंट अधिप्रमाणन के लिए प्रावधान करेगा;
(ख) फिंगरप्रिंट या आईरिस स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल ना होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाईम पासवर्ड या सीमित समय वैधता के साथ टाईम आधारित वन टाईम पासवर्ड, जैसी भी स्थिति हो, के द्वारा अधिप्रमाणन स्वीकार्य होगा;

The Scheme is implemented through district offices of the department of livestock development, Chhattisgarh;
And whereas, under the scheme, Subsidies (grants) are given to the beneficiaries in the form of cash or kind (a Pig-Trio unit). The pig-trio unit, under the scheme, consists of two female pigs and one male pig of Middle White Yorkshire breed, which are reproductively capable and is either purchased from Government pig farms through Implementing Agency or purchased locally by pig farmers and then verified by the Department, in which Pig Farmers gets assistance to increase their pig farming capabilities and improve their livelihood standard. The bonafide citizens of Chhattisgarh State, who are pig farmers, are provided assistance through the Implementing Agency as per the guidelines of the scheme.

और यतः, पशुधन विकास विभाग द्वारा '' शत प्रतिशत अनुदान पर सांड़ वितरण ( बजट पुस्तिका अनुसार नाम- नस्ल सुधार हेतु सांडों का वितरण) '' को प्रशासित एवं संचालित किया जा रहा है, जिसके अन्तर्गत उनके ग्राम पंचायत द्वारा अनुमोदित सांड़ संरक्षकोें को उन्नत नस्ल का प्रजनन योग्य सांड सहायिकी के रुप में सहायता दी जाती है, ताकि वह अपनी आजीविका में सुधार कर सके। योजना का क्रियान्वयन पशुधन विकास विभाग, छत्तीसगढ़ के जिला कार्यालयों के माध्यम से किया जाता है;
और यतः, योजना के तहत, अन्य रुप (उन्नत या नस्ल सुधार प्रजनन योग्य सांड) में हितग्राहियों को सहायिकी (अनुदान) प्रदान किया जाता हैं। इस योजना के अन्तर्गत उन्नत या नस्ल सुधार का प्रजनन योग्य सांड़ या तो सरकारी पशु प्रजनन प्रक्षेत्रों से या निविदा द्वारा क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से क्रय किया जाता है, जिसे सांड़ संरक्षक कों प्राकृतिक गर्भाधान सेवाओं के माध्यम से नस्ल सुधार हेतु सहायता प्रदान की जाती हैं, जिससे उनके ग्राम पंचायत या आसपास के परिवेश के गौवंशीय पशुओ में उन्नत/नस्ल सुधार तथा उनकी डेयरी पालन क्षमता में वृद्धि और आजीविका मानकों में सुधार होता हैं। छत्तीसगढ़ राज्य के वास्तविक नागरिक, जो ग्राम पंचायत द्वारा अनुमोदित सांड़ संरक्षक हैं, उन्हें योजना के दिशा निर्देशों के अनुसार क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से सहायता उपलब्ध करवाई जाती है;
और यतः, उक्त योजना में, छत्तीसगढ़ शासन की संचित निधि से आवर्ती व्यय किया जाता है;
अतएव, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं. 18) की धारा 7 के अनुसरण में तथा छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क्र. 13 सन् 2018) की धारा 8 सहपठित धारा 3 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा, निम्नलिखित अधिसूचित करती है, अर्थात् :-
1.(1) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने हेतु पात्र है, को आधार संख्या रखने का प्रमाण प्रस्तुत करना या आधार अधिप्रमाणन करवाना आवश्यक होगा।
(2) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने के लिये इच्छुक है, जिसके पास आधार संख्या नहीं है या जिन्होंने आधार के लिए अभी तक नामांकन नहीं करवाया है, को योजना के लिए पंजीकरण करने के पूर्व आधार नामांकन हेतु आवेदन करना आवश्यक होगा, बशर्ते कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार संख्या प्राप्त करने का हकदार हो, तथा ऐसे कोई भी व्यक्ति, आधार नामांकन करवाने के लिए किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) की वेबसाइटwww.uidai.gov.inपर उपलब्ध) में आवेदन कर सकता है।
(3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार, विभाग को अपने क्रियान्वयन एजेंसी के माध्यम से, उन हितग्राहियों के लिए आधार नामांकन सुविधायें प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द्र अवस्थित नहीं होने की स्थिति में, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार के रुप में, सुविधाजनक स्थानों पर आधार नामांकन सुविधा प्रदान करवायेगाः
परन्तु यह कि जब तक व्यक्ति को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यक्तियों को निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन रहते हुए, योजना के तहत लाभ दिया जाएगा, अर्थात् :-
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्ची; और
(ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) बैंक या पोस्ट ऑफिस की फोटो युक्त पासबुक; या
(दो) स्थाई खाता संख्या (पैन) कार्ड; या
(तीन) पासपोर्ट; या
(चार) राशन कार्ड; या
(पाँच) मतदाता पहचान पत्र; या
(छः) मनरेगा कार्ड; या
(सात) किसान फोटो पासबुक; या
(आठ) मोटरयान अधिनियम, 1988 (1988 का 59) के तहत लाइसेंसिंग प्राधिकरण द्वारा जारी ड्राइविंग लाइसेंस; या
(नौ) राजपत्रित अधिकारी या तहसीलदार द्वारा आधिकारिक लेटर हेड पर जारी किए गए ऐसे व्यक्ति की फोटो युक्त पहचान का प्रमाणपत्र; या
(दस) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए अभिहित अधिकारी द्वारा की जायेगी। 2. योजनांतर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने के क्रम में विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, सभी आवश्यक व्यवस्थाएं करेगा, ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांतर्गत आधार की आवश्यकता के विषय में जागरुक करने के लिए, मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जाएगा। 3. सभी मामलों में, जहाँ हितग्राहियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन, विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात्ः-
(क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग निर्बाध रीति से लाभ प्रदान करने हेतु अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या फेस अधिप्रमाणन के साथ-साथ फिंगरप्रिंट अधिप्रमाणन के लिए प्रावधान करेगा;
(ख) फिंगरप्रिंट या आईरिस स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल ना होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाईम पासवर्ड या सीमित समय वैधता के साथ टाईम आधारित वन टाईम पासवर्ड, जैसी भी स्थिति हो, के द्वारा अधिप्रमाणन स्वीकार्य होगा;
(ग) अन्य सभी मामलों में, जहाँ बायोमेट्रिक या आधार वन-टाईम पासवर्ड या टाईम आधारित वन-टाईम पासवर्ड अधिप्रमाणन संभव नहीं है, वहाँ योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसके अधिप्रमाणन का सत्यापन, आधार पत्र पर मुद्रित क्विक रिस्पांस (क्यूआर) कोड के माध्यम से की जा सकती है तथा क्विक रिस्पांस (क्यूआर) कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से, सुविधाजनक स्थानों पर उपलब्ध करायी जाएगी।
4. उपरोक्त के अतिरिक्त, यह सुनिश्चित करने के क्रम में लिए कि योजना के तहत कोई भी वास्तविक हितग्राही, उसको मिलने वाले लाभों से वंचित न हो, संबंधित विभाग अपनी क्रियान्वयन एजेन्सी के माध्यम से, अपवाद प्रबंधन तंत्र का पालन करेंगे, जैसा कि डायरेक्ट बेनिफिट ट्रांसफर मिशन, कैबिनेट सचिवालय, भारत सरकार के कार्यालय ज्ञापन दिनांक 19 दिसंबर, 2017 (https://dbtbharat.gov.in पर उपलब्ध) में विनिर्दिष्ट है।

NOTIFICATION
No. F8-23/35/22/2024.— Whereas, the use of Aadhaar as an identity document for delivery of subsidies, benefits or services simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Department of Livestock Development is administering and conducting the scheme of "Shat Pratishat Anudan Par Sand Vitaran (as per budget book name-NASL SUDHAR HETU SANDON KA VITARAN)" in which assistance is given to bull custodian who is approved by their Gram Panchayat eg. reproductively capable bull so that he can improve his livelihood. The Scheme is implemented through district offices of the Department of Livestock Development, Chhattisgarh;
And whereas, under the Scheme, subsidies (grants) are given to the beneficiaries in the form of kind (reproductively capable bull of improved or graded breed). The improved or graded breed of reproductively capable bull is either procured from government cattle farm or purchased via tender through implementing agency, in which bull custodian get assistance as improved/graded reproductively capable bull to increase their cattle farming capabilities via breed improvement services in bovine cattle of their Gram Panchayat or nearby area and thereby improve their livelihood standards. To the bonafide citizens of Chhattisgarh State, who are bull custodians approved by their Gram Panchayat, assistance are provided through Implementing Agency as per the guidelines of the Scheme;
And whereas, under the said Scheme, recurring expenditure is incurred from the Consolidated Fund of Government of Chhattisgarh;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (No. 18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the State Government, hereby, notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act, and any individuals shall visit any Aadhaar enrolment centre (available at the Unique Identification Authority of India (UIDAI) website www uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the scheme shall be given to such individual, subject to the production of the following documents, namely :-
(a) If he has enrolled, his Aadhaar Enrolment Identification slip; and (b) Any one of the following documents, namely:-
(i) Bank or Post office passbook with photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MGNREGA card; or
(vii) Kisan Photo passbook; or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (No. 59 of 1988); ог
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tahsildar on an official letter head; or (x) Any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhar under the Scheme.
3. In all cases, where Aadhaar authentication fairs due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible, authentication by Aadhaar one time password or time based one time password with limited time validity, as the case may be, shall be admissible;
(c) In all other cases where biometric or Aadhaar one time password or time-based one-time password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits. The concerned Department through its Implementing Agency shall follow the exception handling mechanism as specified in Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India, in the Office Memorandum dated the 19th December, 2017 (available on https://dbtbharat. gov.in/).
This notification shall come into force from the date of its publication in the Official Gazette in all the districts and all the areas within the Inter-State limits of the State of Chhattisgarh.

(ग) अन्य सभी मामलों में, जहाँ बायोमेट्रिक या आधार वन-टाईम पासवर्ड या टाईम आधारित वन-टाईम पासवर्ड अधिप्रमाणन संभव नहीं है, वहाँ योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसके अधिप्रमाणन का सत्यापन, आधार पत्र पर मुद्रित क्विक रिस्पांस (क्यूआर) कोड के माध्यम से की जा सकती है तथा क्विक रिस्पांस (क्यूआर) कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से, सुविधाजनक स्थानों पर उपलब्ध करायी जाएगी।

NOTIFICATION
No. F8-23/35/22/2024.— Whereas, the use of Aadhaar as an identity document for delivery of subsidies, benefits or services simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Department of Livestock Development is administering and conducting the scheme of "Unnat Mada Vats Paalan (as per Budget Book, Name- VISHESHH PASHUPALAN KARYAKRAM) " in which Assistance is given to the cattle farmers as calf-grower feed so that they can improve their livelihood. The Scheme is implemented through district offices of the Department of Livestock Development, Chhattisgarh;
And whereas, under the Scheme, subsidies (grants) are provided to the beneficiaries in the form of kind (cattle calf grower feed). The supplementary cattle feed (calf-grower feed), Under the scheme, required for the maintenance of improved breed of female cattle calf born through artificial insemination, is procured at the approved rate of MARKFED (Chhattisgarh State Co-Coperative Marketing Federation Limited., MARKFED), Chhattisgarh either from Chhattisgarh State Seed Corporation or purchased via tender through Implementing Agency, in which the cattle farmer get assistance as calf-grower feed to increase their cattle farming capabilities and improve their livelihood standards. The bonafide citizens of Chhattisgarh State, who owned artificial-insemination assisted born female upgraded cattle calf, assistance are provided through Implementing Agency as per the guidelines of the Scheme;
And whereas, under the said Scheme, recurring expenditure is incurred from the Consolidated Fund of Government of Chhattisgarh;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the State Government, hereby, notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act, and any individuals shall visit any Aadhaar enrolment centre (available at the Unique Identification Authority of India (UIDAI) website www uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the scheme shall be given to such individual, subject to the production of the following documents, namely :-
(a) If he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) Any one of the following documents, namely:-
(i) Bank or Post office passbook with photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MGNREGA card; or
(vii) Kisan Photo passbook; or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (No. 59 of 1988); ог
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tahsildar on an official letter head; or
(x) Any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhar under the Scheme.
3. In all cases, where Aadhaar authentication fairs due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible, authentication by Aadhaar one time password or time based one time password with limited time validity, as the case may be, shall be admissible;
(c) In all other cases where biometric or Aadhaar one time password or time- based one-time password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits. The concerned Department through its Implementing Agency shall follow the exception handling mechanism as specified in Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India, in the Office Memorandum dated the 19th December, 2017 (available on https://dbtbharat. gov.in/).
This notification shall come into force from the date of its publication in the Official Gazette in all the districts and all the areas within the Inter-State limits of the State of Chhattisgarh.

और यतः, पशुधन विकास विभाग द्वारा ''राज्य बकरी उद्यमिता विकास'' योजना को प्रशासित एवं संचालित किया जा रहा है, जिसके अन्तर्गत बकरी पालकों को नगद रूप में सहायकी, बकरी इकाई की स्थापना हेतु सहायता दी जाती है, ताकि वे अपनी आजीविका में सुधार कर सके। योजना का क्रियान्वयन पशुधन विकास विभाग, छत्तीसगढ़ के जिला कार्यालयों के माध्यम से किया जाता है;
और यतः, योजना के तहत, नगद रुप में हितग्राहियों को सहायिकी (अनुदान) प्रदान किया जाता हैं। इस योजना के अन्तर्गत एक बकरी इकाई में प्रजनन योग्य तेरह मादा और दो नर बकरियां सम्मिलित हैं, जिन्हें बकरी पालकों द्वारा या तो बैंक ऋण या स्व- वित्तीय आधार पर स्थापित किया जाता हैै, जिसमें बकरी पालकों को नगद सहायता प्रदान की जाती है, जिससे उनकी बकरी पालन क्षमता में वृद्धि और आजीविका मानकों में सुधार होता हैं। छत्तीसगढ़ राज्य के वास्तविक नागरिक, जो बकरी पालक हैं, उन्हें योजना के दिशा निर्देशों के अनुसार क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से सहायता उपलब्ध करवाई जाती है;
और यतः, उक्त योजना में, छत्तीसगढ़ शासन की संचित निधि से आवर्ती व्यय किया जाता है;
अतएव, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं. 18) की धारा 7 के अनुसरण में तथा छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क. 13 सन् 2018) की धारा 8 सहपठित धारा 3 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा, निम्नलिखित अधिसूचित करती है, अर्थात् :-
1.(1) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने हेतु पात्र है, को आधार संख्या रखने का प्रमाण प्रस्तुत करना या आधार अधिप्रमाणन करवाना आवश्यक होगा।
(2) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने के लिये इच्छुक है, जिसके पास आधार संख्या नहीं है या जिन्होंने आधार के लिए अभी तक नामांकन नहीं करवाया है, को योजना के लिए पंजीकरण करने के पूर्व आधार नामांकन हेतु आवेदन करना आवश्यक होगा, बशर्ते कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार संख्या प्राप्त करने का हकदार हो, तथा ऐसे कोई भी व्यक्ति, आधार नामांकन करवाने के लिए किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) की वेबसाइट www.uidai.gov.in पर उपलब्ध) में आवेदन कर सकता है।
(3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार, विभाग को अपने क्रियान्वयन एजेंसी के माध्यम से, उन हितग्राहियों के लिए आधार नामांकन सुविधायें प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द्र अवस्थित नहीं होने की स्थिति में, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार के रुप में, सुविधाजनक स्थानों पर आधार नामांकन सुविधा प्रदान करवायेगाः
परन्तु यह कि जब तक व्यक्ति को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यक्तियों को निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन रहते हुए, योजना के तहत लाभ दिया जाएगा, अर्थात् :-
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्ची; और
(ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) बैंक या पोस्ट ऑफिस की फोटो युक्त पासबुक; या
(दो) स्थाई खाता संख्या (पैन) कार्ड; या
(तीन) पासपोर्ट; या
(चार) राशन कार्ड; या
(पाँच) मतदाता पहचान पत्र; या
(छः) मनरेगा कार्ड; या
(सात) किसान फोटो पासबुक; या
(आठ) मोटरयान अधिनियम, 1988 (1988 का 59) के तहत लाइसेंसिंग प्राधिकरण द्वारा जारी ड्राइविंग लाइसेंस; या
(नौ) राजपत्रित अधिकारी या तहसीलदार द्वारा आधिकारिक लेटर हेड पर जारी किए गए ऐसे व्यक्ति की फोटो युक्त पहचान का प्रमाणपत्र; या
(दस) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए अभिहित अधिकारी द्वारा की जायेगी।
2. योजनांतर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने के क्रम में विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, सभी आवश्यक व्यवस्थाएं करेगा, ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांतर्गत आधार की आवश्यकता के विषय में जागरुक करने के लिए, मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जाएगा। 3. सभी मामलों में, जहाँ हितग्राहियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन, विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात्ः-
(क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग निर्बाध रीति से लाभ प्रदान करने हेतु अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या फेस अधिप्रमाणन के साथ-साथ फिंगरप्रिंट अधिप्रमाणन के लिए प्रावधान करेगा;
(ख) फिंगरप्रिंट या आईरिस स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल ना होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाईम पासवर्ड या सीमित समय वैधता के साथ टाईम आधारित वन टाईम पासवर्ड, जैसी भी स्थिति हो, के द्वारा अधिप्रमाणन स्वीकार्य होगा;

The Scheme is implemented through district offices of the Department of Livestock Development, Chhattisgarh;
And whereas, under the Scheme, subsidies (grants) are given to the beneficiaries in the form of cash. A goat unit, under the scheme, is comprised of reproductively capable thirteen female goat and two male goat, established by goat farmer either through bank loan or on self finance basis, in which goat farmer get assistance as cash to increase their goat farming capabilities and improve their livelihood standards. The bonafide citizens of Chhattisgarh State, who are goat farmers, assistance are provided through Implementing Agency as per the guidelines of the Scheme;

और यतः, योजना के तहत, नकद रुप में हितग्राहियों को सहायिकी (अनुदान) प्रदान किया जाता हैं। इस योजना के अन्तर्गत एक डेयरी इकाई में कम से कम 10 लीटर / दिन क्षमता वाली दो दुधारू गाय सम्मिलित हैं, जिसे डेयरी पालकों द्वारा बैंक ऋण या स्व- वित्तीय आधार पर स्थापित किया जाता हैै, जिसमें डेयरी पालकों को नगद सहायता प्रदान की जाती है, जिससे उनकी डेयरी पालन क्षमता में वृद्धि और आजीविका मानकों में सुधार होता हैं। छत्तीसगढ़ राज्य के वास्तविक नागरिक, जो डेयरी पालक हैं, उन्हें योजना के दिशा निर्देशों के अनुसार क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से सहायता उपलब्ध करवाई जाती है;
और यतः, उक्त योजना में, छत्तीसगढ़ शासन की संचित निधि से आवर्ती व्यय किया जाता है;
अतएव, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं. 18) की धारा 7 के अनुसरण में तथा छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (क. 13 सन् 2018) की धारा 8 सहपठित धारा 3 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा, निम्नलिखित अधिसूचित करती है, अर्थात् :-
1.(1) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने हेतु पात्र है, को आधार संख्या रखने का प्रमाण प्रस्तुत करना या आधार अधिप्रमाणन करवाना आवश्यक होगा।
(2) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने के लिये इच्छुक है, जिसके पास आधार संख्या नहीं है या जिन्होंने आधार के लिए अभी तक नामांकन नहीं करवाया है, को योजना के लिए पंजीकरण करने के पूर्व आधार नामांकन हेतु आवेदन करना आवश्यक होगा, बशर्ते कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार संख्या प्राप्त करने का हकदार हो, तथा ऐसे कोई भी व्यक्ति, आधार नामांकन करवाने के लिए किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) की वेबसाइट www.uidai.gov.in पर उपलब्ध) में आवेदन कर सकता है।
(3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार, विभाग को अपने क्रियान्वयन एजेंसी के माध्यम से, उन हितग्राहियों के लिए आधार नामांकन सुविधायें प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द्र अवस्थित नहीं होने की स्थिति में, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार के रुप में, सुविधाजनक स्थानों पर आधार नामांकन सुविधा प्रदान करवायेगाः
परन्तु यह कि जब तक व्यक्ति को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यक्तियों को निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन रहते हुए, योजना के तहत लाभ दिया जाएगा, अर्थात् :-
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्ची; और
(ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) बैंक या पोस्ट ऑफिस की फोटो युक्त पासबुक; या
(दो) स्थाई खाता संख्या (पैन) कार्ड; या
(तीन) पासपोर्ट; या
(चार) राशन कार्ड; या
(पाँच) मतदाता पहचान पत्र; या
(छः) मनरेगा कार्ड; या
(सात) किसान फोटो पासबुक; या
(आठ) मोटरयान अधिनियम, 1988 (1988 का 59) के तहत लाइसेंसिंग प्राधिकरण द्वारा जारी ड्राइविंग लाइसेंस; या
(नौ) राजपत्रित अधिकारी या तहसीलदार द्वारा आधिकारिक लेटर हेड पर जारी किए गए ऐसे व्यक्ति की फोटो युक्त पहचान का प्रमाणपत्र; या
(दस) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए अभिहित अधिकारी द्वारा की जायेगी।
2. योजनांतर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने के क्रम में विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, सभी आवश्यक व्यवस्थाएं करेगा, ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांतर्गत आधार की आवश्यकता के विषय में जागरुक करने के लिए, मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जाएगा। 3. सभी मामलों में, जहाँ हितग्राहियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन, विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात्ः-
(क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग निर्बाध रीति से लाभ प्रदान करने हेतु अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या फेस अधिप्रमाणन के साथ-साथ फिंगरप्रिंट अधिप्रमाणन के लिए प्रावधान करेगा;
(ख) फिंगरप्रिंट या आईरिस स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल ना होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाईम पासवर्ड या सीमित समय वैधता के साथ टाईम आधारित वन टाईम पासवर्ड, जैसी भी स्थिति हो, के द्वारा अधिप्रमाणन स्वीकार्य होगा;
(ग) अन्य सभी मामलों में, जहाँ बायोमेट्रिक या आधार वन-टाईम पासवर्ड या टाईम आधारित वन-टाईम पासवर्ड अधिप्रमाणन संभव नहीं है, वहाँ योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसके अधिप्रमाणन का सत्यापन, आधार पत्र पर मुद्रित क्विक रिस्पांस (क्यूआर) कोड के माध्यम से की जा सकती है तथा क्विक रिस्पांस (क्यूआर) कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से, सुविधाजनक स्थानों पर उपलब्ध करायी जाएगी।
4. उपरोक्त के अतिरिक्त, यह सुनिश्चित करने के क्रम में लिए कि योजना के तहत कोई भी वास्तविक हितग्राही, उसको मिलने वाले लाभों से वंचित न हो, संबंधित विभाग अपनी क्रियान्वयन एजेन्सी के माध्यम से, अपवाद प्रबंधन तंत्र का पालन करेंगे, जैसा कि डायरेक्ट बेनिफिट ट्रांसफर मिशन, कैबिनेट सचिवालय, भारत सरकार के कार्यालय ज्ञापन दिनांक 19 दिसंबर, 2017 (https://dbtbharat.gov.in पर उपलब्ध) में विनिर्दिष्ट है।

NOTIFICATION
No. F8-23/35/22/2024.— Whereas, the use of Aadhaar as an identity document for delivery of subsidies, benefits or services simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Department of Livestock Development is administering and conducting the scheme of "RAJYA POSHIT DAIRY UDYAMITA VIKAS YOJNA" in which assistance is given to the dairy farmers to establish a dairy unit as cash subsidy, so that they can improve their livelihood. The Scheme is implemented through district offices of the Department of Livestock Development, Chhattisgarh;
And whereas, under the Scheme, subsidies (grants) are given to the beneficiaries in the form of cash. A dairy unit, under the scheme, comprised of two milch cows having minimum 10 litres/day capacity is set up by the dairy farmers through bank loan or on self-financing basis, in which dairy farmers get assistance as cash subsidy to increase their dairy farming capabilities and improve their livelihood standards. To the bonafide citizens of Chhattisgarh State, who are dairy farmers, assistance are provide through Implementing Agency as per the guidelines of the Scheme;
And whereas, under the said Scheme, recurring expenditure is incurred from the Consolidated Fund of Government of Chhattisgarh;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the State Government, hereby, notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act, and any individuals shall visit any Aadhaar enrolment centre (available at the Unique Identification Authority of India (UIDAI) website www uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the scheme shall be given to such individual, subject to the production of the following documents, namely :-
(a) If he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) Any one of the following documents, namely:-
(i) Bank or Post office passbook with photo; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MGNREGA card; or
(vii) Kisan Photo passbook; or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (No. 59 of 1988); ог
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tahsildar on an official letter head; or
(x) Any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhar under the Scheme.
3. In all cases, where Aadhaar authentication fairs due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible, authentication by Aadhaar one time password or time based one time password with limited time validity, as the case may be, shall be admissible;
(c) In all other cases where biometric or Aadhaar one time password or time-based one-time password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits. The concerned Department through its Implementing Agency shall follow the exception handling mechanism as specified in Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India, in the Office Memorandum dated the 19th December, 2017 (available on https://dbtbharat. gov.in/).
This notification shall come into force from the date of its publication in the Official Gazette in all the districts and all the areas within the Inter-State limits of the State of Chhattisgarh.

और यतः, योजना के तहत, नगद रुप में हितग्राहियों को सहायिकी (अनुदान) प्रदान किया जाता हैं। योजना के अन्तर्गत दुग्ध क्रय छत्तीसगढ़ राज्य सहकारी डेयरी फेडरेशन लिमिटेड ( जो इसके पश्चात् सीएससीडीएफएल के रूप में निर्दिष्ट है) की डेयरी सहकारी समितियों द्वारा की जाती है, जहां पशुपालक अपना दूध परिवहन करते हैं और सीएससीडीएफएल की डेयरी सहकारी समितियों के स्थानीय दूध संग्रहण केंद्रों या शीतलन केंद्रों में विक्रय करते हैं, जिसमें दुग्ध उत्पादकों को नगद सहायता प्रदान की जाती है, जिससे उनकी दुग्ध उत्पादन क्षमता में वृद्धि और आजीविका मानकों में सुधार होता हैं। छत्तीसगढ़ राज्य के वास्तविक नागरिक, जो दुग्ध उत्पादक हैं, उन्हें योजना के दिशा निर्देशों के अनुसार क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से सहायता उपलब्ध करवाई जाती है;

(क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग निर्बाध रीति से लाभ प्रदान करने हेतु अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या फेस अधिप्रमाणन के साथ-साथ फिंगरप्रिंट अधिप्रमाणन के लिए प्रावधान करेगा;

NOTIFICATION
No. F8-23/35/22/2024.— Whereas, the use of Aadhaar as an identity document for delivery of subsidies, benefits or services simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Department of Livestock Development is administering and conducting the scheme of "Dugdh Parivahan Anudaan (As Per Budget Book, Name- DUGDHA UTPADAN EVAM ADHOSANRACHANA)" in which assistance is provided to cattle farmer as milk transport cash subsidy so that they can improve their livelihood. The Scheme is implemented through district offices of the Department of Livestock Development, Chhattisgarh;
And whereas, under the Scheme, subsidies (grants) are given to the beneficiaries in the form of cash. The procurement of milk, under the scheme is done by dairy cooperative societies of the Chhattisgarh State Cooperative Dairy Federation Limited (hereinafter referred to as CSCDFL), at where cattle farmer transport their milk and sell to the local milk collection centers or chilling centers of dairy cooperative societies of CSCDFL, in which the cattle farmer get assistance as cash subsidy to increase their dairy farming capabilities and improve their livelihood standard. The bonafide citizens of Chhattisgarh State, who are cattle farmers or milk producers, assistance are provide through Implementing Agency as per the guidelines of the Scheme;
And whereas, under the said Scheme, recurring expenditure is incurred from the Consolidated Fund of Government of Chhattisgarh;
Now, therefore, in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) and in exercise of the powers conferred by Section 8 read with Section 3 of the Chhattisgarh Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services and Protection of Information) Act, 2018 (No.13 of 2018), the State Government, hereby, notifies the following, namely:-
1. (1) An individual eligible for receiving the benefits under the scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrollment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per Section 3 of the said Act, and any individuals shall visit any Aadhaar enrolment centre (available at the Unique Identification Authority of India (UIDAI) website www uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016, the Department through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tahsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the scheme shall be given to such individual, subject to the production of the following documents, namely :-
(a) If he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) Any one of the following documents, namely:-
(i) Bank or Post office passbook with photo; or
(ii) Permanent Account Number (PAN) Card; or (iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) MGNREGA card; or
(vii) Kisan Photo passbook; or
(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (No. 59 of 1988); ог (ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tahsildar on an official letter head; or
(x) Any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhar under the Scheme.
3. In all cases, where Aadhaar authentication fairs due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) In case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible, authentication by Aadhaar one time password or time based one time password with limited time validity, as the case may be, shall be admissible;
(c) In all other cases where biometric or Aadhaar one time password or time- based one-time password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits. The concerned Department through its Implementing Agency shall follow the exception handling mechanism as specified in Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India, in the Office Memorandum dated the 19th December, 2017 (available on https://dbtbharat. gov.in/).
This notification shall come into force from the date of its publication in the Official Gazette in all the districts and all the areas within the Inter-State limits of the State of Chhattisgarh.

क्रमांक/एफ 8-23/35/22/2024.— यतः, सहायिकियों, प्रसुविधाओं या सेवाओं के परिदान हेतु पहचान दस्तावेज के रूप में आधार के उपयोग से सरकारी परिदान प्रक्रियाएं सुगम हो जाती है, पारदर्शिता और दक्षता आ जाती है और हितग्राही, अपनी पहचान साबित करने के लिए बहुविध दस्तावेज प्रस्तुत करने की आवश्यकता से मुक्त होते हुए, सुविधाजनक और निर्बाध तरीके से सीधे अपना अधिकार प्राप्त करने के योग्य हो जाते हैं;
और यतः, पशुधन विकास विभाग द्वारा ''छत्तीसगढ़ कुक्कुट पालन प्रोत्साहन '' योजना को प्रशासित एवं संचालित किया जा रहा है, जिसके अन्तर्गत कुक्कुट पालकों को नगद रूप में सहायकी सहायता दी जाती है, ताकि वह अपनी आजीविका में सुधार कर सके। योजना का क्रियान्वयन पशुधन विकास विभाग, छत्तीसगढ़ के जिला कार्यालयों के माध्यम से किया जाता है;
और यतः, योजना के तहत्, नगद रुप में हितग्राहियों को सहायिकी (अनुदान) प्रदान की जाती हैं। इस योजना के तहत् 1000 के गुणांकों में 1000 से 10000 तक की कुक्कुट संख्या के आकार की कुक्कुट पालन इकाई (ब्रॉयलर/लेयर) की स्थापना के लिए आवश्यक पूंजी निवेश कुक्कुट पालकों द्वारा बैंक ऋण या स्व-वित्त के आधार पर वहन किया जाता है, जिसमें कुक्कुट पालकों को नगद सहायता प्रदान की जाती है, जिससे उनकी कुक्कुट पालन क्षमता में वृद्धि और आजीविका मानकों में सुधार होता हैं। छत्तीसगढ़ राज्य के वास्तविक नागरिक, जो कुक्कुट पालक हैं, उन्हें योजना के दिशा निर्देशों के अनुसार क्रियान्वयन अभिकरण (एजेंसी) के माध्यम से सहायता उपलब्ध करवाई जाती है;
और यतः, उक्त योजना में, छत्तीसगढ़ शासन की संचित निधि से आवर्ती व्यय किया जाता है;
अतएव, आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (2016 का सं. 18) की धारा 7 के अनुसरण में तथा छत्तीसगढ़ आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान तथा सूचना का संरक्षण) अधिनियम, 2018 (र्क. 13 सन् 2018) की धारा 8 सहपठित धारा 3 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा, निम्नलिखित अधिसूचित करती है, अर्थात् :-
1.(1) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने हेतु पात्र है, को आधार संख्या रखने का प्रमाण प्रस्तुत करना या आधार अधिप्रमाणन करवाना आवश्यक होगा।
(2) कोई भी व्यक्ति, जो योजनान्तर्गत लाभ प्राप्त करने के लिये इच्छुक है, जिसके पास आधार संख्या नहीं है या जिन्होंने आधार के लिए अभी तक नामांकन नहीं करवाया है, को योजना के लिए पंजीकरण करने के पूर्व आधार नामांकन हेतु आवेदन करना आवश्यक होगा, बशर्ते कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार संख्या प्राप्त करने का हकदार हो, तथा ऐसे कोई भी व्यक्ति, आधार नामांकन करवाने के लिए किसी भी आधार नामांकन केंद्र (भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) की वेबसाइट www.uidai.gov.in पर उपलब्ध) में आवेदन कर सकता है।
(3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के अनुसार, विभाग को अपने क्रियान्वयन एजेंसी के माध्यम से, उन हितग्राहियों के लिए आधार नामांकन सुविधायें प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द्र अवस्थित नहीं होने की स्थिति में, विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, यूआईडीएआई के विद्यमान रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार के रुप में, सुविधाजनक स्थानों पर आधार नामांकन सुविधा प्रदान करवायेगाः
परन्तु यह कि जब तक व्यक्ति को आधार समनुदेशित नहीं किया जाता है, तब तक ऐसे व्यक्तियों को निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन रहते हुए, योजना के तहत लाभ दिया जाएगा, अर्थात् :-
(क) यदि उसने नामांकन किया है, तो उसकी आधार नामांकन पहचान पर्ची; और
(ख) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात् :-
(एक) बैंक या पोस्ट ऑफिस की फोटो युक्त पासबुक; या
(दो) स्थाई खाता संख्या (पैन) कार्ड; या
(तीन) पासपोर्ट; या
(चार) राशन कार्ड; या
(पाँच) मतदाता पहचान पत्र; या
(छः) मनरेगा कार्ड; या
(सात) किसान फोटो पासबुक; या (आठ) मोटरयान अधिनियम, 1988 (1988 का 59) के तहत लाइसेंसिंग प्राधिकरण द्वारा जारी ड्राइविंग लाइसेंस; या
(नौ) राजपत्रित अधिकारी या तहसीलदार द्वारा आधिकारिक लेटर हेड पर जारी किए गए ऐसे व्यक्ति की फोटो युक्त पहचान का प्रमाणपत्र; या
(दस) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेजः
परन्तु यह और कि उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस उद्देश्य के लिए अभिहित अधिकारी द्वारा की जायेगी।
2. योजनांतर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने के क्रम में विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, सभी आवश्यक व्यवस्थाएं करेगा, ताकि यह सुनिश्चित किया जा सके कि हितग्राहियों को योजनांतर्गत आधार की आवश्यकता के विषय में जागरुक करने के लिए, मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जाएगा। 3. सभी मामलों में, जहाँ हितग्राहियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से आधार अधिप्रमाणन, विफल हो जाता है, वहाँ निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात्ः-
(क) खराब फिंगरप्रिंट गुणवत्ता के मामले में, अधिप्रमाणन के लिए आईरिस स्कैन या फेस अधिप्रमाणन की सुविधा को अपनाया जाएगा, जिससे विभाग निर्बाध रीति से लाभ प्रदान करने हेतु अपनी क्रियान्वयन एजेंसी के माध्यम से, आईरिस स्कैनर या फेस अधिप्रमाणन के साथ-साथ फिंगरप्रिंट अधिप्रमाणन के लिए प्रावधान करेगा;
(ख) फिंगरप्रिंट या आईरिस स्कैन या फेस अधिप्रमाणन के माध्यम से बायोमेट्रिक अधिप्रमाणन सफल ना होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाईम पासवर्ड या सीमित समय वैधता के साथ टाईम आधारित वन टाईम पासवर्ड, जैसी भी स्थिति हो, के द्वारा अधिप्रमाणन स्वीकार्य होगा;
(ग) अन्य सभी मामलों में, जहाँ बायोमेट्रिक या आधार वन-टाईम पासवर्ड या टाईम आधारित वन-टाईम पासवर्ड अधिप्रमाणन संभव नहीं है, वहाँ योजना के तहत भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसके अधिप्रमाणन का सत्यापन, आधार पत्र पर मुद्रित क्विक रिस्पांस (क्यूआर) कोड के माध्यम से की जा सकती है तथा क्विक रिस्पांस (क्यूआर) कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से, सुविधाजनक स्थानों पर उपलब्ध करायी जाएगी।
4. उपरोक्त के अतिरिक्त, यह सुनिश्चित करने के क्रम में लिए कि योजना के तहत कोई भी वास्तविक हितग्राही, उसको मिलने वाले लाभों से वंचित न हो, संबंधित विभाग अपनी क्रियान्वयन एजेन्सी के माध्यम से, अपवाद प्रबंधन तंत्र का पालन करेंगे, जैसा कि डायरेक्ट बेनिफिट ट्रांसफर मिशन, कैबिनेट सचिवालय, भारत सरकार के कार्यालय ज्ञापन दिनांक 19 दिसंबर, 2017 (https://dbtbharat.gov.in पर उपलब्ध) में विनिर्दिष्ट है।

The Scheme is implemented through district offices of the Department of Livestock Development, Chhattisgarh;
And whereas, under the Scheme, subsidies (grants) are given to the beneficiaries in the form of cash. The fixed capital investment, under the scheme, required for establishment of a poultry unit (Broiler/Layer) of the size of poultry numbers ranging from 1000 to 10000 in the multiples of 1000, is bear by poultry farmers through bank loan or on self finance basis, in which poultry farmers get assistance as cash subsidy to increase their poultry farming capabilities and improve their livelihood standard. To the bonafide citizens of Chhattisgarh State, who are poultry farmers, assistance are provide through Implementing Agency as per the guidelines of the Scheme;
And whereas, under the said Scheme, recurring expenditure is incurred from the Consolidated Fund of Government of Chhattisgarh;
