अधिसूचना
क्र. एफ 8-92/35/05/2025.— छत्तीसगढ़ गौ-सेवा आयोग अधिनियम, 2004 (क्र. 23 सन् 2004) की धारा 23 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्द्वारा, छत्तीसगढ़ गौ-सेवा आयोग नियम, 2005 में निम्नलिखित और संशोधन करती है, अर्थात्ः-

उक्त नियमों में.-
1. नियम 11 के उप-नियम (11) के खण्ड (एक) में, शब्द एवं अंक ''रू. 750.00'' एवं ''20.00 लाख (रु. बीस लाख)'' के स्थान पर, क्रमशः शब्द, अंक एवं कोष्टक ''रु. 1050.00'' एवं ''रू. 25.00 लाख (रू. पच्चीस लाख)'' प्रतिस्थापित किया जाये।
2. नियम 11 के उप-नियम (11) के खण्ड (आठ) में, शब्द अंक एवं चिन्ह् ''रू. 25.00'' के स्थान पर, शब्द, अंक एवं कोष्टक ''रू. 35.00 (रूपए पैंतीस)'' प्रतिस्थापित किया जाये।
3. नियम 11 के उप-नियम (11) के खण्ड (नौ) में, शब्द एवं अंक ''रूपए 25.00'' के स्थान पर, शब्द, अंक एवं कोष्टक ''रूपए 35.00 (रूपए पैतीस)'' प्रतिस्थापित किया जाये।
4. नियम 16 के पश्चात् निम्नलिखित जोड़ा जाए, अर्थात्ः-
''16-क. जिला स्तरीय एवं विकास खण्ड स्तरीय समिति का गठन, नियुक्ति एवं संचालन.-
(1) समिति का गठनः-
(क) जिला स्तरीय समिति :-
(एक) राज्य शासन द्वारा नामांकित (अशासकीय) - अध्यक्ष
(दो) राज्य शासन द्वारा नामंकित 5 (अशासकीय) - सदस्य
(तीन) जिला पंचायत, अध्यक्ष - पदेन सदस्य
(चार) कलेक्टर - पदेन सदस्य (सात) आयुक्त नगर निगम/मुख्य नगर पालिका - पदेन सदस्य
अधिकारी, नगर पालिका/नगर पंचायत
(आठ) उप संचालक, पशु चिकित्सा सेवायें - सदस्य सचिव
(ख) विकास खण्ड स्तरीय समिति :-
(एक) राज्य शासन द्वारा नामंकित (अशासकीय) - अध्यक्ष
(दो) राज्य शासन द्वारा नामंकित (5 अशासकीय) - सदस्य
(तीन) जनपद पंचायत, अध्यक्ष - पदेन सदस्य
(चार) अनुविभागीय अधिकारी (पुलिस)/ - पदेन सदस्य नगर निरीक्षक (पुलिस)
(पाँच) मुख्य कार्यपालन अधिकारी, जनपद पंचायत - पदेन सदस्य
(छः) तहसीलदार/नायब तहसीलदार - पदेन सदस्य
(सात) मुख्य नगर पालिका अधिकारी - पदेन सदस्य
(आठ) पशु चिकित्सा सहायक शल्य (खण्ड अधिकारी) - सदस्य सचिव

(नौ) अनुविभागीय अधिकारी (राजस्व) - विशेष आमंत्रित सदस्य
(2) समिति सदस्यो की नियुक्ति :-
जिला स्तरीय समिति का मुख्यालय, संबंधित जिला तथा विकासखंड स्तरीय समिति का मुख्यालय, संबंधित विकासखंड में होगा। राज्य शासन द्वारा जिला स्तरीय एवं विकास खंड स्तरीय समिति के अशासकीय अध्यक्ष एवं सदस्यों की नियुक्ति की जायेगी, जो नियुक्ति दिनांक से तीन वर्ष की कालावधि के लिये होगा। अशासकीय सदस्य राज्य शासन को अपने हस्ताक्षरित लेख द्वारा अपना पद त्याग सकेंगे। अशासकीय सदस्यों को रिक्त होने की स्थिति में, शासकीय सदस्यों द्वारा कार्य संपादित किया जा सकेगा।
(3) समिति के कार्यः-
1. छत्तीसगढ़ राज्य में पंजी—त गौ-शालाओं के पर्यवेक्षण एवं निरीक्षण का कार्य।
2. जिला एवं विकासखंड स्तरीय समिति छत्तीसगढ़ —षिक पशु परिरक्षण अधिनियम, 2004 (क्र. 28 सन् 2006), छत्तीसगढ़ —षिक पशु परिरक्षण नियम, छत्तीसगढ़ गौ-सेवा आयोग अधिनियम, 2004, छत्तीसगढ़ गौ-सेवा आयोग नियम एवं पशु क्रुरता निवारण अधिनियम, 1960 (क्र. 59 सन् 1960) के क्रियान्वयन हेतु कार्य करेगी। 3. जिला स्तरीय समिति, जिला स्तर पर तथा विकासखंड स्तरीय समिति, विकासखंड स्तर पर गौ-शाला प्रतिनिधियों, —षकों को जैविक खेती के महत्व, जैविक खाद उत्पादन एवं पंचगव्य उत्पादन हेतु प्रशिक्षण की व्यवस्था करेगी।
4. गौ-शाला पंजीयन हेतु आवेदन पत्र, विकासखंड समिति की अनुशंसा के साथ जिला स्तरीय समिति के समक्ष प्रस्तुत किया जएगा तथा जिला स्तरीय समिति की अनुशंसा के आधार पर, छत्तीसगढ़ गौ-सेवा आयोग, गौ-शाला का पंजीयन, क्रियान्वयन समिति के अनुमोदन के आधार पर करने में सक्षम होगा।
5. जिला स्तरीय समिति, प्रत्येक दो माह में एक बार एवं विकास खंड स्तरीय समिति प्रत्येक माह में एक बार बैठक करेगी। बैठक की अध्यक्षता, जिला स्तरीय एवं विकासखंड स्तरीय समिति के अध्यक्ष द्वारा की जाएंगी। अध्यक्ष की अनुपस्थिति में, उपस्थित सदस्य में से किसी एक सदस्य को अध्यक्षता करने के लिये निर्वाचित किया जा सकेगा। बैठक का आयोजन एवं समस्त व्यवस्था समिति के सदस्य सचिव द्वारा की जाएंगी।
6. प्रत्येक त्रैमास में, विकासखंड स्तरीय समिति, गौ-शाला का निरीक्षण कर गौ-शाला को प्रदाय अनुदान, उसकी उपयोगिता, गौ-शाला में उपलब्ध अधोसंरचना, पोषण तथा आहार व्यवस्था एवं पशुधन स्वास्थ के संबंध में अपना प्रतिवेदन, जिला स्तरीय समिति के समक्ष प्रस्तुत करेगी। जिला स्तरीय समिति, गौ-शाला में अव्यवस्था के संबंध में गौ-सेवा आयोग को प्रतिवेदन प्रस्तुत करेगी।

NOTIFICATION
No. F 8-92/35/05/2025.— In exercise of the powers conferred by Section 23 of the Chhattisgarh Go- Seva Ayog Adhiniyam, 2004 (No. 23 of 2004), the State Government, hereby, makes the following further amendment in the Chhattisgarh Go-Seva Ayog Rules, 2005, namely:-
AMENDMENT
In the said rules,-
1. In clause (i) of sub-rule (11) of rule 11, for the words and figures"Rs.750.00" and "20.00 Lacs (Rs.twenty Lacs)", the words, figures and parentheses "Rs.1050.00" and "Rs.25.00 Lakhs (Rs.Twenty five Lakhs" shall be substituted, respectively.
2. In clause (viii) of sub-rule (11) of rule 11, for the words, figures and symbol "Rs. 25.00", the words, figures and parentheses "Rs. 35.00 (Rupees thirty five)" shall be substituted.
3. In clause (ix) of sub-rule (11) of rule 11, for the words and figures "Rupees 25.00", the words, figures and parentheses "Rupees 35.00 (Rupees thirty five)" shall be substituted.
4. After rule 16, the following rule shall be added, namely:-
"16-A. Constitution, appointment and functions of District Level and Block Level Committees.- (1) Constitution of the Committees:-
(a) District level committee:-
(i) Nominated by the State Government (Non-official) - Chairman
(ii) Nominated by the State Government (5 Non-official) - Member
(iii) District Panchayat, Chairman - Ex-officio Member (iv) Collector - Ex-officio Member (v) Superintendent of Police - Ex-officio Member (vi) Chief Executive Officer, District Panchayat - Ex-officio Member (vii) Commissioner, Municipal Corporation/ Chief Municipal Officer, Nagar Palika / Nagar Panchayat - Ex-officio Member (viii) Deputy Director, Veterinary Services
- Member-Secretary (b) Block Level Committee:-
(i) Nominated by the State Government (Non-official) - Chairman
(ii) Nominated by the State Government (5 Non-official) - Member

(2) Appointment of Committee Members :-
The headquarters of the district level committee will be the concerned district and the headquarters of the block level committee will be the concerned block. The State Government will appoint the Non-Official Chairman and Members of the district level and block level committee, which will be for a period of three years from the date of appointment. The Non- Official Members can resign from their posts by writing a letter signed by them to the State Government. In case of vacancy of Non-Official Members, the work can be done by the government members.
(3) Functions of the Committee :–
(1) Supervision and inspection of registered Gaushalas in State Chhattisgarh.
(2) District and Block level committee will work for the implementation of Chhattisgarh Agricultural Cattle Preservation Act, 2004 (No. 28 of 2006), Chhattisgarh Agricultural Cattle Preservation Rules, Chhattisgarh Go-Seva Aayog Adhiniyam 2004, Chhattisgarh Go-Seva Aayog Rules and The Prevention of Cruelty to Animals Act, 1960 (No. 59 of 1960).
(3) The District Level Committee at the district level and the Block Level Committee at the block level will arrange training for Gaushala representatives and farmers on the importance of organic farming, organic manure production and Panchagavya production.
(4) The application form for gaushala registration will be presented before the district level committee with the recommendation of the block level committee and on the basis of the recommendation of the district level committee, Chhattisgarh Go-Seva Aayog will be able to register the Gaushala on the basis of approval in the execution committee.
(5) The district level committee will meet once in every two months and the block level committee will meet once every month. The meeting will be presided over by the chairman of the district level and block level committee. In the absence of the chairman, one of the members present can be elected to preside. The organisation of the meeting and all the arrangements will be done by the member secretary of the committee.
(6) Every quarter, the block level committee will inspect the Gaushala and submit its report to the district level committee regarding the grant provided to the gaushala, its utility, infrastructure available in the gaushala, feed and fodder arrangements and livestock health. The district level committee will submit a report to the Go-seva Aayog regarding the mismanagement in the gaushala."
