क्रमांक एफ 1-118/राजस्व/राहत/2007.— राज्य सरकार एतद् द्वारा, आपदा प्रबंधन अधिनियम, 2005 (क्र. 53 सन् 2005) की धारा 14 सहपठित धारा 78 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुये तथा इस विभाग की अधिसूचना क्रमांक एफ 1- 20/राजस्व/राहत /2006 दिनांक 01 अगस्त 2007 में संशोधन करते हुये निम्नानुसार छत्तीसगढ़ राज्य आपदा प्रबंधन प्राधिकरण बनाई जाती हैः-

1. बैठकों की प्रक्रियाः-
(1) छत्तीसगढ़ आपदा प्रबंधन प्राधिकरण की बैठक आवश्यकतानुसार ऐसे समय और स्थान पर होगी, जैसा कि अध्यक्ष निश्चित करें,
(2) अध्यक्ष बैठकों की अध्यक्षता करेंगे, और अध्यक्ष की अनुपस्थिति अध्यक्षता करेंगे,
(3) प्रत्येक सदस्य को एक मत देने का अधिकार होगा, (4) प्राधिकरण का प्रत्येक निर्णय बहुमत से लिया जाएगा, परन्तु बैठक के अध्यक्षता करने वाला व्यक्ति सामान्य परिस्थिति में मतदान नहीं करेगा, और एक बराबर मत होने को स्थिति में अध्यक्षता करने वाले व्यक्ति का निर्णायक मत होगा,
(5) प्राधिकरण में बैठक की सूचना सचिव के हस्ताक्षर से बैठक में कम से कम 7 दिन पूर्व भेजी जायेगी, (6) प्राधिकरण में बैठक के लिए गणपूर्ति सदस्यता का 50 प्रतिशत होगी, और गणपूर्ति न होने की स्थिति में बैठक उसी स्थान पर 2 घण्टे के लिए स्थगित कर दी जायेगी, और इस प्रकार स्थगित की गई बैठक के लिए गणपूर्ति आवश्यक नहीं होगी।
2. प्राधिकरण का सचिवालय राहत आयुक्त छत्तीसगढ़ का कार्यालय प्राधिकरण का सचिवालय होगा।
3. प्राधिकरण के कार्य और शक्तियां ः- प्राधिकरण को ऐसी शक्तियां होगी तथा वहा ऐसे कार्य करेगा, जैसी कि अधिनियम में उसे दिये गये हैं।
4. प्राधिकरण के अशासकीय सदस्यों के भत्तेः- प्राधिकरण के अशासकीय सदस्यों को ऐसी यात्रा और अन्य भत्तों की पात्रता होगी, जैसी कि राज्य सरकार समय-समय पर आदेश द्वारा निर्देशित करें।

NOTIFICATION
No.F 1-118/Revenue/Relief/2007.— In exercise of the powers conferred by Section 14 read with section 78 of the Disaster Management Act, 2005( No.53 of 2005) and in Supersession of this Department Notification No.1-20/Revenue/Relief/2007 Dated 1st August 2007, The State Government hereby, amend the Chhattisgarh State Disaster Management Authority are as follows.

| (5) | One member to be nominated by Chairperson from the eminent Citizen having experience in the field of Disaster Management. | Ex-officio Member |
| (6) | Two Members to be nominated by Chairperson from the additional Chief Secretaries / Principal Secretaries/ Secretaries to Government of Chhattisgarh. | Ex-officio Member |

1. Procedure of Meeting
(1) Chhattisgarh Disaster Management Authority shall meet as and when necessary and at such time and place as the chairperson may fix.
(2) The Chairperson shallpreside over the meeting of the Authority and in his absence the vice chairperson shall preside over the meetings.
(3) Every member of the Authority shall have one vote.
(4) Every decision of the Authority shall be by majority of votes provided that the person presiding over the meeting will not in the normal circumstances, but in the case of the equality of votes, the person presiding over the meeting shall have the casting vote.
(5) The notice of the meeting of the Authority Shall be sent under the signature of the secretary of the least 7 days before the meeting.
(6) The quorum for the meeting of the Authority shall be 50 % of the membership and in the event of the quorum not being complete, the meeting shall be postponed to be held after 2 hours at the same place and no quorum shall be necessary to the meeting so postponed.
2. Secretariat of the Authority: -The office of the Relief Commissioner of Chhattisgarh.
3. Function and power of the Authority: - The Authority shall have such powers and shall perform such function as are given to it in the Act.
4. Allowances for non-official member of the Authority:- Travel and such allowances shall be admissible to the non-official members of the Authority as the State Government may from time to time by order direct.
