अधिसूचना

क्रमांकः 112/सीएसईआरसी/2025.— विद्युत अधिनियम, 2003 की धारा 50, धारा 181(2)(न) सहपठित 181(2)(भ) तथा धारा 43(1), 46, 47(1) और 47(4) सहपठित धारा 181(1) 181(2)(फ) एवं धारा 181(2)(ब) के तहत निहित शक्तियों को प्रयोग में लाते हुए, छत्तीसगढ़ राज्य विद्युत विनियामक आयोग (इसमें इसके पश्चात्‌, आयोग) द्वारा, ''छत्तीसगढ़ राज्य विद्युत आपूर्ति संहिता, 2011'' (इसमें इसके पश्चात्‌, आपूर्ति संहिता) और इसका पहला, दूसरा, तीसरा और चतुर्थ संशोधन अधिसूचित किया गया है।

विद्युत मंत्रालय, भारत सरकार, नई दिल्ली द्वारा Ease of Living (जीवन को सुगम बनाने) हेतु विद्युत आपूर्ति संहिता और अन्य संबंधित विनियमों में कुछ बदलावों की पहचान की गई है। तद्‌ानुसार, Ease of Living के लिए पहचाने गए बिंदुओं को शामिल करने हेतु आपूर्ति संहिता में संशोधन आवश्यक है।

अतः आयोग, प्रदाय संहिता की कंडिका 1.10 में प्रदत्त शक्तियों को प्रसंग में लाते हुए, टिप्पणीयों एवं सुझावों पर विचार करने के बाद, प्रदाय संहिता में निम्नलिखित संशोधन करती है।

छत्तीसगढ़ राज्य विद्युत आपूर्ति संहिता (पांचवा संशोधन), 2025

1. संक्षिप्त शीर्षक और प्रारंभः

1.1 यह विनियम ''छत्तीसगढ़ राज्य विद्युत आपूर्ति संहिता (पांचवा संशोधन), 2025 कहलायेगा।

1.2 यह विनियम छत्तीसगढ़ राजपत्र में इसके प्रकाशन के दिनांक से प्रभावशील होंगे।

1.3 यह सम्पूर्ण छत्तीसगढ़ राज्य में प्रभावशील होगी।

1.4 अन्य सभी शब्द और अभिव्यक्तियां, जो इस संहिता में प्रयुक्त हैं, किन्तु परिभाषित नहीं किए गए हैं, के वही अर्थ होंगे, जैसा कि छत्तीसगढ़ राज्य विद्युत आपूर्ति संहिता, 2011 (जो इसमें इसके पश्चात्‌, मूल संहिता के रूप में निर्दिष्ट है) में समनुदेषित है।

2. मूल संहिता में, तीसरे संशोधन संहिता के तहत पहले से प्रतिस्थापित कोड 3.4 को आगे

प्रतिस्थापित किया जाता है, अर्थातः

3.4 वोल्टेजवार न्यूनतम व अधिकतम संविदा मांग पर विद्युत आपूर्ति सामान्यतः निम्नानुसार होगी :-

3. चतुर्थ संशोधन संहिता के तहत्‌ पहले से प्रतिस्थापित संहिता 4.1(डी) के पश्चात एक नवीन संहिता

4.1(ई) जोड़ा जाता है :

4.1(ई) यदि कोई उपभोक्ता 10 किलोवाट से अधिक क्षमता का रूफटॉप सोलर पीवी सिस्टम स्थापित करना चाहता है, तो निम्नलिखित अतिरिक्त प्रावधान लागू होंगे;

(i) कोई तकनीकी व्यवहार्यता (technical feasibility) जाँच नहीं की जाएगी।

(ii) यदि संविदा मांग (contract demand) रूफटॉप सोलर प्लांट की क्षमता से कम है जिसे उपभोक्ता स्थापित करना चाहता है, तो संविदा मांग को उस सीमा तक बढ़ाया हुआ माना जाएगा।

(iii) जिस मामले में उपभोक्ता की संविदा मांग को खंड (ii) के तहत कथित प्रावधान के अनुसार बढ़ाया जाता है, तो उपभोक्ता द्वारा शुल्क वहन करने का दायित्व आपूर्ति संहिता के प्रावधानों के अनुसार होगा।

(iv) उपभोक्ता को प्रावधान के अनुसार अतिरिक्त सुरक्षा राशि जमा (additional security) करने की आवश्यकता होगी।

(v) 5 किलोवाट या उससे कम के स्वी—त लोड वाले सिंगल-फेज कनेक्शन के लिए, यदि उपभोक्ता 10 किलोवाट तक का रूफटॉप सोलर पी. व्ही. प्रणाली स्थापित करना चाहता है, तो ऐसे उपभोक्ता के लिए सिंगल-फेज कनेक्शन को थ्री-फेज में परिवर्तित करना आवश्यक है और जब तक यह रूपांतरण नहीं हो जाता, तब तक स्वचलित भार वृद्धि केवल 5 किलोवाट तक ही मान्य होगी। हालाँकि, जैसे ही उपभोक्ता अपने परिसर को थ्री-फेज कनेक्शन के लिए तैयार होने की सूचना देगा, अनुबंधित मांग को उस सीमा तक बढ़ा हुआ माना जाएगा। 4. मूल संहिता के संहिता 4.20 (ii) में नवीन परंतुक जोड़ा जाता है :

यदि कोई भी उपभोक्ता, घरेलू उपभोक्ता को छोड़कर, एक ही परिसर में EV चार्जिंग हेतु EV चार्जिंग स्टेशन स्थापित करने के लिए उपयुक्त मीटरिंग और मीटरिंग उपकरण के साथ अलग निम्नदाब (LT)/उच्चदाब (HT) कनेक्शन प्राप्त कर सकता है।

5. कोड 4.52 (i) में, जो तीसरे संशोधन संहिता द्वारा पहले ही प्रतिस्थापित किया जा चुका है, उसमें

आने वाले शब्द "112 किलोवाट" को "150 किलोवाट" से बदला जाता है।

6. मूल संहिता के संहिता 7.16 (i) के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाता हैः

उपभोक्ता के 150 किलोवाट तक के संबंद्ध भार तक के लिए निम्नदाब (LT) में परिवर्तित होने की अनुमति दी जा सकती है।

टीपः- इस संहिता के हिन्दी संस्करण की अंग्रेजी संस्करण से प्रावधानों की व्याख्या या समझने में अंतर होने की दशा में, अंग्रेजी संस्करण (मूल संस्करण) का तात्पर्य सही माना जाएगा और इस संबंध में किसी भी विवाद की स्थिति में आयोग का निर्णय अंतिम एवं बाध्यकारी होगा।

NOTIFICATION

No. 112/CSERC/2025.— In exercise of powers vested under section 50, Section 181(2)(t) read with 181(2)(x) and the provisions of Section 43(1), 46, 47(1) and 47(4) read with Section 181(1), 181(2)(v) and 181(2)(w) of the Electricity Act 2003 the Chhattisgarh State Electricity Regulatory Commission (herein after, the Commission) has notified "Chhattisgarh State Electricity Supply Code-2011" (herein after, the Principal Code or Supply Code) and its first, second, third and fourth amendments.

The Ministry of Power, GOI, New Delhi, has identified certain changes in the Supply Code and other related Regulations for Ease of Living. Accordingly, to incorporate those points for Ease of Living, the amendment in Supply Code is necessary.

The CSERC, in exercise of the powers vested in it under Clause 1.10 of the Supply Code, and in view of the above, amend the Supply Code.

Chhattisgarh State Electricity Supply Code (Fifth Amendment), 2025

1. Short title and commencement:

1.1 This Code shall be called the "Chhattisgarh State Electricity Supply Code (Fifth Amendment) 2025".

1.2 They shall come into force with effect from the date of their publication in the official Gazette.

1.3 It shall extend to the whole of the state of Chhattisgarh.

1.4 All other words and expressions used in this Code, but not defined, shall have the same meaning as is in the Chhattisgarh State Electricity Supply Code, 2011 (herein after referred to as the principal Code).

2. In the Principal Code, Code 3.4 as previously substituted vide third amendment Code shall

further be substituted, namely:

3.4 The supply voltage-wise minimum and maximum contract demands shall normally be as follows.

3. New code 4.1(e) shall be added after Code 4.1 (d) added vide fourth amendment:

4.1(e) In case of consumer wants to install roof top solar PV system of capacity not exceeding 10 KW, the following additional provision shall be applicable namely:

(i) No technical feasibility shall be carried out.

(ii) If the contract demand is less than capacity of roof top solar plant for which the consumer seeks to install, the contract demand shall be deemed to have been enhance to such extent.

(iii) In case where the contract demand of the consumer is enhanced as per the deemed provision under clause (ii) the obligation of the consumer to bear the charges shall be as per the provision of the Supply Code.

(iv) The consumer shall be required to deposit additional security amount as per the provision.

(v) For single phase connection with sanction load of 5kW or less, if consumer wants to install roof top solar PV system up to 10kW, for such consumer conversion from single phase connection into three phase is necessary & until conversion, automatic load enhancement will be allowed up to 5kW only. However, as soon as consumer inform about readiness of its premises for three-phase connection, contract demand shall be deemed to have been enhanced to such extent.

4. New Proviso shall be added in Code 4.20 (ii) of the Principal Code:

Provided further that any consumer, excluding domestic consumer, may avail separate LT/HT connection with suitable metering and metering equipments in same premises for EV charging/ setting up EV charging station.

5. The word "112 kW" appearing in Code 4.52 (i) as previously substituted vide third amendment

Code shall be replaced by the word "150 kW"

6. The Code 7.16 (i) of Principal Code is substituted by following:

(i) Consumer may be permitted to change over to LT with connected load not exceeding 150 kW.
