क्रमांक RULE- 801 / 123/ 2025 - P & RD.- ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान विकास निधि को विनियमित करने के संबंध में निम्नलिखित नियम बनाता है. अर्थात्
नियम
1. संक्षिप्त नाम तथा प्रारंभः- ( 1 ) ये नियम ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास
संस्थान विकास निधि नियम , 2025 , कहलायेंगे ,
(2 ) ये नियम राजपत्र में इनके प्रकाशन की तारीख से प्रवृत्त होंगें ,
2. परिभाषाएं: - इन नियमों में, जब तक कि संदर्भ से अन्यथा अपेक्षित न हो , -
(क) " संस्थान" से अभिप्रेत है ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान , निमोरा , रायपुर (छ.ग. )
(ख ) " महानिदेशक " से अभिप्रेत है ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान के
महानिदेशक
(ग) " संचालक " से अभिप्रेत है ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान के संचालक
(घ) "कार्यालय प्रमुख " से अभिप्रेत है ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान के ऐसे अधिकारी , जिसे कार्यालय प्रमुख घोषित किया गया हो.
(ड. ) " आहरण एवं संवितरण अधिकारी " से अभिप्रेत है ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान के ऐसे अधिकारी , जिसे आहरण एवं संवितरण अधिकारी घोषित किया गया हो,

(च) "बोर्ड ऑफ गवर्नर्स " से अभिप्रेत है ठाकुर प्यारेलाल राज्य पंचायत एव ंग्रामीण विकास संस्थान के शासी परिषद ( बोर्ड ऑफ गवर्नर्स)
(छ) " विकास निधि " से अभिप्रेत है इन नियमों में विहित नियम 3 में उल्लिखित निधि, (ज) " विकास निधि खातें " से अभिप्रेत है ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान के रख - रखाव एवं विकास निधि मद में प्राप्त राशि के लिए राष्ट्रीयकृत बैंक में खोले गये खाते।
(झ) " बैंक " से अभिप्रेत है ऐसे राष्ट्रीयकृत बैंक , जहाँ ठाकुर प्यारेलाल राज्य पचायत एवं ग्रामीण विकास संस्थान का खाता संधारित किया जायेगा ,
3. विकास निधि:-( 1 ) ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान की विकास निधि निम्नलिखित से मिलकर बनेगी -
( क ) भारत सरकार , राज्य शासन के विभिन्न विभागों , सार्वजनिक उपक्रमों तथा अन्य शासकीय अर्द्धशासकीय , अशासकीय संस्थाओं से प्रशिक्षण , कार्यशाला , सम्मेलन, अनुसंधान तथा परियोजना के लिए ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान को प्राप्त राशि,
(ख ) ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान को भौतिक सुविधाएँ उपलब्ध कराने के फलस्वरूप शासकीय अथवा अशासकीय संस्थाओं , व्यक्तियों से प्राप्त रख - रखाव एवं विकास निधि मद की राशि,
(ग ) निधि के बैंक खाते पर प्राप्त ब्याज की राशि,
(घ ) ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान को किसी अन्य स्त्रोत से प्राप्त राशि,
(2 ) ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान को राज्य शासन से वार्षिक बजट के माध्यम से प्राप्त राशि विकास निधि का हिस्सा नहीं होगी, स्पष्टीकरण: - ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान द्वारा लिये जाने वाले प्रशिक्षण शुल्क तथा भौतिक सुविधाएं उपलब्ध कराने के फलस्वरूप ली जाने वाली रख - रखाव एवं विकास निधि मद की दरों का निर्धारण बोर्ड ऑफ गवर्नर्स द्वारा किया जाएगा, 4. विकास निधि का खाता - ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान की विकास निधि को संचालक ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान के पक्ष में राष्ट्रीयकृत बैंक में खोले गये बैंक खाते में रखा जाएगा ,
5. विकास निधि का उपयोग - ठाकुर प्यारेलाल राज्य पंचायत एव ग्रामीण विकास संस्थान में अधोसंरचना के विकास, रख- रखाव , विकास तथा प्रशिक्षण कार्यक्रमों के लिए आवश्यक उपकरण , सामग्रियों के क्रय एवं प्रशिक्षण कार्यक्रमों से संबंधित अन्य अत्यावश्यक व्ययों की प्रतिपूर्ति के लिए किया जा सकेगा , छत्तीसगढ़ राजपत्र, दिनांक 23 अक्टूबर 2025
1648 ( 1) 6. विकास निधि से व्यय की स्वीकृति ( 1 ) व्यय की स्वीकृति हेतु ठाकुर प्यारेलाल राज्य
- पंचायत एव ग्रामीण विकास संस्थान के संचालक/महानिदेशक वित्तीय अधिकारों के प्रत्यायोजन की सीमा तक अधिकृत होंगे ,
(2 ) संचालक /महानिदेशक को प्रत्यायोजित वित्तीय अधिकारों से अधिक की स्वीकृति बोर्ड ऑफ गवर्नर्स के अनुमोदन से दी जा सकेगी .
7. विकास निधि का लेखा परीक्षण ( 1 ) ठाकुर प्यारेलाल राज्य पंचायत एवं ग्रामीण विकास संस्थान द्वारा विकास निधि का पृथक लेखा रखा जाएगा तथा इसका वार्षिक ऑडिट छत्तीसगढ़ स्थानीय निधि संपरीक्षा से कराया जाएगा,
( 2 ) विकास निधि का वार्षिक लेखा एवं ऑडिट रिपोर्ट प्राप्त होने पर उसे बोर्ड ऑफ गवर्नर्स के समक्ष आगामी वर्ष में यथाशीघ्र प्रस्तुत किया जायेगा ,
8. विविध - ( 1 ) यदि इन नियमों के निर्वचन के संबंध में कोई प्रश्न उद्भूत होता हो , तो उसे बोर्ड ऑफ गवर्नर्स को निर्दिष्ट किया जायेगा , जिस पर उसका निर्णय अंतिम होगा ,
( 2 ) इन नियमों में परिवर्तन , बोर्ड ऑफ गवर्नर्स की अनुमति से किया जा सकेगा,

NOTIFICATION
No. RULE- 801 / 123/ 2025 - P & RD.- Thakur Pyarelal state Institute of Panchyat and Rural Development Vikas Nidhi (Development Fund ) deregulation following rules are made : -
RULES
1. Short title and commencement :
( 1 ) These rules shall be governed by the Thakur Pyarelal State Institute of Panchayat and Rural Development , Vikas Nidhi ( Development Fund) .
2) These rules shall come into force from the date of their publication in the Official Gazette,
2. Definitions :
In these rules , unless the context otherwise requires ,
( a) " Institute " intended to Thakur Pyarelal State Institute of Panchayat and Rural Development Nimora , Raipur
( b ) " Director General " intended to the Director General of the Thakur Pyarelal State Institute of Panchayat and Rural Development ;
( c) " Director " intended to the Director of Thakur Pyarelal State Institute of Panchayat and Rural Development ;
( d) " Head of the Office " intended to such officer of Thakur Pyarelal State Institute of Panchayat and Rural Development who has been designated as the head of the office.
( e) "Drawing and Disbursing Officer " intended to such officer of Thakur Pyarelal State Institute of Panchayat and Rural Development ; who has been declared as Drawing and Disbursing Officer.
( f) " Board of Governors " intended to the Governing Council of the Thakur Pyarelal State Institute of Panchayat and Rural Development ; ( board of Governors ) .
( g ) " Vikas Nidhi ( Development Fund ) " intended to the Fund specified in rule 3 as follow.
( h ) " Vikas Nidhi ( Development Fund ) Accounts " intended to accounts opened in a nationalised bank for the amount received under the maintenance and development छत्तीसगढ़ राजपत्र , दिनांक 23 अक्टूबर 2025
1648 ( 3) fund of Thakur Pyarelal State Institute of Panchayat and Rural Development ;
( i ) " Bank" intended to the nationalised bank where the account of Thakur Pyarelal State Institute of Panchayat and Rural Development shall be maintained ,
3. Vikas Nidhi ( Development Fund ) - The Development Fund of the Thakur Pyarelal State Institute of Panchayat and Rural Development shall consist of the following , - ( a) Amount received by Thakur Pyarelal State Institute of Panchayat and Rural Development from various departments of Government of India , State Government , Public Sector Undertakings and other Government , Semi- Government and Non- Government organizations for training, workshops , conferences , research and projects ,
(b) Amount of maintenance and development fund received from government or non - government institutions and individuals as a result of providing Physical infrastructure facilities by Thakur Pyarelal State Institute of Panchayat and Rural Development ;
(c) The amount of interest received on the bank account of the Vikas Nidhi (Development Fund) ,
(d) Any amount received by the Thakur Pyarelal State Institute of Panchayat and Rural Development from any other sources ,
The amount received by Thakur Pyarelal State Institute of Panchayat and Rural Development from the State Government through the annual budget will not be a part of the development fund . Similarly fund received from Government of India not be a part of Vikas Nidhi ( Development fund) .
Explanation : - The training fees to be taken by Thakur Pyarelal State Institute of Panchayat and Rural Development and the maintenance and development fund to be taken as a result of providing physical facilities will be determined by the Board of Governors .
4. Vikas Nidhi ( Development fund) account of Thakur Pyarelal State Institute of Panchayat and Rural Development Vikas Nidhi ( Development Fund) shall be opened in a nationalized bank in favour of Director Thakur Pyarelal State Panchayat Rural Development Institute .
5. Vikas Nidhi ( Development fund ) can be used for development of infrastructure , maintenance , development and purchase of equipment , materials required for training programs in Thakur Pyarelal State Institute of Panchayat and Rural Development and to reimburse other essential expenses related to training programs .
6. Sanction of expenditure from Vikas Nidhi ( Development Fund) :
( 1 ) The Director / Director General of Thakur Pyarelal State Institute of Panchayat and Rural Developmentshall be authorised to sanction expenditure to the extent of delegation of financial powers .
(2 ) Approval of amount exceeding the financial powers delegated to the Director / Director General May be given with the approval of the Board of Governors .
7. Audit of Vikas Nidhi ( Development Fund)
( 1 ) Thakur Pyarelal State Institute of Panchayat and Rural Development shall maintain separate accounts of the Vikas Nidhi ( Development Fund ) and its annual 1648 (4)

audit shall be done by the Chhattisgarh Local Fund Audit.
(2) The annual accounts and audit report of the Vikas Nidhi ( Development Fund) shall , on receipt of the same, be presented to the Board of Governors as soon as may be during the following year .
8. Miscellaneous : -
( 1) If any question arises related to the interpretation of these rules , it shall be referred to the Board of Governors whose decision thereon shall be final .
(2) These rules may be altered with the approval of the Board of Governors ,
