RULE-5/107/2025-TRANSPORT. - छत्तीसगढ़ मोटरयान कराधान अधिनियम, 1991 (क्र. 25 सन् 1991) की धारा 21 उप-धारा (1) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्द्वारा, रायपुर ऑटोमोबाइल डीलर्स एसोसिएशन (आरएडीए) द्वारा आयोजित ऑटो एक्सपो हेतु निर्धारित अवधि (दिनांक 20 जनवरी 2026 से 05 फरवरी 2026) में तथा उक्त ऑटो एक्सपो हेतु निर्धारित स्थल ऑटो एक्सपो ग्राउंड, रायपुर से वाहन के विक्रय के उपरांत पंजीयन चिन्ह आबंटन हेतु वाहनों (इलेक्ट्रिक वाहनों को छोड़कर) के जीवनकाल कर के भुगतान में, मोटरयान कर में एकमुश्त 50 प्रतिशत छूट प्रदान करती है। यह छूट निम्नलिखित शर्ताे एवं निर्बंधनो के अध्ययीन रहते हुए दी जाएगी, अर्थात्् :-
1. यह छूट ऐसे यानों के लिये दी जायेगी, जिन्हें ऐसे ऑटोमोबाइल व्यवसायियों द्वारा विक्रय किया जाना है, जिन्हाेंने संबंधित क्षेत्रीय/जिला परिवहन अधिकारियों से, ऑटो एक्सपो स्थल में वाहन विक्रय किये जाने के लिये व्यवसाय प्रमाणपत्र प्राप्त किया हो। अन्य राज्यों के ऑटोमोबाइल व्यवसायी, ऑटो एक्सपो में यानों का विक्रय नहीं कर सकेंगे। ऑनलाईन डीलर प्वाइंट रजिस्ट्रेशन प्रक्रिया हेतु पृथक से यूजर आइडी, पासवर्ड लिया जाना अनिवार्य होगा।
2. ऑटो एक्सपो में विक्रय किये जाने वाले प्रत्येक वाहन के जीवनकाल कर का भुगतान, ऑटो एक्सपो अवधि में एकमुश्त किया जायेगा। यदि कर का भुगतान ऑटो एक्सपो अवधि के बाद किया जाता है, तो कर में छूट नहीं दी जायेगी। यदि ऑटो एक्सपो में विक्रय तिथि से, पंजीयन हेतु पूर्ण दस्तावेज, 15 दिवस के भीतर प्रस्तुत नहीं किया जाता है, तो कर में छूट की पात्रता नहीं होगी, जिसके फलस्वरूप कर में अंतर की राशि, शास्ति एवं ब्याज देय होगा।
3. आयोजित ऑटो एक्सपो में केवल प्रतिभागी पंजीकृत व्यवसायी के द्वारा विक्रय किये गये वाहनों में कर में छूट दी जायेगी। आटो एक्सपो में कर में छूट, प्रतिभागी ऑटोमोबाइल व्यवसायी के द्वारा वाहन पंजीयन चिन्ह आवंटित करने पर ही प्राप्त होगी।
4. कर की गणना, वाहन निर्माता द्वारा निर्धारित मूल्य पर की जायेगी, जिसमें निर्माण लागत और विभिन्न कर एवं उस पर लागू उपकर सम्मिलित होगी। व्यवसायी द्वारा दिये गये नगद अथवा व्यवसायिक छूट में, कर भुगतान की छूट नहीं रहेगी। 5. प्रतिभागी व्यवसायी, ऑटो एक्सपो में विक्रय किये जाने वाले स्टॉक की सूची परिवहन आयुक्त कार्यालय को तथा समस्त क्षेत्रीय/जिला परिवहन कार्यालय को उपलब्ध करायेगा, इसके साथ ही विक्रय के पश्चात् वाहनों का ऑटो एक्सपो स्थल में डिलीवरी के पूर्व 'गेटपास' का सत्यापन कराना अनिवार्य होगा।
6. RVSF के माध्यम से स्क्रैप किये गये वाहनों के विरूद्ध प्राप्त सर्टिफिकेट ऑफ डिपोसिट (COD) के आधार पर छ0ग0 मोटरयान कराधान अधिनियम 1991 के विहित प्रावधानों के तहत् वाहन के श्रेणी अनुरूप मूल जीवनकाल कर पर अतिरिक्त छूट दिया जा सकेगा।
7. ऑटो एक्सपो में विक्रय किये गये वाहनों हेतु प्रतिभागी डीलरों द्वारा 'गेटपास' जारी करने की व्यवस्था की जायेगी।
8. विक्रय से पूर्व वाहनों का आयुक्त कार्यालय द्वारा मॉडल का अनुमोदन कराना प्रतिभागी व्यवसायी के लिए अनिवार्य होगा।
9. एचएसआरपी प्लेट को लगाने हेतु व्यवसायी द्वारा वाहन खरीददार से कोई अतिरिक्त या वस्तुबद्ध लागत प्रभारित नहीं की जायेगी।
10. रायपुर ऑटो एक्सपो में विक्रय किये गये वाहनों के मानक मूल्य पर 0.5 प्रतिशत सड़क सुरक्षा कार्यों के लिए उद्ग्रहण की जावेगी।
11. वाहन विक्रेताओं को स्टॉल का आबंटन लाटरी के माध्यम से किया जावेगा। केटेगरी अनुसार स्टॉल का निर्धारण वरिष्ठ क्षेत्रीय परिवहन अधिकारी, रायपुर द्वारा किया जावेगा।

NOTIFICATION
RULE-5/107/2025-TRANSPORT. - In exercise of the powers conferred by sub-section (1) of Section 21 of the Chhattisgarh Motor Vehicles Taxation Act, 1991 (No. 25 of 1991), the State Government, hereby, grants a one-time 50% rebate in motor vehicle tax in the payment of lifetime tax on vehicles (except electric vehicles) for allotment of registration mark after sale of vehicle from Auto Expo Ground, Raipur, during the period (20th January 2026 to 05th February 2026) for the Auto Expo organized by Raipur Automobile Dealers Association (RADA) and for allotment of registration mark after sale of vehicle from the venue designated for the said Auto Expo Ground, Raipur. This rebate will be given subject to the following conditions and restrictions, namely:-
1. This exemption will be granted to vehicles sold by automobile dealers who have obtained a trade certificate from the relevant Regional/District Transport Officers to sell vehicles at the Auto Expo site. Automobile dealers from other states will not be able to sell vehicles at the Auto Expo. A separate user ID and password will be required for the online dealer point registration process.
2. The lifetime tax for each vehicle sold at the Auto Expo will be paid in one lump sum during the Auto Expo period. If the tax is paid after the Auto Expo period, the tax exemption will not be available. If complete registration documents are not submitted within 15 days of the date of sale at the Auto Expo, the tax exemption will not be eligible. Consequently, the difference in tax amount, penalty, and interest will be payable.
3. Tax exemptions will only be available for vehicles sold by participating registered dealers at the Auto Expo. Tax exemptions at the Auto Expo will only be available if the participating automobile dealers are allotted a vehicle registration mark.
4. Tax will be calculated on the vehicle manufacturer's price, which includes the manufacturing cost and various taxes and cases applicable thereon. Cash or trade discounts provided by dealers will not be exempt from tax payment.
5. Participating Dealers will provide a list of the stock to be sold at the Auto Expo to the Transport Commissioner's Office and all Regional/District Transport offices. Furthermore, after the sale, it will be mandatory to have the gate pass verified before delivering the vehicles to the Auto Expo site.
6. Based on the Certificate of Deposit (COD) received for vehicles scrapped through RVSF, additional exemption may be granted on the original lifetime tax, as per the vehicle category, under the prescribed provisions of the Chhattisgarh Motor Vehicles Taxation Act, 1991.
7. Arrangements will be made for issuing 'Gate Pass' by the participating Dealers for the vehicles sold in the Auto Expo.
8. It will be mandatory for the participating dealer to get the model of the vehicles approved by the Commissioner's office before selling them.
9. No additional or itemized cost will be charged by the dealer from the vehicle buyer for affixing the HSRP plate.
10. 0.5 percent of the standard price of vehicles sold at Raipur Auto Expo will be contributed for road safety.
11. Stalls will be allotted to vehicle vendors through lottery. The Senior Regional Transport Officer, Raipur, will determine the categories of stalls.
