क्रमांक RULE-801/313/2025-GAD-1.- भारत के संविधान के अनुच्छेद 166 के खण्ड (2) एवं (3 ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, छत्तीसगढ़ के राज्यपाल , एतद्वारा , छत्तीसगढ़ शासन कार्य (आवंटन) नियम में निम्नलिखित और संशोधन करते हैं , अर्थात्ः-
संशोधन
उक्तनियमोंमें, -
1. नियम 2 के कॉलम (4) में, सरल क्रमांक "तीन" के कॉलम (3 ) में प्रविष्टि " तेईस " के तत्स्थानी शब्द "योजना, आर्थिक एवं सांख्यिकी विभाग" के स्थान पर, शब्द "योजना, आर्थिक एवं सांख्यिकी तथा 20 सूत्रीय कार्यान्वयनविभाग " प्रतिस्थापित किया जाए ।
2. नियम 2 के सरल क्रमांक " तीन" के कॉलम (3 ) में प्रविष्टि " तिरतालीस " के कॉलम (4) में, तत्स्थानी शब्द " 20 सूत्रीय कार्यान्वयन विभाग " का लोप किया जाए ।
3. नियम 2 के सरल क्रमांक "छः " के कॉलम (3 ) में प्रविष्टि ' चवालिस " के कॉलम (4) में , तत्स्थानी शब्द"सार्वजनिक उपक्रम विभाग " का लोप किया जाए ।
उक्त नियमों की अनुसूचीमें, -
1. शीर्षक "ग्यारह- वाणिज्य और उद्योग विभाग" के अंतर्गत , भाग (अ) "विभाग में प्रतिपादित नीति संबंधी विषय " के सरल क्रमांक 22 एवं उससे संबंधित प्रविष्टियों के पश्चात्, निम्नलिखित सरल क्रमांक एवं उससे संबंधित प्रविष्टियाँ अंतःस्थापित किए जाएं, अर्थात्:-
"22-क. नीति-क्रियान्वयन तथा सार्वजनिक उपक्रमों की कार्यप्रणाली से संबंधित सामान्य दिशानिर्देशों के निरूपण संबंधी विषय.
22-ख. निगमों के सर्वोपरि प्रबंधकीय पदों पर नियुक्तियाँ.
22-ग . निगमों की सामान्यसमस्याएं.
22-घ. प्रबंधन प्रणालियों, प्रबंधन प्रक्रियाओं , रिपोर्टिंग प्रणालियों का समन्वय. "

2. शीर्षक "ग्यारह- वाणिज्य और उद्योग विभाग " के अंतर्गत, भाग (ई) " अधिनियमों के अधीन गठित मण्डल तथा निगम " में, शब्द "कुछ नहीं" के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाए, अर्थात्: - " 1. छत्तीसगढ़ विद्युत मण्डल तथा राज्य सड़क परिवहन निगम तथा सहकारी सोसाइटियों को छोड़कर संबंधित विभागों द्वारा गठित निगम. "
3. शीर्षक "तेईस" में, शब्द "योजना , आर्थिक एवं सांख्यिकी विभाग" के स्थान पर, शब्द "योजना , आर्थिक एवं सांख्यिकी तथा 20 सूत्रीय कार्यान्वयन विभाग" प्रतिस्थापित किया जाए।
4. शीर्षक " तेईस - योजना, आर्थिक एवं सांख्यिकी विभाग " के अंतर्गत , भाग ( अ) "विभाग में प्रतिपादित नीति संबंधी विषय" के सरल क्रमांक 14 एवं उससे संबंधित प्रविष्टियों के पश्चात्, निम्नलिखित सरल क्रमांक एवं उससे संबंधित प्रविष्टियाँ अंतःस्थापित किया जाएं, अर्थात्:-
" 14- क. 20सूत्रीय कार्यक्रम, 1986 के क्रियान्वयन की प्रगति की मानीटरिंग एवं समीक्षा करना. 14-ख. भूमि सेना से संबंधित शेष कार्यों को पूरा करना.
14- ग. राज्य/जिला/विकास खण्ड स्तरीय एवं शहरी क्षेत्र के लिए 20 सूत्रीय कार्यक्रम समितियों का गठन.
14- घ. भारत सरकार, योजना एवं कार्यक्रम कार्यान्वयन मंत्रालय (कार्यक्रम कार्यान्वयन विभाग) द्वारा 20 सूत्रीय कार्यक्रम के क्रियान्वयन के संबंध में, समय - समय पर जारी निर्देर्शों के अनुसार अनुवर्ती कार्यवाही सुनिश्चित करना.
14-ङ. सामाजिक सुरक्षा समूह बीमा योजनाओं की मानीटरिंग एवं समीक्षा. "
5. शीर्षक "तेईस- योजना , आर्थिक एवं सांख्यिकी विभाग " के अंतर्गत, भाग (आ) " विभाग द्वारा प्रशासित अधिनियम और नियम" के सरल क्रमांक 8 एवं उससे संबंधित प्रविष्टियों के पश्चात्, निम्नलिखित सरल क्रमांक एवं उससे संबंधित प्रविष्टियाँ जोड़ी जाएं, अर्थात्:-
"9. छत्तीसगढ़ लोक अभिकरणों के माध्यम से बीस सूत्रीय कार्यक्रम का कार्यान्वयन अधिनियम , 1980 (क्र. तेइस सन् 1980) .
10. छत्तीसगढ़ लोक अभिकरणों के माध्यम से बीस सूत्रीय कार्यक्रम का कार्यान्वयन नियम, 1997 .
11. छत्तीसगढ़ (लोक अभिकरणों के माध्यम से) दीनदयाल अंत्योदय कार्यक्रम का कार्यान्वयन अधिनियम, 1991 (क्र . 14 सन् 1991).
12. छत्तीसगढ़ (लोक अभिकरणों के माध्यम से) दीनदयाल अंत्योदय कार्यक्रम का कार्यान्वयन नियम , 1991."
6. अनुसूची के शीर्षक "तैंतालीस- बीस सूत्र कार्यान्वयन विभाग" तथा उससे संबंधित प्रविष्टियों का लोप कियाजाए।
7. शीर्षक "चवालीस - सार्वजनिक उपक्रम विभाग " तथा उससे संबंधित प्रविष्टियों का लोप किया जाए ।

NOTIFICATION
No. RULE -801/313 /2025-GAD- 1.- In exercise of the powers conferred by clause (2) and (3) of Article 166 of the Constitution of India , the Governor of Chhattisgarh , hereby, makes the following further amendment in the Chhattisgarh Government Business ( Allocation ) Rules , namely: -
AMENDMENT
In the said rules , -
1. In column (4) , corresponding to entry " Twenty Three " , in column (3) of serial number " Three " of rule 2 for the words " Planning , Economics and Statistics Department " , the words " Planning , Economics and Statistics and 20 Points Implementation Department " shall be substituted.
2. In column (4) , corresponding to entry " Forty Three" in column (3) of serial number "Three " of rule 2, the words " 20 Points Implementation Department " shall be omitted.
3. In column (4) , corresponding to entry "Forty Four" in column (3) of serial number " Six " of rule 2, the words "Public Undertakings Department " shall be omitted.
In Schedule of the said rules ,-
1. Under heading XI- COMMERCE AND INDUSTRY DEPARTMENT, after serial number 22 and entries relating thereto of Part (A) Matter of Policy dealt within the Department, the following serial numbers and entries relating thereto shall be inserted, namely: -
" 22-a. Matters connected with the formulation of general guidelines relating to the implementation of policy and the functioning of public undertakings.
22-b . Appointments to top managerial positions in corporations .
22-c . General problems of corporations .
22-d. Coordination of management systems , management procedures , reporting systems . "
2. Under heading XI- COMMERCE AND INDUSTRY DEPARTMENT, in 62( 2)

3. In heading XXIII , for the words " PLANNING , ECONOMICS AND STATISTICS DEPARTMENT " , the words " PLANNING , ECONOMICS AND STATISTICS DEPARTMENT AND 20 POINTS IMPLEMENTATION DEPARTMENT " shall be substituted.
4. Under heading XXIII- PLANNING , ECONOMICS AND STATISTICS DEPARTMENT, after serial number 14 and entries relating thereto of Part (A) Matters of Policy dealt within the Department, the following serial numbers and entries relating thereto shall be inserted, namely:-

5. Under the heading XXIII- Planning, Economics and Statistics Department , after serial number 8 and entries relating thereto of Part (B) Acts and Rules administered by the Department, the following serial number and entries relating thereto shall be added, namely: -
"9. The Chhattisgarh Lok Abhikaranon Ke Madhyam Se Bis Sutriya Karyakram Ka Karyanvayan Adhiniyam, 1980 ( No. XIII of 1980) .
10. The Chhattisgarh Lok Abhikaranon Ke Madhyam Se Bis Sutriya Karyakram Ka Karyanvayan Niyam, 1997.
