राज्य सरकार द्वारा पूर्व में ही इस विभाग की अधिसूचना क्र File No.:ESTB/16548/2025-O/O DEPUTY SECRETARY(HOME) दिनांक 15 जनवरी, 2026 की अनुसूची के सरल क्र. 1 में उल्लिखित रायपुर नगरीय पुलिस जिले का गठन, परिभाषित प्रादेशिक सीमाओं सहित कर दिया गया है।

यतः, रायपुर एवं बीरगांव नगरीय निकायों की समेकित जनसंख्या लगभग 19,00,000 है, जो दस लाख से अधिक है।

रायपुर नगरीय पुलिस जिले, जो एक विशिष्ट क्षेत्र है, में कानून व्यवस्था, अपराध और आंतरिक सुरक्षा के जटिल मुद्‌दों को प्रभावी ढंग से निपटाने की आवश्यकता को दृष्टिगत रखते हुए, शासन को पुलिसिंग की कमिश्नरेट प्रणाली स्थापित करना समीचीन प्रतीत होता है। तद्‌नुसार, इस विशिष्ट क्षेत्र के लिए, पुलिस प्रशासन, पुलिस आयुक्त, रायपुर नगरीय के रूप में नामित एक अधिकारी में निहित होगा, जो छत्तीसगढ़ पुलिस अधिनियम, 2007 एवं अन्य लागू विधियों के अधीन उक्त विशिष्ट क्षेत्र में शक्तियों और अधिकारों का प्रयोग करेगा तथा जो पुलिस महानिदेशक एवं पुलिस महानिरीक्षक, छत्तीसगढ़ के सामान्य नियंत्रण और पर्यवेक्षण के अध्यधीन होगा।

छत्तीसगढ़ पुलिस अधिनियम, 2007 की धारा 3 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्‌द्वारा, पुलिस अधीक्षक, रायपुर नगरीय पुलिस जिले के कार्यालय को अनुसूची-एक में उल्लिखित अधिकारियों सहित पुलिस आयुक्त, रायपुर नगरीय के कार्यालय के रूप में पुर्ननामित करती है। इसके अतिरिक्त, संहिता की धारा 14 और 15 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, रायपुर नगरीय पुलिस आयुक्त को उक्त के संबंध में कार्यपालिक मजिस्टे्रट की शक्तियां प्रदान करती है तथा रायपुर नगरीय पुलिस जिले में पुलिस उपायुक्तों और सहायक पुलिस आयुक्तों को उनके संबंधित क्षेत्राधिकार के अंतर्गत आने वाले क्षेत्रों के लिए संहिता की धारा 59, 125 से 143, धारा 148 से 151 तथा धारा 163 के अंतर्गत शक्तियों एवं कृत्यों का प्रयोग करने हेतु कार्यपालिक मजिस्ट्रेट की शक्तिया प्रदत्त करती है।

इसके अतिरिक्त, छत्तीसगढ़ पुलिस अधिनियम, 2007 की धारा 6 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्‌द्वारा, रायपुर नगरीय पुलिस जिले को अनुसूची-दो के कॉलम (2) में उल्लिखित अनुसार तीन भागोें में विभाजित करती है, जिसमें अनुसूची-दो के कॉलम (5) में उल्लिखित पुलिस थाने भी सम्मिलित हैं।

File No.:ESTB/16548/2025-O/O DEPUTY SECRETARY (HOME).- The State Government, having already constituted the Raipur Urban Police District mentioned in serial number 1 of the schedule of this department's notification number File No.:ESTB/16548/2025-O/O DEPUTY SECRETARY(HOME) dated 15th January 2026 with defined territorial limits,

Whereas, the population of Raipur and Birgaon urban body is approximately 19,00,000 which exceeds one million;

Addressing the need to effectively deal with complex issues of law and order, crime, and internal security in particular area, i.e. Raipur Urban Police District, the government finds it expedient to establish a Commissionerate System of Policing. Accordingly, for the particular area, the administration of police shall vest in an officer designated as the Commissioner of Police, Raipur Urban, Who shall exercise powers and authorities throughout the said particular area under the Chhattisgarh Police Act,2007 and other applicable laws, subject to the general control and supervision of the Director General and Inspector General of Police, Chhattisgarh.

In exercise of the powers conferred by section 3 of the Chhattisgarh Police Act, 2007, the State Government, hereby, re-designates the office of Superintendent of Police of Raipur Urban Police District, as office of the Commissioner of Police, Raipur Urban with the officers mentioned in the Schedule-1.

Further, in exercise of the powers conferred by section 14 and 15 of the Sanhita, the Commissioner of Police, Raipur Urban in conferred the power of an executive magistrate for the said particular area and the Deputy commissioners of Police and Assistant Commissioners of Police in Raipur Urban Police district are conferred the powers of executive magistrates for the area within their respective jurisdiction to exercise powers and functions under Section 59, 125 to 143, section 148 to 151, section 163 of the Sanhita;

Further, in exercise of powers conferred by section 6 of the Chhattisgarh Police Act, 2007, and to the State Government, hereby, divides the Raipur Urban Police District into three parts as mentioned in Column (2) of Schedule-II, comprising of the police stations mentioned in column (5) of Schedule-II.

And furthermore, the hierarchy of the officers of this district shall be as per column (2),(3), (4) of Schedule-II.
