अधिसूचना
क्रमांक ESTB-2035/141/2025-HOUSING . - भारत के संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, छत्तीसगढ़ के राज्यपाल, एतद्वारा, छत्तीसगढ़ नगर तथा ग्राम निवेश, तृतीय श्रेणी (लिपिक वर्गीय तथा अलिपिक संवर्ग) सेवा तथा भर्ती नियम, 2008 में निम्नलिखित और संशोधन करते है, अर्थातः-
संशोधन
उक्त नियमों में,-
1. नियम 8 के उप-नियम (4) के खण्ड (क) के स्थान पर, निम्नलिखित खण्ड प्रतिस्थापित किया जाए, अर्थातः- ''(क) वर्ष, जिसमें पद हेतु विज्ञापन प्रकाशित होता है, की जनवरी के प्रथम दिन को अभ्यर्थी ने अनुसूची-तीन के कॉलम (3) में यथा विनिर्दिष्ट आयु पूरी कर ली हो, किंतु उक्त अनुसूची के कॉलम (4) में यथा विनिर्दिष्ट आयु पूरी न की हो।''
2. नियम 8 के उप-नियम (4) के खण्ड (च) का लोप किया जाए।
3. नियम 19 के स्थान पर, निम्नलिखित नियम प्रतिस्थापित किया जाए, अर्थात :-
''19. परिवीक्षा.- (1) सेवा में सीधी भर्ती किये गये प्रत्येक व्यक्ति को 3 वर्ष की कालावधि के लिए परिवीक्षा पर नियुक्त किया जायेगा।
(2) सेवा में पदोन्नति द्वारा पदस्थ किये गये प्रत्येक व्यक्ति को 2 वर्ष की कालावधि के लिए स्थानापन्न हैसियत से नियुक्त किया जायेगा।''
4. अनुसूची-एक के सरल क्रमांक 4 के कोलम (3) में, अंक ''11'' के स्थान पर, अंक ''19'' प्रतिस्थापित किया जाए। 5. अनुसूची-एक के सरल क्रमांक 7 के कॉलम (3) में, अंक ''11'' के स्थान पर, अंक ''19'' प्रतिस्थापित किया जाए। 6. अनुसूची-एक के सरल क्रमांक 20 के कॉलम (3) में, अंक ''2'' के स्थान पर, अंक ''6'' प्रतिस्थापित किया जाए। 7. अनुसूची-दो के सरल क्रमांक 4 के कॉलम (3) में, अंक ''11'' के स्थान पर, अंक ''19'' प्रतिस्थापित किया जाए। 8. अनुसूची-दो के सरल क्रमांक 7 के कॉलम (3) में, अंक ''11'' के स्थान पर, अंक ''19'' प्रतिस्थापित किया जाए। 9. अनुसूची-दो के सरल क्रमांक 13 के कॉलम (7) का लोप किया जाए।
10. अनुसूची-दो के सरल क्रमांक 15 के कॉलम (7) से संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियाँ प्रतिस्थापित की जाए, अर्थातः- ''ऐसे चतुर्थ श्रेणी कर्मचारी, जो सहायक ग्रेड तीन के पद हेतु विहित अर्हता रखते हों, 25% पदों पर पदोन्नति हेतु पात्र होंगे।''
11. अनुसूची-दो के सरल क्रमांक 20 के कॉलम (3) में, अंक ''2'' के स्थान पर, अंक ''6'' प्रतिस्थापित किया जाए। 12. अनुसूची-तीन के सरल क्रमांक 1 के कॉलम (5) से संबंधित प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियाँ प्रतिस्थापित की जाए, अर्थातः-
''किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से नगर नियोजन/सिटी प्लानिंग/शहरी नियोजन/हाऊसिंग/कंट्री प्लानिंग/ग्रामीण नियोजन/अधोसंरचना नियोजन/क्षेत्रीय नियोजन/परिवहन नियोजन/पर्यावरण नियोजन/एआईसीटीई द्वारा अनुमोदित कोई अन्य नियोजन विशेषज्ञता में स्नातकोत्तर उपाधि होना चाहिए।
अथवा
किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से शहरी और क्षेत्रीय नियोजन (बैचलर ऑफ टेक्नोलॉजी या बैचलर ऑफ प्लानिंग) में स्नातक उपाधि।
अथवा
किसी मान्यता प्राप्त विश्वविद्यालय या संस्थान से नियोजन इंटीग्रेटेड डिग्री (नियोजन में इंटीग्रेटेड डिग्री जो नियोजन में स्नातकोत्तर उपाधि देता हो)।''
13. अनुसूची-तीन के सरल क्रमांक 10 के कॉलम (5) से संबंधित प्रविष्टि (3) के स्थान पर, निम्नलिखित प्रविष्टियाँ प्रतिस्थापित की जाए, अर्थातः-
''(3) किसी मान्यता प्राप्त संस्था से डाटा एन्ट्री ऑपरेटर/प्रोग्रामिंग में एक वर्षीय डिप्लोमा/प्रमाणपत्र एवं किसी मान्यता प्राप्त मण्डल/संस्था अथवा छत्तीसगढ़ शीघ्रलेखन मुद्रलेखन परीक्षा परिषद् से (कम्प्यूटर एवं सॉफ्टवेयर के माध्यम से) हिन्दी अथवा अंग्रेजी मुद्रलेखन में 5000 की (key) डिप्रेशन प्रति घंटे की गति (गति के संबंध में कौशल परीक्षा ली जायेगी) का प्रमाणपत्र।''
14. अनुसूची-तीन के सरल क्रमांक 11 के कॉलम (5) से संबंधित प्रविष्टि (2) के स्थान पर, निम्नलिखित प्रविष्टियाँ प्रतिस्थापित की जाए, अर्थात :-
''(2) किसी मान्यता प्राप्त संस्था से डाटा एन्ट्री ऑपरेटर/प्रोग्रामिंग में एक वर्षीय डिप्लोमा/प्रमाणपत्र एवं किसी मान्यता प्राप्त मण्डल/संस्था अथवा छत्तीसगढ़ शीघ्रलेखन मुद्रलेखन परीक्षा परिषद् से (कम्प्यूटर एवं सोफ्टवेयर के माध्यम से) हिन्दी एवं अंग्रेजी मुद्रलेखन में 8000 की (key) डिप्रेशन प्रति घंटे की गति (गति के संबंध में कौशल परीक्षा ली जायेगी) का प्रमाणपत्र।''
15. अनुसूची-तीन के सरल क्रमांक 12 के कॉलम (5) से संबंधित प्रविष्टि (3) के स्थान पर, निम्नलिखित प्रविष्टियों प्रतिस्थापित की जाए, अर्थातः-
''(3) किसी मान्यता प्राप्त मण्डल/संस्था अथवा छत्तीसगढ़ शीघ्रलेखन मुद्रलेखन परीक्षा परिषद् से (कम्प्यूटर एवं सॉफ्टवेयर के माध्यम से) हिन्दी अथवा अंग्रेजी मुद्रलेखन में 5000 की (key) डिप्रेशन प्रति घंटे की गति (गति के संबंध में कौशल परीक्षा ली जायेगी) का प्रमाणपत्र।''

क्रमांक ESTB-2035/141/2025-HOUSING . - भारत के संविधान के अनुच्छेद 348 के खण्ड (3) के अनुसरण में छत्तीसगढ़ नगर तथा ग्राम निवेश, तृतीय श्रेणी (लिपिक वर्गीय तथा अलिपिक संवर्ग) सेवा तथा भर्ती नियम, 2008 में संशोधन संबंधी इस विभाग की समसंख्यक अधिसूचना दिनांक 29/01/2026 का अंग्रेजी अनुवाद राज्यपाल के प्राधिकार से एतद्द्वारा प्रकाशित किया जाता है।

NOTIFICATION
No. ESTB-2035/141/2025-HOUSING. - In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Chhattisgarh, hereby, makes the following further amendment in the Chhattisgarh Town and Country Planning Class-III (Ministerial and Non-Ministerial) Service and Recruitment Rule, 2008, namely:-
AMENDMENT
In the said rules,-
1. For clause (a) of sub-rule (4) of rule 8, the following clause shall be substituted, namely:-"(a) On the first day of January of the year in which the advertisement for the post is published, the candidate must have attained the age as specified in column (3) of Schedule-III, but must not have attained the age as specified in column (4) of the said Schedule."
2. Clause (g) of sub-rule (4) of rule 8 shall be omitted.
3. For rule 19, the following rule shall be substituted, namely:-
"19: Probation.- (1) Every person recruited directly to the service shall be appointed on probation for a period of 3 years.
(2) Every person posted by promotion to the service shall be appointed in officiating capacity for a period of 2 years."
4. In column (3) of serial number 4 of Schedule-1, for the figure "11", the figure"19" shall be substituted.
5. In column (3) of serial number 7 of Schedule-I, for the figure "II", the figure "19" shall be substituted.
6. In column (3) of serial number 20 of Schedule-1, for the figure "2", the figure "6" shall be substituted.
7. In column (3) of serial number 4 of Schedule-II, for the figure "11", the figure "19" shall be substituted.
8. In column (3) of serial number 7 of Schedule-II, for the figure "11", the figure "19" shall be substituted.
9. The entries relating to column (7) of serial number 13 of Schedule-II shall be omitted.
10. For the entries relating to column (7) of serial number 15 of Schedule-II, the following entries shall be substituted, namely:-"Such Class-IV employees, who have qualifications prescribed for the post of Assistant Grade-III shall be eligible for promotion on 25% posts."
11. In column (3) of serial number 20 of Schedule-II, for the figure "2", the figure "6" shall be substituted.
12. For the entries relating to column (5) of serial number 1 of Schedule-III, the following entries shall be substituted, namely:-"Post Graduate Degree in Town Planning/ City Planning Urban Planning/Housing/ Country Planning/ Rural Planning/ Infrastructure Planning/ Regional Planning/Transport Planning/ Environmental Planning/ any other Planning specialization approved by AICTE from a recognized University or Institute.
OR
Graduate Degree in Urban and Regional Planning (Bachelor of Technology or Bachelor of Planning) from a recognized University or Institute.
OR
Integrated Degree in Planning (Integrated Degree in Planning leading to Post Graduate Degree in Planning) from a recognized University or Institute."
13. For entry (3) of column (5) of serial number 10 of Schedule-III, the following entry shall be substituted, namely:-
"(3) One year Diploma/Certificate in Data Entry Operator/Programming from any recognized Institute and Certificate of Hindi or English typing speed 5,000 (key) depression per hour (through computer and software) from recognized Board/Institute or Chhattisgarh Stenography Typing Examination Council (efficiency test for speed shall be taken)."
14. For entry (2) of column (5) of serial number 11 of Schedule-III, the following entry shall be substituted, namely:-
"(2) One year Diploma/Certificate in Data Entry Operator/Programming from any recognized Institute and Certificate of Hindi and English typing speed 8,000 (key) depression per hour (through computer and software) from recognized Board/Institute or Chhattisgarh Stenography Typing Examination Council (efficiency test for speed shall be taken)."
15. For entry (3) of column (5) of serial number 12 of Schedule-III, the following entry shall be substituted, namely:-
"(3) Certificate of Hindi or English typing speed 5,000 (key) depression per hour (through computer and software) from recognized Board/Institute or Chhattisgarh Stenography Typing Examination Council (efficiency test for speed shall be taken)."
