NOTIFICATION
No. 20(Mis .) /II - 15-19/ 2025 . In exercise of the powers conferred by clause (2) of the Article 229 of the Constitution of India, Hon'ble the Chief Justice of the High Court of Chhattisgarh , Bilaspur , makes the following amendment in Chhattisgarh High Court Services , (Appointment , Conditions of Service and Conduct) Rules, 2017: -
AMENDMENT
(ACCOUNTS CADRE )
1. InRule -2 , Part - I , General , under the heading ' Definitions ' after the row ( xviii ) , following row shall be inserted : -
"(xviii-a) ChiefAccounts Officer means ChiefAccounts Officer of the High Court. "
2. InRule- 2 , Part - I , General , under the heading ' Definitions ' after the row (xx- a ) , following row shall be inserted : -
"(xx-b)Senior Accounts Officer means Senior Accounts Officer of the High Court. "
3. In Rule -2 , Part - I , General , under the heading ' Definitions ' after the row (xxiii - b ) , following row shall be inserted : -
"(xxiii-c) Deputy Budget Officer means Deputy Budget Officer of the High Court. "
4. InRule- 2 , Part- I , General , under the heading ' Definitions ' row (xxiii - c ) shall be renumbered as (xxiii - d ) .
5. InRule- 2 , Part - I , General , under the heading 'Definitions ' after the row (xxiv -b ) , following row shall be inserted : -
"(xxiv-c)Assistant Budget Officer means Assistant Budget Officer of the High Court.

(xxiv-d) Assistant Registrar (Accounts & Finance) means Assistant Registrar (Accounts & Finance) of the High Court. "
6. In sub - rule ( 1 ) of Rule 4 , the word " three " shall be replaced with the word , " four " , and the words , " First, Second & Third Schedule " shall be replaced with the words , " First , Second , Third and Third Schedule- ( A) " .
7. In sub - rule ( 1 ) and (2 ) of Rule 14 , the words , " First , Second & Third Schedule " shall be replaced with the words , " First, Second, Third and Third Schedule- (A) " .
8. In sub - rule ( 2 ) of Rule 14, after the words , " Third Schedule " and before the word , " and seventh " the words , " & Third Schedule- (A) " shall be inserted .
9. In sub - rule (2) of Rule 14, after the words , " First Schedule " and before the words , " Third Schedule " the symbol " & " shall be replaced with the symbol " , " .
10. In First Schedule, under Heading , ' Gazetted Officers ' , in Sl No. 15, Column No. 5, the words , " / Budget Officer " shall be deleted .
11. InFirst Schedule , under Heading , ' Gazetted Officers ' , in Sl No. 19 , Column No. 5, the words , " and Accounts Officer " shall be deleted .
12. InFirst Schedule , under Heading 'Gazetted Officers' , Sl . No. 20 and Sl . No. 23 shall be deleted and remaining Sl.No. 21 , 22 , 23 - a , 23 - b and 24 to 30 shall be renumbered as Sl.No. 20 to 31 .
13. After the 'Third Schedule' and before the ' Fourth Schedule' , " Third Schedule - A " shall be inserted as under : -

Note :
(1) To bifurcate the cadre of Section Officer in two cadres i.e. ministerial side and accounts side . In order to achieve this object, a notice will be issued inviting options from all the Assistant Section Officer/Hostel Administrative Officer (Assistant Section Officer ) - ( C.S.J.A. ) and Assistant Court Master working in the Registry who have passed Accounts Training Examination as to which channel of promotion they would opt for , as there are two channels of promotion for the post of Section Officer and Section Officer ( Accounts & Finance ) . The option given shall be final and at no stage it would be allowed to be changed .
(2) The post of Chief Accounts Officer shall be filled up by promotion from the officer who is presently holding post of Budget Officer and thereafter the same shall be filled up by Deputation . Thereafter , this provision of promotion mentioned in column No. 5 of Sl . No. 1 of Third Schedule -A i.e. " By promotion from amongst Senior Accounts Officer/ Budget Officer must have minimum 2 years experience in the feeder post of the establishment strictly on merit- cum - seniority basis . " and " OR " shall be treated as deleted after promotion to the said post .
(3) The posts of Senior Accounts Officer shall be filled up by deputation from the Finance Service/ Office of Accountant General /Directorate of Treasuries , as at present no officer in the Registry fulfills the required criteria . Thereafter , this provision shall be treated as deleted after the officer who fulfills the required criteria of the said post .

(4) The posts of Senior Accounts Officer , Budget Officer , Accounts Officer , Deputy Budget Officer , Assistant Budget Officer and Assistant Registrar (Accounts & Finance ) shall be filled up by promotion , as a one time measure , from the post of Accounts Officer/ Deputy Registrar/Deputy Registrar (Protocol )/Assistant Registrar/Section Officer /Court Master , as the case may be, having 2 years experience and passed Accounts Training Examination on merit-cum- seniority basis after taking option from the Officers as to which channel of promotion they would opt for i.e. Accounts Cadre or Ministerial Cadre . This provision shall automatically be treated as deleted after promotion to the said posts .
(5) After promotion to the posts of Assistant Budget Officer and Assistant Registrar (Accounts & Finance ) the promotees have to do training/ refresher course about skill and knowledge to manage financial fields effectively in rotation basis from the State Government and for the same arrangement shall be made by the High Court of Chhattisgarh . "
14. In the existing Fourth Schedule to said Rule, after existing Sl . No. 16 , following row shall be inserted : -
