अधिसूचना
क्रमांक-GENS/6396/2025.— यतः पहचान स्थापित करने के लिए आधार संख्या का उपयोग, व्यक्तियों को सुविधाजनक और निर्बाध तरीके से सब्सिडी, लाभ और सेवाएं प्राप्त करने में सक्षम बनाता है. पहचान स्थापित करने हेतु अनेक प्रकार के दस्तावेजों की आवश्यकता को समाप्त करता है, प्रक्रियाओं को सरल बनाता है तथा पारदर्शिता एवं दक्षता को बढ़ावा देता है,
और यतः, स्कूल शिक्षा विभाग, छत्तीसगढ़ शासन "निःशुल्क एवं अनिवार्य शिक्षा के अधिकार अधिनियम, 2009 (2009 का सं. 35)" का संचालन कर रहा है, जिसे लोक शिक्षण संचालनालय, स्कूल शिक्षा विभाग, छत्तीसगढ़ शासन द्वारा क्रियान्वित किया जा रहा है,
और यतः, उक्त योजना के वर्तमान दिशा-निर्देशों के अनुसार, क्रियान्वयन एजेन्सी द्वारा मान्यता प्राप्त निजी शाला की प्रवेश कक्षा में कुल दर्ज की 25 प्रतिशत सीट पर, दुर्बल एवं वंचित वर्ग समूह के बच्चों को चिन्हांकित कर प्रवेश की कार्यवाही की जाती है;
और यतः, उक्त योजना के अंतर्गत, अध्ययनरत् विद्यार्थियों के शुल्क प्रतिपूर्ति राशि का भुगतान, केन्द्र शासन एवं छत्तीसगढ़ शासन द्वरा 60ः40 के अनुपात में अपने-अपने बजट से किया जाता है;
अतएव, आधार (वित्तीय एवं अन्य सहायिकियों, प्रसुविधाओं एवं सेवाओं का लक्षित परिदान) अधिनियम, 2016 (2016 का सं. 18) (जो इसमें इसके पश्चात् उक्त अधिनियम के रूप में निर्दिष्ट है) की धारा 7 के प्रावधानों के अनुसरण में, छत्तीसगढ़ शासन एतद्वारा निम्नलिखित अधिसूचित करती है, अर्थात्ः-
1. (1) कोई बच्चा, जो उक्त योजना का लाभ प्राप्त करना चाहता है, तो उसे आधार क्रमांक होने का प्रमाणपत्र प्रस्तुत करना होगा या आधार प्रमाणीकरण करवाना होगा।
(2) बच्चे, जो योजना के तहत् लाभ प्राप्त करने के इच्छुक हैं और जिनके पास आधार क्रमांक नहीं है या जिन्होंने आधार के लिए नामांकन नहीं कराया है, को अपने माता-पिता या अभिभावकों की सहमति पर आधार नामांकन के लिए आवेदन करना होगाः
परन्तु योजना में नामांकन के पूर्व जो उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने का हकदार हो, ऐसे बच्चे भी आधार नामांकन केन्द्र भारतीय विशिष्ट पहचान प्राधिकरण (UIDAI) की वेबसाइट पर जाकर आधार नामांकन के लिए आवेदन कर सकते हैं। (3) आधार (नामांकन और अद्यतन) विनियमन, 2016 के विनियम 12 के उपबंधों के अनुसार, विभाग को अपनी क्रियान्वयन एजेंसी के माध्यम से, उन हितग्राहियों के लिए आधार नामांकन सुविधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के लिए नामांकित नहीं हुए हैं और संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द स्थित न होने पर विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से, यूआईडीएआई के मौजूदा रजिस्ट्रार के समन्वय से या स्वयं यूआईडीएआई रजिस्ट्रार बनकर, सुविधाजनक स्थानों पर आधार नामांकन सुविधाएं प्रदान करेगाः
परन्तु, जब तक किसी बच्चे का आधार नहीं दिया जाता है, तब तक योजना के तहत ऐसे बच्चों को लाभ, निम्नलिखित दस्तावेजों के प्रस्तुतीकरण के अध्यधीन दिया जाएगा, अर्थात् :-
(अ) यदि बच्चा पाँच वर्ष की आयु प्राप्त करने के पश्चात नामांकित किया गया है, तो (बायोमेट्रिक्स कलेक्शन सहित) उसकी आधार नामांकन पर्ची या अद्यतन बायोमेट्रिक पहचान पर्ची, और
(ब) निम्नलिखित दस्तावेजों में से कोई एक, अर्थात्ः-
(एक) जन्म प्रमाणपत्र या उपयुक्त प्राधिकारी द्वारा जारी जन्म का अभिलेख, या
(दो) शाला का पहचान पत्र, शाला के प्राचार्य द्वारा जारी सम्यक् रूप से हस्ताक्षरित पहचान पत्र, जिसमें माता-पिता का नाम हो, और
(स) मौजूदा योजना दिशा निर्देशों के अनुसार, माता-पिता या कानूनी अभिभावक के साथ लाभार्थी के संबंध के प्रमाण के रूप में निम्नलिखित दस्तावेजों में से कोई एक अर्थातः-
(एक) जन्म प्रमाण पत्र या उचित प्राधिकारी द्वारा जारी जन्म का अभिलेख, या
(दो) राशन कार्ड, या
(तीन) भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजनाएँ (ईसीएचएस) कार्ड, या कर्मचारी राज्य बीमा निगम (ईएसआईसी) कार्ड या केन्द्र सरकार स्वास्थ्य योजना (सीजीएचएस) कार्ड या
(चार) पेंशन कार्ड, या
(पांच) आर्मी कैंटीन कार्ड, या
(छः) कोई भी सरकारी परिवार पात्रता कार्ड, या
(सात) विभाग द्वारा विनिर्दिष्ट कोई अन्य दस्तावेज,
परन्तु यह और कि, उपरोक्त दस्तावेजों की जांच, विभाग द्वारा विशेष रूप से इस प्रयोजन के लिए नामित प्राधिकारी द्वारा की जाएगी।
2. योजनान्तर्गत हितग्राहियों को सुविधापूर्वक लाभ उपलब्ध कराने हेतु, विभाग अपनी क्रियान्वयन एजेन्सी के माध्यम से सभी आवश्यक व्यवस्थाएं करेगा, ताकि यह सुनिश्चित् किया जा सके कि हितग्राहियों को उक्त आवश्यकता से अवगत कराने के लिए मीडिया के माध्यम से व्यापक प्रचार-प्रसार किया जायेगा।
3. सभी मामलों में, जहाँ लाभार्थियों के खराब बायोमेट्रिक्स के कारण या किसी अन्य कारण से. आधार प्रमाणीकरण विफल हो जाता है, तो निम्नलिखित उपचारात्मक तंत्र को अपनाया जाएगा, अर्थात् :-
(अ) खराब फिंगरप्रिंट गुणवत्ता के मामले में, प्रमाणीकरण के लिए आईरिस स्कैन या फेस प्रमाणीकरण की सुविधा को अपनाया जाएगा। विभाग अपनी क्रियान्वयन एजेंसी के माध्यम से आईरिस स्कैनर या फेस प्रमाणीकरण के साथ-साथ फिंगरप्रिंट प्रमाणीकरण के लिए प्रावधान करेगा, ताकि निर्बाध रूप से लाभ दिया जा सके। (ब) उंगलियों के निशान या आईरिस स्कैन या चेहरे के प्रमाणीकरण के माध्यम से बायोमेट्रिक प्रमाणीकरण सफल न होने की स्थिति में, जहाँ भी संभव हो, आधार वन टाइम पासवर्ड या सीमित समय वैधता के साथ टाइम-आधारित वन टाइम पासवर्ड, जैसा भी मामला हो, द्वारा प्रमाणीकरण स्वीकार्य होगा।
(स) अन्य सभी मामलों में, जहाँ बायोमेट्रिक या आधार वन टाइम पासवर्ड या टाइम-आधारित वन टाइम पासवर्ड प्रमाणीकरण संभव नहीं है, योजना के तहत् भौतिक आधार पत्र के आधार पर लाभ दिया जा सकता है, जिसकी प्रमाणिकता को आधार पत्र पर मुद्रित क्विक रिस्पोन्स कोड के माध्यम से सत्यापित किया जा सकता है। क्विक रिस्पोन्स कोड रीडर की आवश्यक व्यवस्था, विभाग द्वारा अपनी कियान्वयन एजेंसी के माध्यम से, सुविधाजनक स्थानों पर उपलब्ध करायी जायेगी। 4. यहाँ उपर्युक्त अंतर्विष्ट, किसी बात के होते हुये भी, किसी बच्चे को प्रमाणीकरण के माध्यम से अपनी पहचान स्थापित करने में विफल होने या आधार नम्बर होने का प्रमाण प्रस्तुत करने में विफल होने में या ऐसे बच्चे के मामले में, जिसके पास आधार नम्बर नहीं है. नामांकन हेतु, आवेदन प्रस्तुत करने में विफल होने पर, योजना के अंतर्गत लाम से वंचित नहीं किया जावेगा। जहाँ, पैराग्राफ 1 के उप-पैरा (3) के खंड (ब) और (स) में यथा उल्लिखित अन्य दस्तावेजों के आधार पर लाभ दिया जाता है, ऐसे अन्य दस्तावेजों के रिकार्ड को संधारित करने के लिए एक पृथक रजिस्टर रखा जाएगा, जिसकी समय-समय पर समीक्षा और अंकेक्षण, विभागों द्वारा अपनी क्रियान्वयन एजेंसी के माध्यम से किया जायेगा।
यह अधिसूचना, राजपत्र में इसके प्रकाशन की तारीख से प्रभावशील होगी।

NOTIFICATION
No. GENS/6396/2025.— Whereas, the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency:-
And whereas, the School Education Department, Government of Chhattisgarh, is administering the "Right to Free and Compulsory Education Act, 2009 (No. 35 of 2009)," which is being implemented by the Directorate of Public Instruction, School Education Department, Government of Chhattisgarh:
And whereas, as per the current guidelines of the said scheme, the implementing agency "identifies children from weaker and disadvantaged sections of society for admission to 25% of the total admission class in a recognized private school."
And whereas the fee reimbursement amount for students studying under the said scheme is paid by the Central Government and the Government of Chhattisgarh from their respective budgets in the ratio of 60:40.
Now, therefore, in pursuance of the provisions of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (No. 18 of 2016), (hereinafter referred to as the said Act), the Government of Chhattisgarh hereby notifies the following, namely:-
1. (1) Any child who wishes to avail the benefits of the said scheme will have to submit a certificate of having an Aadhaar number or undergo Aadhaar authentication.
(2) Children who wish to avail the benefits under the Scheme and do not possess an Aadhaar number or have not yet enrolled for Aadhaar shall apply for Aadhaar enrolment with the consent of their parents or guardians:
Provided that they are entitled to obtain Aadhaar under Section 3 of the Act before enrolment under the Scheme, such children may also apply for Aadhaar enrolment by visiting the Aadhaar Enrolment Centre on the website of Unique Identification Authority of India (UIDAI) www.uidai.gov. (3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department, through its implementing agency, is required to provide Aadhaar enrolment facilities to those beneficiaries who are not yet enrolled for Aadhaar, and in the absence of an Aadhaar enrolment center located in the concerned Block or Taluka or Tahsil, the Department, through its implementing agency, in coordination with the existing UIDAI Registrar or by becoming the UIDAI Registrar itself, shall provide Aadhaar enrolment facilities at convenient locations:
Provided that until a child is provided with Aadhaar, the benefits under the Scheme shall be given to such children subject to the production of the following documents, namely:-
(A) his/her Aadhaar enrolment slip or updated biometric identification slip (including collection of biometrics), if the child is enrolled after attaining the age of five years, and
(B) Any one of the following documents, namely:-
(1) Birth certificate or birth record issued by the appropriate authority, or
(ii) School identification Letter, Identity Card issued by the Principal of the school duly signed, containing the name of the parent, and (C) Any one of the following documents as proof of the beneficiary's relationship with the parent or legal guardian as per the extant scheme guidelines, namely:-
(1) Birth Certificate or Record of Birth issued by the Appropriate Authority.
(ii) Ration Card,
or
(iii) Ex-Servicemen Contributory Health Schemes (ECHS) Card, or Employees' State Insurance Corporation (ESIC) Card, or Central Government Health Scheme (CGHS) Card, or
(iv) Pension Card, or
(v) Army Canteen Card, or
(vi) Any Government Family Entitlement Card, or
(vii) Any other document specified by the Department,
Provided further that the verification of the above documents shall be done by an authority specifically designated by the Department for this purpose.
2. To facilitate the beneficiaries to avail the benefits under the scheme, the Department will make all necessary arrangements through its implementing agency to ensure that extensive publicity is given through the media to make the beneficiaries aware of the above requirement.
3. In all cases where Aadhaar authentication fails due to poor biometrics of the beneficiaries or for any other reason, the following remedial mechanism will be adopted, namely:-
(A) In case of poor fingerprint quality, the facility of iris scan or face authentication will be adopted for authentication.The Department, through its implementing agency, will make provision for fingerprint authentication along with iris scanner or face authentication to ensure seamless benefit delivery.
(B) In case of biometric authentication through fingerprints or iris scan or face authentication is not successful, authentication through Aadhaar One Time Password or time-based One Time Password with limited validity, as the case may be, will be acceptable, wherever possible.
(C) In all other cases where biometric or Aadhaar One Time Password or Time-based One Time Password authentication is not possible, benefits under the Scheme may be provided on the basis of physical Aadhaar card, the authenticity of which can be verified through the Quick Response Code printed on the Aadhaar card. The necessary arrangements for Quick Response Code readers will be made available at convenient locations by the Department through its implementing agency.
4. Notwithstanding anything contained herein above, no child shall be denied benefits under the Scheme for failure to establish his/her identity through authentication or for failure to produce proof of possession of Aadhaar number, or for failure to submit an application for enrolment in the case of a child who does not have an Aadhaar number. Where the benefit is granted on the basis of other documents as mentioned in clauses (B) and (C) of sub-paragraph (3) of paragraph 1, a separate register shall be maintained to maintain the record of such other documents, which shall be periodically reviewed and audited by the Departments through their implementing agency.
This notification shall be effective from the date of its publication in the Official Gazette.
