क्रमांकः 120/सी.एस.इ.आर.सी/2026.— विद्युत अधिनियम, 2003 की धारा 30, 39(2)(डी), 40(सी), 42(2), 42(3), 86(1)(सी) तथा धारा 181 के साथ पढ़ी जाने वाली अन्य सभी प्रदत्त शक्तियों का उपयोग करते हुए, छत्तीसगढ राज्य विद्युत नियामक आयोग द्वारा छत्तीसगढ़ राज्य विद्युत नियामक आयोग (संयोजकता और राज्यांतरिक सुगम्यता) विनियम, 2011 (जिसे आगे ''मूल विनियम'' कहा जाएगा) में संशोधन हेतु निम्नलिखित विनियम बनाए जाते है, अर्थात् (1) संक्षिप्त शीर्षक और प्रांरभ :
1. ये विनियम छत्तीसगढ़ राज्य विद्युत नियामक आयोग (संयोजकता और राज्यांतरिक सुगम्यता)(तृतीय संशोधन) विनियम, 2026 कहलाएंगे।
2. ये विनियम राजपत्र में प्रकाशन की तिथि से प्रभावी होगें।
(2) खण्ड 5(5) में संशोधनः-
मूल विनियम के खण्ड 5(5) में, जिसे छत्तीसगढ राज्य नियामक आयोग (संयोजकता और राज्यांतरिक सुगम्यता) प्रथम संशोधन-विनियम, 2012 द्वारा संशोधित किया गया था, निम्नलिखित नया परंतुक जोड़ा जाएगाः ''परंतु यह भी कि ऐसा उपभोक्ता जो समर्पित फीडर से जुड़ा नहीं है और राज्य के भीतर स्थित आईडीआरईएस सौर परियोजनाओं (जैसा कि डीआरई विनियमों में विनिर्दिष्ट है) से खुली पहुंच के माध्यम से विद्युत प्राप्त करना चाहता है, उसे समर्पित फीडर की आवश्यकता से छूट रहेगी, तथापि यदि कोई भार प्रतिबंध लागू हो, तो उसका पालन किया जाए।''

NOTIFICATION
No. 120/CSERC/2026.— In exercise of powers conferred under Section (30), 39 (2) (d), 40 (c), 42 (2), 42(3), 86 (1)(c) read with Section 181of the Electricity Act, 2003 and all other powers enabling it in this behalf, the Chhattisgarh State Electricity Regulatory Commission hereby makes following regulations, to amend Chhattisgarh State Electricity Regulatory Commission (Connectivity and Intra-State Open Access) Regulations, 2011 (hereinafter referred to as "the Principal Regulations"), namely:
1. Short title and commencement:
(1) This Regulation may be called the Chhattisgarh State Electricity Regulatory Commission (Connectivity and Intra-State Open Access) (Third Amendment) Regulations, 2026.
(2) This Regulation shall be effective from the date of publication in the Official Gazette.
2. Amendment of Clause 5(5) –
New proviso shall be added to Clause 5(5) of the Principal Regulations, which was amended by CSERC (Connectivity and Intra-State Open Access) (First Amendment) Regulations, 2012:
"Provided further that any consumer who is not connected through dedicated feeder, intending to procure power through Open Access from IDRES solar projects (as specified in the DRE Regulations) located within the State, shall be exempted from requirements of dedicated feeders subject to load- restriction, if any."
