क्रमांक RULE-7/2/2025-FINANCE. भारत के संविधान के अनुच्छेद 283 के खण्ड (2) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, छत्तीसगढ़ के राज्यपाल, एतदद्वारा, छत्तीसगढ़ कोषालय संहिता भाग-एक में निम्नलिखित और संशोधन करते हैं,अर्थात्ः-
संशोधन
उक्त संहिता में,-
1. सहायक नियम 121 के खण्ड (एक) के पश्चात्, निम्नलिखित पैराग्राफ अंतःस्थापित किया जाये, अर्थात्ः- ''जहाँ देयकों को तैयार करने हेतु इलेक्ट्रॉनिक डेटा प्रोसेसिंग उपकरण का उपयोग किया जाता है, तो ऐसे देयक डिजिटली हस्ताक्षरित किये जायेंगे।''
2. सहायक नियम 157 के पश्चात्, निम्नलिखित सहायक नियम जोड़ा जाये, अर्थात्ः-
''157 क. आहरण एवं संवितरण अधिकारी के स्थानांतरण के मामले में, कार्यमुक्त करने वाले अधिकारी के डिजिटल हस्ताक्षर प्रमाणपत्र (डीएससी) को ऑनलाईन अद्यतन करने के बाद ही देयकों पर डिजिटल हस्ताक्षर किया जा सकेगा। वरिष्ठ आहरण एवं संवितरण अधिकारी या उसी कोषालय से संबद्ध कोई अन्य आहरण एवं संवितरण अधिकारी, डिजीटल हस्ताक्षर को सत्यापित करेगा और उसे अद्यतन करने हेतु कोषालय अधिकारी को ऑनलाईन अग्रेषित करेगा। कोषालय अधिकारी द्वारा स्थानांतरण आदेश, पदभार ग्रहण प्रतिवेदन तथा डिजिटल हस्ताक्षर प्रमाणपत्र की प्रमाणिकता के सम्यक् सत्यापन के पश्चात् ही कोषालय से संव्यवहार की अनुमति प्रदान की जायेगी।''
3. सहायक नियम 166 के स्थान पर, निम्नलिखित सहायक नियम प्रतिस्थापित किया जाये, अर्थात्ः-
''166. देयकों अथवा धनादेशों के रूप में प्रस्तुत किये गये दावों के संबंध में, भुगतान आदेश जारी किये जाने के पूर्व, आहरण अधिकारी के हस्ताक्षरों का मिलान, सहायक नियम 157 के अधीन प्राप्त आदर्श नमूना हस्ताक्षरों से किया जायेगा। जहाँ देयक ऑनलाईन प्रस्तुत किये गये हैं, वहाँ ऐसे देयक, डिजिटल हस्ताक्षर प्रमाणपत्र की प्रमाणिकता के सम्यक् सत्यापन के बाद ही तैयार और पारित किये जायेंगे।
166 क. उन प्रकरणों में, जहाँ भुगतान महालेखाकार कार्यालय से जारी प्राधिकार पत्र के आधार पर किया जाना है, कोषालय अधिकारी ऐसे प्राधिकार पत्र पर किये गये हस्ताक्षर का सत्यापन, सहायक नियम 158 के अनुसरण में, हस्ताक्षर करने वाले संबंधित अधिकारी के प्राप्त आदर्श नमूना हस्ताक्षर से करेगा। टिप्पणी- कोषालय अधिकारी द्वारा प्राप्त नमूना हस्ताक्षर, एक गार्ड फाईल में सावधानी पूर्वक संलग्न किया जायेगा, जिसे कोषालय अधिकारी की व्यक्तिगत अभिरक्षा में रखा जायेगा।''
4. सहायक नियम 268 की टिप्पणी 2 के स्थान पर, निम्नलिखित टिप्पणी प्रतिस्थापित की जाये, अर्थात्ः-
''टिप्पणी 2. ऐसे स्थानांतरित शासकीय सेवक, जिनका अंतिम वेतन प्रमाणपत्र जारी किया जा चुका है, के वेतन एवं भत्तों के अवशेषों के देयकों को नवीन स्थापना के आहरण एवं संवितरण अधिकारी के द्वारा तैयार कर कोषालय में प्रस्तुत किया जायेगा और कोषालय संहिता सहायक नियम 268 के प्रावधानों के अनुसार, पूर्व स्थापना के आहरण एवं संवितरण अधिकारी द्वारा जारी एक अनाहरण प्रमाणपत्र अनिवार्य होगा।''
5. सहायक नियम 276 के उप-नियम (4) की टिप्पणी 4 के पश्चात्, निम्नलिखित टिप्पणी अंतःस्थापित की जाये, अर्थात्ः-
''टिप्पणी 4क. जहाँ देयक, इलेक्ट्रॉनिक डेटा प्रोसेसिंग उपकरण द्वारा तैयार किया जाता है, वहाँ CGTC-17 प्रारूप में देयक संक्रमण पंजी क्रमांक ऑनलाईन में जनरेट किया जायेगा तथा कार्यालय प्रमुख द्वारा इलेक्ट्रॉनिक रूप से जनरेट किये गये CGTC-17 की एक हार्ड कॉपी उनके कार्यालयीन अभिलेखों में रखी जाएगी।''
6. सहायक नियम 569 के खण्ड (एक) के स्थान पर, निम्नलिखित उप-नियम प्रतिस्थापित किया जाये, अर्थात्ः- ''(एक) कोषालय के साथ एक बैंकिग खाता संधारित करेंगे, व्यक्तिगत निक्षेप लेखाओं में जमा हेतु अपनी कुल जमा की प्राप्तियां बिना विवरण के भेजेंगे तथा ऐसे व्यक्तिगत निक्षेप खातों के विरूद्ध, कोषालय पर धनादेशों अथवा ऑनलाईन धनादेशों द्वारा भुगतान की वापसी करेंगे, अथवा''
7. सहायक नियम 585 के स्थान पर, निम्नलिखित सहायक नियम प्रतिस्थापित किया जाये, अर्थात्ः-
''585. संबंधित निक्षेप लेखा के उत्तरदायी प्रशासक द्वारा सम्यक् रूप से हस्ताक्षरित धनादेशों अथवा ऑनलाईन प्रणाली के माध्यम से प्रस्तुत देयकों के द्वारा प्रत्याहरण की अनुमति होगी।
585 क. शासकीय एवं गैर-शासकीय कार्यालय, जो कोषालय से आहरण एवं वितरण के लिए अधिकृत नहीं है किंतु जिनका कोषालय में निक्षेप खाता संधारित है, संबंधित विभाग के आहरण एवं संवितरण अधिकारी के माध्यम से ऐसी जमा राशि आहरित कर सकेंगे।
585 ख. किसी भी स्थिति में, निक्षेप खाते में जमा राशि से अधिक के प्रत्याहरण की अनुमति नहीं दी जायेगी।'' छत्तीसगढ़ के राज्यपाल के नाम से तथा आदेशानुसार, मुकेश कुमार बंसल, सचिव.

NOTIFICATION
No.RULE-7/2/2025-FINANCE. In exercise of the powers conferred by clause (2) of Article 283 of the Constitution of India, the Governor of Chhattisgarh, hereby, makes the following further amendment in Chhattisgarh Treasury Code Volume–I, namely:-
AMENDMENT
In the said code,-
1. After clause (i) of subsidiary rule 121, the following paragraph shall be inserted, namely:-
"Where an electronic data processing device is used for preparing the bills, the bills shall be digitally signed."
2. After subsidiary rule 157, the following subsidiary rule shall be added, namely:-
"157A. In case of transfer of a Drawing and Disbursing Officer the bills shall be digitally signed only after the online updation of Digital Signature Certificate (DSC) of the Relieving Officer. The senior Drawing Disbursing Officer or any other Drawing Disbursing Officer with the same treasury shall verify the Digital Signature and forward the same online to the Treasury Officer for updation. The permission for transaction with the treasury shall be accorded by the Treasury Officer only after due verification of the transfer order, charge report and the authenticity of the Digital Signature Certificate."
3. For subsidiary rule 166, the following subsidiary rule shall be substituted, namely:-
"166. With respect to claims submitted either in form of bills or cheques, the signature of the Drawing Officer shall be compared with his specimen signature received under subsidiary rule 157, before payment is ordered. In cases where bills are submitted online, such bills shall be processed and passed only after due verification of authenticity of the Digital Signature Certificate.
166A. In cases where payment is to be made pursuant to Authority Letter issued by the office of the Accountant General, the Treasury Officer shall verify the signature on such Authority Letter by comparison with the specimen signatureof the concerned Signing Officer received in accordance with subsidiary rule 158.
Note- Specimen signatures obtained by the Treasury Officer shall be carefully affixed in a Guard File which shall be kept in the personal custody of the Treasury Officer."
4. For Note 2 of subsidiary rule 268, the following note shall be substituted, namely:-
"Note 2. The arrear of pay and allowances of the transferred Government Servant whose Last Pay Certificates has been issued, shall be prepared and submitted by the Drawing and Disbursing Officer of new establishment. Non-Drawl Certificate issued by the Drawing and Disbursing Officer of previous establishment shall be as per the provisions of treasury code subsidiary rule 268."
5. After note 4 of sub-rule (4) of subsidiary rule 276, the following note shall be inserted, namely:-
"Note 4A. Where bill is prepared using electronic data processing device, the Bill Transit Register Number shall be generated online in CGTC-17 format and Head of Office shall keep a hard copy of electronically generated CGTC-17 format in his official record."
6. For clause (i) of subsidiary rule 569, the following sub-rule shall be substituted, namely:-
"(i) Maintain a banking account with the Treasury, remitting without detail their gross deposit receipts for credit in Personal Deposit accounts and making repayments by cheques or e-cheques on the Treasury against such Personal Deposit accounts, or"
7. For subsidiary rule 585, the following subsidiary rule shall be substituted, namely:-
"585. Withdrawals shall be permitted either through cheques duly signed by the responsible administrator of the deposit account concerned or upon submission of a bill through the online system.
585A. Government and Non-Government Offices which are not authorized to draw and disburse from the treasury but having a deposit account with the treasury shall draw such deposits through Drawing and Disbursing Officers of the concerned departments.
585B.Under no circumstances shall withdrawals be allowed that exceeds the balance in the deposit account."
