सूचना

क्रमांक/पंचा - RULE-8/150/2026-DIR. छत्तीसगढ़ ग्राम पंचायत (स्थायी समिति के सदस्यों की पदावधि और कामकाज के संचालन की प्रक्रिया) नियम, 1994 में और संशोधन का निम्नलिखित प्रारूप, जिसे राज्य सरकार, छत्तीसगढ़ पंचायत राज अधिनियम, 1993 (क्र. 1. सन 1994) की धारा 95 की उप-धारा (1) सहपठित धारा 46 की उपधारा (3) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुये बनाना प्रस्तावित करती है, उक्त अधिनियम की धारा 95 की उप-धारा (3) के अधीन अपेक्षित अनुसार, उन समस्त व्यक्तियों, जिनके कि इससे प्रभावित होने की संभावना है की जानकारी के लिये एतद्द्वारा प्रकाशित किया जाता है तथा एतद्द्वारा सूचित किया जाता है कि उक्त प्रारूप पर इस अधिसूचना के राजपत्र में प्रकाशन की तारीख से 15 दिवस के अवसान के पश्चात् विचार किया जायेगा।

कोई आपत्ति या सुझाव, जो उक्त प्रारूप के संबंध में किसी व्यक्ति से विनिर्दिष्ट कालावधि के पूर्व, अवर सचिव, पंचायत एवं ग्रामीण विकास विभाग, छत्तीसगढ़ शासन, कक्ष क्रमांक AD-0-C8, मंत्रालय, महानदी भवन, नवा रायपुर अटल नगर, जिला रायपुर के कार्यालय में कार्यालयीन समय में प्राप्त हो, पर छत्तीसगढ शासन द्वारा विचार किया जायेगा।

संशोधन प्रारूप

उक् त नियमों में,-

1. नियम 3 के उप-नियम (1) के खण्ड (ङ) के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात :-

''(ङ) ग्राम जल एवं स्वच्छता समिति- ग्रामों में सुरक्षित पेयजल की आपूर्ति, जल स्रोतों के संरक्षण, स्वच्छता का प्रबंधन और अपशिष्टों का प्रबंधन (जिसमें ठोस अपशिष्टों का प्रबंधन भी शामिल है)।"

2. नियम 3 के उप-नियम (2) के प्रथम परंतुक के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात :-

"प्रत्येक समिति चार सदस्यों से गठित होगी, जो ग्राम पंचायत द्वारा इस प्रयोजन के लिए विशिष्टतः आहूत की गई बैठक के दौरान पंचों द्वारा अपने बीच में से निर्वाचित किए जायेंगे; तथापि ग्राम जल एवं स्वच्छता समिति में पूर्वोक्त निर्वाचित चार सदस्यों के अतिरिक्त छ: अन्य सदस्य होंगे, जिनमे महिला स्व सहायता समूह के सदस्य, आंगनबाड़ी कार्यकर्ता, मितानिन, पम्प ऑपरेटर, स्वच्छ भारत मिशन (ग्रामीण) स्वच्छाग्राही एवं अनुसूचित जाति या अनुसूचित जनजाति वर्ग के सदस्य शामिल होंगे।"

3. नियम 3 के उप-नियम (3) के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात :-

''(3) सरपंच, सामान्य प्रशासन समिति तथा ग्राम जल एवं स्वच्छता समिति के सभापति होंगे जबकि उप- सरपंच, शिक्षा, स्वास्थ्य तथा समाज कल्याण समिति के सभापति होंगे। शेष स्थायी समितियों हेतु, इस प्रयोजन के लिए ग्राम पंचायत द्वारा विशेष रूप से आहूत की गई बैठक में संबंधित समितियों के निर्वाचित सदस्यों द्वारा अपने बीच में से सभापति निर्वाचित किये जाएंगे। ग्राम पंचायत की स्थायी समितियों के सभापति के निर्वाचन के लिये आयोजित बैठक की अध्यक्षता संबंधित क्षेत्र के उप-खण्ड अधिकारी (राजस्व) द्वारा नियुक्त अधिकारी द्वारा की जायेगी :

परन्तु कोई पंच एक से अधिक स्थायी समिति का सभापति नहीं होगा।"

4. नियम 6 की तालिका के सरल क्रमांक 4 एवं 5 के स्थान पर निम्नलिखित प्रतिस्थापित किया जाये, अर्थात :-

5. नियम 8 के स्थान पर, निम्नलिखित प्रतिस्थापित किया जाये, अर्थात :-

''(8) बैठक का सभापति - स्थायी समिति की बैठक की अध्यक्षता समिति के सभापति द्वारा तथा सभापति की अनुपस्थिति में, समिति के किसी सदस्य द्वारा की जाएगी।"

छत्तीसगढ़ के राज्यपाल के नाम से तथा आदेशानुसार,

NOTICE

No./RULE-8/150/2026-DIR- The following draft of further amendment in the Chhattisgarh Gram Panchayat (Term of Office of Members of Standing Committee and Procedure for the Conduct of Business) Rules, 1994 which the State Government proposes to make in exercise of the powers conferred by sub-section (l) of Section 95 read with sub-section (3) of Section 46 of the Chhattisgarh Panchayat Raj Adhiniyam, 1993 (No. l of 1994), is hereby, published as required under sub-section (3) of Section 95 of the said Adhiniyam, for the information of all persons likely to be affected thereby and notice is hereby given that the said draft shall be taken into consideration after the expiry of 15 days from the date of publication of this notice in the Official Gazette.

Any objection or suggestion, regarding the said draft received from any person, before the specified period, during office hours, in the office of the Under Secretary, Department of Panchayat and Rural Development, Government of Chhattisgarh, Room No. AD-O-C8, Mantralaya, Mahanadi Bhawan, Nava Raipur Atal Nagar, District Raipur, shall be considered by the Government of Chhattisgarh.

DRAFT AMENDMENT

In the said rules, -

1. For clause (e) of sub-rule (1) of rule 3, the following shall be substituted, namely:-

"(e) Village Water and Sanitation Committee—Supply of safe drinking water in villages, conservation of water sources, management of sanitation and waste management (including solid waste management)."

2. For first proviso of sub-rule (2) of rule 3, the following shall be substituted, namely:-

"Each committee shall consist of four members, who shall be elected by the Panchs from amongst themselves during a meeting specifically convened for this purpose by the Gram Panchayat; however, the Village Water and Sanitation Committee shall comprise—in addition to the aforementioned four elected members—six other members, including members of Women's Self-Help Groups, Anganwadi Workers, Mitanins, Pump Operators, Swachh Bharat Mission (Rural) Swachhagrahis and members belonging to Scheduled Castes or Scheduled Tribes."

3. For sub-rule (3) of rule 3, the following shall be substituted, namely:-

"(3) The Sarpanch shall be the Chairperson of the General Administration Committee and the Village Water and Sanitation Committee, while the Up- Sarpanch shall be the Chairperson of the Education, Health and Social Welfare Committee. For the remaining Standing Committees, Chairpersons shall be elected from amongst themselves by the elected members of the respective committees during a meeting specially convened by the Gram Panchayat for this purpose. The meeting convened for the election of the Chairpersons of the Standing Committees of the Gram Panchayat shall be presided over by an officer appointed by the Sub-Divisional Officer (Revenue) of the concerned area:

Provided that no Panch shall be the Chairperson of more than one Standing Committee." 4. For serial number 4 and 5 of table of rule 6, the following shall be substituted, namely:—

5. For rule 8, the following shall be substituted, namely:—

"(8) Chairman of Meeting.- The meeting of the Standing Committee shall be presided over by the Chairperson of the Committee, and in the absence of the Chairperson, by any member of the Committee."
