MINISTRY OF LABOUR
RESOLUTION
New Delhi, the 29th September, 1948
No, LR.86(9).—In their Resolution dated the 6th April 1948 on Industrial policy, the Government of India stated that one of their main objectives, viz., the securing of the maximum increase in production, could not be achieved without ensuring the fullest co-operation between labour and management and the maintenance of stable and friendly relations between them. With this end in view Government approved of a Resolution passed by the Industries Con- ference in December last on the relations between labour and management which reads as follows:-—
. The system of remuneration to capital as well as labour must be so devised that, while in the interests of the consumers and the primary producers, excessive profits should be prevented by suitable methods of taxation and otherwise, both will share the product of their common effort, after making provision for pay- ment of fair wages to labour, a fair return on capital employed in the industry and reasonable reserves for the maintenance and expansion of the undertaking."
After stating that labour's "share of the profits; should bo on a sliding scale normally varying with production, Government announced their intention to establish machinery for advising them on fair wages fair remuneration for capital and conditions of labour.
