New Delhi, the 18th October, 1948
No. NC-4/48-A.—The following Open General Permit issued by the Central Government, under the Newsprint Control (No. 2) Order, 1947 is published for general information :
NEWSPRINT CONTROL.
OPEN GENERAL PRRMIT NO. II,
In pursuance of sub-clauses (1), (2), (4) and (5) of clause of the News- pirint Control (No. 2) Order, 1047 published in the late Department of industries and Supplies Notification No. N-8(l) C/47, dated the 3rd April, 1947, the Cen- tral Government hereby gives general permission, until further notice, to any person to sell to or to purchase from any other person newsprint and to use it for any purpose:
Provided that nothing in this licence shall affect the provisions of any other clause of the Newsprint Control (No. 2) Order, 1947 and provided further that every person other than the proprietor of a newspaper who purchases or otherwise acquires and/or uses newsprint, shall submit to the Newsprint Officer, Simla, on or before the seventh day of every month a true return in Form III-A of the amounts of newsprint held, acquired and consumed by him during the preceding calendar month.
