In exercise of the powers conferred by sub - section (3) of section 1 of the Criminal Law (Removal of Racial Discriminations ) Act , 1949 (XVII of 1949 ) , the Central Government is pleased to appoint the 6th day of April, 1919 , as the date on which the said Act will come into force.
