NOTIFICATION
New Delhi , the 5th November , 1962
G.S.K. 1468. The following draft of certain rules to amend the Public Debt Rules , 1946 , which the Central Government proposes to make in exercise of the powers conferred by Section 28 of the Public Debt Act , 1944 ( 18 of 1944 ) , 1s hereby published as required by sub - section ( 1 ) of that Section for the informa- tion of all persons likely to be affected thereby and notice is hereby given that the draft will be taken into consideration on or after the 9th November , 1962 .
Any objection or suggestion received from any person with respect to the said draft before the date so specified will be considered by the Central Government .
Draft Amendments
1. ( 1 ) These rules may be called the Public Debt ( Third Amendment ) Rules , 1962.
( 2 ) They shall come into force on the 10th November , 1962 .
2. In the Public Debt Rules , 1946 ,-
(1 ) in rule 7 ,
(a) in sub - rule ( 3A ) ,in the main paragraph after the words " the Public Debt ( Amendment ) Rules , 1946 " , the words " or in the form of a Defence Deposit Certificate" shall be inserted , and in clause ( c ) the words " or a Defence Deposit Certificate " shall be added at the end;
(b ) in sub - rule ( 3B ) , after the words " a Treasury Savings Deposit Certificate" , the words " or a Defence Deposit Certificate " shall be inserted;
( il ) in rule 7A , in sub - rule ( 1 ) after the words , brackets and figures , "Treasury Savings Deposit Certificate [ whether before or after the commencement of the Public Debt ( Amendment ) Rules , 1960 ] " the words " or in the form of a Defence Deposit Certificate " shall be inserted;
( iii ) in rule 7B ,
( a) in sub- rule ( 1 ) , after the words " a Treasury Savings Deposit Certifi- cate" , the words " or a Defence Deposit Certificate " shall be Inserted ;

(b ) in sub - rule ( 2 ) , after the words " Treasury Savings Deposit Certificate " , occur , the words " or Defence Deposit in the two places where they occ Certificate" shall be inserted;
(iv) in rule 8A, after the words " Treasury Savings Deposit Certificates " , in the two places where they occur , the words " and Defence Deposit Certificates " shall be inserted;
(v) in rule 8B ,
(a) in sub- rule ( 1 ) , after the words " Treasury Savings Deposit Certifi- cates " , the words " or Defence Deposit Certificates " shall be inserted;
(b) in sub - rule ( 2 ) , after the words " Treasury Savings Deposit Certificate" , in the first place where they occur , the words " or a Defence Deposit Certificate" , and in the second place where they occur , the words " or a Defence Deposit Certificate , as the case may be , " , shall be inserted;
(vi) in rule 9 , in sub - rule ( 3A) , after the words " Treasury Savings Deposit Certificate " wherever they occur , the words " or Defence Deposit Certificate" shall be inserted;
(vii) in rule 17A ,
(a) in sub - rule ( 1 ) , after the words " a Treasury Savings Deposit Certificate " , the words " or a Defence Deposit Certificate " shall be inserted;
( b) in sub -rule ( 3 ) , after the words " Treasury Savings Deposit Certifi- cate" , the words " or a Defence Deposit Certificate , as the case may be , " shall be inserted ;
(viii) in rule 21A .
(a) in sub- rule ( 1 ) , after the words " a Treasury Savings Deposit Certificate" , the words , " or a Defence Deposit Certificate" shall be Inserted;
(b) in sub- rule ( 2 ) , after the words " Treasury Savings Deposit Certificate", the words " or a Defence Deposit Certificate , as the case may be , " shall be inserted;
( 1x) in rule 24 , in clause ( o ) of sub - rule ( 1 ) , after the words " a Treasury Savings Deposit Certificate " , the words " or a Defence Deposit Certi- ficate " shall be inserted;
(x) in rule 25 , in sub - rule ( 1 ) , after item ( e ) , the following shall be inserted , namely:-
" ( f ) a Defence Deposit Certificate " .
3. In the Schedule to the Public Debt Rules , 1946 ,
(1) in Form IIIA ,
(a) in para 1 , after the words " Ten - Year Treasury Savings Deposit Certificate" , the following shall be inserted , namely :-
" / Ten- Year Defence Deposit Certificate" ;
(b) in para 2 , after the words " Treasury Savings Deposit Certificates " in the two places where they occur , the following shall be inserted , namely:-
"/ Defence Deposit Certificates" ;
( ii ) in Form IV A, after the words " Treasury Savings Deposit Certificates " wherever they occur , the following shall be inserted , namely:-
"/ Defence Deposit Certificates" ;
(iii ) in Forms VIA and VIIA in the title of the form , after the words " a Treasury Savings Deposit Certificate" , the following shall be inserted , namely:-
"/ a Defence Deposit Certificate" ;

(iv) in Form VIIIA , in the title of the form after the words , " Treasury Savings Deposit Certificates " , the following shall be inserted , namely:--
"/ Defence Deposit Certificates" .
NOTE . The last amendment to the Public Debt Rules , 1946 was published in the Gazette of India under G.S.R. 1095 , dated the 13th August , 1962 .
