664 T HE GAZETTE OF INDIA EXTRAORDINARY [PART II—SEC. 2]STATEMENT OF OBJECTS AND REASONS
In a democracy, teachers are to be held in the highest honour. The primary and the elementary school teachers, teachers who edu- cate children, are more to be honoured and respected than even those engaged in teaching in higher stages of education. As per the pre- sent provision in the Constitution, teachers in educational institutions lower in standard than that of a secondary school do not enjoy the right of voting in elections for the Teachers constituencies to the State Legislative Councils. This Bill seeks to remove the discrimina- tion among the teachers and to secure respect and equal opportunity to all teachers irrespective of the standard of the educational Institu- tion where they work.
