NOTIFICATION.
New Delhi, the 13th December, 1963.
G.S.R. 1920,—In exercise of the powers conferred by sub-section (2) of section of the Merchant Shipping Act, 1958, (44 of 1958), the Central Government hereby makes the following rules to amend the National Welfare Board for seafarers Rules, 1963, namely: —
1. (1) The rules may be called the National Welfare Board for Seafarers Amendment) Rules, 1963.
(2) They shall come into force at once.
2. In the National Welfare Board for Seafarers Rules, 1963,—
(a) in rule 4,—
(I) for clauses (a), (b) and (c), the following clauses shall be substituted, namely.—
"(a) the Minister of Shipping, Chairman ex-officio;
(b) the Director-General of Shipping, Vice-Chairman ex-offlcio; (c) the Deputy Director-General of Shipping in charge of seamen's Welfare, Member ex-officio;
(ii) clause (m) shall be omitted;".
(b) after rule 4 the following rule shall be inserted, namely: —
"4A. Vacancies etc., not to invalidate acts and proceedings.—No Act or proceeding of the Board shall be deemed to be invalid on the ground merely of—
(a) the existence of any vacancy in, or defect in the constitution of the Board; or
(b) any omission, defect or irregularity not affecting the merits of the case.".

(d) in rule 19, for the words "Ministry of Transport and Communica- tions. Department of Transport", the words "Ministry of Trans- port shall be substituted.
