New Delhi , the 13th December 1963
S.O. 3482. In exercise of the powers conferred by sub - section ( 1 ) of section 218 of the Merchant Shipping Act , 1958 ( 44 of 1958 ) , read with rules 3 and 4 of the National Welfare Board for Seafarers Rules , 1963 , the Central Government hereby constitutes , for a period of two years from the date of issue of this notifica- tion , the National Welfare Board for Seafarers , consisting of the following mem- bers , namely : -
