IMPORT TRADE CONTROL
New Delhi , the 20th December 1963
SUBJECT . Import of Draw frames and speed frames falling under S. No. 5 ( 2 ) / III (Appendix 50 ) during April 1963-March 1964.
No. 154 - ITC ( PN ) / 63 .-Attention of importers is invited to remarks ( ii ) ( a ) and (b) against item VII ' other items of Textile machinery ' in Appendix 50 of the Red Book for April 1963-March 1964, according to which applications for import of Draw frames and speed frames from mills other than those having machinery entitlements under Export Promotion Scheme will be consideredered onon thethe following basis:-
(a) Import will be allowed for these machines against actual delivery of indigenous machines taken by applicants on 50:50 basis . Applicants should furnish documentary evidence of having taken delivery of indigenous machines . ( For this purpose actual deliveries of indigen- ous machines taken by applicants on or after 1st April , 1960 will be considered) .
(b) The import will also be allowed for these machines on 50:50 basis against production of documentary evidence of bank guarantee or irrevocable letters of credit to the extent of 40 % of the price of Indigenous machines together with deposit receipt for 10 % of the value of the machines on firm order .
2. On a review of the position and having regard to the difficult supply position of indigenous draw frames and speedspeed frames , it has been decided to permiti the mills other than those having machinery entitlements under Export Promotion Scheme to import draw frames and speed frames for replacement purposes during the period October 1963-March 1964 on two imported : one indigenous basis i.e. after placement of firm order for one indigenous machine ( speed frame and / or draw frame) , similar type of two machines will be allowed for import . Import of Draw frames and speed frames to new Mills or to existing Mills for expansion purposes during the period October 1963-March 1964 will , however , continue to be allowed in terms of the existing remark ( ii ) ( c )(c) given on page 606 against the 50to item VII-' other items of textile machinery' in Appendix 50 to the Red Book . current
