[PART II 28

STATEMENT OF OBJECTS AND REASONS

The present emoluments of Members of Parliament are not ade- quate to meet their daily requirements . Keeping in view the rising cost of living , it would be proper if the emoluments of Members are also raised.

It seems also appropriate to extend the facility of free transit by railway to the spouses of members when members undertake journeys in connection with their parliamentary duties .

Hence this Bill .

FINANCIAL MEMORANDUM

Provisions of the Bill , if enacted and brought into operation , will involve expenditure from the Consolidated Fund of India . Though it is not possible to estimate the actual expenditure at this stage , roughly , an extra expenditure of one lakh eighty thousand rupees per annum would appear to be necessary .
