DELIMITATION COMMISSION
NOTIFICATION
New Delhi, the 25th February, 1964
S.O. 724.—In pursuance of sub-section (2) of section 9 of the Delimitation Commission Act, 1962, the Delimitation Commission hereby publishes its proposals in respect of the distribution of the seats allotted to the State of Andhra Pradesh in the House of the People and the seats assigned to the Legislative Assembly of that State to territorial constituencies and the delimitation thereof and specifies the 31st March, 1964, as the date on or after which the proposals will be further considered by it.
Any objections or suggestions in regard to these proposals should reach the Secretary of the Delimitation Commission (No. , Aurangzeb Road, New Delhi-n), before the said date. It will facilitate prompt consideration if they are in English.
PROPOSALS
1. The territorial constituencies into which the State of Andhra Pradesh shall be divided for the purpose of elections to (a) the Legislative Assembly of the State and (b) the House of the People and the extent of each constituency and the constituencies which are reserved for the Scheduled Castes or the Scheduled Tribes, as the case may be, shall be as shown in Table A and Table B, respectively.
2. Where the name of a constituency as shown in the Schedules is distinguished by the brackets and letters "(SC)", the seat in that constituency is reserved for the Scheduled Castes; and where such name is distinguished by the brackets and letters "(ST)", the seat in that constituency is reserved for the Scheduled Tribes.

II While agreeing to the proposals in general, I forward herein my dis- senting proposals as enumerated herein.
1. In Guntur-II Constituency in addition Jo the villages mentioned in item 15 of the Appendix, Vejendla (95) village also may be tagged on. The villages previously included are Nos. 93, 94, 96, 97 and 98 and there is no reason to exclude 95 from that group.
2. In Prathipad Constituency instead of the villages, mentioned in item 12 of the Appendix which are difficult to reach, the following villages from Phirangipuram Firka of Sattenapalli taluk which are quite close and adjacent and convenient to villages in Nadendla Firka viz., Mereka- pudi (121), Nudurupadu (125), Vemavaram (124), Repudi (126) and Houshganesha (128) may be included. Consequently Sattenapalli Consti- tuency will have to take a few villages from the Northern side of the Narasaraopet Firka and which are quite close to villages in Sattenapalli Firka. The villages are Chimalamarri (3), Chagallu (4), Rupenguntal (5), Pamidipad (6) and Mulakalur (7). These small changes have the advantage of compactness and convenience of communications and distances, A perusal of the map will prove the claim.

Instead of breaking Maddipad Firka and adding some five villages of Addanki Sub-taluk, it may be preferable to add five villages of Ammana- ,brolu Firka to Parehur Constituency.
4. In East Godavari District Constituency No. 54 (Allavaram) and -Constituency No. 57 (Nagar am) are both reserved for Scheduled Castes •and they happened to be contiguous constituencies. Reservation of con- tiguous constituencies for Scheduled Castes is against the delimitation orders and I suggest that Rajole constituency may be one other reserved for Scheduled Castes in East Godavari district.
5. In Guntur District village No. 31 (Angalakuduru) and village No. 47 (Peda Ravuru) are included in Duggirala Constituency. This may be included in Tenali Constituency since these villages are contiguous with this constituency.
6. In Guntur District village No. 37 (Manchola), village No. 38 (Kothapalli) and village No. 39 (Vetapalem) of Chebrolu Firka are now included in Tenali Constituency. They may be tagged on to Paruchur constituency.
7. In case of Hyderabad, the whole district has been considered as one unit. I suggest that the urban and rural areas may be considered as separate units for purpose of delimiting the constituencies,

NOTE OF DISSENT
While expressing my appreciation of the earnest attempts made by the Commission to accommodate the considered views of the Associate Members in the formulation of their final proposals, I am constrained to voice my dissent with the Commission's proposals, mentioned there-
SEC. 3(ii)] THE GAZfTTK OF INDIA IStTRAOfcrjiNARV I $!und2r, which, in my opinion, are not in accordance with the provisions of the Delimitation Act 1962:
(i) The allotment of the reserved seat for the Scheduled Tribes to No. 124 Kovur of Nellore District where the Scheduled Tribes form only 12-13 percent of the total population, does not follow the relevant pro- vision of the Act, viz., Sub-section (1) (D) of Section 9 of the Delimita- tion Act, 1962, which clearly specifies that seats for the Scheduled Tribes ou£ht to be reserved in only those constituencies where the •proportion of their population to the total u the largest.
The Commission's proposal in this regard does not conform to even a liberal interpretation of the said provision.
In view of the said proposal and the others concerning the allotment of scnts to the Assembly Constituencies of Nellore District, I suggest the j-pKL-rvotion of seats for Scheduled Castes to be made in No. 124 Kavur, No. 129 Gudur and No. 131 Venkatagiri leaving those in Sarvepalli and Saim pet as General seats.
This proposal of mine has the merit of fulfilling the following require- ments as specified with regard to the allotment of seats;
(a) The conversion of the seat in 124 Kovur into one for Scheduled Castes will result in the honouring of the provision of the Act [Sub-section (1) (D) of Section 9].
(b) The principle agreed upon that the allotment of seats for Scheduled Castes should not, as far as possible be made in constituencies which are contiguous with one another is strictly followed if the seats allotted to Kovur, Gudur and Venkatagiri are reserved for Scheduled Castes and those in SARVEPALLI and SULURPET are notified as GENERAL SEATS.
The loss of a seat for the Scheduled Tribes resulting from the conver- sion of the seat in Kovur into one for Scheduled Castes may be made guod by choosing one of the Assembly constituencies mentioned in the table (Commission's final proposals) Betting forth the concentration of the Scheduled Tribes population in various parts of the State which has yet to be allotted a seat for Scheduled Tribes, in lieu of the constituency which does not figure on this table.
(ii) I wish to express my disapproval of some of the proposals of the Commission such as the following which are at variance with those made by the Associate Members unanimously.
The Commission's proposals in respect of Prathipad constituency and No. 121 Merckapadi, No. 124 Vemavaram, No. 125 Nudurupadu, No. 126 Repudi, No. 128 Houshganesha constituencies in Guntur District having been formulated without paying due regard to Sub-section (1) (a) of section 9 of the Delimitation Act, 1962, to be revised so as to provide for the inclusion of such villages a" are easily accessible from the point of view of public convenience and found in contiguous areas.
