New Delhi , the 24th May 1967
G.S.R. 867.-In exercise of the powers conferred by section 20 of the Pass- ports Ordinance , 1967 ( 4 of 1967 ) , the Central Government hereby directs that the power or function which may be exercised or performed by it under the said Ordinance [ other than the power under clause ( d ) of sub - section ( 1 ) of section 6 or the power under clause ( i ) of sub - section ( 2 ) of that section , or the power under section 23 ] shall , in so far as the provisions of the said Ordinance relate to the issue of passports to citizens of India for going only to Pakistan , be exer- cised also by an authority specified in column 2 of the Schedule below in respect of the territorial unit mentioned in the corresponding entry in column 1 thereof .

G.S.R. 868.- In exercise of the powers conferred by section 21 of the Pass- ports Ordinance , 1967 ( 4 of 1967 ) , the Central Government, being of the opinion that it is necessary in the public interest so to do , hereby exempts the citizens of India from section 3 of the said Ordinance in so far as the said section relates to their departure from India as bona fide Ilaj pilgrims and Zatreen holding the pilgrim passes issued in this behalf.
